General Terms and Conditions

1. The minimum analogue extensions expandability limit should be 100.
2. The filled tender form should be submitted along with duly filled common technical specification
given in Annexure-A enclosed.

3. The EPABX system should be wall mountable.


4. It should be suitable to function without Air condition.

5. The quoted rate should be nett. Extra amount will not be paid at any cost.

6. DD should be drawn in favour of ESI Corporation, Coimbatore. The EMD will be returned after
finalisation of purchase without any interest.

7. Payment will be made on satisfactory installation and commissioning of the exchange.

Technical Specification of the Exchange


Compliance Remarks

The EPABX should be fully digital and should employ
Stored Program Control (SPC) using pulse code Modulation
(PCM) and Time Division Multiplexing (TDM), confirming
to latest ITU-T (earlier CCITT) standards.

The system should be 100% non-blocking

The offered system should support up to 100 Analog
Extensions


The CPU of EPABX should use 32 bit microprocessor with
system memory on a MMC card and not on EPROM or a
floppy disc drive.


The offerer must supply a certificate confirming that the
system was manufactured in accordance with the
environmental management system ISO 14001.
The offerer is also obligated to supply evidence that a quality
management system based on DIN EN ISO 9001 has been
introduced and is applied in the offerers

The system should support simultaneous voice and data
capability over the same single pair telephone cable in
(2B+D) 1SDN BRI format. The

numbering scheme. This numbering scheme should be

The system should support Mobile PIN functionality. Calls
can be made from various telephones and still billed to his
own account


Access protection at digital telephones
-Users must be able to lock their telephones to protect
against unauthorized access when quitting their
workstations


It should be possible to integrate an announcement/industrial
paging system with the proposed EPABX without any
additional external additional hardware.


It should be possible to directly connect an external music
source for music on hold.


To reduce processing and response times during system
administration, a high-performance system interface must be
provided with an Ethernet-LAN connection


Administration tools must be provided for system
management functions for administration of the
communication server. These include the following
functions:
- User administration
- Board administration
- Software backup and updating
- System diagnosis and error handling
- Software and resource management for IP telephone
solutions
Access to these administration functions must be user-
friendly so that administration tasks can also be performed
without any special system know-how


The system should support centralized system administration
using SNMP (Simple Network Management Protocol).


The System should support direct LAN TCP-IP
Connectivity. (10/100 BaseT on RJ45). This should be
available on an Integrated Interface Card Inserted in
Universal Slots. Up to 10 - 15 simultaneous Remote LAN
Access should be possible through the system. There should
be fire wall Concept Check both the Source IP Address &
Destination IP Address as well as ISDN numbers at the Wan
transition to ensure the security of Data. The above feature
should be available without any external additional
hardware.


The offered system should support integrated Universal Call
Distribution system (UCD). System should be able to
forward the call center information to the reporting software.
Agent Login, logoff, wrap-up features should be available


System should also support a standards based CSTA
interface available, for integration of 3rd party Call Center
applications


The system must support interfaces for controlling
communication flows via the computer and computer-based
communication. The communication system must include a
CTI application which offers call control support, integration
into a contact data base and call journal for all subscribers
(CTI - Computer Telephone Integration)


System should support logical partitioning.
Logical partitioning is a DoT (Department of Telecom)
regulation, and is mandatory for any privately owned Voice
equipment on which a private network trunk as well as a
public network trunk (PSTN) is terminated. logical
partitioning means does not permit a private trunk to link to
a public trunk (PSTN) in any way, be it directly or indirectly
(by the way of a transfer /conference etc.


System should support Digital Phones on Single pair of
Cable.
The digital Phone for Operator should offer the following
features:
2 x 24 Character Tiltable Display, Interactive Menu keys for
Interactive user prompts, Hands free Operation; Up to 12 in-
built Programmable Keys. For further one-touch keys,
support for key module. In-built USB port to connect data
equipment like PC or a keyboard. The digital phone should
support connectivity to video Phone system on single pair
cable


The basic digital Phone should offer minimum 8 function
keys with LEDs.


The IP convergence system should be sufficiently scaleable
to meet current and future demands in terms of voice
communication integration in an IP-based system
architecture


The system should support a network of two or more
communication servers over IP infrastructures. The
communication servers features should be available here in
the same way as over traditional fixed connections.
The solution should support operation in a point-to-
multipoint configuration to guarantee high network
infrastructure utilization.



High-performance gateways must be provided for the
communication system and must support all features and
applications in IP-based infrastructures. These features
include, in particular, the connection of IP-based terminals
and soft clients over existing IP infrastructures, the
networking of locations via LAN infrastructures


System should support soft phones and IP phones and SIP
phones for VOIP (Voice over IP) Applications. Data Sheets
for the same should be attached.( Make of IP Phones should
be from the same Manufacture of quoted IP PBX)


The following must be supported for the connection and
operation of IP telephones:
Quality of Service mechanisms such as IEEE 802.1.p,
RFC 791, Diffserv.
Echo suppression compliant with G.168
DTMF recognition compliant with Q.24
Power over Ethernet


System - System networking over IP should be possible:
The system should be able to use the existing IP
network to get connected to a similar system at other
location with complete feature transparency between the 2
systems. A single voice call between the 2 systems should
not take more than 20kbps of bandwidth on the IP network.
In case the IP network is down, the system should be able to
get connected to the remote system using Dial-up PSTN
connectivity offering 'No Single Point of Failure'


The communication system must support the SIP (Session
Initiation Protocol) -Protocol, for subscriber and exchange
interfaces. Support of NAT-Traversal (Network address
translators) and the STUN-Protocol (Simple Traversal of
UDP Through NATs) is mandatory


To reduce communication costs, time-specific, intelligent
carrier selection and break-out functions based on least cost
routing must be guaranteed. Standalone systems must feature
an option for selecting the best carrier on a call-by-call basis


The system must support the operation of cordless DECT
telephones (including GAP) and feature a user interface
similar to one used by the permanently connected digital
telephones. The communication servers ISDN and TC
features must also be supported on the DECT terminals


Options for retrofitting the following additional functions or
services should also be available:
Unified Messaging services with integration in existing
mail systems
personalized and server based application portal with
personal communication portal with access to all
communications services (phone, e.mail, voice mail,
fax and instant messaging)
presence information an administration of the personal
availability
contact center solutions
Presence-based solutions and applications
Video telephone solutions
Conference and alarm system
Integration of cordless telephones (fixed mobile
convenience)


IP extension card
a) The system should support IP extension card.
b) This should be an integrated card, which
should be pluggable in any of the universal slots.
c) This card should have an 10/100 Ethernet
port, which can be connected to the LAN.
d) IP Phones should be able to connect to the
LAN and the same should communicate to the
EPABX. These IP phones should work like any
digital phone with all features of EPABX.
e) These IP phones should be able to connect on

WAN also.
f) IP phones should be able to be connected on
Internet also, if static IP is available.
g) This networking IP card should support the
following,
h) Minimum 30 voice channels should be
possible
i) Should support G.711, G.723.1, G.729.A
j) Should be an integrated solution, ie card
based and to be put in any of the universal slots
The system should support feature transparency when IP is
used as medium for networking i.e. Intranet or Internet
applications. Necessary documentary proof should be
submitted

IPTrunking / components
a) The system should support the following
attributes :
LAN interface, Ethernet with TCP/IP
protocol
b) Connection of a server via LAN-LAN router
and LAN-WAN (ISDN )
c) - Remote connection to a server/host via
ISDN directly via S

f) The offered communication system should
have the possibility of distributing IP network.
g) There should not be any restrictions
concerning system or subscriber-functionality in
the distributed architecture
h) It should be possible to connect IP work
points to the offered communication server
The system should provide the same features for IP work
points as for traditionally connected subscribers.

Special Conditions


The offered system should be TEC approved. Valid TEC
Approval Certificate for 100 Analog Extensions should be
enclosed along with the offer.


The vendor or its principal should be a member of the
ECMA Forum. Proof should be attached.


The original manufacturer of the offered systems should be a
part of the International IPNS forum Documentary proof to
this effect needs to be attached along with offer.


The vendor or principal should have implemented Voice
over IP (VoIP) solutions in South India. Proof of such
installations should be enclosed.


In case the Bidder is not the manufacturer then separate
letters as detailed below are to be attached
a) Letter authorizing the Bidder to quote for this
specific tender
b) Letter assuring that all Service and technical support
will be provided by the Manufacturer / Authorized
Distributor / Channel Partner directly to us as and
when required. This letter shall also specify the
infrastructure available in Tamil Nadu.
c) Service centers in Tamil Nadu (address with contact
person details).
d) Spares stock centers in Tamil Nadu (address with
contact person details)


The bidder shall confirm that they or their group companies

or sister concern or the MOU Partner or its associate
companies have not been banned or Black listed from any
Government or Quasi Government agency or Public Sector
Undertaking at any point in time.
Vendors not meeting above all requirements and/or not
enclosing required documents would be summarily rejected.
