1. 1. User Programmable Logic
1.1 Calculator DTA, A083-0
This convenient and flexible soft logic utility can perform applications such as substation level
interlocking, feeder interlocking, and converting digital inputs to control outputs for driving a
map board.
Users can program the system to control analog inputs and outputs and digital inputs and
outputs based on the result of configured mathematical and logical expressions. Soft logic is
based on expressions using a references to system database points, constants, mathematical
operators, comparison operators, logic operators, logic bit operators, sign operators and
expression delimiters. Real-time exception based processing ensures maximum performance.

1.2 LogicLinx DTA, B082-0
The LogicLinx Target Executor provides IEC61131-3 compliant, user programmable soft logic
automation (PLC) functionality. The LogicLinx Executor is responsible for executing softlogic
programs written using the LogicLinx SoftLogic Editor, which is based on a PC.
The editor and executor communicate over a direct serial or Ethernet link. The PC based editor
facilitates creating, editing, compiling, debugging, downloading and monitoring LogicLinx
SoftLogic programs. The executor is an embedded application loaded into the D20, D25 or
iBOX that performs all program execution independently of the editor.
LogicLinx programs are executed on a cyclic basis as defined by the executor configuration.
LogicLinx programs run concurrently with other embedded applications. LogicLinx programs
and parameters are stored in battery-backed memory (NVRAM) so they can be restarted after a
system reset without having to download the program again.

2. Generation, Transmission, and

2.1 Automatic Voltage Control DTA, A132-0
Automatic voltage control provides a complete solution for monitoring and controlling busbars,
transformers, and tertiary reactors. This sophisticated application automatically monitors and
controls groups of transformers to maintain a steady LV voltage based on user-defined targets
and settings.
The automatic tap change control mechanism provides automatic load balancing across
connected transformers and predictive algorithms to determine LV tap effects before the tap
takes place! Busbar connections are continuously monitored for dynamic reaction to changes in
switching arrangements. Tertiary reactor connections are automatically monitored and
considered when predicting voltage changes due to LV transformer control whenever needed.

2.2 D25 Breaker Failure Protection DTA, B091-0
The Breaker Failure Protection application acts as a back-up to standard protection sources. By
monitoring circuit current and the responses of protection sources it has been configured to
recognize, the application will take action when protection sources activate in response to a fault,
but the fault does not clear.
When an over-current fault occurs on a feeder, the first line of defense is the overcurrent
protection relays. These relays detect the over current and trip the breaker(s) that supply the
feeder from the bus. In the case that the protection relays fail to trip the circuit breaker or the
circuit breaker itself malfunctions, the continued fault current can cause damage to the bus and
other upstream devices. To guard against this scenario, this application is used to trip breakers
even further upstream to de-energize the entire bus. To ensure consistent reaction times to all
protection trip sources, all trip events generated by protection devices are to be generated at the
same time in the tripping process.
The BFP DTA implements the breaker failure protection logic described by the logic diagram
below.

2.3 D25 Definite Time Protection DTA, B090-0
The D25 Definite Time Protection application allows circuits to be configured for overcurrent
protection, based on definite current levels and durations.
Overcurrent protection observes the current magnitude in an electrical circuit and sends control
signals to field equipment when they exceed configured limits. The time delay between detecting
an overcurrent condition and executing the control signal depends on the current magnitude. In
an inverse-time overcurrent protection scheme, the time delay relates to the current in a smooth
curve. Definite time overcurrent protection is a simpler scheme where the time delay relates to
current in a step curve.

2.4 D25 Synchronism DTA, B093-0
The D25 Synchronism application controls breaker closure based on voltage conditions on either
side of the breaker. The DTA monitors voltages on both the bus and line side of a breaker, and
when conditions of phase difference, slip frequency and RMS voltage difference are within
configured limits, it closes the breaker.
The DTA supports two modes of operation, Check Synchronizing and System Synchronizing.
The Check Synchronizing mode is used when the slip frequency is close to zero, and System
Synchronizing is used when the slip frequency is higher typically because one side of the breaker
has been separated from the network, and is running asynchronous to the network.

2.5 Local / Remote DTA, A093-0
The Local Remote application provides custom local/remote enabling or disabling of substation
control relays at distributed sites. A master Local/Remote switch located within the Data
Concentrator RTU will control the enabling or disabling of the local/remote function at the
distributed sites.
When the master Local/Remote switch is in the Local mode position, the Data Concentrator
RTU and all distributed units will be switched to Local mode, hence disabling all control
functions at the Data Concentrator RTU and all distributed units.
When the master Local/Remote switch is in the Remote mode position, the Data Concentrator
RTU and all distributed units will be switched to Remote mode, hence enabling all control
functions to perform normally at the Data Concentrator RTU and all distributed units.

2.6 Secondary Master Trip/Close DTA, A161-0
The Secondary Master Trip/Close application translates control requests into conventional
trip/close operations in conjunction with an additional control request to operate a secondary
Master Trip or Close relay for added control security.

2.7 Setpoint Adjustment DTA, A043
The Setpoint Adjustment applications used to vary the value of analog output setpoints. It
derives the output adjustment values for setpoints from the duration of digital outputs and the
value of analog inputs, which are measured values of the current setpoint. The digital outputs
themselves are usually sent to this DTA from the SCADA master station.

3. Distribution Automation Applications
3.1 Auto Reclose DTA, A096-0
The Automatic Reclose DTA provides a flexible automatic reclose function.
The Automatic Reclose application can automatically reclose a tripped circuit breaker, allowing
the power system to recover from a momentary fault.
The Automatic Reclose DTA supports multiple automatic reclose functions. Each automatic
reclose function supports a configurable number of reclose attempts each with individually
configurable dead times and reclaim times. Each automatic reclose function also supports
multiple trigger status inputs to indicate that the protection has operated and the automatic
reclose function should be initiated. The dead time is the time between the detection of the
circuit breaker trip and the automatic reclosing of the circuit breaker. The reclaim time is the
time following the circuit breaker being reclosed, during which time a further opening is
considered to be part of the current reclose operation.

3.2 Automatic Restoration DTA, A096-0
Ideal for large commercial or industrial facilities that rely on a constant power supply, our auto-
restoration scheme can reduce outages to less than a minute. This patented load transfer scheme
automatically locates and isolates faults on a feeder, qualifies the ability to restore load based on
substation and feeder data then quickly restores power to unfaulted sections by supplying power
from another source. System operators are kept informed of switch operations. Auto-restoration
supports multiple seasons, modes of operation, circuit groups and complex feeder topologies.

3.3 Distribution Capacitor Control Algorithm DTA, E001-0
You can gain an effective 1MVAR of reactive support during peak loading periods on a given
distribution unit (transformer and feeders associated with that transformer) simply though the
more efficient use of already installed banks! Improve the control of your distribution capacitors
by coordinating capacitors based on the needs of the high side of the distribution substation
transformer. As the power factor of the system is improved, the total current flow will be
reduced and losses will be reduced. This permits additional load to be served by the same
system. Holding the system closer to unity power factor also increases system stability. Typical
payback for this system is less than two years! In addition, the system automatically alarms for
blown fuses on capacitor banks saving many utility worker-hours checking for blown fuses.

3.4 Fault Localization DTA, E023-0
Locate and isolate faults in seconds not hours and greatly reduce customer outage times! The
Fault Localization application is a fully configurable software package that provides fault
detection, location and graphical animation information within a GE system. In a typical system,
the Fault Localization application will query information retrieved from remote GE feeder IEDs
concerning fault detection to determine the state of a particular power distribution network. The
application maintains an updated state of the entire distribution network; this allows the
information to be accessed by a user through a graphical user interface to visually determine the
condition of the distribution network.

3.5 Load and Dead Bus Transfer DTA, E025-0
The Load and Dead Station Transfer application works to maintain system efficiency by
monitoring a network of substations and moving load off of overloaded transformers to other
stations in the electrical network as required. The application detects when a transformer reaches
a predetermined overload set point, then transfers load to stations that have unused capacity. The
application also automatically attempts to restore power to feeders that lose their primary supply
station. The operator can set the routine to confirm switching operations prior to execution or to
be in fully automatic mode. Load transfer is a proven way to postpone construction of new
substations by reducing the overload on existing stations.

3.6 Load Shedding/Curtailment DTA, A196-0
The Load Shedding / Curtailment application controls feeder breakers based on the state of
digital input states (DI) and digital output (DO) requests related to zones/groups. The Load
Shedding / Curtailment DTA is responsible for sending only TRIP commands, to disconnect
feeders breakers. CLOSE commands can only be sent by the Master station, an operator through
WESMAINT or by some other special applications. Generally, a group/zone DI point is
connected to an under frequency relay, and a group/zone DO point is related to load control. It is
possible to reconfigure any feeder to different group/zone during runtime.

4. Advanced AC Monitoring
Applications
4.1 D25 AC Analog Alarm DTA, B088-0
The D25 AC Analog Alarm application is dedicated to monitoring AC analog values and
generating alarm indications as required by the alarm definitions. It monitors the AC analog
values and generates alarms in case any analog value exceeds certain limits. These alarms can be
used as general indications that something requires attention, or they can be used to trigger other
functions such as digital fault recording or AC value profiling.

4.2 D25 AC Data Profiling DTA, B087-0
The D25 AC Data Profiling application has the ability to capture selected AC and digital data
every power cycle for a specified period of time and to record that data in the COMTRADE
1991 file format (IEEE Std C37.111-1991) for uploading to another device. The AC data can be
any of the analog input values reported by the DSP, and the digital data can be any digital input
available in the system database.
The AC Data Profiling DTA can capture values on up to 125 AC analog channels and 250 digital
channels for up to 5400 cycles (up to 1800 cycles pre-trigger and 3600 cycles post-trigger).
A recording of the AC Data Profiling is started, or triggered, by a change on a configured digital
input. It is stopped either when the recording is done for the maximum configured number of
cycles, or by a change on a configured digital input.
Start and stop conditions of AC Data Profiling recording may also be requested by other
applications through pseudo-controls (digital outputs) defined for that purpose. These are called
manual starts and stops.

4.3 D25 AC Statistical Data DTA, B095-0
The D25 AC Analog Statistical Data application captures AC data every power cycle and
provides the minimum, maximum and mean values for that data. It allows the user to enable
statistical data reporting on a number of selected AC values. The DTA reports the minimum,
maximum, and mean values for each selected value. The user can select the averaging interval
for each value, and can manually reset the minimum and maximum values.

4.4 D25 Digital Fault Recording DTA , B063-0
The Digital Fault Recorder system based on the D25 and integrated Substation Control System is
an effective way to accurately record and analyze substation events while avoiding the excessive
added costs of standalone digital fault recorders. This scalable system can accommodate
virtually any number of analog or digital channels by employing peer-to-peer communications to
cross-trigger a set of D25s. This allows you to collect a full set of data on the condition of your
network.
Through the PC-based DirectView and PowerLink workstation viewers, you can get a virtual
snapshot of the system at the time of the fault and trace the incident with dexterity. You can
clearly determine the order of events, and the performance and health of the breakers. The
DirectView tool makes it easy for you to zoom in on and compare event records. With these
capabilities as well as on-line configuration, unique de-trigger functions and 240 cycles of
storage, you no longer need to travel to the site to carry out post-fault analysis.

4.5 D25 Power Quality DTA, B066-0
This application supports power quality monitoring and RMS profiling for up to 6 separate AC
circuits. It offers the ability to detect and report short-duration and extended-duration voltage
swells, sags, and interruptions and also record the RMS voltage profiles of those events if
desired. RMS profiling is triggerable for only one event at a time and the captured RMS profile
is stored in COMTRADE files which can be uploaded to a host via a separate file transfer
facility. The parameters which define the swell, sag, and interruption events and the optional
enabling of RMS profiling of each event are configurable offline through Config Pro and during
run-time through the online configuration.

4.6 D25 Supplementary AC Data DTA, B075-0
The D25 Supplementary AC Data application calculates line-to-line voltages and phase angles
from line-to-neutral voltages and phase angles and calculates a neutral current and phase angle
from phase currents and angles. The voltage calculations are done for each separate circuit in a
3-element metering scenario only, while the neutral currents are calculated for all circuit
configurations except for the 2-element metering. Additionally, voltages and currents are
calculated only for those circuits, which are enabled for these calculations through the SAD DTA
configuration parameters. No calculations, whether for voltages or currents, are done in the 2-
element metering scenarios.

4.7 D25 Thermal Demand Metering DTA, B092-0
Some utilities require the ability to record power demand by calculating the equivalent thermal
state of an electro-mechanical meter. The peak demand value so calculated also needs to be
recorded and must be capable of being reset through a number of mechanisms.
The D25 Thermal Demand Metering (TDM) application calculates the thermal demand state and
record peak demand values based on load currents. The TDM DTA calculates the thermal
demand state for all of its configured circuits at a fixed periodic interval. The thermal states are
recorded in analog input system points for retrieval by other applications. The peak thermal
demand for each circuit is recorded as well. Both are recorded in non-volatile RAM (NVRAM)
so that the state can be recovered after a system reset. The user can manually reset both the
thermal state and the peak thermal demand.

5.1 Communication Watchdog DTA, A026-1
The Communication Watchdog monitors the state of communication between a GE system and
connected IEDs. When the GE system is attempting communication with the IEDs, the
Communication Watchdog can indicate whether the devices and/or individual points are on-line
or off-line. In a redundant system, the Communication Watchdog indicates which physical unit
active and shows the current readiness state of the secondary unit. All indications can be used to
raise alarms, if desired.

5.2 Substation Maintenance DTA, A088-0
The Substation Maintenance application allows status and analog input values to be suppressed
for maintenance purposes.
The Substation Maintenance DTA can be configured to operate in a normal or a maintenance
mode. Changing the state of a designated digital output point can change the mode in which the
RTU is operating. Normal mode allows the system to operate normally, whereas maintenance
mode will allow service technicians to perform maintenance to the system while the Master
Station receives the desired data. The desired data will consist of either the last stored value or a
suppressed value. The digital inputs and analog inputs can therefore be monitored while the
Substation is in maintenance mode.

5.3 Virtual Terminal DTA, A155-0
The Virtual Terminal (VT) application provides a direct interface to Intelligent Electronic
Devices (IEDs) attached to a communication port. This access, called the virtual channel, may be
established with any configured communication port.
With Virtual Terminal you gain access to your substation devices through the GE RTU to enable
you to program, monitor or retrieve data for any attached intelligent electronic device (IED)
through a single network connection just like you where plugged directly into the IED itself.

5.4 Line Switch DTA, A183-0
The Line Switch DTA facilitates the use of two physical communication channels (a main and a
backup) where only one channel is normally supported by the end device. The application may
receive messages on a main or standby communication port and transmits the messages to a local
communication port. The Line Switch DTA provides the following functionality: Receive a
message on only one of the following communication channels at a time:
The Main communication line
The Standby communication line.
A response to the message is transmitted through one of the following sources:
On the same line in which the message was received.
On both the Main and Standby communication lines.

5.5 LAN Services DTA, A151-A
When utilizing Ethernet communications the LAN Services application provides five separate
services for a Local Area Network (LAN):
Simple Point Transfer (SPT) Server, allows other RTUs to access binary and analog
inputs of the RTUs database.
Simple Point Transfer (SPT) Client, reads other data from other RTUs (running as SPT
Servers) and stores it in the RTUs database.
Trivial File Transfer Protocol (TFTP) Server, allows other devices to read information
directly from the RTU tables (this includes configuration files and run time tables).
Time Server, makes the RTU time available to be read by other devices.
Time Client, sets the RTU time by reading time from a time server.

The COM Statistics application collects statistical information about the communication ports.
The COM Statistics DTA provides the following communication statistics via counters for a
configured monitored communication port: framing errors, parity errors, overflow errors,
number of breaks detected, RX and TX timeouts, and a summary of all previous mentioned
errors with the exception of TX timeouts.
A custom WESMAINT screen provides the above-mentioned statistics and information on all

6. Data Logging / Storage Applications
6.1 SOE Local Logger DTA, A027
The Sequence-of-Events Logger application logs Sequence of Events (SOEs) from any sub-set of
the system digital input and/or analog input points. The SOE logger DTA can operate in three
main modes:
Send digital and/or analog SOEs as ASCII data to a communication port.
Send information to a printer using either STX/ETX or no software handshaking.
Save the digital and/or analog SOEs in a standard spreadsheet file format
(A027_SOE.CSV) in the RTU NVRAM.
Each digital and/or analog SOE is placed on a single line. The data may be configured in any
order (i.e. date, descriptor, time, point state, user description, point number, record number).
Also, the time of SOE Event can be offset through a user configurable parameter called Local
Time Offset, which is used to adjust the time of the Digital and Analog SOEs.

7.5 Analog Alarm DTA, A170-0
The Analog Alarm application monitors analog input points that act as threshold alarms. Each
alarm is asserted or cleared, depending on several conditions. In particular the threshold alarm is
asserted when the monitored analog input crosses the alarm threshold and has not crossed back
over the hysteresis threshold before the qualification time expires. The threshold alarm is cleared
when the analog input goes below the configured hysteresis threshold. This DTA will report the
value of the analog input and the time at which it went into and out of alarm as well as the
extreme value recorded while the analog input was in alarm and the time of the extreme.

7.6 General Alarm DTA, A184-0
The General Alarm application allows logic grouping of individual digital inputs to generate the
states of General Alarms based on the states of those grouped individual digital inputs. The state
of the General Alarm is determined by a configurable threshold value. The threshold value is the
number of associated digital inputs that must be in their alarm states for an alarm to be raised on
the General Alarm. The General Alarms can be configured as either latching or non-latching.
Each General Alarm has an associated digital output point that is used to acknowledge the
General Alarm, when it is in the alarm state.

The Redundant I/O application provides I/O point redundancy data processing based on the state
of primary and backup I/O if so equipped on the RTU. The Redundant I/O DTA is responsible
for providing automatic switching from Primary to Backup when the Primary points are invalid
and will automatically switch from Backup to Primary when the Primary points are valid
The Redundant I/O DTA performs I/O point redundancy by maintaining a database of I/O points

8. Data Conversion Applications
8.1 Digital-Analog Value Conversion DTA, A040-0
The Digital to Analog Value Conversion DTA allows configured groups of digital inputs to be
translated to analog values via various conversion methods. The conversion methods supported
are: standard binary value, standard binary coded decimal (BCD) value, gray coded value,
reflected gray coded BCD value, and reflected petheric coded BCD value.
Each of the conversion methods allows for uni-polar or bi-polar conversion and strobing. Strobe
refers to a specific digital input, which is not part of the actual value for conversion, but qualifies
when the value specific digital inputs are in a valid state for conversion (i.e.: conversion is only
allowed when the strobe input is in a specified state).
For coded inputs, which do not have a strobe point associated with them, a debounce period may
be configured in order to avoid spurious conversions while a value change is in progress. A new
resultant analog value will only be calculated when all associated input points have been stable
for the debounce period.
