It is determined that your req uest is unduly burdensome pursuant toSection 5 ILCS140/ 3(g). To satisfy this req uest, it would req uire several steps. First, your req uest would have to be forwarded once again tothe Department' s Research and Development Division to identify responsive records. ( Just by looking at the publically available data published by the Independent Police Review Authority, it is known that therewere six ty-one officer involved shootings in which an individual was hit this number does donot include incidents where noone was hit.) Therefore, the number of incidents tobe identified is higher than six ty-one. It is estimated that it would be over 100 incidents. Second, once the responsive reports are identified, the investigative reports for each incident would have to be pulled and copied. Third, the status ofthe internal administrative investigation would have to be determined toidentify if files can be disclosed. Fourth, the investigative reports would have to reviewed, redacted and recopied. For your information, investigative reports related toofficer involved shootings arevery likely toconsist ofwell over 100 pages. The CPD has reviewed and redacted these types of files in the past, and estimates it takes a minimumof 16 hourstoproperly redact approx imately 50 to150 pages ofthesedocuments. In addition, these redactions may only be done by individuals with knowledgeand ex perience with police files. Therefore, at a minimum 50,000 pages would " req uire ex amination and evaluation by personnel having the necessary competence and discretion todetermine ifthey are ex empt fromdisclosure under Section 7 ofthe Freedomof Information Act or should be revealed only withappropriate deletions," in accordancewiththeAct. For the reasons stated above, it would be unduly burdensome to conduct this review. Therefore, it is necessary for your req uest tobe narrowed.
