Throughout the Imperium, the venerable Gothic class cruiser has been a fleet mainstay for many centuries. It is because of the
success of this lance-specific cruiser that one's mind is bewildered to answer this question: why were there no lance specific
heavy/battlecruisers operating in the Imperial navy?

There may have been several contributing factors: development cost, lack of new technologies to support the amount of power
required, the success of the Gothic class. However, the most prevalent factor may have been the stigma created by the failure of the Acheron
class development project. Twiddling with alien technology in radical new weapons systems, the Adeptus Mechanicus paid with time, effort,
and a few lives. They nevertheless succeeded at length, only to have their pride and joy (along with all its schematics) stolen by the forces of
Chaos. It is this that causes most Imperial admirals to shudder when talk of a "Lance Battlecruiser" circulates.

It was Lord Admiral Ravensburg, in his final years as commander of Battlefleet Gothic, who broke this superstitious silence and
authorized the Titan class development project. The Titan makes use of advanced, more refined reactor systems. These systems allow
superior broadside range in comparison the Gothic, and allow the installation of a dorsal lance battery. The test ship, the Light of Rectitude,
distinguished itself admirably in its newborn years. Such success soon paved the way for the production of this class on a larger scale.

The Oppressor was the first vessel of its class; it was constructed from the hulk of a dictator class which had had much of its prow
and its forward weapons batteries destroyed by a fleet of Ork pirates. Numerous factors led to Arch Magos Toddius Kraines decision to
create a new class rather than merely repair the damaged ship, the main one being the presence of pre constructed lances at the space station
Conavis III that the damaged dictator had been towed to. With unprecedented spontaneity the Arch Magos also requisitioned a newly built
nova cannon from the nearby world of Tralis, and, to incorporate the power needs this would create, he personally oversaw the modification
of the power conduits and led the prayers to the machine god over each relays instalment.

The inherent efficiency in refitting the Oppressor to battle ready status within just 3 months was the major factor behind Magos
Kraines defence at his subsequent trial by the Mechanicus for "misappropriation" of military hardware. The Oppressors early record of
successful actions exonerated him and led to intense studies in to perfecting and standardizing the new class design.

Extensive testing of the ships systems brought up considerable questions regarding the ships power relays, even with their
substantially improved construction, when the nova cannon was used the pressure on the relays was critical and recommendation for a further
more extensive upgrade of the ships power grid was made.

Unfortunately the upgrade was never carried out. In its next action the Oppressor was ambushed by the Bloodied Blade, a
slaughterer class cruiser and its attendant escort, while its own escorts were conducting long range patrols. In a tense battle the Bloodied
Blade was forced to disengage, under pressure from the Oppressors attack craft. However, when the Oppressor attempted to fire its nova
cannon at the fleeing heretics the power relays shorted out. The powerless ship took heavy fire before the returning imperial escort squadron
drove off the heretic ships. Upon its return to dock the ships nova cannon was found to be damaged beyond repair and over half its attack
craft lost.

With such a humiliating defeat and as the only ship of its type the Oppressor class future looked dim. It was the truly heartfelt plea
of the ships captain and those others who had served with the Oppressor, backed up by its impressive record of victories, which ensured the
new class survival. The ship was refitted with torpedoes in its prow and with its power relays alleviated of the strain of the nova cannon the
range of its lances was increased. Few of these ships have been commissioned in the centuries since, and none have benefited from the
enhanced relays the class namesake was gifted with, however the few ships of this class continue to serve with distinction and, when backed
up with escorts, excel in long range patrols and planetary assaults where their attack craft can tip the tide of any battle.

While the Imperial Navy and the Adeptus Astartes fight the wars of the 41st millennium, the forces of the Adeptus Arbites take on a
more subtle but no less important role. They are the police, the hand of justice in Imperial space. Not only do the Arbites operate planetside,
but they also possess some naval forces with which to hunt down small pirate bands and other petty criminals.
The Arbites Punisher class strike cruiser is a policing vessel which is used to provide local system security, to quell small rebellions
in nearby systems, and to root out pirate bases. The design of the Punisher is very similar to that of its Space Marine strike cruiser equivalent.
Much of the design is similar, with the exception of the more typical Imperial prow, which (to the untrained eye) can give the Punisher the
appearance of a Dauntless light cruiser. There is also slightly less armor plating on the ship's engine ports compared to its Astartes
counterpart.
During the Gothic War, the Inviolable Retribution, under the command of Arbitrator Jamahl Byzantine, provided invaluable
assistance in the evacuation of the Imperial world of Belatis. Arbitrators Byzantine and Korte, along with the crew of the Lord Solar
Macharius went above and beyond the call of duty to rescue Captain Leoten Semper and several loyal Imperial citizens.

Special Rules: Adeptus Arbites ships are rare compared to their naval counterparts, and rarely participate in joint fleet actions. An
Imperial player may take one Punisher for every 1000 points. It would be appropriate for a corresponding scenario or subplot to be used to
explain its appearance.
The Punisher class strike cruiser carries regular Imperial torpedoes as well as barrage bombs. Arbites vessels are also supplied with a
single salvo of melta torpedoes. Rules for these and other special torpedoes are provided on page 4 of Warp Storm. Remember, if the
Punisher receives a prow critical hit, the melta torpedoes (if they have not yet been fired) will detonate causing D3 fire critical hits to the
Punisher itself. This ship may not make any further rolls on the special torpedoes table.
The Punisher class strike cruiser has been designed with the intent of scanning the surrounding star system to root out pirates and heretic
strong holds. As a result of this, Arbites vessels benefit from an improved sensor array. When any enemy is on special orders, Arbites
vessels receive +2 bonus to their leadership instead of the usual +1.
Barrage bombs, the bombardment cannon, and special drop pods make the Punisher quite adept at assaulting planetary targets. When
assaulting a planet, the Punisher is worth 1 assault point. The Punisher receives a +1 in all boarding actions (not hit and run attacks) because
the Arbites excel at close quarters fighting and cleansing enemy strongholds.
The Punisher has limited attack craft capability for the purposes of defense and advance scouting. It can launch squadrons of Arbites
Eagle Interceptors. The ships only carry fighters, and do not have the facilities to service and launch bombers or assault boats.
