15 APPROVAL OF AIRCRAFT MAINTENANCE PROGRAMME AND AIRCRAFT MAINTENANCE


SCHEDULES
How AMS/AMP is prepared ? What are the contents of AMS/AMP ?
Ans:
The MRB process are normally required for aircraft over 5700 kg.
The bottom line for Bangladesh operator(s) and owner(s) is to prepare their AMP/AMS based on the
MPD document or equivalent current documents issued by the manufacturer of the aircraft type and
submit for approval of the Chairman.
Structural Integrity Programme (SIP).
Corrosion Prevention and Control Programme (CPCP)

CHAPTER B.17 REFUELING AND DE FUELING WITH PASSENGERS EMBARKING, ON BOARD OR
DISEMBARKING
ICAO Standard and Recommended Practices require than an aeroplane shall not be refueled when
passengers are embarking, on board or disembarking unless it is properly attended by qualified
personnel ready to initiate and direct an evacuation of the aeroplane by the most practical and
expeditious means available.
"Wide-cut fuel" means, an aviation turbine fuel, (normally designated JET B, JP-4 or AVTAG) that falls
between 'gasoline' and 'kerosene' in distillation range and consequently compared to kerosene (JET A or
JET A1), it has the properties of higher volatility (vapor pressure), lower flash point and lower freezing
point.
"FASTEN SEAT BELTS" signs must be "OFF" and "NO SMOKING" signs must be "ON", together with
interior lighting to enable emergency exits to be identified;
CHAPTER B.19 REPORTING OF UNAPPROVED PARTS TO TYPE CERTIFICATE HOLDERS AND CAAB
Approved Parts means a part that has met one of the applicable certification requirements as
mentioned in the ANO (AW) A.1 and the ANO (AW) B.14, Appendix-1.
In case parts produced in USA, the approved parts shall meet the requirements outlined in the FAR
Part 21 for parts produced in EASA countries the requirements mentioned in the JTSO.


CHAPTER B. 20 USE OF PARTS REMOVED FROM AN AIRCRAFT NO LONGER IN SERVICE
What procedure shall follow when parts removed from an aircraft which is no longer in service?
(a)The means by which the part is removed should be in accordance with normal maintenance data (e.g.
maintenance manual), using the tooling specified.
(b) Adequate access equipment should be provided;
(c) If conducted in open, disassembly should cease during inclement weather;
(d) All work should be carried out by appropriately qualified maintenance personnel;
(e) Open connections should be blanked;
(f) A protected and enclosed quarantine storage area for the parts being removed should be provided in
the immediate vicinity of the work area; and
(g) Normal maintenance documentary controls should be used, e.g. the use of work sheets or cards to
record component removals, and label identification to show serviceability status.
CHAPTER B. 21 AGE LIMIT FOR IMPORT OF AGING AIRCRAFT AND ITS MAINTENANCE
Aging Aircraft means the aircraft which have completed design economic life or 20 (twenty) years of
age (as applicable) from the date of manufacture, whichever is earlier.
Design Service Goal (DSG) / Design Service Objectives (DSO) / Economic Service life (ESL) means
the minimum period of service (in terms of Flight Cycle and Flight Hours) during which primary structure
is defined to be essentially free of detectable fatigue cracks.
What are the procedures to Import an aging aircraft for registration in Bangladesh?
An Operator desiring to import an ageing aircraft for registration in Bangladesh shall ensure that C
check or equivalent schedule maintenance is completed on the aircraft within a maximum period not
exceeding 90 (ninety) days before the arrival date of the aircraft in Bangladesh. Additionally, the aircraft
and its records shall be examined by the Airworthiness Official(s) on behalf of the Chairman. The
inspection team will comprise of at least 2 (two) Airworthiness Officials as mentioned below:
(a) Airworthiness Inspector (Aerospace); and
(b) Airworthiness Inspector (Avionics).



CHAPTER D. 1 ISSUES OF AIRCRAFT MAINTENANCE ENGINEER LICENSES
Licenses granting privileges for maintenance, inspection, modification, repair and replacement of
aircraft components, defined in ICAO Annex 1 as TYPE II Licenses.
Licenses granting privileges for overhaul, maintenance, inspection, modification, repair and replacement
of aircraft components defined in ICAO Annex 1 as Type 1 licenses.
Failure to appear in consecutive 2 (two) oral examination shall require re-appearance in written
examination(s).
Following maximum 3 (three) consecutive unsuccessful attempts in an oral examination, the candidate
shall be required to re-sit for the complete written examination(s).
(a) 180 working days for initial issue of licence in any category for aircraft mentioned in Group 1 of the
ANO D.2
(b) 120 working days for subsequent extension of Licence in the same category for aircraft mentioned in
Group 1 of the ANO D.2.
(c) 180 working days for initial issue or extension of type ratings in the same category or in any category
for aircraft mentioned in Group 2 of the ANO D.2.

The practical experience claimed by an applicant in respect of a licence category, sub-category or type
rating shall have been acquired within the periods mentioned below, immediately preceding the date of
application.
(a) 3 (three) years for a licence category prescribed in paragraph 3.2 of ANO D.I
(b) 5 (five) year for a licence category prescribed in paragraph 3.3 of ANO D.I
(c) 1 (one) years for any licence in sub-category or type ratings prescribed in the ANOD.2
What are the documents shall be submitted for LWTR Exam?
Application for LWTR shall be submitted along with the following forms and attested copy of the
certificates.
(a) Form CA-9A
(b) FormCA-9B
(c) FormAWS-11
(d) Secondary School Certificate Course
(e) Higher Secondary Certificate (Science) or Diploma Certificate as per Rule 39, CARs 1984
(f) Basic Course Certificate
(g) Airworthiness Legislation Course Certificate
(h) Human Performance and Limitation Certificate

CHAPTER D.2 AIRCRAFT MAINTENANCE ENGINEER LICENCE TYPE RATINGS
Group 1 Aircraft includes all Unpressurised Aeroplanes having Maximum Total Weight Authorised
(MTWA) of 5700 Kg or less.
Group 1 Engines include all Piston Engines installed on aeroplanes as mentioned in the paragraph 2.1
Order.
Group 2 aircraft includes all aeroplanes with MTWA higher than 5700Kg. All pressurized aeroplanes and
all Rotorcraft.
Group 2 Engines include all Turbine Engines installed on any type of aeroplanes and Piston Engines as
mentioned in the paragraph 3.1 of this Order.

CHAPTER D.3 PRIVILEGES AND RESPONSIBILITIES OF LICENSED AIRCRAFT MAINTENANCE ENGINEERS
When an AME holder shall not exercise the privilege of his license?
Holders of AME licences shall not exercise the privileges of their licences, related ratings and inspection
authorization while under the influence of any psychoactive substance which might render them unable
to safely and properly exercise privilege of the licences and/or if they know or suspect that their physical
(i.e. eyesight, including colour vision, is particularly important in this respect) and mental condition (i.e.
psychological integrity and personality factor) renders them unfit to exercise such privileges.
What are the privileges of a type rated AME?
In respect of aircraft registered in Bangladesh, the holder of a type rated AME license issued by the
CAAB may issue the following certificates:
(a) Certificate of Compliance
(b) Maintenance Release
(c) Certificate of Fitness for Flight

CHAPTER D.4 RENEWAL OF AIRCRAFT MAINTENANCE ENGINEERS LICENSES
What are the requirements for renewal of an AME license?
An Aircraft Maintenance Engineer license is valid (or one year from the date of issue or renewal and will
normally be renewed upon application, provided that:
(a) During the 24 months preceding the date of expiry of the license , the holder has been engaged for
periods totaling at least six months on work affording experience directly comparable with that required
for the grant of the license .
(b) During the 36 months preceding the date of expiry of the license , the holder has successfully
completed approved refresher training courses in respect of all type ratings entered on the license ,
Airworthiness Legislation and Human Performance & Limitations.
Where the condition of above paragraph has not been fulfilled, or where a license has lapsed for 24
months or more, the applicant shall substantiate by examination his ability to meet the requirements for
renewal of the license . The type and extent of the examination will be determined by the Chairman,
and will depend on the nature and period of employment of the holder since the license expired.
CHAPTER E.1 AIRCRAFT FIRST AID KITS AND EMERGENCY MEDICAL KITS
Unless otherwise approved by the Chairman, no Bangladesh registered aircraft shall be flown unless it is
equipped for the treatment of injuries or medical emergencies likely to occur in flight or in minor
accidents with at least:
(a) One first aid kit where the aircraft has not more than 50 passenger seats.
(b) Two first aid kits where the aircraft has at least 51 but not more than 150 passenger seats.
(c) Three first aid kits where the aircraft has at least 151 but not more than 250 passenger seats.
(d) Four first aid kits where the aircraft has more than 250 passenger seats.
CHAPTER E.2 FLIGHT DATA RECORDER
"Flight Recorders" means two recorders, a Flight Data Reorder (FDR) and a Cockpit Voice Recorder
(CVR).
"Type I FOR", "Type II FDR", "Type IIA FDR"," Type IV FOR" and "Type V FDR" means the type of FDRs
prescribed in the ICAO Annex-6.

Each aircraft engaged in long range over water operation shall carry sufficient numbers of Life Rafts
to carry all persons on board, stowed so as to facilitate their ready use in an emergency and at least
two Survival Emergency Locator Transmitters (ELT-S). Unless excess Life Rafts of enough capacity are
provided, the buoyancy and seating capacity beyond the rated capacity of the rafts must
accommodate all occupants of the aeroplane in the event of a loss of one raft of the largest rated
capacity.
Except as provided for in the paragraph 6.8.2 until 1 January 2005, each aeroplanes operated on
long-range over-water flights shall be equipped with at least two ELT(S).

Each aeroplane with a MAPSC of more than 60 (sixty) and carrying one or more passengers shall be
equipped with portable battery-powered Megaphones readily accessible for use by crew members
during an emergency evacuation, to the following scales:

CHAPTER E. 9 APPROVALS FOR SPECIAL FLIGHTS
What are the scope and procedure to give permission for special flight by the Chairman?
Permission for special flight may be given by the Chairman only for the under
mentioned specific purposes as provided in the rule 115(1) of the CARs, 1984:

(a) To bring the aircraft to a place at which maintenance on the aircraft may be carried out;
(b) To deliver the aircraft to a person under contract of sale or with a view to sale;
(c) To bring the aircraft to a place where demonstration, experiment or test with respect to the
aircraft is to take place;
(d) To carry out search and rescue including evacuating the aircraft from an area of impending
danger, or in cases of force majure; or
(e) To assist in dealing with a state of emergency.

CHAPTER A.1 DESIGN STANDARDS AND ISSUE OF CERTIFICATE OF TYPE APPROVAL OF AIRCRAFT
"Aircraft parts" means, a sub-assembly of an aircraft component and standard items including
fasteners, rivets, nuts, bolts, rigging cable and electrical wire.
Certification compliance book (check list) means the book compiled by the respective
manufacturer(s) to show means of compliance with the applicable Design Standard of the aircraft.
Certificate of type approval in respect of an aircraft means, the action taken by the Chairman, as
an alternative to issuing CAABs own Type Certificate (TC), in accepting a Type Certificate including
the Type Certificate Data Sheet (TCDS) issued by any other contracting State which meets the design
standard of the CAAB as specified in this Order.
"Country of origin" means, the country having airworthiness responsibility for the design approval;
usually this is the country in which the aeronautical product is manufactured or assembled.

"Model of aircraft" means, a particular version of an aircraft type, such as would be distinguished
from another version of the same type by a change of sufficient effect on the weight and balance,
structural strength, operational characteristics, or other characteristics as would require a separate
entry on the type certificate identifying and approving the particular version as distinct from the
identification and approval of other version, (e.g. Boeing 747-400 model of aircraft).
