Job Title : WASH governance focal person (Philippines)

Project /Area :

Based in Bantayan Island with frequent trips to multiple locations in
northern Cebu province and elsewhere within the Philippines.

Supervisor/Title :

PhATS Manager/TL shelter and WASH -Islamic Relief Worldwide,
Philippines.

Grade Steps :

Negotiable

I) SCOPE OF RESPONSIBILITIES

This position holds responsibility for the high quality and effective delivery of WASH
programming to support the victims of typhoon Yolanda/Haiyan according to recognized
national and international standards.

In supporting the identification and prioritizing of the most vulnerable persons within the
communities in which IR is working, the WASH governance focal Person will report directly
to IR PhATS Manager/TL shelter and WASH and be responsible for the technical support and
supervision of multiple project teams in several locations within the Philippines to prevent
and/or mitigate against WASH related public health concerns in accordance with IR policies and
procedures.

He/she will also be responsible on the conduct of Local Government Units and private sector-
base PhATS capacity building activities and related to the PhATS programme funded by UNICEF
in representing the organization to a range of external actors, including beneficiaries and other
key stakeholders, such as government authorities, UN agency, peer organization, national NGO,
and private sector staff.

II) JOB SUMMARY

The holder of this position will fulfill the LGUs and Private Sectors-base activities in the
coordination and technical role relating to UNICEF funded PhATS projects within IR Philippines
Programmes Department. This will include but not limited to WASH governance also monitoring
and demand creation on PhATS implementation in Bantayan and Daan Bantayan Municipalities.

Islamic Reliefs mission in the Philippines is to assist in the relief, recovery and strengthening of
communities following typhoon Yolanda. We work regardless of ethnicity, religion, or gender;

III) MAIN DUTIES AND RESPONSIBILITIES

Liaise with the different stakeholders particularly LGUs, Department of Health,
Department of Education (DepED),agencies, NGOs and private sectors for
conduct of PhATS capacity building, meetings and events.

Facilitate the formation and strengthening of Local Government Units rapid
response team of WASH sector.
Facilitate and coordinate with the LGUs on the formation and development of risk
inform and gender sensitive WASH Plan,
Ensure that the WASH sector plans are incorporated in DRR and comprehensive
LGU development and investment plan.
Provide technical capacity to the WASH committees both in schools and
communities to ensure functionality and operationality.
Coordinate PhATS activities with the LGUs, DoH and private sectors.
Coordinate and work closely with the LGUs, DoH, relevant agencies including
private and the Barangay committees to ensure that the PhATS enabling policies
are in place.
Facilitate the capacity building trainings of LGUs, WASH committees, M&E
resulting to a functional M&E system.
Work closely with LGUs and DoH in developing WASH municipal operational
manual and protocols.
Facilitate and support the conduct of re-echo trainings of the LGUs to relevant
agencies and partners.
Help the team in facilitating and organizing WASH global and national events and
ensuring maximum participation of the beneficiaries from both community and
schools.
Work closely and facilitate the creation of municipal guidelines of criteria for
declaration of Zero Open Defecation.
Help the team to facilitate and organize the declaration of Zero Open Defecation
with the LGUs and 3 party verifiers.
Coordinate and represent PhATS project related in community meetings,
assemblies and gatherings.
Work closely with the WASH engineer, Behavioral Change and Communication,
PhATS promoters and other relevant support staff to ensure smooth project
implementations.
Monitoring of the implementation of PhATS activities, ensuring that key
messages are in compliant with the donor, projects requirements and ensure up
to date information.
Assist the WASH Manager in planning and monitoring project budgets, while
ensuring appropriate compliance with expenditure procedures for the WASH
activities in respect with donor requirements and IR procedures.
Assist review of implementation and recognition of additional and/or changing
WASH needs specifically on PhATS related issues.
Assist the monitoring complaints mechanism feedback IR process with M&E focal
persons.
Assist the submission of donors report- monthly, quarterly and final report.
Abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, HAP, and
Islamic Reliefs policies and procedures.
Any other assignment given by supervisor/manager.

IV) ACCOUNTABILITIES
Work independently on tasks related to PhATS project implementation.
Make decisions on project implementation and its daily management to be
responsibly based on available resources, skills and knowledge of staff and access
to target communities.

Ensure that implementation of PhATS is locally appropriate and that feasible
projects are in close consultation with local authorities and communities.
Proper management of financial resources, equipment and project utilities.
Work in adherence to IRs policies and procedures.

V) REQUIRED QUALIFICATIONS AND COMPETENCIES:
University degree in a Social Science or public governance or any other related
field.
Knowledge of good Public Governance and Management.

VI) DESIRABLE:
Experience on WASH in Emergency is advantage but not essential.
Knowledge on Public Health and other relevant areas (Environment
Management, Health Promotions, community water rights)
Experience working with the Local Government and private sectors partner
Experience on WASH in Emergency is advantage but not essential.

VII) LANGUAGE
Fluency in Filipino is essential. Cebuano speakers will be preferred
Fluency in English (written and spoken).

VIII) IT SKILLS
Good IT skills, Microsoft office Word and Excel is essential.

IX) GENERAL SKILLS

with communities.
Willing to learn local mechanisms, culture and humanitarian and development
issues of the region.

X) DISPOSITION
Should be prepared mentally to do extensive field visits to other locations within
the Philippines.
Able to work flexible hours when necessary to carry out the task completion.
Flexible & patient.
Ability to work on your own initiative as well as a part of a team.
It is essential that the post holder shows a good understanding of humanitarian
principles and sympathy with Islamic Reliefs values, as well as a commitment to
Islamic Reliefs vision and mission.

Energetic and able to operate in situations which may be arduous.
