Transportation
Mutual Aid
Information provided by the associations indicates that mutual aid networks exist in most regions and
countries. No information from China on any mutual aid organizations. The maturity of programs differs
from a Chemtrec/CHLOREP program to calling an emergency number or using compressed gas
associations protocols.
Transportation Guidance
In the US and in many of the other regions the CI pamphlets utilized along with other association (AMAI,
JSIA, RusChlor, China and Clorosur) specific guidance. In Europe the EuroChlor guidance documents are
utilized.
Methods of Transportation
North America
Most transportation is done as bulk by rail with some tank truck and barge shipments. Ton containers
and 150-lb cylinders are normally transported by truck.
Europe
In Europe one ton containers and cylinders are almost exclusively via road. For bulk transportation rail
accounts for two thirds of shipments and 1/3 is of shipments occur via (UK for all transportation;
partially in Spain and Portugal, in a minor measure in Italy and France via ISO-containers); there is no
internal water transportation and extremely marginal sea transportation (ISO-containers).
South America
Transported by truck - Ton Container (900/1000 kg), Cylinders - 45 Kg up to 68 Kg
Bulk transportation -Tank cars 12 MT up to 27 MT, ISO Containers- 8 MT up to 20 MT
Rail Cars Transportation - Chile and Argentina (some)
RusChlor
The majority of shipments are by tonners, then cylinders and then by bulk with 50% of the bulk
shipments being via rail.
JSIA
Chlorine is delivered from Chlorine plant to users via pipeline (90%), by Truck (7%) and by Rail (3%).
AMAI
Chlorine is generally delivered by cylinder or tonner via ground transportation.
China
Chlorine is generally delivered by cylinder or tonner via ground transportation.

Legislation
All regions have legislative requirements in place to govern the handling and transportation of
dangerous or hazardous goods in some form or fashion.
Container Specifications
All jurisdictions have container specifications. However, the specifications vary in the area fuse plug
usage, number of pressure relief valves and wall thickness.

under the liquid level and beyond the tractor); valves pneumatically operated with an additional
internal check valve (in the tank); for rail and road, no pressure safety relief device used
RusClor
Capacity 55.8 tons;
Calculation temperature range - minus 50 plus 50;
The construction material is low-alloyed manganese steel 09G2C;
The shell thickness is 20mm.;
Insulation is made up for by the sun-protection shield produced of the grade 3 carbon steel
sheets.
The frame consists of a longitudinal tie and two cross beams (span bolsters).

The frame is mounted onto two four-wheeled trucks each equipped with the axle-boxes based
on two frictionless bearings (the roller-bearing and the plain one), stopping brake, mechanical
brake, and two automatic coupling units.
There is a manhole arranged in the upper part of the barrel so that the plain cover mounted
atop the manhole should close it air-tight
There are four check valves mounted atop the cover there so that two of them should be built
into the liquid chlorine pipe and the other two should be built into the gaseous chlorine pipe.
In addition to that there are the emergency high-speed shutdown valves each built into a
syphon pipe there.

Clorosur
Valves system similar to that in use in USA: two valves for the vapor phase and two valves for
the liquid phase installed at the dome of the tank.
Materials: ASME Code Section II, A 612 grade B or A 516 grade 65 or 70, with Thermal
Treatment for passivation. The plate should attend the Charpy Test according to A 20
specification and ASME Code Section II.
Thermal Protection: thermal insulation with sufficient thickness to guarantee the total heat
transfer at 15.6 C (60 F) does not exceed 0.391 kcal/m2.h.oC (0.08 BTU/ft2.h.F). The insulation
material is can be rigid polyurethane foam with a minimum thickness of 100 mm (4 inches) or
ceramic fiber (fiberglass) with a minimum thickness of 50mm (2 inches) and density of 4
pounds/cubic feet.
The equipment plate should not have thickness lower than 15.8mm.
Tank should have relief pressure valve.

EuroChlor

The construction material is low-alloyed manganese steel 09G2C;


The wall thickness is 10 mm. for both the shell and the bottom.
The container is equipped with two rolling bands, two check valves each designed for the
nominal pressure of 2.5 MPa, and the protective caps.
The ton-containers design pressure amounts to 1.5 MPa.

1MT Clinder Steel Thickness is 9 - 12 mm and this includes collosion allowance(3mm).
