Malomatia was engaged by the government ministry to develop
an enterprise architecture blueprint and roadmap to address
agency objective and strategic direction.
Develop an enterprise-wide architecture as a means of looking
holistically at the ministry IT landscape.
The enterprise-wide view will include current environment, a
vision for the future ,and a plan for moving from
the baseline to the target environment (implementation plan,
migration plan, or transition plan).

the business services they offer. These applications are
developed in silos with limited synergies among them.
Organizational changes in the government have also

Malomatia was engaged by ictQATAR to oversee the implementation
which is provided by a third-party and ensure that the end product
meets ictQATAR objectives and quality expectations.

ictQATAR embarked on a joinery to setup a government-wide
service integration platform to enable seamless systems
integration among government agencies and act as a gateway
for shared services. The project objectives are : to pilot the
Service Oriented Architecture technology in phases with two
core SOA components: Enterprise Service Bus and Business
Process Management System.
To enhance the Labor Recruitment Service of Ministry of Labor
(MoL), by making this service available online to all the Qatari
private companies through the unified single entry point of
Hukoomi Portal.

E-GOV SOA CENTER OF EXCELLENCE
ictQATAR has embarked on a large endeavor to outsource Qatar e-Government operations (i.e. the Hukoomi
Operations Project) to Malomatia. The main scope is to run the entire day-to-day operations of the Hukoomi
portal and e-services as well as the infrastructure that is keeping all the mentioned platforms together. The
Malomatia team consists of help desk engineers, technical support engineers, network engineers, security
engineers, system administrators, storage consultants, application developers, architects, and other
professionals.
THE SOLUTION INCLUDED:
Developed the vision, mission, and governance model for the
CoE organization
Developed a detailed blueprint for ictQATAR shared services
platform that aligns with its SOA vision
Developed a comprehensive SOA Reference Architecture
targeted at IT architects
Conducted various technology and architecture training to
various groups within the organization.

Maintenance and Support of Hukoomi Portal and eServices Applications
IT Operations and Support of the Hukoomi and eServices infrastructure
Staffing Augmentation Services - provide ictQATAR access to a pool of talent to support
On-going enhancements and projects without and outside the above scope.

QNEDS OPERATION MANAGEMENT
& SUPPORT SUPREME EDUCATION COUNCIL
The scope of the QNEDS is to provide support and maintenance services to SEC in the areas of application
development and administration for QNEDS based applications: Qatar Office for Registration, Licensing and
Accreditation (QORLA) and Markers eServices, QNEDS Portal, ETL, and Business Intelligence/Data Warehouse.
This includes but not limited to bug fixing, end user training, further enhancements to the existing solution, and
business process enhancements.
