The Policy Guidelines for appointment of Block Resource Centre
Coordinators(BRCCs ):
i) Minimum qualification:

ii) Teaching Experience:
Minimum 10 years experience as regular teacher in the department of Education
Himachal Pradesh.
iii) Eligibility Conditions:
a) Only JBT in case of BRCCPrimary and only TGT in case of Upper Primary.
b) There should be no departmental enquiry or proceedings pending or
contemplated against the applicant or the person should not have been
punished or held guilty for misconduct or for dereliction of duty by the
department at any stage of his career.
c) If (s) he is promoted as CHT /Lect.lHead Master or Principal during his
tenure as BRCC(s) he shall be repatriated back to his /her parent cadre.
tv) Age: Not more than 50 years at the time of appointment.
v) Tenure:
a) A BRCCshall be appointed for a period of three years only. There will be no
further extension.
b) If the performance of the BRCCis not found good, or his/her working is not
found in the interest of the project (s) he can be repatriated back to his/her
parent Deptt. at any stage.

vi) Selection Committee at State level:
a) Director Elementary Education -Chairman
b) State Project Director(RMSA/SSA)-Member .
c) Deputy Director Higher -Member for BRCCUpper Primary.
d) Deputy Director Elementary -Member for BRCCPrimary.
e) District Project Officer(SSA) -cum-Principal Concerned District -Member
Secretary.
The selection will be made by the Selection Committee after the interview on
the basis of marks obtained in the interview as per the well defined selection
criterion.

VIII. Appointment of BRCC's
- Appointment of BRCCshall be issued by the Director Elementary
Education on the basis of the recommendation of the Selection
Committee. No teacher shall be appointed as BRCCon Adhoc basis
and no teacher shall be given charge of BRCCson temporary basis
that has not been recommended by the Selection Committee.
BRCCPrimary and Upper Primary can be entrusted to look after
the work of each other in case of vacancy at either level.
- No Principal/Headmaster shall be appointed as BRCC and an
incumbent, if promoted to any of these posts shall cease to be
BRCC.
IX Designated controlling officers for maintaining the service
record.
a) The BEEO of the concerned block shall be the Controlling
Officers of the BRCCs-Primary, and he shall be competent to
sanction any kind of leave to the concerned BRCCsand maintain
service record thereof.
b) The Block Project Officer(BPO)/Principal Govt. Sr. Secondary
School of the Block headquarter, shall also act as controlling

officer for BRCCs Upper Primary. He shall be competent to
sanction all kind of leave and maintain the service record of BRCs
Upper Primary.
c) Single attendance register of both the BRCCsshall be maintained
at the BRCCsoffice .
d) The tour programme of BRCCsshall be approved by the Principal
DIET and all TA/DA claims shall also be settled by the offke of the
Prindpal, DIET of respective districts.
e) Since the BRCCsshall not be entitled to summer Iwinter and other
vacations in schools, he shall be entitled for earned and medical
leave as admissible to non-teaching staff.
f) The Annual Confidential Reports of the BRCCsshall be initiated by
the BEEO for Primary and Block Project Officer(BPO)for Upper
Primary. The ACRs' shall be reviewed by the DPO(SSA)-
Prindpal(DIET) and accepted by State Project Director
(SSA/RMSA).
