For and on behalf of Chennai Metropolitan Development Authority (CMDA), the Superintending
Engineer-II, Construction Wing, Chennai Metropolitan Development Authority at his Office at 9

CMDA Tower-II, No.1A, Gandhi-Irwin Road, Egmore, Chennai-600 008 invites application from the
experienced, competent and reputed Architect / Consultant firms with proven record whose Partners /
Team Leaders / Directors are registered with the Council of Architects and who have the capability of
providing total consultancy services for all the related Architectural, Engineering and other design
disciplines including broad supervision and who have the required proven capability and experience in
handling similar projects for rendering the following comprehensive consultancy services for the Proposed
Construction of Godown and Commercial Complex, Koyambedu, Chenna-92.

1. The tender documents can be down loaded from Web Site www.tenders.tn.gov.in from 18.09.2014 to
07.10.2014 upto 4.00 p.m. No cost towards such down loaded tender forms shall be remitted. The tenderers who
have downloaded the tender documents shall be solely responsible for checking these web sites for any
addendum/amendment issued subsequently to the tender document upto 07.10.2014 at 4.00 p.m. and take into
consideration the same while preparing and submitting the tender. The corrigendum is to be accompanied with
tender document.
2. Pre-bid meeting will be held on 26.09.2014 at 3.30 p.m.
3. The sealed tenders will be received on 09.10.2014 upto 3.00 p.m. in the office of the Superintending Engineer,
circle-II, at 9

floor, CMDA Tower-II, No.1A, Gandhi-Irwin Road, Egmore, Chennai-600 008 and the
same will be opened on 09.10.2014 at 3.30 p.m. on the same day in the presence of tenderers and their
authorized agents in the Mini Conference Hall of CMDA at 3
rd
Floor, Tower-I, Thalamuthu Natarajan Maaligai,
No.1, Gandhi-Irwin Road, Egmore, Chennai-8.
4. All the other details such as eligibility criteria and details of tender schedules etc. are available in the Web Site
www.tenders.tn.gov.in.
5. If the date of opening of tenders happen to be a Public Holiday, tenders will be received and opened on
the next working day at the same venue and time.
6. On behalf of CMDA the Superintending Engineer-II, CMDA reserves the right to reject any or all the tenders
received without assigning any reason thereof and drop the proposal.

ELIGIBILITY CRITERIA
1. The Architect Firm / Consultant / Team Leaders of the consultancy firm should have
registered in Council of Architects.

2. The applicant should have executed at least one major project similar to the tendered work
(comprehensive services with single point responsibility) of value not less than Rs.4.00
crores (Rupees Four Crores only) (i.e., total value of work implemented, excluding cost of
land) during the last five financial years. The services rendered will be Civil, Structural
Engineering, Electrical (HT, LT Generators works), Fire fighting etc., in nature.

3. If the application is made jointly by two or more firms as a joint venture or consortium, then
such a joint venture or consortium should have been well established for at least three years
and the same joint venture or consortium should have rendered comprehensive design and
project management services including Civil, Structural Engineering, Electrical, Fire
fighting, Site supervision etc., for at least two building projects each of value not less than
Rs.4.00 Crores, apart from at least one of the joint venture or consortium satisfying all other
eligibility criteria.

4. The applicant firm should have a minimum of 5 years experience in the field and should
have well established office with CAD facility with specialized personnel in each field and
the minimum annual turnover of the firm should be above Rs.24.00 Lakhs by way of
professional receipts towards consultancy services in each of the past 3 financial years.

5. The application firm, in its own name, should have a fully functional well staffed office.
Details of the area, computer hardware & software facilities, key technical personnel etc,
must be furnished.

6. For all above criteria, applicant must submit proof in the form of completion certificate /
testimonials of having carried out the job, registration certificates with Council of
Architects, New Delhi, Certificate of registration of the firm etc, to establish, meeting the
eligibility criteria.

7. Qualified / interested firm satisfying the eligibility requirements, can purchase tender
documents on all working days from the office of the Executive Engineer, Division-I,
Construction Wing, Chennai Metropolitan Development Authority, Tower-II, 9
th
floor,
No.1A, Gandhi Irwin Road, Chennai 600 008 on requisition in writing with necessary
attested copies of certificates of experience in similar nature of work, registration in council
of Architects etc. from 18.09.2014 to 07.10.2014 between 10.00 AM and 4.00 PM on
payment of Rs.6,300/- (Rupees Six thousand three hundred only) including the cost of
document + tax, by way of Demand Draft (non-refundable) drawn in favour of the
Executive Engineer, Construction Wing, Division-I, Chennai Metropolitan Development
Authority (CMDA), Chennai 600 008 payable at Chennai.

8. The tenderers are required to simultaneously submit two separate sealed covers i.e., one
cover containing the required details of their capability to undertake the work which will be
opened first. The second cover containing the price bid document will be opened only if the
tenderer is found qualified, for which the opening date will be informed later to the
qualified tenderers.

9. The tender document can be made available by downloading from the Web Site
www.tenders.tn.gov.in. The applicants can use such downloaded forms to submit the
tender document. No cost towards tender forms shall be required to be paid by those who
use the forms downloaded from the designated website / internet. The duly filled in tender
documents are to be submitted directly to the address mentioned above. Online submission
of tender has not yet started.

10. Completed tenders shall be addressed to the Superintending Engineer-II, Construction
Wing, Chennai Metropolitan Development Authority, Chennai 600 008 and submitted on or
before 3.00 P.M. on 09.10.2014 along with the EMD of Rs.16,000/- (Rupees Sixteen
thousand only) in the form of Demand Draft in favour of the Executive Engineer,
Construction Wing, Division-I, Chennai Metropolitan Development Authority (CMDA),
Chennai 8 payable at Chennai and received tenders will be opened on the same day at
3.30 P.M. in the presence of tenderers or their authorized agents present at the time of
opening in the Mini Conference Hall of CMDA at 3
