RATIONALE FOR

DISASTER
PREVENTION AND
LOSS CONTROL
WHAT IS PREVENTION?
Defined as those actions taken
to prevent a natural
phenomenon or potential hazard
from having harmful effects on
either people or economic
assets.
PRIMARY PREVENTION
reducing the PRESENCE of the
Hazard-reducing Vulnerability
SECONDARY PREVENTION
reducing the EFFECTS of the
Hazard(Preparedness)
PRINCIPAL OBJECTIVES OF
PREVENTION
Save lives
Reduce economic disruption
Decrease vulnerability/increase capacity
Decrease chance/level of conflict
RISK REDUCTION
WHAT IS A DISASTER?
The World Health Organization defines a
disaster as a sudden ecological
phenomenon of sufficient magnitude to
require external assistance
Also defined as any event, typically
occuring suddenly, that causes damage,
ecological disruption, death, deterioration
of health.
TYPES OF DISASTERS
Natural Disaster- result of action of the
natural forces
Man made (technological) disasters- result
from some human activities
ANOTHER CLASSIFICATION OF
DISASTERS WILL BE AS FOLLOWS:
Sudden-onset disasters- include floods, earthquakes,
tsunamis, or tidal waves, tropical storms, volcanic
eruptions, and landslides
Slow-onset disasters - include droughts, famine,
environmental degradation, deforestation (loss of trees
and vegetation), pest infestation and desertification
(conversion of arable lands to deserts).
Industrial/technological disasters result from a societys
industrial and technological activities that lead to
pollution, spillage, explosions, and fires
STRATEGIES FOR DISASTER
PREVENTION
1. Make a list of possible disasters.
2. Create effective operational processes.
3. Understand and implement technologies to prevent
downtime.
4. Consider warm-standby solutions.
5.Plan your backup-and-recovery strategy.
KEY POINTS FOR DISASTER
PREVENTION INSPECTION
Inspection of construction works
the key points of inspection are placed on
the critical safety and health facilities used
to prevent serious occupational accidents
like falling, electric shock, collapse and
dropping as well as managerial matters:
KEY POINTS FOR DISASTER
PREVENTION INSPECTION
Inspection of places with fire and explosion risks
Is there anything flammable?
Is there an escape route if there's fire?
If I cant escape, can is there anything to put out
the fire with? (fire extinguishers)
KEY POINTS FOR DISASTER
PREVENTION INSPECTION
Inspection for preventing occupational electric
shock
-Observe. Are there any exposed wires? Are
there any peeled wires? Are there any REALLY
OLD sockets?
-Is there a circuit breaker installed?
-Are the high voltage equipment earthed?
-DONT ALLOW OCTOPUS WIRING
KEY POINTS FOR DISASTER
PREVENTION INSPECTION
Inspection for preventing crush
-Are there any things heavy/blunt/sharp that could fall
on anyone?
-Are there any dangerous machineries present in the
area?
-Under law, there should be safety features installed
should any of these be present.
-(hand rails etc.)
KEY POINTS FOR DISASTER
PREVENTION INSPECTION
The labor inspection institutions shall, upon inspection at ordinary
times or occupational accident inspection, list the matters
prescribed in Articles 18, 16, 17 and 18 of the Labor Safety and
Health Act as the key points of inspection, and urge the enterprises
to actually cognize the hazards in the working environment and
inform their employees about the necessary safety and health
measures in accordance with the Notices for Strengthening the
Inspection Prescribed in Article 17 and Article 18 of the Labor
Safety and Health Act. When the operations are interconnected,
necessary measures such as coordination, patrol, adjustment,
equipment and personnel control agreement, and education and
training shall be taken to prevent the occurrence of occupational
accident and reduce the dependence on the labor inspection
human resource of the government.
KEY POINTS FOR DISASTER
PREVENTION INSPECTION
Inspection for preventing pathogen
-Know what you are dealing with.
-Are there personal protective equipment
available?
-Is sterilization and isolation of work place,
carried out properly?
-Install emergency features based on type of
pathogen hazard. (etc emergency ventilation
system)
MANAGEMENT AND INSTITUTIONAL
MEASURES
-Education and training
-Research
-Technical expertise
-Strengthening the capability of local
authorities
SOCIETAL MEASURES
-Public information campaigns
-Education
-De-sensationalize hazards
-Community involvement
-Drills
