This "osition holds res"onsibility for the hi*h !ality and e0ecti$e deli$ery of 'A&(
"ro*rammin* to s!""ort the $ictims of ty"hoon 1olanda/(aiyan accordin* to
reco*ni2ed national and international standards%
In s!""ortin* the identi3cation and "rioriti2in* of the most $!lnerable "ersons
within the comm!nities in which IR is wor4in*- the Beha$ioral #han*e and
#omm!nication O5cer will re"ort directly to IR PhAT& )ana*er/T+ shelter and 'A&(
and be res"onsible for meetin* the comm!nication re!irements of IR6s "rojects-
"artic!larly on "re$entin* and/or miti*atin* 'A&(,related "!blic concerns in
accordance with IR "olicies and "roced!res%
the technical s!""ort and s!"er$ision of m!lti"le "roject teams in se$eral locations
within the Phili""ines to "re$ent and/or miti*ate a*ainst 'A&( related "!blic health
concerns in accordance with IR "olicies and "roced!res%
(e/she will also be res"onsible for assistin* the IR,PhAT& mana*er related to the
'A&( "ro*ramme- s"eci3cally on Phili""ine A""roach to Total &anitation (PhAT&)
s!""orted by 7/I#89- in re"resentin* the or*ani2ation to a ran*e of e:ternal
actors- incl!din* bene3ciaries and other 4ey sta4eholders- s!ch as:
local/"ro$incial/national *o$ernmental a!thorities- 7/ a*encies- "eer or*ani2ations-
national /.Os- and the "ri$ate sector%
II# &OB S'MMAR(
The holder of this "osition will f!l3ll in assistin* the PhAT& mana*er/T+ shelter and
'A&( in the coordination and technical role related to 7/I#89,f!nded PhAT&
"rojects within IR Phili""ines Pro*rammes ;e"artment% This will incl!de b!t not
limited to de$elo"in* and disseminatin* beha$ioral chan*e 4ey messa*es and assist
in baseline monitorin* of the deli$ery of the 'A&( team6s on the PhAT&
im"lementation in Bantayan and ;aanbantayan m!nici"alities%
Filipino nationals are strongly encouraged to apply, as are female candidates.

strengthening of communities following typhoon Yolanda. We work regardless of

Assist in the cond!ct of baseline data *atherin* and related need

Assist in the cond!ct of orientation and mana*ement of =AP s!r$ey
teams
Assist in the de$elo"ment of s!r$ey tools- data consolidation and
analysis%

local 'A&( e$ents- incl!din* ta""in* media- reli*io!s and local leaders
that *eared toward creatin* a demande for PhAT& initiati$es%

Assist in the re$iew of im"lementation and reco*nition of additional
and/or chan*in* 'A&( needs s"eci3cally on PhAT& related iss!es%
Assist in monitorin* the com"laints and feedbac4 mechanism feedbac4

Assist in the "roc!rement and monitorin* of the I8# and other
materials related to the im"lementation of PhAT&%
Assist and s!""ort the "re"aration of in,co!ntry 'A&( strate*y- lin4in*
relief with rehabilitation and de$elo"ment in the a0ected areas in line
with the or*ani2ation6s lon*,term strate*y%
Assist inthe "re"aration of donor6s re"ort, monthly- !arterly and 3nal
