India, with a population of nearly 1.21 billion people, is the Worlds largest democracy. With the
dawn of 21
st
century, India has made rapid progress and is one of the fastest developing economies
in the world. Yet, the incidents of the last few years and doings of the past government make us
sceptical and force us to reflect whether the same growth and developments will be sustained in the
future. Nowadays, newspapers are full of news on corruption, vote-bank politics, communal riots,
nepotism by government, abuse of power, irrational socialism and most importantly, criminalisation
of politics. In this context of glorious rise of India in the 21
st
century together with bad and unethical
governance problems of the present, we discuss the role of ethics in governance and how ethical
governance is the foremost requirement for the growth of nation; both economic and intellectual
wise.

According to a report submitted by Administrative Reforms Committee (AFC) chaired by our Hon.
Law Minister, Mr. Veerapa Moily, in 2007, he wrote that effictiveness of a government is perceived
by six quality measures:
1. Voice and accountability
2. Absence of instability
3. Government effectiveness
4. Reasonableness of the regulatory burden
5. The rule of law
6. Absence of graft
Mr. Moily argues that of these, the last two, The rule of law and Absence of graft, are
particularly significant in context of ethical governance.

The rule of law measures whether the crime is punished properly or not without discrimination or
bias on basis of rank, caste, creed, gender, minority/majority, etc.
Absence of graft measures relative absence of corruption among government, political and
bureaucratic officials, and bribes.

Based on these two measures, we discuss below the unethical conducts of past governments of
India and World and the damages made to the society by unethical governance.
