Q. 1-15. Read the following passage carefully and
answer the questions given below it. Certain
words/phrases are printed in bold to help you to locate
them while answering some of the questions.
Finance Minister, P. Chidambaram, on Wednesday
asked the developed world to allow free movement of
workforce from developing countries. The minister
had raised the issue earlier during his address to the
G-20 developing nations last week.
The unfair trade practices in terms of market
access and labour movement, adopted by certain
developed nations, have been hindering the growth of
world trade. We are worried about barriers on
movement of workforce from developing countries to
developed nations, he said. He was speaking at the
International Finance Corporation conference on
Southern MultinationalsA rising force in the world
economy.
The G-20, under the leadership of India, China and
Brazil, is expected to raise the issues of free
movement of natural persons and greater market
access at the World Trade Organisations ministerial
meeting to be held in Hong Kong in December.
This is expected to effectively counter the
developed countries demand for better intellectual
property protection in the developing nations and
greater access to the financial markets. Huge
subsidies offered by developed countries to their
agricultural sector will also come under G-20 attack.
Our single most important strength is human
resource. It is a known fact that India will continue to
have a large pool of human resource to supply the
global markets and such a size of resource would
continue till 2025 before it begins to decline, said the
F.M. As we allow their capital investment to flow into
the emerging markets for profitable ventures, the
developed nations must allow free migration of
talented human resources from Southern nations, he
added.
Chidambaram also raised the issue of greater
market accessibility and said, Some nations have
adopted restrictive policies of not extending the trade,
agriculture and commodity markets to the Southern
nations, and these were the constraints for the
bilateral growth between the North and South
multinational companies.
Developing countries have been also demanding
that the developed countries open up their markets
and reduce domestic and export subsidy which
distorts world commodity prices.
Meanwhile, the government is open to divesting
small portions of government equity in select profit
making public sector units except the Navratnas.
Speaking on the Indian corporate sector the FM said
that the traditional face of Indian companies was
changing, with Indian MNCs looking to expand in
global markets.
In 2004-2005, outward foreign direct investment
from India stood at $ 1.46 billion and this is just the
beginning, he added.
