2. Pavement shall be made to mustahqeen through crossed
cheques by the respective Local Zakat Committee:
2.1. Crossed cheques will be presented to beneficiaries in the
presence of notables of the area, which may include Imam
Masjid and Head of School.
2.2. Depending upon the currency period of an Istehqaq
Certificate, the cheque will be issued for the whole of the
currency period, at the monthly rate of Guzara Allowance.
2.3. No cheque will be issued for an amount that exceed the
currency period of six months i.e. RS. 3000.00. Only in cases
where the Istehqaq of a beneficiary is renewed after the
currency of 6 months, a fresh cheque will be issued to the
same beneficiary covering the period of renewal.
2.4. Close liaison will be maintained with local banks to ensure
that beneficiaries face no difficulty in the opening of their
accounts for credit of their crossed cheques. Refusal of any
bank to cooperate for this purpose will be reported
immediately to the Chairman, District Zakat Committee and
Chief Administrator Zakat simultaneously.
2.5. It shall be the responsibility of the Chairman, Local Zakat
Commitees to ensure that Zakat Paid Clerk/Group Secretaries
or any other person are not involved in the pavement of
Guzara allowance and cheques are not delivered to
beneficiaries through them.
2.6. Full and timely payments to beneficiaries will be ensured.
Every effort will be made to avoid delays which may add to
their financial hardships.
3. The rate of Guzara Allowance shall be RS.500/- per month
per Mustahiq:
3.1. Not more than one mustahiq will be selected from one and
the same household for the sanction of Guzara allowance.
3.2. Payments will be made at the full monthly rate, which will not
be curtailed to a lesser amount to accommodate additional
beneficiaries.
3.3. Istehqaq will be determined by the Local Zakat Committee of
the area of beneficiary’s permanent residence.
3.4. A two percent quota of funds allocated under Guzara
Allowance will be reserved for the disabled (as approved by
Central Zakat Council in its 84th meeting held on 26th January
2002).
3.5. Separate record of all Istehqaq Certificates renewed during a
financial year will be maintained in a register in the manner
given at Annexure-A.

3.6. No application shall be considered unless it has been received
and entered in the prescribed register. Such applications of
the most deserving persons will be considered in order of
priority within the budget allocation made under the head
Guzara allowance.
3.7. It will be the collective responsibility of Local Zakat
Committee members and Chairman to exercise to extreme
care and stick impartiality in selecting the rightful
beneficiates. The list of the selected beneficiaries will be
displayed prominently and prompt action will be taken to
satisfy any objection made against the selection of any
beneficiary.

Step-2 On receipt of the cheque, the Head of the Institution will
open a current account in a scheduled bank titled “MORA
Scholarship Grant, the MORA Scholarship Committee will
hold a meeting to disburse the scholarships to students
approved by the Provincial Zakat Council. The payment shall
be made in cash on monthly basis, under a prescribed
receipt duly signed by the student. The specimen of the
receipt will be as in Form MORA-3. The composition of MORA
Scholarship Committee shall be as under:
(i) Head of Institution
(ii)Class Teacher
(iii) Nominated member of District Zakat & Ushr Committee. Or
Chairman Local Zakat Committee within whose jurisdiction
the institution is located or a member of the committee
(LZC) nominated by the Chairman District Zakat Committee.
Step-4 A proper record for audit purposes will be maintained of the
total grant received and payments made monthly, the
following particulars of the student will be recorded in the
Register of Payments.

7. The Zakat funds shall be disbursed by the District Zakat & Ushr

EDUCATIONAL STIPENDS
(TECHNICAL)
Approved by CZC
1. Objective:
1.1 Creation of income generating opportunities for the poor
students by providing appropriate vocational or technical
training to them.
2. Eligibility Criteria:
2.5 Unemployed adult Muslim, living below poverty line (Rs. 70
per month).
2.6 Possesses minimum qualifications set for admission to the
training course by the training institute (by whatever name
called) within each Province. .
2.7 Capable of self-employment without further support under
any Zakat disbursement program.
2.8 Age between 18-35 years.
3. Istehqaq Certification:
The Local Zakat Committee (LZC) of the area of student's
permanent residence shall certify his/her Istehqaq. The student
will have the option to apply for the Istehqaq Certificate either:
__ Personally.
__ Through parent/guardian/or.
__ Through the Head of training institute.

publicity through mosques, schools etc. The deadline for
submission of application will be followed rigidly, so that
training plans agreed with institutes are not delayed.
6.6 On receipt at the DZC, the applications will be segregated
course- wise and presented to its MORA Scholarship
Committee, comprising the following members:
(i) Chairman, DZC chairman
ii) Nominated member of DZC Member

7. Allocation of Funds:
7.1 Funds will be allocated to the districts on population basis,
and released biannually. The release of second installment
shall be subject to at least 50 percent utilization of the 1st
installment. In order to enable DZCs in the timely
preparation of Training Plans and prompt payment of
scholarships before the start of every course, installments of
funds will be released in full to DZCs, and without any delay
whatsoever.
7.3 Every effort will be made by the DZCs to utilize the funds in
full according to their share. For this purpose, they will enlist
as many training institutes as necessary and plan extra
shifts of courses where needed. A consolidated progress
covering all districts will be submitted to MORA by the 23rd
of that month by the respective Provincial Zakat
Administration.

This liaison will also be desirable at DZCs level.
8.2 Without prejudice to the authority vested in them, the PZAs
can consult the following guide-line list of courses being
offered by the VTIs in the NWFP.

STIPENDS TO STUDENTS OF
DEENI MADARIS
Approved by Central Zakat Council
85th Meeting-18th may, 2002
1. Istehqaq shall be determined by the respective Local Zakat
Committee the students (both boys & girls) will have the option to
apply for the Istehqaq Certificate either
- By himself / herself
- Through his / her parent / guardian
- Through Mohtamim to the Madarssa
For this purpose, the student will use a prescribed Zakat
Scholarship Form titled “MORA Scholarship” Form No MORA-1.
The second part of the form relating to Istehqaq will be signed by
Chairman Local Zakat Committee of area of which the student is a
permanent resident.
Istehqaq certificate for scholarship purposes will be completed by
the Local Zakat Committee within 30 days of the receipt of MORA
Scholarship Form and returned do applicant or sender by retaining
one copy for office record.
In case Istehqaq certification from a Local Zakat Committee, is not
received even after lapse of described limit of thirty (30) days, the
MORA Scholarship Committee shall report, in writing, to the
concerned District Zakat Committees (DZC) requesting to advise
defaulting Local Zakat Committee for quick response simultaneously
the MORA Scholarship Committee, after satisfying itself about the
facts, shall by competent to grant scholarship provisionally to the
Mustahiq unitl the requisite certificate is issued or declined by the
Local Zakat Committee as the case may be.
1.1 In addition, the Local Zakat Committee of the area where the
educational institution is located will also be competent to

issue istehqaq certificates to eligible students (as decided by
89th Central Zakat Council on 7.6.2003)

iii) Daura Hadith 750/-
The stipends shall by paid in the form of “Zakat Annual Grant” to
Madaris recommended by the concerned District Zakat & Ushar
Committee (D.Z.C) and approved by Provincial Zakat Council (P.Z.C).
In determining the size of annual grant, the D.Z.C will follow the
guidance formula given below:
No of students certified as eligible for MORA Scholarships by the Local
Zakat Committees.
a. No of students recommended for MORA Scholarship by “MORA
scholarship Committee” of the Madarssah.
b. Level of Education pertaining to each Scholarship and its
amount.
c. Total financial effect of the proposal for one academic year. The
table in Form MORA-2 will be used to calculate the size of grant
to a Madarssah.
5. MORA Scholarship Committee will hold performance review meeting
every six months. Depending upon the performance of the student,
the committee will decide whether to continue the scholarship or
chancel it for the remaining period. A list of students deleted from
the scholarship program will be supplied to the District Zakat and
Ushr Committee and funds relating to them will be refunded to
District Zakat Funds. The scholarship will be renewable for the next
academic year subject to approval of District Zakat and Ushr
Committee for additional funds needed due to promotion of the
student to the higher class and thereby to a higher stipend bracket.
6. The following procedure will be followed for making payment to
MORA Scholarship to deserving students.
Step-1.After approval of Annual Zakat grant for a Madarssah by the
Provincial Zakat Council, the concerned District Zakat & Ushr
committee will release it on biannual basis, ensuring that the
first Installment is transferred to the Madarssah within 30
days of the commencement of academic year in it. for the
purpose of release of the grant, the D.Z.Cs will issue crossed
cheques in the name of Mohtamim of Madarssah (by
designation) or to a person nominated specifically for this
purpose by that Madarssah.
Step-2.On receipt of the cheque, the Mohtamim of Madarssah will
open a current account in a scheduled bank titled “MORA
scholarship Bank Account”. It will be operated jointly by the
Mohatamim and one member of his teaching staff so
nominated.

Step-3 Within 15 days of the receipt of MORA Scholarship grant, the
MORA scholarship Committee will hold a meeting to disburse
the scholarships to students approved by the Provincial Zakat
Council. The payment shall be made in cash on monthly
basis, under a prescribed receipt duly signed by the student.
The composition of MORA Scholarship committee shall be as
under:
i. Mohtamim of Madarssah
ii. Class teacher
iii. Nominated member of District Zakat and Ushr Committee
or Chairman Local Zakat Committee within whose
jurisdiction the institution is located or member of that
committee (LZC) nominated by the Chairman District
Zakat Committee.
Step-4 A proper record for audit u\purposes will be maintained of
total grant received and payments made monthly. The
following particulars of the student will be recorded in the
Register of Payments.

Step-5 Payment of scholarship shall be on the principle, of Tamleek,
on receiving payment, the student will use if for the following
purposes only.
• Fees
• Course Books
• Course Stationery
• Study material
7. A Deeni Madarssah approved for annual Zakat grant will be eligible
for additional financial assistance to meet the expenditure on food
accommodation and clothing’s of the resident mustahiq students.
This grant and Clothing’s) and will be calculated as under: -

i. For Deeni Madaris Equal to the total amount of MORA
in Cat I to III Scholarships approved for the madarassah
ii. For Deeni Madaris 50 percent of the total amount of MORA
in Cat. IV Scholarship approved for the madarssah.
The accounts of Miscellaneous Expenditure Grant (Food,
Accommodation and Clothing’s) will be maintained in a separate
register, showing details as under:-

Under this grant, the expenditure will be kept within monthly grant
budget proportions and it will be the personal responsibility of the
Mohtamim to maintain proper accounts of both the MORA Scholarships
as well as Miscellaneous Expenditure Grant separately, on daily and
monthly basis, as the case may be.
The accounts will be open to both external and internal audit; again,
the Mohtamim of Madarssa will be personally responsible to rectify the
irregularities pointed out during audit inspection, as also to settle the
audit observations to the satisfaction of audit.
8. Audit of Zakat funds provided to the Madaris under heads MORA
Scholarship and Miscellaneous Expenditure Grant shall be carried
out on regular basis.
9. There shall be no condition of registration of Deeni Madaris of
National Level Status will have the option of getting themselves
registered with the Central Zakat Council for direct financial
assistance of MORA Scholarships and Miscellaneous Expenditure
Grant (Food, Accommodation and Clothing). The following criteria
will apply to qualify the NDM status.
Minimum enrolment of 500 students

Affiliation with Pakistan Madarssa Education Board.
Open admission policy to encourage student from the four
provinces, Islamabad Capital Territory and Northern Areas.
Avowed policy against extremism, sectarianism and militancy.
NDM applications will be examined by the Standing Committee
on frame recommendations for the Central Zakat Council.
Special MORA Scholarships of Central Zakat Council:
Every year, the Central Zakat Council will directly offer upto Special
MORA Scholarships for the higher education of matriculate and
graduate students belonging to Madaris of Category I to III. The
Central Zakat Council’s Standing Committee on Deeni Madaris will
select students for these scholarships on national basis (without any
quota) purely on merit. The following guideline criteria will be followed
in the selection of deserving students
Preference to position holders.
Consistent unblemished educational record.
Recommendation of the Mohtamim of the student’s parent
Madarssa.
Qualifying the entry test of the institution selected for
higher education.
Every year, the Standing Committee on Deeni Madaris will select
institutions of national repute to sponsor Special MORA Scholarship in
them. The size of each scholarship will be calculated on the basis of:
• Annual Fees
• Hostel charges
• Mess charges
An amount equal to ten percent of the scholarship will be paid to the
student for miscellaneous expenses.

5. The following ceilings shall apply for the fee medical treatment of
mustahiq.

For medical treatment involving expenditure higher than the ceiling,
the Health Welfare Committee (HWC) of the hospital will be competent
to relax it up to the requisite limit, on merit, ensuring that the principle
of accommodating maximum number of mustahiq patients is not
compromised by admitting the expensive treatment of the few. The
composition of Health Welfare Committee shall be as under:-
1. Medical Superintendent / Governor Chairman
2. Senior Doctor Member
3. Chairman, District Zakat & Ushr Member
Committee or his nominee
4. Social Welfare Officer Secretary
The authority and responsibility of Health Welfare Committee shall be
as follows:
(i) Approve expenditure incurred within the prescribed ceiling.
(ii) Approve relaxation of ceiling in cases requiring excess
Expenditure.
(iii) Exercise caution while relaxing ceiling in order to
safeguard the interests, of other Zakat patients.
(iv) Satisfy proper maintenance of accounts and submission of
monthly utilization reports under their, signatures.
(v) Review audit objections and expedite action for their set.
(vi) Take serious notice of irregularities detected by an audit or
other inspections.
(vii) Satisfy completion of formalities by the beneficiaries
relating to Istehqaq etc.
(viii) Carry out random checking of quality of treatment
Coupled with the satisfaction of beneficiaries.

HEALTH CARE - PROVINCIAL LEVEL
(DHQs, ITHQs/ BIIUs/ RHCs

l. The Istehqaq shall be determined by' the local Zakat Committee of
a mustahiq patient's area of permanent residence, (Annexure-
A).However, if the mustahiq may have shifted to another residence
in his original district for more than 15 days, the Local Zakat
Committee of the areas of his/her temporary residence shall also be
competent to determine his/her Istehqaq.
The Committee will use the proforma (Annexure. AA), for this
purpose
2. In emergency cases, where mustahiq patient requiring emer2.2. in
the emergency case, where mustahioq patient emergency
treatment is unable to produce Istehqaq certificate from Local
Zakat Committee, any member of the health welfare Committee
of the hospital may determine Istehqaq of such a patient on the
guarantee of some relative, friend or other reliable person, known
to the mushtahiq as well as the hospital. After emergency
treatment, the mustahiq patient sha1l have to produce the Istehqaq
certificate, failing which all expenditure on the emergency
treatment shall be borne by him and the mustahiq wi11 be black
listed for any future assistance under Zakat programmes. For this
purpose, proforma (Annexure-B) will be used by the hospital to
secure guarantee.
3. The members of the Central Zakat Council shal1 be, competent to
determine Istehqaq of a poor patient for emergency treatment at a
National Level Health institutions/Hospitals located in the area of
their residence. After emergency treatment, the beneficiary will
produce Istehqaq certificate from the Local Zakat Committee of
his/her permanent residence within 30 days failing which the
mustahiq wil be black listed for any future assistance under Zakat
programmes.
4. Zakat funds for the purpose of medical treatment shall not be
provided to beneficiaries in cash. They wi1l be entitled to free
medical treatment only to the extent of Zakat funds available in
hospital as well a~ their equitable utilization on all mustahiq

patients.
5. Subject to prior approval of the Provincial Zakat Council funds under
Health Care (provincial) will be released to DZCs on population
basis. The DZCs in their turn will transfer funds to hospitals on the
basis of share of each to be calculated as under:
DHQ - Rs. 20/- (instead of Rs.07 per bed per day)
THQs - Rs. 15/- (instead of Rs: 05/- per bed per day)
BHUs/RHCs Funds in balance after their release to DHQsand THQs
(as per their share) will be distributed equal1y among all LZCs for
their transfer to BHUs/RHCs functioning in their area.
6. The following ceilings shall apply for the free medical treatment of a
mustahiq.

MARRIAGE ASSISTANCE TO
UNMARRIEDMUSTAHIQ WOMEN
(Approved by the Central Zakat Council)
87th Meeting - 16th November, 2002.
1. The Istehqaq of a needy women shall be determined by the
Local Zakat Committee of her area of residence:
1.1 Generally, the permanent address of the beneficiary will be
treated as the area of her permanent residence. However, if
there has been any change in her address, the Local Zakat
Committee of the area of her new residence shall be entitled to
determine her Istehqaq, provided she has been staying at the
new address for more than a year.
1.2 In case a mustahiq woman has been residing at a Darul Aman
or any other registered Social Welfare Institution, her Istetiqaq
will be determined by the Local Zakat Committee of the area,
where that institution may be located.
1.3 In detonating the Istehqaq of a mustahiq woman, the Local
Zakat Committee will be guided by the following criteria:
(i) The beneficiary is an adult Muslim, who is dependent upon her
Parents or guardian or a social welfare institution for her
subsistence.
(ii) If living with the parents or the guardian, their financial
position is such that they can not afford the expenses of her
marriage.
2. Total assistance for marriage of Mustahiq women shall be Rs.
10,000/-:
2.1 Payment of Rs. 10000/- will be made at one and the same time
and not in instalments.
2.2 Payment will be made through a crossed cheque, drawn in the
name of beneficiary only. The parents or the guardian or any
member of Social Welfare institution, as the case may be, will
not be entitled to receive the payment.

2.3 Cheque will be delivered to the beneficiary by a female member
of Local Zakat Committee. If no female member be present,
the male members or Chairman of the Committee will present
the cheque to her, in the presence of notables or witnesses,
which may include Imam Masjid and Head of local School.
2.4 Active liaison with bank authorities will be maintained to ensure
that beneficiaries face no difficulty in the encashment of
cheques.
2.5 Zakat Paid Clerks / Group Secretaries will not be involved at
any stage of payment.
2.6 A copy of Nikahnama will be obtained for record before
effecting Payment.
After providing marriage grant the name of mustahiq women be struck
off from the list of mustahiqeen.
27
