Response to minimize socio-economic losses by providing climate friendly, disaster resistant
and energy efficient alternative housing materials and methods to cope with disaster risk
covering a local community in Bangladesh.

4. Project Justification
Bangladesh is exposed to highly vulnerable to natural disaster variability and extremes;
particularly the coastal zone of the country is highly prone to disasters, tropical cyclones and
storm surges. Erosion, flood, drought, frequent inundations by high tide are other common
hazards causing severe loss of live, livelihoods and property which have adverse impacts over
environment and infrastructures. The target group of this pilot initiative is limited number of
extreme poor who are highly vulnerable to natural disasters because of their limited resources
(physical, financial, social and political assets) and fragile infrastructures which cause a
larger, more prolonged and irreversible impact. Thus the project aims to enhance the capacity
of the targeted coastal people to develop simple, low cost and affordable disaster resistant
housing with locally available resources and create small enterprise on housing/ shelter
enterprise which ultimately will reduce vulnerability and strengthen their ability to use
technology to cope with natural disasters, environmental degradation, income generation and
social conflict. People in the disaster prone areas are searching for and testing disaster
resistant housing materials and methods for centuries. This initiative will blend the existing
traditional wisdom of clay made housing in Bangladesh with the RUBACON Program of
new materials technology from Arcilla Research in the Netherlands that uses locally available
secondary and renewable resources (e.g., Straw, Sawmill waste, Sugarcane bagasse, Banana
plant waste, Jute stalk, Jute & Cotton waste, Coconut fiber, Cattle manure etc.) to create
affordable and durable building materials with ceramic like properties without firing. The
light weight components may be made and assembled by women and older children in a
unique DIY (Do it yourself) system. The house will contain no wood, no steel, and no cement
or fired brick- the four industries cited as being the biggest source of GHGs (Greenhouse
gases).

It is to be noted that most of the houses in the locality is made of corrugated steel sheet.
Those sheets act like a shrapnel weapon during cyclone and storm. This initiative will replace
the steel sheet and thus provide the people with more security during disaster.
Setting up of SMEs (Small and Medium Enterprises) owned by the community itself will
provide the economic poor community with better earnings.
In brief, this initiative will focus the local peoples institutional struggle and courage to re-
build the traditional clay made housing with the support of technological innovations.
5. Project Goals
The main goal of this project is to demonstrate the Social, Technical and Economic viability
of the blended technology to cope with disaster risk and building disaster resilience of the
coastal community by self preparing of low cost energy efficient housing.
6. The Specific Objectives
Strengthening and supporting the capacity of the target households, community and
institutions i.e., local primary school to cope with natural disasters with locally
available resources through technological adaptation to their existing wisdom.
Provide alternative livelihoods opportunities and income generation to limited number
of people through skills development, technology transfer and small enterprise
development on housing materials
Develop and promote practical technology based interventions and increase self
sufficiency to manage and shelter the livestock, poultry and animals

9. Project Outputs
The changing objectives and measuring results will be:
i. 50 number of households exclusively hardcore economically poor consisting of 5-9
members in each family will be able to better cope with natural disaster and their
capacity of technological adaptation will be increased and thus their vulnerability of
disaster risk will be reduced.
ii. 2 local primary schools including 600 students (boys and girls) of the community will
get non-interrupt better education surrounding with environment friendly
infrastructures and better health and hygiene which ultimately increase enthusiasm of
learning. Their educational equipments (Books, bench, table, chair and documents)
will also be protected from natural disasters.
iii. At least 100 individuals (30% women) will be skilled enough and capable of
preparing low cost disaster resistant housing and technology transfer in other local
communities. Eventually small enterprise on housing materials will be developed and
income level of the beneficiaries will be increased significantly. A value chain will
be established on low cost housing.
iv. Seeds, Livestock will get better protection and managed from natural disasters
towards contributing to family savings and household food security.
v. Policy makers for Bangladesh will be equipped with a new housing solution to the
disaster prone areas.
