housekeeping from DILG
ORAS, Eastern Samar - The Department of the Interior and Local Government (DILG) bestowed this town
with the Seal of Good Housekeeping
(SGH) last month.

As an awardee, the local government unit


(LGU) will have access to other national program
windows such as the Grassroots Participatory
Budget Process, PAMANA, Salintubig and special
local road fund, as may be eligible based on DILG
policies.
PAMANA (Payapa at Masaganang Pamayanan)
is the national governments framework and program for peace and development in conflict-affected areas. Salintubig (Sagana at Ligtas na Tubig
sa Lahat) is a government program in response to
increase access to safe water in the community.
DILG conducts evaluation to all municipalities
nationwide and chooses potential LGUs that perform well and qualify special national government
projects.
Launched in 2011 by former DILG Secretary

Court declared mayor in Eastern


Samar fails to assume post
TACLOBAN CITY- The court declared mayor of
San Policarpo town in Eastern Samar has yet to take
her post with less than two years before the holding of
the next elections.
Virginia Acol, who was earlier declared as the
rightful winner could not just yet assume the post
occupied at present by Mayor Conrado Nicart III after the latter secure a 60-day temporary restraining
order (TRO).
The TRO, issued by a regional trial court in Oras,
also in Eastern Samar, is to expire on September 30.
We respected the TRO thus we were constrained
not to hold office for the meantime. We know how to
follow the law Acol said.

on child-friendly reporting
BORONGAN CITY, Eastern Samar,
Sept. 28 (PIA) To ensure that all local
media practitioners in Eastern Samar are
aware of child protection laws and protocols in proper handling of children, PLAN
International Inc., conducted Training on
Child Protection and Child -Sensitive Reporting and Local Media Briefing on Positive Discipline , on September 26, 2014 at
Markyz Pension House, Brgy. Balud, this
City.
During the training, a session on the
concepts and measures of child protection,
such as encouraging child participation

and treating children in a manner that


is respectful of their rights, integrity, and
dignity was conducted.
The training also discussed the guidelines on child sensitive reporting, including the preservation of the privacy of children victims and compliance to childrens
request if they do not want their photos
to be taken.

Interestingly, the court that issued the TRO was


the same court that ruled that it was Acol who won
the mayoralty race against Nicart, son of Eastern
Governor Conrado Nicart.
In her ruling, Judge Juliana White, presiding judge
of RTC- Branch 5 ruled that Acol was the real winner
during May 2013 mayoralty polls against Nicart, who
is now serving his second term.
Based on the court decision, Acol garnered 3,773
votes against Nicarts 3,667 votes or a margin of 106
votes.

DAR turnovers
Php15.5-M machineries
to Samar and Leyte
TACLOBAN CITY
-- The Department
of Agrarian Reform
(DAR) recently turnedover Php15.5 million
worth of farm machineries to five agrarian
reform beneficiary organizations (ARBOs)
in Leyte, Samar and
Eastern Samar to help
them rebuild their lives
after the destruction of
super typhoon Yolanda
last year.
Region 8 Director
Sheila Enciso said the
tractors were funded
under the Agrarian
Reform Communities
Connectivity and Economic Support Ser-

vices (ARCCESS) project and were intended


for the clearing and rehabilitation of farm lots
in areas greatly affected
by the typhoon.
Enciso said that
three tractors were distributed in Leyte and
one tractor each for the
provinces of Samar and
Eastern Samar, respectively.
DAR entrusted to
five ARBOs the operations and maintenance
of the machines which
cost P3,117,920 per
unit.
For Leyte, DAR
turned over the machines to the St. Ben-

edicts
Association
for Sustainable Farming which is based
in Tunga; the Boroc
Agricultural Primary
Multi-Purpose Cooperative in Ormoc; and
the Zaragosa Agrarian
Cooperative in Matalom.
Meanwhile for Eastern Samar and Samar,
DAR turned over the
machines to the Carapdapan Small Farmers and Fishermen
Producers Cooperative based in Salcedo,
Eastern Samar and the
Legaspi Farmers and
Fishermen Association
in Marabut.(PNA)

Warning against
self-righteousness

THE kingdom of heaven is like a landowner who


went out at dawn to hire laborers for his vineyard. (Mt
20,1) Thus starts the gospel we heard recently at Mass. Its
a parable that contains a precious lessona warning, in
factespecially to those who feel advantaged and privileged in life for a number of reasons.
As the parable continues its story, the landowner
agreed to pay the laborers who were hired at the first
hour the usual daily wage. But since he noticed there
were still idle people in the different parts of the day, even
at the last hour, he decided to hire them just the same,
promising to pay them what he thought would be just.
At the end of the day, when paying time came, he
chose to pay all his laborers the same usual daily wage,
including those who were hired at the last hour. Obviously, those hired at the first hour felt unfairly treated.
These last ones worked only one hour, and you have

The parable simply tells us at bottom that God cares
for everyone of us. He does not make distinction of persons insofar as loving is concerned. His love is universal.
It covers all.
This is the thought that should be with us everytime
we see the differences and the great variety of conditions
we have among ourselves. Yes, we have to acknowledge
our differences, our advantages and disadvantages, etc.,
but we should not forget that God loves all of us and that
we too should love everybody else the way God loves all.
Let us remind ourselves that our differences are meant
to develop, if not enrich, everyone through the dynamics
of complementation and supplementation. Lets see to it
that we are not unduly entangled with the unavoidable
tension and conflict, and that we manage to go past them
and see the bigger picture.
What is incumbent on us is to give what we have, what
has been entrusted to us by Godour talents and other
giftsas much as we could for the common good. This is
where our true joy and self-fulfillment. Its in giving that
we truly love, and that we truly get blessed.
We should never think that our talents, gifts, blessings
and other privileges and advantages we can have in life
are a right to lord it over others, or to be proud and vain,
or to expect more privileges. They are never meant to
make us feel superior to others, turning us into conceited
persons.
If ever, these things should only make us more aware
of the greater responsibility we have to contribute to the
common good. That consideration, which we should try
to be with us always, should sober us and stop us from
making fantastic, baseless ideas of ourselves.
These gifts and blessings should make us more humble and more responsible, as well as more discerning as to
what God has in mind for their proper use. Thats because
when not referred to God, these things can have no other
effect than to spoil us.
And thats when we, unwittingly perhaps, lead ourselves down the road to a blinding self-righteousness. We
have to be most wary of this danger which is very common and can come to us in subtle ways.
The worst form is when we use our sanctity because
we may be a priest, a nun or a monk, as a claim to superiority over others. This can happen when we have little or
even no patience for those who may not behave properly in certain liturgical celebrations and we feel we have
the right to scold them in public.
The real saints and heroes never thought it beneath
them to suffer the inadequacies and the mistakes of others, following the example of Christ who even went to the
extent of washing the feet of his apostles, and who clearly

President Jejomar Binay
to become President of
the republic has been
shaken and could be
shattered for good if nothing effective and credible moves be made to
enhance his image and change the
seeming ugly perceptions about his
credibility now before the start of the
2016 presidential campaign.
The alleged graft and corruption
charges hurled at him in the past
few months that regularly appear in
print, seen and heard in broadcast
channels nationwide have somehow
eroded his once-upon-a time high
credibility as a person and as a model public servant.
His address to the nation last Sept.
18 at the Philippine International
Convention Center (PICC) purportedly to explain, defend and justify
the alleged overpricing of the modern parking lots in Makati that were
constructed during his incumbency
as mayor of Makati, was not convincing.
However, it is too early to predict
that the Vice President is already a
goner in his presidential bid. It is still
a year and a half before the 2016
said that he came to serve and not to be served.
Since any authority on earth is a participation of the
authority of God, those who have it, especially the sacred
ministers, should see to it that the exercise of their authority would make others see God instead of their own
selves.
We have to follow the example of St. John the Baptist
who said, He must increase, but I must decrease.

DENR warns against


open burning
BORONGAN CITY, - Provincial environment and
natural resources officer Arturo Salazar warned against
burning of garbage in ones backyard or open burning,
locally known as pagtap-ong, as it is one of the causes
of global warming and climate change.
Salazar said this during the Kapihan Para sa Kalikasan, a radio program of the Philippine Information Agency and the Department of Environment and
Natural Resources aired over Radyo ng Bayan Borongan-DYES on Friday, September 26.
He also added that aside from effects on the environment, burning garbage is also against the law.
The Ecological Solid Waste Management Act or RA
9003 prohibits open burning.

DA readies for possible impact


of El Nio to farmers in the region
TACLOBAN CITY-The Department of Agriculture (DA8) is now monitoring the rice areas in the region in anticipation of the El Nino phenomenon.
Nearly half of the regions 169,502 hectares of rice areas that most of them are in Samar areas are endangered to
drought during an El Nino phenomenon, said Elvira Torres,
DA regional technical director for research and regulation.
Its priority is the 81,096.79 hectares of rain fed rice areas
that are sensitive to unfavorable impact of a dry season.
The rice farmers are encouraged to use the diversified rice
farming and to adopt an effective water management approach
as a way to lessen the impact of the phenomenon.

announced that El Nio phenomenon may start affecting the
Philippines in June and peak by end-2014.
Among the 44 provinces in the country projected to be
hit by the weather phenomenon, Samar was identified to be as
moderately vulnerable.
Agriculture Secretary Proceso Alcala had earlier announced that their department has identified some interventions as the country braces for the El Nino phenomenon.
Among these interventions include cloud seeding and giving of shallow tube wells and introduction of drought tolerant
crop varieties.
The region has a total 74,143.09 hectares of irrigated areas
and a total 14,263.05 hectares of upland rice areas.
The DA has its promotion of the Green Super Rice Variety
