Chapter 1 handling precautions
1.1 Outline and characteristic of "UM43FG-E5AK type"
The F-MPC60B is a digital multi-functional digital relay for high-voltage distribution facilities. It is a compact unit produced by combining
the function of protection, measurement, control, kWh pulse output and transmission with a transducer (provided only when the relay
incorporates transducer output).
High reliability
By the combination of conventional individual devices, this device realized the following function with difficult realization. The F-
MPC60B improved the function that records the history and fault data.
Improved maintainability
The F-MPC60B reduced the time of the relay test by using the trial output for the test. To prevent operation errors such as a mistaken
disconnect of a circuit the F-MPC60B adopted the fail-safe function and the auto monitoring function.
Flexibility
The F-MPC60B is able to change the circuit conditions, such as VT and CT ratio, by changing the setting value.
The F-MPC60B realizes the standardization of wiring in the distribution facilities, reduces the cost of the wiring and the maintenance.
So, the high economic efficiency is demonstrated in the engineering, production and maintenance division by using F-MPC60B.
The features: the F-MPC60B is able to apply to "the 3-pahse 4-wire system for the high or low voltage facilities" and " the 3-pahse 3-wire
system for the high or low voltage facilities ".
Please carefully read this manual before you use the product in order to use it safely and correctly.
1.2 Handling precautions
The F-MPC60B is used in both 100V AC and 100V DC. Provided when the F-MPC60B is used by AC power, use in combination
with UPS (Power Supply: option) or the F-MPC60 100V AC power supply unit for the F-MPC60B.
The rated CT secondary current is AC 5A. The F-MPC60B detects the current of main circuit: I

. By considering the application circuit and the number of CT, use the F-MPC60B correctly.
(1) Precautions for creating a connection diagram, mounting and wiring
Equipment error output is a normally closed contact output (excited in steady state, and if an error occurs, excitation terminates
and contact is closed). Therefore, a lag of around 100ms occurs before the contact opens, since the power was ON (in operation).
Consider the use of a timer, if necessary, when creating the external sequence. (See section 2.6.)
If the trip coil open circuit monitor function will not be used set Trip-coil open circuit monitor function at No in the setting.
Refer the code No 63 in the appendix table 3.
The external connector of the product(which incorporates transducer output)consists of a housing(Type:178289-
7,Manufacturer:AMP)and contacts(Type:175218-2,Manufacturer:AMP). Carry out connection treatment using a dedicated manual
tool(Type:919602-1(standard type),914596-3(economy type ))or 90648-1(economy type , Manufacturer: AMP).
Selective input/output (Eight points each) permits selection of function type by setup. See chapter 5 for types of selectable
functions and see chapter 5 for the setup method.
Each terminal block is the connector type, and it can be mounted and dismounted by lock screws on both sides of the terminal
block, with wires remaining intact. At the time of mounting/dismounting the terminal block, alternately drive/loosen lock screws
on both sides sequentially. If lock screws on one side only are forcibly tightened (or loosened) the terminal block may be broken.
Certainly tear off the upper and dust-proof seal after the wiring. There is the fear in which that the temperature of the inside rises,
when it is used without tearing off, and that it causes the abnormality and product are shorten.
(2) Precautions of setting
The frequency of this unit is the form of selecting 50Hz or 60Hz.
Set correctly at 50Hz or 60Hz to suit the rated-frequency of application.
In respect to setting items, frequency will not become valid unless the power is ON/OFF after setting. When the frequency
setting is changed, turn ON/OFF the control power once.
As the setting value of the code No 73 and No 74 in the setting table, set the sum of the 100ms and the operating time of external
device. The F-MPC60B spends the time for filtering the input signal, so it is necessary to add the time.
(3) Precautions for shipping the panel
Fix the front panel door using adhesive tape so that it will not open up due to excessive vibration or the like during loading or
shipping. (It has been assured that the JEC 2500 has been cleared in regard to vibration resistance.)
(4) Precautions for using the external output relay
Refer to the Table 3.4 "specification for external input/output". The specification of output current of the relay for ON/OFF/trip
is valid for only the closing current. So, do not use the relay of this devise for tripping the CB current. Use the external relay to
trip the CB current.
As the relay except the ON/OFF/trip relay, observe the specification of the section 3.3 (2).
(5) Others
Function of OC relay
In case the external CT used as 2CT,use A-phase and C-phase for the CT, and connect the CT secondary synthesized line
(common line) to the B-phase. 2CT provides the overload protect function for the B-phase even against an unbalanced load to the
3-phase circuit as a result. However, it is possible that the B-phase will also operate when single-phase relay testing of A-phase or
C-phase is conducted in a relay test because of this function. (It depends on the positions of test terminal.)

Active electric energy integrated value
The integrated value is also kept when a power failure occurs. If the setting of the VT ratio and CT ratio was changed, however,
the integrated value is reset to the initial value (0).
2. Mounting and wiring
2.1 Panel cutting and mounting
Cut the relay mounting panel as shown in the panel cut drawing in section 3.4 External appearance drawings. Then mount the unit so that
the top face of the unit become level.
Ventilation holes are provided at the top and bottom of the cases main unit. If these holes are plugged, the internal temperature rises and
errors may occur, or it is possible that the products service life will be shortened. When any equipment is mounted above or below the
cases main unit, provide a space of 100 mm or more from the cases main unit.
2.2 Wiring
Wiring to the F-MPC60B is roughly classified as indicated table 2.1. Be careful that these wires do not come in contact with each other.

Use KPEV-SB (0.5sq),CPEV-SB ( 0.9mm) or equivalent for communication cables(RS-485). Lay shielded wire for SD or SG
terminal (No.2 of terminal block A).
Separate route of communication line and signal line from high voltage apparatus or power line.
Separate them from CB control line or high voltage line.
Connect terminal resistor on both ends of communication cables without branching.
If this unit is provided with a communication function (RS-485) and this unit is located at the end (terminal) of a communication line, use
short terminals No.3-5. Terminal resistance of 100 is built-in.
Transmission distance of communication cable is 1,000m or less at RS-485.
Use twisted wires (cables) for transducer output lines.
2) Control line (classification 1)
Wiring of control power line doesnt connect in parallel with such as load that will be source of generating noise.
When the control power lines, input/output and VT/CT secondary lines are located in the same duct, separate VT/CT secondary lines, as
bound together using a tube or the like, from other.
3) Control line (classification 2)
Separate CB ON/OFF/trip lines from other lines.
4) Grounding line
Be sure to ground the earth terminal (FG).
Lay the grounding line (FG terminal) for each unit independently, and separate it from other line.

5) Terminal block (the interface terminal block)

6) Other
Arrange the wires as connected on the panel side in such a manner that no stress is applied to the terminal unit before connecting the
wires.
The terminal screw is M3.5. Tighten them to the proper tightening torque. (Recommended value:0.8N m)
Use a tightening torque of 0.8N m or more for fitting the main unit with fixtures.
Use pressure terminal matched size of cable, and check to see if mounting screws are correctly tightened.
In case driving load above contact rating of relay, be sure to use in combination with power relay.
2.3 Grounding
The typical grounding of the panel is indicated below.

Note: Separate grounding should be made if there is any equipment such as an inverter that will be source of generating high-frequency
noise.
2.4 Wiring of communication line

Note: Wiring of communication line doesnt penetrate room of main-circuit equipment and breakers.
2.5 Terminal assignments
Each terminal block is the connector type, and it can be mounted and dismounted by lock screws on both sides of the terminal
block, with wires remaining intact. At the time of mounting/dismounting the terminal block, alternately drive/loosen lock
screws on both sides sequentially. If lock screws on one side only are forcibly tightened (or loosened) the terminal block may
be broken. Each terminal block units is composed of two terminal blocks, i.e. a 30-pole block (row A) and 30-pole block (row
B).
Pay attention because it becomes the cause that this device is damaged, when mistake the terminal unit of the "block: A" and the "block: B"
and wire. As for the details of wiring, refer to section 2.6.

(1) The connection position of "Va, Vb, Vc and Vn " differs with "3-phase 3-wire system" and "3-phase 4-wire system".
(2) If this unit is provided with a communication function (RS-485) and this unit is located at the end (terminal) of a communication line,
use short terminals No.3-5. Terminal resistance of 100 is built-in.
(3) Terminal with marks are NC (no connection) terminals. Do not connect wires to these terminals.

(2) Outputs of ON, OFF, trip and equipment error are used exclusively. Inputs of "52a: the answer back signal of CB ON" and "the

4. Operation and handling
The circuit breaker ON/OFF switch, REMOTE-LOCAL select switch, etc. are protected in dual structure front panel door and switch
protection covers. If the door is open, damage to the door will occur if a worker hits it. The door should be kept closed expect during switch
operation.
4.1 Names of controls on front panel and their functions.
The state in which the front panel door is opened is indicated in Figure 1.

4.2 Operation and selection of the key switch
The key switch has three positions, i.e. setting, normal and test. The motion when each one of three positions is selected is indicated below.

In the setup for time of monitoring contact open/close jamming, the set time should not be less than external equipment (sequence) motion
(Ans. signal) time plus 100ms. (This is because the F-MPC60B internal measurement time is from CPU output to finalization after the input
filter time.)
(Locking the setting value)
Change to the setting cannot be performed unless the key switch is located in the SET position.
Therefore, mischievous changes to setting cannot be performed by an unspecified person who does not have the key. In addition, a setting
lock function is provided, and a value which was once set cannot be changed even if the key switch is located in the SET position.
(Method for setup of "setting lock".)
Step 1: Setup of setting lock/cancel can be performed only in any of the display statuses indicated below in the normal mode.

The display of measured value can be switched by operating of this switch.
The display of measured value (meter) can be switched during normal running.
The display item is switched sequentially each time the sheet switch or is pressed. Check the display item and unit by reading the
LEDs. The 7-segment LEDs of this unit go out automatically if no switch operation is performed for a continuous 10 minutes, as an
energy conserving measure. However, they light up when any switch operation is performed, any relay is detected or when any equipment
error is detected. (Press one sheet switch to have LEDs to light up again. No change will occur in the running status regardless of which
sheet switch is operated.)
4.5 Rest method of "the measurement hysteresis maximum value", "the measurement hysteresis minimum value" and "the
integrated value".
This appliance has the display function of the hysteresis maximum value, the hysteresis minimum value and integrated value shown at the
bottom table. Please do it by the following in confirmation and the case in which it is reset of period data, etc. And, please similarly reset
field startup test and relay test in the periodic check after the execution on zero-phase current maximum value.

4.6 Operation at testing time
The key switch selects TEST position. (the function of protection, measurement is all ignored.
The [lamp test (all lamps are lit) status] is produced when the TEST position is selected by the key switch, and switching to [all lamps are
out (code L2 is displayed)] - [input/output testing] - [relay forced motion testing] - [transducer output testing (only with a product with
transducer output)] - [return to lamp test status] each time the sheet switch is pressed thereafter. (Reverse turn occurs when sheet switch
is pressed.)
The contents of input/output testing relay forced motion testing and of transducer output testing are indicated in the Figure 4.5. The test
output is not output even in the test mode, unless the external TEST position input is ON (the CB, etc. have not been pulled out to the TEST
positions). (When the external TEST position is not used, the test output is output in the test mode. Refer to the test position of table 5.2 and
note 3.)

5.5 Description of ON/OFF/trip output motions
1) Once the subject input signal is finalized (soft filter about 20ms), the ON/OFF/trip output is continued for one second at minimum even if
the input is gone thereafter. Also CBs trip output permits selection of manual-rest or automatically-reset by setting of the presence or
absence of lockout.
2) When ON/OFF operations are performed simultaneously, the OFF motion takes precedence. Detection of ON signal is made at the
activation (ON) edge. If OFF operation is performed in the state when the ON signal is continuously ON, therefore, OFF output is
made, and the ON output thereafter will not be made until the ON signal is once OFF and is than On again.

There is the test position input signal as a signal input that is related to the ON/OFF/trip output action.
The test position input signal determines that the CB (switch) is on "the normal operation position or the extraction position.
In the normal operation, the output action is made to be the case in which the external input setting has made to be test position: 21 in
test position input: OFF. And, the output action is done in the test, if it is made to be test position input: ON.
The output action is done with the setting of the key-switch, if the external input is not set at test position: 21.
Chapter 6 Measures to be taken when relay motion or equipment failure occurs, and reading of code display
The code display (7-segment LED of 2 digits) is out during normal running. If it lights up, take the measures indicate below.
6.1 Outline of code display
If the code display lights up during normal running, it means that a failure occurred in the F-MPC60B main unit or any peripheral
equipment or any relay motion occurred. F represents equipment failure and E represents a relay motion.
6.2 Reading of code display and measures to be taken
1) Equipment failure
When an equipment failure is detected, the ALARM LED is lighted, the output of the equipment failure relay is output, and the code is
displayed. If the code display is other than FE, the running is continued and an equipment failure code and normal operation display
(measured data) are displayed as switched about once every second.

F3 is reset automatically when the cause of failure is eliminated.
F6 is reset automatically when the cause of failure is eliminated. It also goes out when the sheet switch RST is pressed in the state
when the CB is OFF. (If the trip coil open circuit monitor function is not used, set Trip coil open circuit monitoring: None in the
setting.)
F4 and F5 go out when the sheet switch RST is pressed.
Other than the above, execute self-hold when a failure is detected and then goes out when the sheet switch RST is pressed.
Note 1; In the case that the abnormality of the signal is detected in the analogue input circuit, digital input circuit and output relay drive
circuit of this device, the Code display; " F8" is displayed in the 7-segment LED.
There is not abnormality in this device that depends on a temporary factor, in the case that F8 turns off it by pushing the return switch RST.
Therefore, there is not a problem by using this device.
Malfunction has occurred inside this device, in the case that "F8" is displayed even if pushing the switch RST.
2) Relay motion
When any relay motion occurs, lighting of the relay motion LED and output of an alarm (trip) are performed besides the code display.
Check the cause for relay motion. Description of E codes is printed on the front panel sheet.

When PLURAL FAULTS LEDs are lit, have a code displayed as switched by pressing sheet switch or .
The relay motion display and T-link data are kept after the cause of the failure was eliminated, and they go out when the sheet switch
RST is pressed. If the control power was gone in the state when the sheet switch RST has not been pressed yet, storage is done
automatically, and the status before the power failure occurred is output and displayed when the control power is recovered.
When the E code display is flickering, it means relay detection in motion. (Operates after elapse of timer time.)
Note 1: When the OC relay is actuated, the fault current value (unit A) and the motion time (unit s) are displayed as switched
approximately once every second.
The tripping time display of 51(OC) relay and 51G(OCG) relay is reference value.
6.3 The method of relay test
Refer to the appendix table 4: "The relay test".
As the relay test is tested at the condition of normal state, the position of the key switch must be the normal.
(When the position of the key switch is the test, the protection function of F-MPC60B does not act at all.)

The overload capacity of the current input circuit is 200A, 1s and 2 times: 60 s as an interval. Refer to Figure 6.1 when the operation time is

(2) The F-MPC60B has the band-pass-filter to prevent the wrong action by the harmonic current, and changes the circuit constant of the
band-pass-filter using the setting value of the frequency: 50Hz or 60Hz. So, at the relay test, set up the setting value, and input the signal that
has the same frequency with the setting value.
If the generator is used at the test, keep the accuracy oh frequency: 2.5% or more less.

The main purpose of the daily check is the check such as the appearance and structure of a relay and also switchboard. As for the daily
check, carry out several months to the rough standard. Also, carry out the inspection promptly, in the case that it corresponds to the next
item.
(1) It is in the case that abnormality admitted the fear that occurs with the daily check and the periodic check.
(2) It is in the case that the abnormality occurred with automatic monitoring (continuous monitoring /automatic inspection) the function.
(3) In the case that the setting value and the sequence circuit of the relay are changed.
As for the periodic check, carry out 1 time to the rough standard in 4 years from 2.
As for the method of the relay test, refer to Section 6.3 ant appendix 4: "The relay test".
7.2 Design life
The exchange part in a periodic check does not exist. The design life value type of F-MPC60B is 15 years at ambient temperature 40 per
a year. If temperature goes up 10 life becomes to about half. The vent (the slit) is opening to the upper part and lower part of the case
main body. There is the fear that the product life becomes short, because the inside temperature goes up when the vent of this device is
closed. Therefore, avoid it to close the vent.
Please understand, because also, the design life is not the guarantee-life. Exchange this device when this device reached life.

The relay test is a test in relay operation value and operation time in the normal operation condition. Therefore, key SW
is an operating state of "NORMAL" position and the relay test is done.
(In "TEST" position, the protective function does not work in key SW.)
The attention of the test
This appliance contains the band-pass filter in order to prevent the unnecessary operation according to the harmonic.
And, the circuit constant of the band-pass filter is being switched by the 50/60Hz selection setting in the main body
inside. Still, please make the output frequency of the generator to be within 2.5% of set rated frequency in the case
of the relay test by the generator.
The method of the test
