I. Rationale for Evaluation in Educational Management.
How important is monitoring and evaluation? Question which every instructional
leader should ask. Monitoring and evaluation serves as the barometer on how
effective a certain school or how effective a certain school head on its
managerial function. The learning outcome of the pupils for instance will
determine the effectiveness of a certain school. Results of evaluation or the
learning outcome of the pupils will be useful in determining the effectiveness
of the managerial style of the school head as well as the effectiveness of
teachers when it comes to their teaching. As we always keep on saying,
the school head is the sole person accountable to the affectivity of his
managerial style as well as with the learning outcomes.
Monitoring and evaluation will also answer the question if an
instructional leader is effective on its leadership and management style.
If monitoring and evaluation could serve its primary purpose, this will
ensure the efficiency of the school and the school head as well.
The rationale for evaluation in educational management should be
understood and embraced by every school manager to be an effective one.It
is through monitoring and evaluation that we learn to what extend the
school is being effective. It enables us to review the process of learning
and teaching in all its various forms and to devise new measures for its
improvement and development.

II. Techniques of Evaluating Teachers Performance

The quality of education depends largely on the quality of teachers we
have inside the classroom. While the performance of every teacher depends
on how they were handled. How Instructional leaders assist them is quite
important and vital. Assessments that can guarantee that teachers will be
effective and productive when it comes to their teaching
Techniques or correct approach in measuring how effective a certain
teacher is important for some reasons. Leverage improvements in the
preparation, mentoring and professional development. It outlines the
progress in the field of teacher assessment development and discusses
policies that could create much greater leverage on the quality of teacher
preparation and teaching.
Teachers performance can be determined also by the quality of his or
her classroom instruction. And some of the activities that needs
assessment from the school head . The quality and level of instruction and
development of the materials being use in the classroom. This are just
some of the areas which requires assessment on the part of teachers and be
evaluated in the later process.

III. Evaluation of External Agencies
External agency link to the Department of Education is the Department
of Budget and management.It is responsible for the sound and efficient use
of government resources for national development and also as an instrument
for the meeting of national socio-economic and political development
goals.




IV. Planning a Program of Evaluation.
A good evaluation always stands with careful planning. As program can
be evaluated in many ways, experts categorized them into four major
sections. First and foremost is to focus on the evaluation. On this stage
it requires the evaluator to define clearly what the intention of the
evaluation is. Making sure that the evaluation effort should fit the
program. Next is the collection of information, using of the information
and the managing of evaluation.
As expert says, evaluation is more than collecting information. It
involves serious reflection on the purpose, things what you want to know
and the intention with the information.
V. Teacher Qualification and Effectiveness
In all aspects of the school and its surrounding the educational
community, the teacher plays a vital role in making all these aspects
effective. Quality education starts with quality teachers, and quality
teachers posses special qualification to become effective.
To mention few, an effective teacher should have empathy to understand
and resonate with their feelings and emotion. He or she must have
appositive mental attitude that can think more on positive and less on
negative, to keep smile on your face when things get tough, or to see the
bright side of things. Someone who is open to change knows that there is a
place for tradition but there is also a place for new ideas, ways and
system. Someone who is willing to listen on the ideas of others.Somebody
who can motivate by using creative and inspirational methods of teaching
that surely make students enjoy your present and always willing to seek
out new ideas. An effective teacher must have a sense of humor, a quality
of a teacher that surely reduces barriers and lightens the atmosphere
during heavy periods. Someone who is passionate on what he or she is doing
and knows that hes purpose is to make a difference. Knows that everyone
has a place in the world and respects his peers and students And Most of
all, a window through which many young people will see their future and
serves as fine role model.
