We the Directors of the Confederation
of Truckers
Association
of the Philippines (CTAP) on behalf
of our members would like to
irrrplore the help and assistance of your good of1ice in connection
with the perennial port congettion
problem at South Harbor Manila
Port prenri+es. Verily, the aforenrentioned
problem hampered
the
austainable mobility of containef
cargoes to the prejudice
of our
national economy.
Worst, the City of Manila implernented
a day time
truck ban under
Ordinance Ncl. 8336
that add rnore burdened and
wtlr.'iened the Port congestion because it limits the time of truck
operators to pull ottt corrtainers frorn
the port, Consequently,
clamor
for ggyernment
intervention by all sectois

affected by the
port congestion and Manila truck ban wf,s very
strong and evident,
hence, a 24 Hours Expresu Trade Lane was
granied to truck
operator$,
Urrfortunately,

obuerved
despite the grant
of the

Trade Lane the probrem with
regard to port
congestion
and moving out and entry of containers

In connection thereto, we would like to invite the attention of
your good office with regard to actual
operations and situation.$ at
Atiian Terminal Incorporated (ATI) and the problem
faced by our
member truck operators
therein, to wit;
1' The ATI has no snfficient equipment
that woulcl
commerl^surate to the dernands of their daily port
operations. Thus, to
solve this problern,
the ATI shall be required to pwchase
the
necessary additional equiprnent in order to fully utiliae their daily
operation to the berrefits of all concemred.
2. The port management
systern adopted
and implernented by
the ATI was higFrly vulnerable to corruption wherein
our momber
truck operetors are rnade to wait
and

for 4 tp I hours due to the
alleged non-availability of slots as advised by the checker/ernployee
of Shipping Lirtes.
However, it i+ a common knowledg* tfrat if a
monetary consideraHon be given that rantes from 300 to 800
pesos
per slot would imrnediately
be available.
To rernerty this problem, the
emPty slot available to att stripping line must be publish on a bulletin
board oPen to truckers/drivers
and not being controlled by the
checker:/employee of the shipping lirres,
