JOB TITLE: Finance Officer


BASE LOCATION:

DIVISION/ PURPOSE: The purpose of the International Programmes Division
(IPD), besides preparing for and responding to
humanitarian crises and administering the orphans welfare
programme, is to guide, support and monitor the country
programmes to ensure the continuous development of a
global programme according to the international strategy.

DEPARTMENT / PURPOSE:

The Humanitarian Department oversees disaster
preparedness, risk reduction and timely and effective
response to disasters to reduce suffering and loss of life.

JOB PURPOSE:

To provide supervision over financial functions at the field
level and assist with administrative functions. Effectively
manage all day-to-day financial matters ensuring reporting
and compliance with donors and Islamic Relief financial
guidelines.


REPORTING TO: Finance Coordinator
STAFF REPORTING: As below (provisional)
BUDGETARY RESPONSIBILITY: Maintaining field office cash flow, adherence to procedure,
compilation of cash vouchers and documentation etc.

I) KEY OBJECTIVES
To support the delivery of effective humanitarian programmes by ensuring the timely and highly
accurate provision, administration, monitoring, and reporting on the use the operations financial
resources in compliance with Islamic Relief and donor procedures.

II) JOB SUMMARY

This position holds the responsibility to provide supervision of financial functions at the field level
and assist with administrative functions under direction from the Finance Coordinator based in
Cebu City. This will mean effectively managing all day-to-day financial matters in an active field
office delivering emergency response and recovery projects, maintaining cash-flows, conducting
bank transactions, and ensuring the appropriate level of documentation, monitoring, reporting and
compliance with donors and Islamic Relief financial guidelines.

III) MAIN DUTIES/RESPONSIBILITIES

Maintain systems and controls to ensure the efficiency, integrity and transparency of IR Philippines
operations in accordance with guidelines provided by IR and internationally accepted accounting
standards

Ensure all accounting records and supporting documentation for all financial transactions are
maintained in a systematic order and in safe and secure conditions in the field office.

Regular communication and completion of daily financial reporting to IR Finance Coordinator based
in Cebu City.

Prepare complete, accurate, and timely financial reports, including institutional donor reports where
required for all projects implemented using required formats.

Maintain effective control over cash-flow and banking transactions, ensuring that cash and bank
account figures reconcile with accounting records.

Assist and support the Finance Coordinator in ensuring that field expenditures meet Islamic Relief
and institutional donor requirements and remain within the approved plans and budgets.

Assist and support the Programmes and Logistics teams in the preparation of budgets for project
proposal and annual field office budgets as required.


Assist the Finance Coordinator in establishing/maintaining external/internal auditor
requirements.

Support the Finance Coordinator in ensuring incoming IR Philippines staff receive suitable
induction/orientation in financial procedures.

To work as part of a team and support the smooth running of IR Philippines field office and country
office as required.

IV) ASSISTANCE TO ADMINISTRATION FUNCTION

Assist with the establishment/maintenance of appropriate and good administrative procedures and
systems that create conducive working environment in all workplaces/offices.

Conduct regular site visits with Admin and Logistic teams to ensure regular monitoring on relevant
operational support issues.

Assist in the hiring of properties and premises as required, ensuring that contracts, leases and
other agreements are properly prepared and updated so as to meet agency needs; include fair and
reasonable commitments from service vendors; and comply with law and regulations.

Assist the teams in purchasing to ensure that IR and donor policies and procedures are adhered to
and followed (including for foreign imports) and that purchasing meets IR Philippines requirements
in a timely and quality manner.

Assist with the safe receipt of in-kind donations (locally and internationally).

Assist with administrative functions to maintain updated inventories of IR Philippines, items and
assets.

Any other duties assigned by the Finance Coordinator /Head of Mission.

V) PERSONAL SPECIFICATION


ESSENTIAL

Experience

Experience as a qualified Accountant equivalent internationally/nationally recognized
accounting qualification

Demonstrable experience working in a similar role.

Skills

Good communication skills with the ability to present financial matters to non-financial
personnel, monitor and discuss budgets with municipal representatives and other relevant
parties. Able to communicate and report on technical points, both orally and in writing.

Willing to be accountable for work conducted.



Communicates honestly, openly, and consistently. Shares information appropriately and
ensures that views of all members of the team are freely expressed.

Ability to manage multiple priorities and work under pressure and to deadlines.

Encourages a positive rather than negative viewpoint.

Ability to manage and supervise finance and non-finance staff in multiple and remote
locations

computer literate

Proficiency in accounting software, preferably QuickBooks.

Ability to adapt to new situations and needs

Languages

Fluency in English (written and spoken is essential).

Experience

Preferably experience working with an NGO.

Skills

Knowledge of local laws and culture

Problem solving skills and self-management.

Good interpersonal skills and the ability to work sensitively with people from various
cultural and social backgrounds.

Willing to learn local culture and humanitarian and development issues of the region.
