Assignment One: Staff Wellness Centre Renovation Proposal Brief

Company Scale: 1,500 staff; with 24 hour shift duties

Staff Wellness Centre Renovation Proposal Brief

1. Introduction
Lately we have received some complaints about our Staff Wellness Centre (in below call
it SWC) facilities are not in good conditions. Staff could not enjoy it. Even more there is
some injury cases happened. Lucky the injuries cases were not serious, no one get hurt
badly.
I have done some on site review, checking the SWC and investigated those injury
cases.
The SWC has set up over 10years, those machines has been used for 10 years since
time being. Most of the machines have over-used problems. We have appointed
company to do regular checking and fixing, it is done twice per year. Machines are not
able keep in good condition to provide quality service to staff.
Apart from that, there is a risk of getting injury during exercising because of the overused machine.
e.g. Treadmill speed is not consistence in the set speed, people falls down because of
un-expected changing speed.
We already have 6 cases in the past 6 months, it is a worrying figures.
Beside, the equipments are really out-date and huge in size. We do not have space for
group exercise which is very good and trendy. Especially our company has over 65%
woman staffs. They love to do group aerobic exercises.
I am proposing to renovate our existing Staff Wellness Centre in coming February to
April, 2012.

2. Needs Assessment
We have to assess below while considering this project.
The usage of SWC, It stays in high level in the past few years, almost reaching to its
maximum utilization, 50 persons which set at the beginning. From 1 st day of SWC being
use, usage keeps on growing gradually every year till 1 year ago that had injury cases.
This few years total number of staff has been increased from 1200 to 1500 staffs. I
estimated coming maximum users per segment would be 65 persons at least.
Company also has employed disable staff from last year; provide wellness service to
them is important. This is the coming trend of the society needs.

We could get some idea in English Federation of Disability Sport, they are doing The
Inclusive Fitness Initiative (IFI) (r i) It is a programmed supporting the fitness industry
to become more inclusive-catering for the needs of disabled and non-disabled people,
as well as raising physical activity participation levels.
Company also has employed disable staff from last year; provide wellness service to
them is important. This is the coming trend of the society needs.
For the chance of keeping or upgrade the old equipments, I will let Equipment Specialist
to make an appraisal. It will be included in proposal requests.
The site renovation contractor must have good experiences in renovation of fitness
centre.

3. Scope of Works
In this project, we have to consider below of works.
- Site preparation:
Remove the equipments and hardware, let renovation contractor doing the job. We
might need the contractor provide space to keep the machine or the Equipment
specialist could do it.
- Fitness Equipment Selection and Ordering:
All the machines to be purchased must be considered according to the needs of
users, budget and meet the international standard of safety.
- Fitness Equipment Installation:
Make sure equipment is well fixed in the place. Having enough spacing for people
passing through, floor plan should be well considered.
- Floor Application:
Check the water piping is function well and make sure the construction of floor could
support new equipments.
- Pre-handover testing & Commissioning:
Request some staffs for Pre-Hand over testing, if those staff are skilled exercisers
would be better. But, we could also ask the frequency user of SWC by checking the
attendance list.
4. Equipment Preferences
By having some on site checking to Education Institutes, Company, Hotel, Private
Health and Fitness Centers, there are below groups of equipments normally having in
the centers. Safety is always the high concern, so machines must be complied with
International safety standard, e.g. ASTM or EN.

4.1 Cardio Vascular training machine:


Such as Treadmill, Bikesimportant machinery in fitness centre, it helps user to train
cardio fitness and fat burning. This machine is most frequency used machine, the
durability should be good.
4.2 Selectorized Strength Equipment:
This kind of equipments divided into 2 main groups,
a.
Upper Body (r ii) included muscle training of Shoulder, Back, Triceps, Biceps,
Chest and Abdominal.
b.
Lower Body (r iii) included muscle training of Quadriceps, Hamstring, Calf,
Inner & Outer thighs.
Muscle training is also important as well, it helps user to build the muscle strength
and endurance.
4.3 Free Weight/ Plate Loaded:
As our SWC space is limited so we are not considering have Plate Loaded machine
in center, this is also some kind of machine for skilled user.
4.4 Functional Equipments:
This is included Balance Disc, Medicines Balls, Foam Roller, Resistance Rope
These kinds of equipment need few spaces, very flexible. Same, it must be comply
to the safety standard as well, such as materials do not break easily.
4.5 General and Group Exercise Flooring material:
Group Aerobic will be a key activity in new SWC, flooring material must be good for
doing this exercise. Important is not slippery especially not under wetted by sweat.
This area can also be use for doing Stretching.

Suggesting having under machines and equipments. Of course final is consulted to


specialized company. (picture only for reference)

5. Procurement Procedures
5.1 State requests clearly such as
Machines should be complied safety standard of ASTM committee F08.30
standards (r iv) or EU standard EN957 series (r v)
Maximum floor space and users per segment, get machinery/equipment
proposal from equipment specialist.
Arrange floor plan for all areas, such as cardio vascular, Stretching, Muscle
Strength and Group Exercise.
5.2 After having written proposal, arrange interview with tenders to understanding
better of the proposal and questioning.
5.3 Having internal review meeting to make the scoring for each vendor.
5.4 Finalized the result.
I propose to invite not less than 3 and not more than 5 companies which accredited of
ISO 9001 Quality Management Standard or equivalent standard to submit proposal.
6. Tentative Working Programs
Below is the tentative planning, final one should be subject to final selected proposal
from vendor.
- 1st Jan, 2012, dead-line to receive proposals

1st-20th Jan, 2012, review proposal and questioning, finalized it on 21st, Jan
21st Jan - 10th Feb, 2012 Vendor makes the preparation
11st Feb - 20th Mar, 2012 Site and Floor preparation and renovation
11st - 31st, Mar, 2012 Facilities Installation
1st - 20th April Pre-Handover Testing and Trial Using
11st - 30th April, final tune and solving problems, 1st May official confirmation of
acceptance

7. Warranty, Inspections and Maintenance Scheme
The warrant period should not be less than 2years at the beginning.
Each year should have at least 2 times on-site inspection and regular checking.
After finished the warranted period, vendor should offer a good price for maintenance +
inspection. Same as above should have twice times a year. For the maintenance fee,
we have to consider the different between including parts and excluded, then make a
best decision for the company. Of course priority of maintenance is included parts.
Beside, vendor should provide at least 24times of 24 hours emergency call service.
Technician must show-up within 24 hours after received our emergency call.
Vendors must consider these term in the proposal.

8. Other Relevant Issues


Next year will be company 20th anniversary, we could prepare a grand re-opening
ceremony of SWC as one of the celebrating activates.
Last but not least, the benefits of having a good function of SWC is so important, not
only let staff having a good place to spend their leisure time but also could help them
improve the health and reduce the risk in the workplace by having some training course
in the center as well.
Dr. Philippe Guibert stated in his 2010 article According to World Health Organization's
information in 2007, nearly three years after a global manufacturer implemented a
health and wellness program, the evaluation showed that staff had significantly lowered
8 of 13 risk categories, including tobacco use, high cholesterol, even seatbelt use. Apart
from improving employee health, employers can also benefit from improving
productivity, reducing absenteeism, being seen as a socially responsible employer, and
improving employment and retention, if an effective employee wellness program has

been implemented

I highly recommend Management Committee consider this proposal in the agenda of


next Board of Director Meeting.
