I am writing to you as someone who has contacted the City of London Police or Action
Fraud concerning allegations of fraud by Aston Lloyd &Partners International Limited. I can
report that a decision has now been made to accept the case for further investigation.
By way of a brief background to my involvement, in late 2011, Iwas tasked to review all the
allegations and assess the criminality. This has not been an easy task due to the
uniqueness of the fraud allegation, the investigations underway by regulators and other
investigative bodies and the complex nature of how ALPIL conducted its business until ii
went into Administration in July 2010.
We have taken a phased approach to reviewing the case with the aim of ensuring that any
investigation has the best chance of success.

The result of this review is that the case has been accepted for further investigation. I will
remain as the Senior Investigating Officer (SIO) and an officer-in-the-case has been
appointed. I will remain your point of contact.
The aims of the case are to investigate the allegations, consider the role of the principals at
ALPIL, establish their actions and knowledge, and obtain admissible evidence in both the
UK and overseas jurisdictions. If there is sufficient evidence a case will be presented to the
Crown Prosecution Service who will adjudicate on a decision to prosecute. These enquires
will take some time to complete and it would be wrong of me to set a timetable at this time.
Certainly the amount of time it will take to obtain evidence overseas is dependant on the co
operation of overseas law enforcement and our adherence to the appropriate legal
protocols.
To achieve our aims it has been decided that the investigation will focus on two of the
developments - namely Central 22 and Capital 68. From the extensive review period, we
have decided that an investigation surrounding these developments will give us the best
opportunity for the investigation to succeed. As the investigation progresses, this will be
reviewed and reassessed. This strategy has been ratified by the CPS lawyer who has been
appointed.
If you were an investor of a different development then can I take this opportunity to
reassure you that a focused criminal case with set parameters will assist in the aim of
achieving a successful investigation.
ALPIL is now in liquidation and the role of the liquidators is to secure assets and recover
funds and I have therefore engaged with RE10. Based on the remit of their investigation,
they are in an advanced position and any police initiated asset recovery element, at this
stage of the investigation, will have limited additional success. This will be reviewed as the
case progresses.
