A. Craftsmen Training Scheme
The craftsmen training scheme was introduced by the Govt.of India in 19850to ensure study flow of skilled worker in different trades for the domestics Industry, to raise
quantitatively and qualitatively. The Industrial Production by systematic training, to reduce un-employment among the educated youth by providing them employable training to
cultivate & nurture a Technical & Industrial attitude in the minds of the younger generation. The scheme, the most important in the field of vocational training, has been shaping
craftsmen to meet the existing as well as future man power need ,through the vast network of I.T.IS in the various States /Union territories in the country .The day-to-day
administration with effect from the year 1986.
The objects of the scheme are :
(1) To ensure study flow of skilled workers in different trades for the Industry.
(2) To raise the quality & quantity of Industrial Production by systemic training of workers, and
(3) To reduce un-employment among the educated youth by equipping them for suitable industrial employment.

B. National Councilfor Vocational Training (N.C.V.T.) :
With a view to ensure and maintain uniformity in the standers in the standards of training all over the country, the National Council for Vocational training (NCVT),an
advisory body, was set up by the Govt. of India in the years 1956. The Council has been entrusted with the responsibility of prescribing standards and curricula for craftsmen
Training, advising the Govt.of India on the overall policy and programmers, conducting All India Trades Tests (AITT) in the month of July every year and awarding National
Trade Certificates. The National council is chaired by the Ministry of lab our , with members representing central and State Govt. departments ,employers and workers
organization, professional and Learned body, All India council for Technical Education (A.I.C.T.E) etc. The headquarters of council is in New Delhi.
C. Validity of Certificate Issued by (N.C.V.T) :-
The ministry of labor is concerned with the recognition of technical and professional qualifications at the level of craftsmen for recruitment to the posts and service under the
Govt. of India for which a Diploma/Certificate in Craftsmanship or a National Trade Certificate is prescribed as the requisite qualification. Accordingly diplomas and certificate
issued by different authorities at the level of craftsmen should be recognized by that ministry. The Directorate of General of Employment and Training in the Ministry of labor,
Employment and Rehabilitation has a number of training schemes which cover a number of Engineering and non-Engineering trades for the purpose of imparting Training at
the level of craftsmen. The Industrial Training Institutes/Centers which are functioning under the Craftsmen Training scheme of the Directorate general of Employment and
Training conduct courses in 38 Engineering trades and 27 Non-engineering trades and training is imparted according to the standards recommended by the National Council
for Vocational Training. National trade Certificates which are issued to the trainees by the National Council for Vocational training after an All India Trade Test are recognized
by this ministry for employment to the post and services under the Govt. of India as stated above.
1. Age Limit:
(a) 14-40 years as on date of start of Admission
(b) 45 yrs for Ex-Servicemen and war widows
(c) 40 yrs for widows/separated women
2. Minimum Qualification:
(a) Fitter - Passed 10th class exam under 10+2 systems of Education or its equivalents.
(b) Electrician - Passed 10th class exam under 10+2 systems with Science as one of the subject or its equivalents.
(c) Electronic Mechanic - Passed Matriculation exam under 10+2 system of education with math and science or its equivalents.
(Duration of Training: 02 years for above trades)
(d) Mechanic Diesel - Passed 10th class exam under 10+2 system of education or its equivalent. (Duration of Training: 01 Years)
[Note: - Training of this trade will be conducted at its Branch Patliputra Technical Institute, Bihta]

5. Month of Examination:
All India Trade Test is conducted in the month of July every year and Supplementary Exam is conducted in January Every year.
6. Eligibility for appearing in Trade Test:
(a) Trainees of I.T.I/I.T.C who have completed the prescribed period (one year or two years depending on the trade) of training.
(b) He must complete minimum 80% of total attendance conducted.

7. Issue of Provisional Certificate:
Provisional Certificate containing the marks secured by the trainees would be issued to the trainees only after passing the
All India Trade Test (AITT).
Original National Trade Certificate will be issued to pass out Trainees when Institute receives the same from
examination controller office.
8. All India skill competition:

This competition is conducted for some selected trades at two levels i.e.
(a) At state level: The best trainees in the prescribed trades from each I.T.I/I.T.C are eligible to participate in this competition.
On the basis of competition the best trainee amongst the qualified trainees in each prescribed trades are selected at
state level to make them eligible for competing the All India Skill Competition.
(b) At All India levels: The best trainees in each prescribed trades at the state level competition are eligible to compete in the
competition. The best trainee amongst the qualified trainees in each prescribed trades are selected on the basis of this
competition at all India level.
Declaration of the Best trainee at the All India Level Competition:
The competitor who stands first, after qualifying in the competition will be declared the best trainee (winner) in this trade
provided he scores a minimum of 70% of the maximum marks in the practical Test.
Award under the scheme:- The following awards shall be given under the scheme.
(a) Merit Certificate to the best trainee in each prescribed trade in each I.T.I/I.T.C.
(b) Merit Certificate to the best trainee in each trade at the state level competition.
(c) Merit Certificate and a cash prize of Rs. 6000/- to the best trainee in each trade at the All India Level Competition.

10. Pre-admission Test:

to fire surface and make them flat. Marks and punch. use hacksaw. Drill reamer, tap and dies Make simple sheet Metal joints and solder. Bend pipes, Engine Repair Work.
Ability to remove jammed bolts, nuts and prepare maintenance schedule. Start and stop Diesel Engine and observe its Performance. Test compression and Vacuum and
analyze the result. Use torque wrenches, remove the cylinder and decarbonizes and refit. Measure bore, piston, ring clearance, value clearance, bearing clearance crank shaft
main journal, crank pin journal and filled radius , war page of cylinder head and block, overhaul oil filters, oil pump, water pump and radiator. Test thermostat values, Fit new
shell bearing in main and connecting rod and set bearing.. Re assemble the engine parts star and adjust the idle speed of the engine set timing of fuel injecting pump.
Diagnose engine noises of different nature and rectify, Diagnose fault lubrication and cooling system and rectify. Engine erection works- Ability to erect diesel engine on
foundation.Fuel injection system works- Ability to repair leaks of diesel, oil & airlock in fuel lines and bleed air from the system . Over haul filter and bleed them. Follow safety
precautions while doing the above works. Adjust slow speed and maximum speed in the venture control unit. Test function of pneumatic and mechanical governor. Check and
adjust injector on test. Repair of shop floor Equipment:- Ability to repair and maintain equipments and instrument used for repairing diesel engines. Electrical repair works-
ability to do simple repair in the ignition charging and starting circuits. Do repair dynamo alternator and other accessories.
NECESSITY OF VOCATIONAL EDUCATION FOR OPEN LEARNERS
Education is incomplete without its application in life. Even achievement of high academic certificates and testimonials are proved to be a failure in the job market of our
country, which is ultimately providing hoards of unemployed youth. This intern is bringing forth frustration amongst the youth and leading them to wrong path of life.
Now the question is how to make these youths a productive & useful citizen of nation? Its only one answer is, to introduce vocational education along with academic courses,
so that a youth may attain knowledge and understanding on one hand and skill & its application on the others. This will ultimately lead to attainment of the goal of education
i.e. value.
But the above fact has been convinced by so called money menders of society and they have established so many "Education-Shops" for rich and affluent youths. Many
vocational trades are being run with huge infrastructure just to attract the affluent class. There by, aging the very aim of education is being defeated.
How to bring forth the vocational education to the unreached was really a stupendous task for educational administrators and planners. Education for the "Left outs" "Drop
outs" and working men and women improve their quality of life, is the basic need of the present society.
National Institute of Open Schooling (NIOS), an autonomous organization under Ministry of Human Resources and Development, Govt. of India, is bent upon serving the
society with similar aims and objectives. It has been declared a National Board both for academic and vocational courses unto pre-degree level in open learning mode. The

:- Personal Contact Programme (PCP) to be arrange at study centers both for theory and practical for very limited period.
:- Internal assessment to be made by the AV is during PCP, which carries about 40% marks
:- A Student can attempt nine times in five years with single admission with facility of Credit Accumulation.
:- Exam held twice in a years and thus a student can clear the papers module wise or all module together
depending upon his place of learning. Exam fee per module is Rs. 125.00 per attempt
:- The certificates granted by NIOS are recognized all over the nation for admission at degree level in particular trade.
The Open Schooling Association of the common wealth (OSAC), with head quarters at NIOS, functions as liaison agency for information, dissemination, coordination and
mutual consultation among member countries. NIOS has started bringing out the OSAC Journal of Open Schooling.
National Institute of Open Schooling has been honored with best Institutional Award by Common Wealth of Learning Canada, Vancouver, and (COL). It is now world's largest
institution in the area of Open Learning with its Vocational and Academic study centers not only in India but also outside India in different parts of the world.
