In his address,
Khan stated that the Canadian Chapter has been supporting the school for many years.
He noted that in the 2005
great flood, the ground was
destroyed and after being
informed of this, the Chapter
raised funds and assisted the

Board in getting the ground

back in shape.
Khan also stated that the
rehabilitation of the ground
which began four years ago
was funded by the Canadian
Chapter which worked diligently to raise $6.2M to carry
out the works.
According to Director of
the Canadian Chapter, Regina
Chung, they will continue to
support St. Joseph High.
She noted that they contributed to the rehabilitation of
the ground because they want
to promote physical activities
among students in the school.
Chung in closing encouraged the students to make full
use of the ground and to take
care of what they have because
not every school is fortunate to
have such an opportunity.

November Reflections!

ovember has always been

prime reflection time
for myself, the primary
reason for which being that its
the month of my birthday. Its
also the month in which Caribbean Graphic was re-introduced
as a community newspaper after
a lengthy, arguably unnecessary
seven year hiatus. So over the
now past five years since that
auspicious event Ive had twice
as much incentive to engage in
reflection.
As one gets older, especially for those
of us who have been fortunate enough
to have enjoyed a half a century or more
of living, birthdays tend to be a time for
taking stock as to where you are in life
and how happy you, are all things considered. Personally, within recent years
Ive found myself less inclined to do so
and far more prone to be engaged in ever
grateful counting of my many blessings.
While it has not in any way proven
itself to be nearly as economically rewarding as Id hoped and need it to be,
I do consider my current role as Caribbean Graphics Publisher to be foremost
among my blessings. The engagement
in bi-weekly attempts to continuously
publish Issues of a newspaper, of which

every member of our Caribbean Canadian community can be justifiably proud

is for me for the greater part, most joyful and much appreciated activity.
Im ever grateful to all those who have
provided their outstanding support to
Caribbean Graphic during the years that
have passed since its November 2011
reintroduction. Im particularly grateful
to our current Graphic Designer Adryan
Manasan and his wife Melinda for their
outstanding support and generosity.
Ditto for our contributors. The generosity of the time it takes for them to
compose and submit their articles that
are the lifeblood of any newspaper such
as this, is always gratefully appreciated.
Same for our Advertisers, especially
those who readily honour their invoices,
in a most timely manner.
One often hears grumblings about
how much of a pain it is to do business
with our own Caribbean peoples. To
anyone who harbours such thoughts I
can readily provide the names of an impressive number of Caribbean business
owners dealing with whom is invariably
always an absolute pleasure.
Engaged as I am in fulfilling, if not as
yet economically rewarding work, I am
also increasingly ever conscious of the
many blessings I have to be grateful for

in my personal life. Foremost amongst

these is the fact that my mother, having
just recently celebrated her eighty-ninth
birthday is still with us. As expected
shes now experiencing all the minor imperfections of well being that come with
such an advanced age, but amazingly all
of her senses are still in very good working order. She still lives by herself in her
seniors apartment and can still cook as
well as anyone Ive ever known.
With all the traumas that can and
so far too often plague teenage lives,
especially in todays mega fast societies,
I am extremely grateful for the fact that
my three sons, Andy, Zack and Matthew,
now aged 22, 20 and 18 respectively, all
managed to negotiate their teen years
without any major drama. As the youngest Matt still has two more years to go
before he turns 2o, my daily hopes and
prayers are for him to get there, and well
beyond, safely.
Ive also been blessed with three
sisters, each of whom has supported me
in their own unique, much appreciated
way. My dear sadly departed father once
told me that if you can count your true
friends on one hand and not have any
unused fingers left, youve done okay in
life. I guess if I think hard enough I can
now identify the required five individuals who would allow me to consider
myself so blessed.
All facetiousness aside, I have been ex-

to my friend and Comrade,
the late Navin Chandarpal,
former Presidential Adviser and
Minister of Agriculture, Guyana.

I was very saddened to learn of the

passing of Cde. Navin Chandarpal, long
time stalwart of our great Party, the
People's Progressive Party, on Oct. 28th,
at his home in Guyana after a two year
struggle with cancer.
I met and chatted with Cde. Navin
on numerous occasions during my
many trips back home, and also, here
in Toronto.
The last time I saw him was at the
30th Congress of the PPP which was
held in August 2013 in Port Mourant,
Berbice, where we shared some lengthy
discussions about the Party, Guyana and
World Affairs.
Cde. Navin was a man of vast intellect
and a deep reservoir of knowledge and
information. Amongst other social and
political issues, he was very passionate
about our late President, Dr. Cheddi
Jagans vision for a New Global Human
Order. And yet, he was very humble and

befriending to ordinary
comrades like myself.
Navin Chandarpal,
was born on April 25,
1951, at No. 71 Village,
Corentyne. He graduated with a B.Sc. Degree
in Physics and Math
from the University of
Guyana. He lectured at
several institutions including the Cyril Potter
College of Education and
the University of Guyana
for several years before
and on entering politics, serving as the first
Secretary of the Progressive Youth Organization
(PYO), from 1976 to
1986. From 1992 to 2001,
he served as Presidential
Adviser on Energy, Natural Resources, Technology and the Environment
and from 2001 to 2003,
he served as Agricultural Minister
and a Member of Parliament. The past
10 years saw him serving as Presiden-

tial Adviser on Sustainable Development, Science and Technology and

some amazing people in this life. Hopefully by now those that matter most to me
should know themselves, for Id like to
think Ive done an okay job of demonstrating my appreciation for their friendship.
One should have absolutely no doubts
as to how I feel about her is of course
the Resident Love Goddess. Next March
will be three years since she came into
my life and I now swear without any
fear of rebuttal that my love for her just
keeps growing stronger. In ways that
words are inadequate to convey, shes
simply proven herself to be the most
amazing woman Ive ever known. Next
to my three sons and my dog, the incomparable Rocky who is totally deserving of a Commentary all on his own, she
is unquestionably the very best thing
that has ever happened to me.
With all the above going for me, Im
sure that any and everyone would agree
that I now have much to be grateful for
and should rightfully feel truly blessed.
As if that were not sufficient, I can now
also say with all honesty that with each
passing year my love for, appreciation
of and gratitude to God above has only
gotten greater. First thing every morning and last thing every night, I now
give thanks and praise to God Almighty,
from whom all blessings flow. Cheers to
another November. Hallelujah!

In the late 70s, Cde. Navin was also
instrumental in organizing picketing exercises and lectures to protest
the then PNC dictatorships refusal to

comrades who dared to oppose the late
L.F.S. Burnham and his rigged PNC

Cde. Navin Chandarpal served
our Party, our Government and our
Country with tremendous distinction
and honour.
He was a Teacher, a Revolutionary,
and a Comrade to the many people
who were fortunate enough to have
known him.
I will miss him very much, especially
at our Party Congresses.
I would like to extend my deepest Condolences to his wife, Cde.

March Court Date For Burntout Schoolchildren

Nation Trio Sex Case
BRIDGETOWN,
Despite pleas for a
speedy start to the
preliminary inquiry
(PI) in the sex photo
case involving three
senior Nation Publishing Company employees, a magistrate has
adjourned the matter
until March next year.
Acting Magistrate Alliston Seale said the case against CEO
and publisher Vivian-Anne Gittens,
Editor-in-Chief Roy Morris and Editor
Sanka Price was no more important
than any other case.
When the matter came up in the
District A Magistrates Court on
October 31, Prosecutor Sergeant Janice
Ifill told the court that the statements
of witnesses had been delivered to the
accused and a date for the PI had to be
set. Queens Counsel Alair Shepherd and
attorney-at-law Ezra Alleyne both appealed for an expeditious PI in the case
that was filed a year ago.

The charge of publishing an indecent

photograph of two 14-year-olds engaged
in a sexual act, stem from the October 26,
2013 publication of a photograph of two
students apparently having sex in a classroom. The photograph had accompanied a
back page story entitledSex Scene.
Seale, noting that there were other accused who have been waiting as long as
five years to have their matters adjudicated, said no case . . . will take priority
over any case.At the same time, he said,
the preliminary inquiry should not be
dragged on. He set March 9, 2015 as the
next court date for the trio.

up the system governing the annual

This suggestion came from
retired teacher John Goddard as
he delivered the October 29 John

Goddard said the system had its
share of problems, requiring some
teachers to spend most of their

some of the 207 patients at private
senior citizens homes could be under threat due to the non-payment
of fees over the last two months.
Seniors living in the 31 homes
which are subsidised by Government under the alternative care
programme could see a reduction
in the quality of food as well as the
number of meals they get each day,
because of this development.
It could also lead to fewer diapers
being used daily per patient, and
result in reduced hours for workers
at those homes which are severely
affected. It could even lead to
some cases of abuse where some
workers may take out their frustration on the seniors.
These views came from two
owners of homes who said their
last payment from the Ministry of

was for August. They are now owed
for September and October.

Another problem stemming from
our preoccupation with the Common

first year of secondary school, many of
our children are burnt out from their
onerous workload in classes 2 to 4 of

The competitive nature of the

Deplorable
Demolition

BRIDGETOWN, Minister of Culture

Stephen Lashley has expressed dissatisfaction with the demolition of a
100-year-old chapel situated at the
Lazaretto site, Black Rock, St Michael.
He described the development
as regrettable, and said that when
the project came to his attention he asked the ministry to have
discussions with the University of
the West Indies, Cave Hill Campus,
which is responsible for it, with
a view to ensuring that we could
preserve the chapel.
My view is that the chapel
should have been preserved. I
dont in any way condone the
destruction of buildings that are of
immense heritage value to Barbados and it is regrettable that that
has occurred.
I believe the most important aspect of regret is that you should not
really proceed to do that without
the widest possible consultation.

UN Official Warns Of Caribbean Sea Rise

NAROBI, Kenya, A top United Nations official has warned that the small
islands of the Caribbean will be the
first territories in the region to suffer
the effects of rising sea levels due to
climate change.
Executive director of the United
Nations Environment Program,
Achim Steiner, said on November
1 that the effects of climate change

threaten the Caribbeans tourism industries and, eventually, their very

existence.
Speaking ahead of the November
2 release of the Fifth Assessment
Report from the Intergovernmental
Panel on Climate Change, Steiner said
sea-level rise will have an immediate impact in economic terms on the
Caribbean Small Island Developing

States (SIDS), stating that the Caribbeans tourism infrastructure is 99

per cent along the coastline
Many small island nations are in a far
more exposed situation simply because
their territory is sometimes only two,
three, four meters (6.5-13 ft.) above sea
level, he said, adding therefore their
very existence is being threatened.
The changes also in, for instance,

coral reefs and mangroves that are

natural barriers and help strengthen
the resilience of these countries, if coral
reefs are dying then clearly countries
become more vulnerable, he added.
Steiner also cited the impact of more
intense hurricanes and other extreme
weather events on countries whose
economies cannot bear the cost of reconstruction.

valuables and cash from several persons. Two others remained outside and
also robbed anyone in sight including a

Father Barnes expressed grave concern that the society has descended so
low that we just can expect anything
now and then we have to look and pray
to God for some state of affairs where
we can have a service without being
fearful. The priest said that steps would
be taken o beef up security around the
church to look over our church during
Mass. We would be looking at it and
taking steps to ensure that people are
not scared when they are worshiping.

GEORGETOWN, Four Guyanese
fishermen are among eight men
nabbed in neighbouring Suriname following a reportof piracy
committed on a fishing boat on
October 15, last. The act of piracy reportedly happened at the
mouth of the Copenamme River
in Suriname.
Whilst two of the men have
given Suriname addresses, the
other two have given addresses
in Guyana.The four Guyanese
are Roopchand Sarwan, called
Vishal, 26, of the District of

The boat, which was part of a
fleet fishing in the river at the time,
belongs to a Guyanese who is living in Suriname. The police have
since recovered a shot gun and an
outboard engine suspected to the
stolen engine.
Following investigations, the
eight men were arrested and taken
into custody. They are charged
with Piracy and robbery under
arms, and are in custody awaiting
trial in Suriname as investigations

Kaieteur News Publisher

Lall Wanted By Police
GEORGETOWN, The Guyana Police
Force (GPF) has stressed that it is not
desirous of making a public relations
issue over the invitation for the publisher of the Kaieteur News, Mr. Glenn
Lall, to appear for an interview. The
GPF rapped the embattled publisher
for untruths related to the fact that an
invitation was indeed made; contentions he expressed in articles published
in Fridays publications of the Kaieteur
News and Stabroek News.
The Force insists that Mr. Glenn
Lall presents himself to the Brickdam
Police Station, to either the Divisional
Commander Senior Superintendent
Clifton Hicken or Detective Deputy
Superintendent Michael Kingston, so
that the interview can be conducted,
the police said.
According to Lall, in an article in
the Kaieteur News, the police are now
attempting to hoodwink the nation
adding that he is willing to meet with
investigating ranks in order to ensure that they get whatever information they require, so as to facilitate a
speedy investigation. However, a GPF
statement said: The Guyana Police
Force admits that Mr. Glenn Lall did
speak to Detective Deputy Superintendent Michael Kingston on Thursday
October 30, 2014, who, among other
things, reiterated the invitation by the
Divisional Commander of A Division
for him to attend the Brickdam Police

Station in order that an interview can

be conducted to clarify some issues in
his statements.
As soon as Detective Deputy Superintendent Michael Kingston told
Mr. Glenn Lall that he has to attend
Brickdam for that reason, Mr. Glenn
Lall hung up the phone. the police
are aware of the telephone numbers
of Mr. Glenn Lalls office and several
calls were made by the Divisional
Commander who was informed that
he was not available. Consequently,
messages were left for him to come
in to Brickdam, prior to the letter
being written by the Divisional Commander.
GPF pointed out that by his own
admission Mr. Glenn Lall has acknowledged that he received the letter from
the Divisional Commander and that
he had called Deputy Superintendent
Michael Kingston, implying that he has
telephone contact information with
Kingston who he also acknowledges as
the senior investigator in the matter.
Yet he claimed that in response to the
letter from the Divisional Commander
he showed up at Brickdam and could not
make contact with anyone responsible,
the statement said.
Additionally, the Police Force is currently in possession of two of the statements, which were submitted along with
the audio recording and the transcript
of that recording by Lall.

Tourism
Month
Launched

GEORGETOWN, With an eye on

100,000 Guyanese returning home
Tourism Awareness Month 2014 was
launched on October 31 evening
with the aim of raising awareness of
the countrys tourism potential, as the
Government continues to promote
tourism as a sector that has potential
for significant economic growth.
The 20th Tourism Awareness
Month was launched under the
theme: Tourism entrepreneur and
ambassadors mobilised. The tourism ambassador programme is not
unique to Guyana, but is patterned
after a Trinidad model.
Speaking during the launch at the
Amerindian Village located in the
Sophia Exhibition Complex, Tourism
Minister (ag) Irfaan Ali stressed on the
need for Guyanese to be reminded
of the importance of the sector in
Guyanas future. The growth of this
sector cannot be achieved alone,
we need partners in order to move
forward, the Minister said.
He stated that the Ministry has a
vision that is critical for the development of the sector. Minister Ali said
that the industry is in its developmental stage, where protocols and
guidelines are being established. The
need for sport fishing and its potential was reiterated by the Minister as
he went on to state that the Ministry
has implemented incentives to aid

in reduced cost for local travellers to

explore the beauty of Guyana.
The need for infrastructure and
an environment which meet international standards to attract tourists was
highlighted while the Private Sector
was urged to become members of the
Tourism and Hospitality Association
of Guyana (THAG) since it will open
opportunities for the enjoyment of the
income expected from the 100,000
Guyanese who are anticipated to
return to Guyana in 2015 as Guyana
Homecoming 2015 takes off.
The Ministry is working with THAG
and various airlines to design a marketing strategy for the homecoming
campaign. Extensive social media
marketing is an aspect of the strategy. Better yet, with Guyana adopting a booking engine, designed by
an international company, bookings
for trips to Guyana will be done
easily and simultaneously, which will
increase tourists and income. This
feature will be added to the tourism
website and is expected to be up
and running by the end of November.
The Private Sector has invested
heavily in the Tourism Sector to
create the environment and facilities to drive tourism. Private Sector
Commission Chairman Ramesh
Persaud said Guyana is a place of
many unexplored business opportunities, especially in the Tourism
Sector. Persaud said Guyana is
gaining greater recognition internationally from the numerous
developments taking place.

Jamaican Women
Raping Young Boys

KINGSTON, Although a number

of Jamaican men still smirk at the
idea of a woman raping a man, the
increasing number of calls to the
Marge Roper Counselling Service
and the National Family Planning
Board hotline are showing that
more and more males are reporting
rape and are pointing towards older
women as the perpetrators.
A number of men are now reporting rape, National Family Planning
Board Chair Dr Sandra Knight said.
Men who are in the 16 to 20 age groups
are reporting rape, men in the 30 to 35
age group are reporting now that older
women are raping them.
This is nothing new. Older women
have always been having sex with our
boys. But I think now, with the sensitisation that is out there, boys are now
realising that if I did not consent to it, it
is rape, she said.
Although some men still say that this
cannot be true, Dr Knight said that male
rape should be taken seriously.
While there is the issue of older

November 5, 2014

CARIBBEAN GRAPHIC

women in their 20s, 30s, and 40s having sex with younger men, Dr Knight
said that there is also a problem with
teenage girls forcing teenage boys into
sexual activities, while adolescent males
are also being raped or sexually abused
by adult females.
At present, statistics do not show the
amount of male rapes by females as the
agencies dealing with rape and abuse
only does compilation of male children
who are raped and not adults.
Dr Knight said that the psychological trauma is just as much for a man as
with women who are raped, as the men
involved are traumatised, especially if
the rape was by a female who is a family
member or a one that they would not
naturally be attracted to.
Shauna-Kaye Rowe, monitoring and
evaluation Officer at the Jamaica Red
Cross, which operates a psychosocial
department that includes counselling
services for men who have been sexually abused, agreed that rape of men by
women is in fact a reality, but that the
men are too ashamed to report it.

Businessman Barred
From Court For
Wearing Bush Jacket

KINGSTON, Businessman David

Bernard has accused the police
of barring him from attending the
St Andrew Resident Magistrates
Court in Half-Way-Tree for a most
bizarre reason he was wearing a
bush jacket.
Bernard, who has been involved
in a legal matter with the police
and the office of the Director of
Public Prosecutions (DPP) for the
last three years, said in a statement submitted to the Police
Complaints Department that he
was initially denied entry to a
courtroom because of his attire.
He was arrested on terrorism-

related charges in March 2011,

following an incident at Norman
Manley International Airport, but
was released after the DPP ruled
that the department had no evidence to support the charges.
However, Bernard, 51, has
claimed that since that incident
he has been attacked, harassed
and ridiculed by the police.
Bernard said that on October 6
this year, he was initially barred
from entering the court by a policewoman, but was later allowed
in, following the intervention of
the judge, to whom the matter
was referred.

Trini Sentenced
To 3 Months For
Undeclared Cash
KINGSTON, A Trinidadian man who
failed to declare US$45,000 at the Norman Manley International Airport has
been sentenced. The Financial Investigation Division (FID) says Kevin Anthony
Dyer,29, an apprentice Custom Clerk from
Chaguanas, pleaded guilty and was fined
or sentenced to three months imprisonment for failure to declare the money.
According to the FID, officers of the
Transnational Crime and Narcotics
Division intercepted Dyer on October
28 as he was about to check in to board
a Caribbean Airlines flight destined for
the twin island republic.
A preliminary interview was conducted with Dyer during which he indicated
to the police that he only had US$2,000
in his possession.

A suitcase which he had was searched

and the US$45,000 found. The Trinidadian indicated that he won the money
at a recent sound system clash in the
southern parish of St. Elizabeth.
The cash was seized and he was
charged with failure to declare under
the Proceeds of Crime Act.
Meanwhile, FID is conducting a separate cash seizure investigation regarding
the case and an application will be made
for the forfeiture of the cash.
Acting Chief Technical Director of the
FID, Albert Stephens, says in keeping
with the Proceeds of Crime Act, anyone
who transports more than US$10,000 in
or out of the country must declare it. The
declaration should be made to the FID before the person enters or leaves Jamaica.

Lie Detector tests For

Sensitive Job Holders
KINGSTON, The office of the Prime
Minister (OPM) heads a list of organisations that could soon be subjected
to lie detector testing as Government
moves to make polygraphs the norm
for persons seeking to work in sensitive
positions. Minister of National Security Peter Bunting made the disclosure
on October 30 and explained that this
was in keeping with the Governments
thrust to stamp out corruption, which
is ranked second to crime, as a major
impediment to the growth and development of the Jamaican economy.

Bunting said the OPM, the Ministry

of Finance and the national security
ministry will be among those subjected
to the exercise. He did not give a date for
the implementation of the system.
Bunting was speaking at the official
opening of the Major Organised Crime
& Anti-Corruption Agency state-of-the
art Polygraph Centre and Vetting Unit at
the National Police College of Jamaica,
Twickenham Park, St Catherine.
The Director General of MOCA, Colonel
Desmond Edwards, said in his address
that discussions regarding the establish-

ment of the Polygraph Centre began in

2006 as the need for an anti-corruption
entity within the JCF was perceived, and
on the eve of the establishment of the
JCFs Anti-Corruption Branch in 2007,
the Polygraph Unit was formed.
He added that the expansion of the
centre was part of a bigger anti-corruption drive, which was mandated by the
Government of Jamaica and undertaken
with funding from key partners such as
the governments of Canada, the United
Kingdom and the United States.
The expanded centre boasts additional suites, training rooms, and residential facilities, which will allow MOCA to
evolve into a regional centre of excellence for training polygraph examiners
from across the Caribbean.

issues in coming to her conclusion.

Justice Williams argued in part
that: the fact that at the time the
information was received, it may
well have been considered to be a
subject matter of public concern,
and the information turned out to be
false and this meant, that in reality
the public received misinformation.
Justice Williams added that the
story was broadcast to many listeners and ought not to have entered
the public domain.
The Judge also noted that Nationwide contended that it had
received 20 pieces of information

throughout the day and this was

followed by information received
from the Solicitor General.
Nationwide also contended that it
had asserted, in its defence, that the
broadcast addressed issues of public
interest and, in all the circumstances,
it was under a moral and social duty
to broadcast the information about
Patterson.
Meanwhile, K.D Knight, lead counsel for Patterson, said the outcome
was not a surprise.
He said several attempts were
made to have the matter dealt with
out of court, to no avail; and having to court, we felt very comfortable with the case that we had to
deal with.
He said money was never an issue
for the former Prime Minister.

KINGSTON, Former Jamaican Prime
Minister P.J. Patterson has been
awarded J$12.5 million (One Jamaica

News Network and its head Cliff
Hughes. The award resulted from a
news article aired in 2009 that defamed Patterson.
It concerned an incident at Norman Manley International Airport
involving a special charter flight

among the passengers. In a 135

Calls for
Normalcy
After Drive-by
Shooting

KINGSTON, Police Commissioner

Dr Carl Williams has sought to assure residents in Whitfield Town,
St Andrew that measures are
being put in place to ensure that
normalcy is restored to their community.
That assurance follows an October
31 drive-by shooting in the community that left one man dead and five
others nursing gunshot wounds.The
dead man has been identified as
31-year-old Sheldon Brown, of Cockburn Pen, also in St Andrew.
The Hunts Bay Police report that
just before 9 oclock Brown was
among a group of persons playing
games at a bar along Berwick Lane
when a car with several men inside
approached and opened fire.
The police say three of the
injured men remain hospitalised
in stable condition while the other
have been treated and released.
In a November 1 statement
Commissioner Williams condemned what he said were the
brutal attacks on citizens by
heartless criminals who continue
to intimidate, wound and murder
their fellow citizens.
He says a high level investigation
is already underway and adds that
the police will do all they can to
restore normalcy in the community.

Furore Over Trini President Wifes Dress Style

PORT-OF-SPAIN, Long before
the furore broke surrounding
the black midriff outfit worn
in New York, USA, by Reema
Carmona, wife of President Anthony Carmona, concerns were
raised at the level of the Office
of the Prime Minister regarding
her dress code. Eyebrows were
reportedly initially raised on
February 19, 2013 following the
publication of a photo showing
Carmona posing with his wife
and family after receiving his
instrument of appointment.
On that occasion Mrs Carmona wore a chignon and red
knee-length dress with black
open toe shoes.
Her outfit was accessorised
with gold jewelry.
However, while Government officials
commented on her debut appearance, it
was felt that she would have been transformed by stylists to look more elegant
when the couple took up residency.
Mrs Carmona turned heads at the
inauguration ceremony of her husband
on March 17, 2013. Striding hand in hand
along the red carpet at the National Stadi-

outfit may have proven to be uncomfortable as later at the inauguration

dinner Mrs Carmona was seen wearing
pointed-tip heels. It was a photograph
published in a daily newspaper showing Mrs Carmona wearing the change of
footwear at the dinner that also prompted fashionistas to begin commenting
about what they would have done differently to ensure that Mrs Carmona
was fashionably comfortable.
Mrs Carmona was criticised on social
media at the 2013 Independence Day
Parade when she wore a sleeveless red
and white dress with a black waistband.
She wore a pair of white open toe platform shoes with the outfit and a white
purse with a chunky black strap was
draped on her shoulder.
The red, white and black sweetheart

adorned with a sliver belt and purse.

is on. Both Minister of Arts and
Multiculturalism Dr Lincoln Douglas
and National Security Minister Gary
Griffith have said that there were
no plans to cancel or postpone
Carnival celebrations 2015 despite
the threat of Ebola. Both men also
maintained while Carnival 2015
preparations are under way, plans
are in place to protect the population from Ebola by monitoring the
virus on the international circuit.
Douglas said: We made no decision to postpone or stop Carnival.
Griffith said: There is no link between Carnival and Ebola.
They made these statements during
an October 31 media conference to
update the media on the National
Carnival Commission (NCC) Stakeholders Meeting on Ebola Virus
Disease at the VIP Lounge, Queens
Park Savannah (QPS), Port of Spain.
Carnival celebrations are scheduled
for February 16 and 17, 2015.
Earlier on, several Carnival and cultural stakeholders including Trinbago
Calypsonians Organisation (TUCO),
president Lutalo Masimba (Brother
Resistance) and NCC CEO Michael
Guyadeen met to discuss Carnivals
future in light of the Ebola scare.
Griffith added: The issue is not
banning Carnival. We have an influx
of about 40,000 people coming in
here. Are we going to ban people
for Christmas? Are we going to ban
people for Divali? It is the emphasis
that is being placed on Carnival.
There is no link between Carnival
and Ebola.

Local fashion experts said that while
it was normal for women in public life
to have the occasional fashion faux pas,
the outfit worn by Mrs Carmona at the
recent Fashion for Development event
during the 69th Session of the United
Nations General Assembly in New York
in September took many by surprise.
She also created a stir when she was

Journalist On
DUI Charge

PORT-OF-SPAIN, A newspaper
journalist will return to court on
January 5, next year after refusing
to take a breathalyser test and for
failing to have proper control of a
motor vehicle.
Political reporter Anna Ramdass,
31, appeared before Senior Magistrate Rae Roopchand on the charges, but was released on TT$5,000
(One TT dollar =US$0.16 cents) bail.
Ramdass pleaded not guilty to the
charges.
The court heard that on the
night of October 29, the journalist
was driving on the outskirts of the
capital when she was stopped by
police officers who observed that
the vehicle was swerving along the
roadway.
The officers asked Ramdass to
submit to a field sobriety test which
gave a positive reading of 87 microgrammes. The legal alcohol limit
for a driver is 35 microgrammes for
every 100 millilitres of breath. Ramdass was taken to the Central Police
Station where she was asked to
submit another specimen of breath.
But the police said she refused
the request, and as a result she was
charged under Section 70 of the
Motor Vehicles and Road Traffic
Act(Amended) 48:50.

Shots Fired At Guyanese-born Attorney

PORT-OF-SPAIN, Guyanese-born
attorney Odai Ramischand was housebound, but not intimidated, following
an attempt on his life in the car park
of a supermarket near his Maracas, St
Joseph home.
Ramischand said a single shot fired by
an unknown person from a van missed
him by an inch or two, but has left him
totally shaken.

Having been threatened before, Ramischand said he will not be deterred

from doing his work.
If I have to die while doing my job, so
be it, Ramischand said.
He recalled the assassination last May
of his close friend, senior counsel Dana
Seetahal, who he said died an honourable death. Ramischand was leaving
the supermarket around 11.10 a.m.,

to make his way to his office, when a

gold-coloured pick-up, proceeding south
along Maracas Royal Road, swerved
from the left lane towards him. One of
the heavily-tinted windows went down,
he said, and a raised hand was seen.
Ramischand said he realised an attempt was about to be made to shoot
him and while he initially thought to
run into the grocery, he changed his

Court
Warning For
Underwear
Thief

PORT-OF-SPAIN, A HANDYMAN
who allegedly stole a womans $40
tiger print underwear after he broke
into her house has been ordered to
have no contact with the woman he
claimed once employed him.
Daryl Peele of Cunupia appeared
before Chaguanas Third Court
magistrate Alicia Chankar on
October 31.
He is charged with breaking and
entering the Chaguanas home of
the 35-year-old woman and stealing her underwear, valued at $40.
Peele pleaded guilty to the
charge. The evidence was read by
police prosecutor Sergeant Ken Ali.
The underwear and photographs
taken by the woman of Peele in her
laundry room, were tendered into
evidence.
Chankar asked attorney Joseph
Honore to assist in the matter as
she said she wanted to hear Peeles
side of the story.
After speaking to Peele, Honore
told the court the 41-year-old man
used to work at the womans home
and returned to finish a job.
He said Peele denied he ever
tried to break into the house. The
magistrate entered a not guilty
plea on Peeles behalf.
Peele who had a clean criminal
record was placed on $5,000 bail
and ordered to have no communication with the alleged victim. He will
return to court on November 27.
It is alleged that Peele entered a
laundry room through a gate and
took several undergarments from
a clothes line. He was charged by
constable Paulette Elcock after an
item of underwear was allegedly
found in his possession.

to be trying to talk his way out, but
the gunman called an accomplice
who was apparently standing guard

then ran out the yard when the bandits seemed to be distracted, leaving
his daughter behind. The bandits
then ran out behind him but he was

was fired that had people scampering,
he said, and the bullet hit the ground
nearby.
Ramischand said he then noticed
another black pick-up behind the one
carrying his assailant, but both vehicles
then got back in lane and sped off,
presumably to avoid a head-on collision
with an oncoming vehicle.

Alleyne also aired footage of a

woman and her ten-year-old son
being ambushed and robbed by a
bandit at Tumpuna Road, Arima, October 10. The two had just returned
to their car after coming out a restaurant around 3.40 pm when, after
the woman got into the front seat,
the bandit rushed her son as he was
entering the back of the car, held him
down, then grabbed several items
and ran off.

Avoiding Alzheimers
The idea that Alzheimers is entirely

The big news: Mountains of research reveals

cut your odds of losing your mind to Alzheimers. In search of scientific ways to delay
and outlive Alzheimers and other dementias,
I tracked down thousands of studies and
interviewed dozens of experts. The results in
a new book: 100 Simple Things You Can Do to
Prevent Alzheimers and Age-Related Memory
Loss (Little, Brown; $19.99).

Here are 10 somewhat surprising

strategies
1. Have coffee. In an amazing flip-flop, coffee
is the new brain tonic. A large European study
showed that drinking three to five cups of coffee a day in midlife cut Alzheimers risk 65% in
late life. University of South Florida researcher
Gary Arendash credits caffeine: He says it
reduces dementia-causing amyloid in animal
brains. Others credit coffees antioxidants. So
drink up, Arendash advises, unless your doctor
says you shouldnt.
2. Floss. Oddly, the health of your teeth
and gums can help predict dementia.
University of Southern California research
found that having periodontal disease before age 35 quadrupled the odds of dementia
years later. Older people with tooth and
gum disease score lower on memory and
cognition tests, other studies show. Experts
speculate that inf lammation in diseased
mouths migrates to the brain.

3. Google. Doing an online search can stimulate your aging brain even more than reading
a book, says UCLAs Gary Small, who used
brain MRIs to prove it. The biggest surprise:
Novice Internet surfers, ages 55 to 78, activated
key memory and learning centers
in the brain after only a week of web surfing for
an hour a day.
4. Grow new brain cells. Impossible, scientists used to say. Now its believed that thousands of brain cells are born daily. The trick is
to keep the newborns alive. What works: aerobic
exercise (such as a brisk 30-minute walk every
day), strenuous mentalactivity, eating salmon
and other fatty fish, and avoiding obesity
chronic stress, sleep deprivation, heavy drinking
and vitamin B deficiency.
5. Drink apple juice. Apple juice can push
production of the memory chemical acetylcholine; thats the way the popular Alzheimers
drug Aricept works, says Thomas Shea, Ph.D.,
of the University of Massachusetts. He was surprised that old mice given apple juice did better
on learning and memory tests than mice that
received water. A dose for humans: 16 ounces, or
two to three apples a day.
6. Protect your head. Blows to the head,
even mild ones early in life, increase odds
of dementia years later. Pro football players
have 19 times the typical rate of memoryrelated diseases. Alzheimers is four times
more common in elderly who suffer a head
injury, Columbia University finds. Accidental falls doubled an older persons odds of
dementia five years later in another study.
Wear seat belts and helmets, fall-proof your

house, and dont take risks.

7. Meditate. Brain scans show that people
who meditate regularly have less cognitive
decline and brain shrinkage - a classic sign of
Alzheimers - as they age. Andrew Newberg of
the University
of Pennsylvania School of Medicine says yoga
meditation of 12 minutes a day for two months
improved blood flow and cognitive functioning
in seniors with memory problems.
8. Take D. A severe deficiency of vitamin D
boosts older Americans
risk of cognitive impairment 394%, an alarming
study by Englands University of Exeter finds.
And most Americans lack vitamin D. Experts
recommend a daily dose of 800 IU to 2,000 IU of
vitamin D3.
9. Fill your brain. Its called cognitive reserve. A rich accumulation
of life experiences - education, marriage, social-

Sleep
Apnea

e have all heard of sleep

apnea, but what is it exactly? Sleep apnea is a sleep
disorder where during sleep, your
oxygen intake is decreased by a pause
in breathe. The end result is a lack
of oxygen supply to the body; more
importantly the heart and the brain.
When the heart or brain is not getting enough oxygen it can lead to a life
threatening situation. When defined
like this, it sounds very serious and
the truth is, it is very serious!

The obvious anticipated question is, how

do I know if I have sleep apnea? First, lets
look at the typical symptoms of sleep apnea
which include: daytime sleepiness, loud
snoring followed by silent pauses, gasping or
choking during sleep, morning headache, irritability or mood changes, poor concentration
or memory loss, lowered sex drive, and falling
asleep while driving.
Just because you may have one or more
of these symptoms does not mean that you
have sleep apnea. But it is definitely a warning flag advising you to take a closer look. The
definitive answer of whether or not someone
has sleep apnea is achieved by having a sleep
test done. Sleep tests are covered in Ontario
through the Ontario Health Insurance Plan
(OHIP). Once a sleep test is completed, if you
are diagnosed with sleep apnea you will fall
into one of 3 categories: mild, moderate or
severe sleep apnea.
The category is determined by your Apnea
Hypopnea Index (AHI). For a simple explanation, AHI is determined by the number of
times breathing stops during an hour of sleep.
An AHI value of 0-4 indicates no sleep apnea
present and is considered normal. An AHI of
5-14 is mild, with 15-29 being moderate and 30
or more as severe sleep apnea. In order to have
a sleep test completed, you need a referral from
your family physician. At the moment, dentists
cannot refer a patient to a sleep clinic.
Speaking of dentists, this is a dental article,
so why are we talking about sleep apnea? Well,

izing, a stimulating job, language skills, having

a purpose in life, physical activity and mentally
demanding leisure activities - makes your brain
better able to tolerate plaques and tangles. You
can even have significant Alzheimers pathology
and no symptoms of dementia if you have high
cognitive reserve, says David Bennett, M.D., of
Chicagos Rush University Medical Center.
10. Avoid infection. Astonishing new evidence ties Alzheimers to cold sores, gastric
ulcers, Lyme disease, pneumonia and the flu.
Ruth Itzhaki, Ph.D., of the University of Manchester in England
estimates the cold-sore herpes simplex virus is
incriminated in 60% of Alzheimers cases. The
theory: Infections trigger excessive beta amyloid gunk that kills brain cells. Proof is still
lacking, but why not avoid common infections
and take appropriate vaccines,
antibiotics and antiviral agents?

Dr. Richard Lai

Dental Surgeon
in general, the treatment for sleep apnea is with
the use of a continuous positive airway pressure (CPAP) machine. The CPAP machine uses
a mask which creates positive pressure to force
air into your lungs while you are asleep. This
in turn, prevents the oxygen concentration in
your body from dropping too low. However, as
you could imagine the CPAP machine is not for
everyone. The alternative to the CPAP machine
is an oral appliance.
Now before all of you at home start jumping
for joy and throwing your CPAP machines out
the window, it is important to take note that
an oral appliance will not work for everyone
with sleep apnea. This is primarily because of
its mechanism of action. Oral appliances are
only suitable for mild to moderate sleep apnea
patients. They work by moving the jaw slightly
forward, thereby opening the airway and
providing an obstructed free pathway for air to
the lungs. The premise behind this mechanism
of action is that of a passive increase in oxygen
pressure; by clearing the path, we hope that
the body will increase the oxygen intake. In
contrast, the CPAP machine forces air into the
lungs with positive pressure.
There are different types of oral appliances
which can treat sleep apnea, as a general
rule, most of them consist of a tray which
goes over the top teeth and a tray which goes
over the bottom teeth. Three of the more
popular oral appliance are the Ultra APM
Positioner, the Somnodent appliance and the
TAP appliance. All of these trays are fabricated by taking an impression of your top and
bottom teeth and working with a laboratory
to fabricate the device.
If you do have sleep apnea, bring your sleep
tests to your dentist to find out if you are a
candidate for an oral appliance. If arent sure
whether you have sleep apnea, but experience
one or two of the aforementioned symptoms, go
to your physician and get a referral for a sleep
test. Its FREE, and its a decision that could
save your life.

A young Catholic priest decided to enter a monastery. He joined one

that they were sworn to TOTAL silence. They could not speak one word

two words. After 10 years of total silence, the head monk indicated it

The fact that many buyers fail to

take into consideration the costs
involved, over and above what the
lawyer charges as his or her fee, is a
direct result of their lack of knowledge as to what the lawyers role is,
and how much actually goes into a
purchase transaction. It is crucial
to inform the buyer early on, whey
we have to incur all these disbursements on their behalf, and what are
the other expenses they will inevitably have to bear to complete the
purchase transaction.
While it is impossible to go
into all the details in a purchase
transaction, the following is a
brief and general look at what
additional costs a purchaser can
expect, and why.
Every lawyer must do a title
search and execution search of
the property, since our role is to
check that the purchaser is getting
good title for what he is paying for.
Generally, a lawyer will have his/
her clerk or an experienced conveyancer do the search at the registry
office. The cost for this search is
usually about $55.00. Remember
for a condo that has a parking and
locker that is $55.00 x 3 as we have
to search each unit. Plus the lawyer
has to search each name involved
(both buyers and sellers) at the
Sheriffs office to ensure that no
one is being sued by any one. As
the purchaser you want to make
sure, no one can lien your property
after you purchase it due to debts
from the seller and the purchasers
names have to be searched for
the mortgage company to ensure
they are clear as well. Each name
searched costs $11.00. These names
must be re-searched on the day of
closing as well.
Next the lawyer notifies the
water, hydro and gas departments
to read the meters on the day of
closing and to change the accounts
to the new buyers name. We will
recommend that the purchaser also
contact the utility companies as
there is some personal information
that they require that we will not
provide to them.

The lawyer then arranges for title

insurance to be put into place for
the property and the cost of this
is a one-time fee of approximately
$350-500 depending on the mortgage amount. Title insurance is
compulsory these days if you are
placing a mortgage on your property as almost every mortgage
company will require that you
have title insurance on the property. Due to the placing of this title
insurance, the lawyer can save
costs for the buyer as the lawyer
no longer has to obtain a building
department clearance that would
cost $150, a tax certificate that
costs $65 and utility clearances
that would cost $75 and up.
In addition to these costs, there
are the cost of photocopying, sending and receiving faxes, postage
and courier costs and the conveyancer costs.
On the day of closing, the deed
and mortgage have to be registered
at a cost of $71.30 each. Execution searches have to be conducted
against the names of the purchasers
and the vendors at a cost of $11 per
name both before and on registration. Often not factored in by the
purchaser, is Land Transfer Tax.
This is based on the purchase price
of the home (e.g. for a $150,000
home, land transfer tax would be
$1225). Finally, there is H.S.T. on
the legal fees and most disbursements. If you are a first time buyer,
however, you would qualify for a
rebate of the land transfer tax in the
amount of $2,000.00 by completing an affidavit to that effect, which
your lawyer would do for your prior
to closing.
Thus, it is important to inform
purchasers, who expect to pay $600
for legals, of the real deal. No
transaction is that simple, and there
are quite a few other expenses that
will have to be budgeted for, before
they can enjoy their new home.

Why Do I
Need Title
Insurance?

requently, homeowners
ask about title insurance
and if its mandatory and
why should they take it? After
all, as a homeowner, you have
already spent a lot of your hard
earned income just to purchase
your home and the thought of
any additional cost that is not
mandatory may seem unreasonable and this is understandable.

For the record in Ontario, Title Insurance is not always required/mandatory.

That being said, here are some things
to consider as to why Title Insurance is
important and why its recommended
that a homeowner takes it.
The first thing is to understand what
is Title Insurance?
Title Insurance is an insurance that
protects residential or commercial property owners and their lenders against
losses related to the propertys title or
ownership. Some of those losses could
arise due to the following challenges:
fraud, forgery or theft, survey errors,
existing undisclosed liens, easements,

zoning non-compliance or others having

interest in your property. These are all
challenges that could cost a homeowner
hundreds or even thousands of dollars
or even risk losing their home.
Unlike traditional insurance policies
that protect against what may happen
in the future, title insurance provides
coverage for title defects that may have
occurred in the past, prior to them purchasing their home. This is all covered
in a low cost with a one-time premium
and no deductible.
Having title insurance helps by having a wide range of coverage beyond just
a solicitors opinion on title which could
cost over $2,000 after all of the work
is done by the solicitor. If there are title
defects, the title insurer will take the
necessary steps to rectify the problems.
Instead of having to possibly pay thousands of dollars to remedy title defects,
theyre covered by their Title Insurance
coverage which may have only cost them
between $250 - $700, depending on the
size of the purchase. In some instances,
a homeowner may not know that their
shed or deck in the backyard is actually
on the neighbours property, this may
come to light when a new neighbour
moves in and wants to build a new deck
of their own. Title insurance will assume the risk and costs associated with
this. This is only one example but there
are many more. Do your research and
speak with professional that can guide
you in the right direction.
The overall sentiment is this: wouldnt
it be better to spend a few dollars for
protection against the unknown rather
than pay a small fortune or more because you werent protected?

Can I cover both myself and my spouse
or common-law partner?
Are premiums fixed after a certain

an organization responsible for this

fiasco would have done the right thing
and resign. But that is not the culture in
Barbados. We make an excuse, pretend
to be the victim and continue as though
nothing happened or until people forget, he said.
The official said that it was to his
certain knowledge that there were some
in the BCA who knew of Millers legal
troubles in the United States before he
was given the top position at the BCA.
I am not going to get into whether
a due diligence was done or not done.
People have to use their commonsense.
In this era of technology, making a
background check on someone is not the
hardest thing to do. And when someone
has a high profile, it makes the background check even easier. It was known
by some in the BCA that Jeff had issues
in the states, that is as true asJohn 3:16,
he said, adding that the BCAs handling
of the matter after it became known to
the public was particularly poor.
The official toldlocal media that the
contract which Miller had with the
BCA facilitated him getting a separation package but under normal circum-

stances, though there was no disclosure

stipulation for criminal convictions,
Miller was fortunate to get the significant package which he got. The official
did not disclose that figure.
He revealed that already a number
of persons had signed the petition and
tomorrow during actual cricket matches
persons would be going around to specific clubs to whip up further support in
the effort to force Garner out.
He said it was nothing personal
against Garner, who he added had
served Barbados and West Indies
cricket well on and off the field. But he
explained that the administration of
cricket in Barbados had been greatly
embarrassed and it should not be
swept aside as though it was a matter
of little significance. He explained an
example had to be set to ensure people
understood the consequences of certain
administrative blunders.
Asked whether members of the BCA
board had anything to do with the
drafting of and circulation of the petition, the official said there were people
on the board who believed Garner
should resign, and there were people
outside the board who believed Garner
should not only go, but he should take
the other board members with him.

During a recent radio broadcast, Garner charged that tribalism was firmly
rooted in the BCA. The fast-bowling
great said the job ofpresident had taken
a toll on him and added he was not sure
if he would be seeking the post again after his present term ended. Garner also
took objection to information regarding
the Miller debacle being, as he put it,
leaked to the Press. Garner suggested
that the decision to hire Miller was a
board decision and because someone
had not voted for him that didnt mean
he or she was not part of the process.

ers Association (WIPA) and WICB to

respond convincingly to their questions related to the memorandum
of understanding and collective
bargaining agreement signedby the
two parties in September.
In a a stern four-page letter addressed to WICB president Dave
Cameron, a copy of which is in possession of ESPNcricinfo, BCCI secretary Sanjay Patel on Friday indicated
that if the WICB failed to respond
within 15 days about how it intended
to compensate the losses in acceptable terms, the BCCI would initiate
legal proceedings.
Patels missive arrived even as
Cameron and senior WICB officials
were engaged in meetings with players and WIPA in Trinidad to resolve
the dispute. The meeting was facili-

tated by Prime Minister of St Vincent,

Ralph Gonsalves, who helped resolve
the dispute betweenChris Gayle and
the WICBthree years ago.
As soon as Dwayne Bravo, the
West Indies ODI captain, said that
the players would be forced to
take extreme steps unless they got
clear answers from WIPA and WICB
regarding the new MoU/CBE, Patel
said the BCCI understood the seriousness of the issue and attempted
to avert the debacle.
Patel pointed out that Bravo and his
team-mates continued to play till the
fourth ODI only because of the intervention by him and the other senior
BCCI officials. Patel demanded a written assurance from the WICB explaining how it intended to pay damages
claimed by BCCI and warned a failure

would mean further sanctions. In the

event the BCCI does not receive such
a proposal in acceptable terms, within
a period of 15 days from receipt of
this letter, please note that the BCCI
has peremptorily instructed its attorneys to initiate steps for recovery
of the losses by filing appropriate
legal proceedings against the WICB
in the appropriate Indian Court and
you may treat this notice as a formal
demand in that regard.
The WICB is also aware that each
National Board is committed to touring each other in a given period such
that the schedule of tours between
each of the Boards is fixed 8 years in
advance. Such touring obligations are
on a reciprocal basis so as to reflect
not only fairness in ranking but also
equal opportunity to each Board.
