JUSTIFICATION IN PROCURING UNITERRUPTED

POWER SUPPLY(UPS)
A UPS is typically used to protect hardware such as computers, data
centers, telecommunication equipment or other electrical equipment where an unexpected power
disruption could cause injuries, fatalities, serious business disruption or data loss. If the power goes out,
computer equipment must eep on running in order to shutdown properly to pre!ent damage to de!ices
and data which can occur when there is sudden power loss or fluctuation.
UPS units should also be chosen for the additional protection for other power e!ents and not just
power outages. "rownouts, where there is a drop in the power but not a complete failure, can cause your
computer to run slower or cause files to become corrupted just as easily as power failure can. Surges can
be incredibly destructi!e to unprotected computers. UPS units offer power conditioning. Power
conditioning allows for the battery to tae o!er during electrical e!ents. #his allows the attached
computers to continue to get a steady supply of power. #he danger that unconditioned power presents is
!ery real. #he UPS is the first line of defense against power fluctuations and failures.
Pursuant to Section $%& of the 'ocal (o!ernment )ode, the Sangguniang Panlalawigan, as the
legislature of the pro!ince shall enact ordinances and appro!e resolutions for the general welfare of the
pro!ince and its inhabitants. #he undersigned, as the chairman of major committees of the SP shall be
responsible for the re!iew of ordinances passed by *+ municipalities and * cities in the pro!ince of
"atangas, concerning annual , supplemental budgets, games and amusement regulations and ris
reduction , preparedness among others. #he recent pro!ince wide blac out we ha!e experienced
pro!ed fatal in the exercise of these functions. Also taing into account the rotating brownouts in the past
months for maintenance purposes, there is an apparent ris for data loss and damage to (o!ernment
de!ices which could disrupt business as usual functions. Particularly for (o!ernment offices where
computer data and functions are necessary for operation and daily processes, de!ices which could
minimi-e if not eradicate such riss can mae a big difference for cost efficient usage and deli!ery of
(o!ernment ser!ices.
.ith those noble functions, it is, but proper that continuity of ser!ice shall be upheld at all times
for the betterment of the general public. /elays and disruptions in drafting legislati!e measures could be
a!oided by acquiring UPS, as explained thus far.
#hrough this, it is ad!antageous to the "atangue0os and to the pro!incial go!ernment as well, not
only to the efficiency and expediency of the exercise of our go!ernmental functions but also for the
protection and preser!ation of go!ernment properties as pro!ided in the sworn oath by employees of the
go!ernment. 1or these reasons, the acquisitions of the requested UPS units are necessary, beneficial and
practicable for the pro!incial go!ernment of "atangas.
