Australians Body Found In Fiji

IN the months before she was brutally killed in Fiji, Australian woman Tracey Ann OBrien Maw told friends she
felt hurt, used, ugly and embarrassed after losing tens-of-thousands of dollars to her Fijian lover.
Ms OBrien Maw told friends in a
closed Facebook group of the pain
shed endured when her relationship
with a Fijian man soured and of how
she felt used by him.
She suspected he was still in a
relationship with his wife.
Her badly decomposed body was found
by a farmer on Monday. Police believe
she was bashed to death and revealed
to the media that they had identified a
suspect who was known to Ms OBrien
Maw.
The suspect knew police wanted to
speak to him but was on the run, a
source close to the investigation said.
A spokeswoman for Fiji police
confirmed they were aware of the
messages.
A friend of the victim has come forward
and we have taken her statement. She
has provided information that the
victim was unhappy about a number of
things.
The contents of the numerous emails
were being examined by detectives,
who are treating her death as a murder.
The spokeswoman refused to comment
further.
The messages, provided to the media by
a member of the Facebook group detail
how she left her home in Shepparton,
Victoria, earlier this year to go to Fiji
to be with her partner of four-and-halfyears.

Narendra Modi To Hold

Indian Prime Minister Narendra Modi


is expected to use his visit to Fiji to
meet with leaders of 13 other Pacific
Island countries.
According to the Hindustan Times,
Modi wants to meet with some other
leaders in the backdrop of reports
of growing Chinese influence in the
South Pacific from heavy investments
on infrastructure.
Sources say all the 13 nations have
agreed to attend, most of them at the
prime ministerial level or someone at
the number two or three level.
The main tangible diplomatic gains
for India will be in areas like global
climate change talks where the socalled Durban coalition of small
islands and developed countries is
cracking.
Pacific Islands have also become one
of the largest voting blocs in the United
Nations and India had set up an online

Authority has warned it will come down

coffers by illegally importing blank
DVDs and CDs.
This comes after a local company was
found to be doing this.
The current fiscal duty on a blank DVD
is $2. In addition, importers have to pay
10 per cent import excise duty and 15 per
cent VAT on the total imports. All these
duties and taxes are evaded through
illegal imports, says FRCA Chief
Executive Officer Jitoko Tikolevu.

Armed Forces is now open.
The new Royal British Legion
Community Welfare Center was
officially opened by Prime Minister
Voreqe Bainimarama.

played an important lead role in the set
up of the center.
As a result of deep historical ties and
military cooperation between Fiji and
Britain the building will provide much
needed office space for two registered
charity organizations; the Royal British
Legion Fiji Branch and the British
Families Association of Fiji.
Both organizations are involved in
caring for the welfare of the soldiers,
their families many of whom remain
here in Fiji.
There are currently around 1800
Fiji soldiers serving with the British
regiment and their contribution is
highly valued as we all know some
Fijians serving in Britain have paid
the ultimate sacrifice in defending the
values we all share and for that theyll

Court Adjourns Doctor's


Case Over 2010 Theft

The case of a Ba private doctor who


allegedly received stolen medicine
from a hospital attendant in 2010 has
been adjourned to next Wednesday.
And a magistrate court in Ba has given
Dr Dur Samy's counsel until then to go
through the agreed facts submitted by
Fiji Independent Commission Against
Corruption (FICAC) and prepare a
response.
Samy, was charged by FICAC on
October 4, 2010 for one count of
receiving stolen goods.
Appearing before Magistrate Mosese
Naivalu, FICACs Acting State
Counsel, Joseph Work informed
the court that the matter had been
adjourned twice and if this could be
the last adjournment for Defence to
respond, as the matter is listed for trial
in the first week of December.

Defense Counsel, Ravneet Charan,


assured the court he would go through
the documents before the next mention.
The matter has been adjourned to
November 19, 2014 for mention for
the final pre-trial conference. The court
also extended Dr Samy's bail.
Dur Samy is alleged to have dishonestly
received 20 x 0.9 percent Sodium
Chloride Batch Number 0145E46 and
22 x 0.3percent Sodium Chloride Batch
Number 9282E4 valued at $73.82
on September 27, 2010, knowing or
believing the property to be stolen
from a Nemani Baleinamana.
Baleinamana was a pharmacist
attendant at the Lautoka Hospital also
charged over the incident for theft. He
was convicted on November 9, 2010
to 18 months imprisonment after he
pleaded guilty to one count of theft.

More Fijians To Access


Scholarship Scheme
The Tertiary Education Loan and
Scholarship Scheme or TELS may be
made more accessible for more Fijian
students.
This was part of the proposal by the
TELS Board to the Education Minister
on the major tertiary initiative.
More than 14 thousand students
benefited from the newly implemented
Tertiary
Education
Loan
and
Scholarship scheme this year.
Despite some early teething problems, the
TELS Board says it has been implemented
well after taking into account issues raised
by students and parents.
The restriction in the number in a
certain discipline. That is more to do
with scholarships but with loans thats
where the toppers scheme is on 600 but
there are more students who would be
under the loan scheme thats an area

easier and accessible to people, said
TELS Board Chairperson, Dixon Seeto.

Army may affect a number of Fijian
nationals serving in the British Army.
The British High Commission says
those affected are given the option of
whether to take a package or choose to
live in Britain.
The number of Fijians are going
down slowly but not very quickly with
natural wastage and monitoring people
taking the package thats being offered
but I dont anticipate it will change
dramatically over the next few years
perhaps go down slowly, said British
High Commissioner to Fiji, Roderick
Drummond.

has commenced training for the RFMF
with experts from Sandhurst Military
College conducting the programme.

instructors back here quickly to be able
to give the same training that we give
our own young officers so we can get
back to that professional relationship

State Pays Out $2M For


Compensation

Government and the private sector

Occupational Health and Safety
Regulations.
The direct and indirect cost for OHS in
way back in 2006 when OHS reforms
started was 3 percent of GDP. Its

compensation claims.

The Fiji Bus Operators Association has


called on government to review the ban
on importation of second hand trucks
more than five years old.
As part of its 2015 budget submission,
Association president Virendra Kewal
says such trucks are a good source for
spare parts for buses.
Kewal says the purchase of new and
second hand spare parts are coming at
a huge cost for the industry.
The Association also proposed for a
reduction in duty on the import of new
bus tires and new fully-constructed
buses.

Currently 32 percent import duty is


charged for the importation of new
tires.
Other proposals made by the
Association are a reduction of stamp
duty on large loans from 1.75 per cent
to 0.5 per cent.
A review of third party insurance costs
and a review of Quality Assurance
Management System implemented by
the Land Transport Authority.
Kewel says while the Association
welcomes QAMS in the bus industry,
it comes with significant cost
implications.

Commission To Recommend
Changes To Election Laws

The Electoral Commission intends


to recommend to Government that
changes be made to our electoral laws.
Electoral Commissioner Father David
Arms revealed this at a USP post
election panel analysis.
Some changes Father Arms that will be

and national candidates list after some
confusion were experienced by voters
during election day.
Section 52 , subsection 2 of the decree
which forbids taking cards or pieces of

paper into the polling station should


be modified to allow a single card or
small piece of paper on which it can
be written the name and number of the
candidate, said Commissioner, Fijian
Electoral Commission, Fr David Arms.
Party identification needs to be clear
to voters, even if voters choice of
candidates is not successful, the vote
will still count for the party so the
voters need to be fully aware of its party
affiliation. The National Candidates
list lacks that information.

David Bowden Is New Fiji


Airways CFO
Fiji's national airline, Fiji Airways
announced the appointment of David
Bowden as its Chief Financial Officer.
Originally from the United Kingdom,
Bowden is an experienced aviation and
finance professional with over 10 years
of experience in airlines, holidays and
leisure companies.
He has previously held senior
finance positions at Air2000, First
Choice Airways, Thomson Airways,
AstraZeneca and was most recently
Chief Financial Officer with BMI,
a privately owned airline post the
acquisition from IAG.
Bowden is a qualified Chartered
Accountant and also has a MSc in
Computer Science.
As CFO at Fiji Airways, he will head
up the airlines Finance, Procurement
and Information Technology functions
based at its Head Office in Nadi.
He joins the airlines senior
management team which includes the
managing director and CEO, chief
strategy officer, and executive general
managers for sales & marketing,
products and services, operations and
engineering.

decision to have the aircraft at Nadi
International Airport.
The aircraft will remain at Nadi for the
next three days and will leave when Mr
Obama flies out of Brisbane.

Fun World Plaza Owner Pays Of Bank Arrears, Saves

The owner of Fun World Plaza Hotel


located on Nadi Back Road has made
arrangements to clear up the loan
arrears it had incurred with the Bank
of Baroda.
This has been confirmed by both the
hotel owner, Shah Group of Companies
from New Zealand and the Bank of
Baroda.
The hotel had accumulated bank arrears
of more than $3.2 million as a result of
not paying their loan for more than one
and half years and therefore had been
taken over by the Bank of Baroda on
October 17.
Bank of Baroda Nadi branch manager,
Sudesh Shandil, said the director of
the hotel had made arrangements
to clear all the arrears including the
principal amount of $3.2 million and
interests.
The bank has received a lump sum
amount last Friday so the entire
operation could be given back, Mr
Shandil said.
Further to this Mr Shandil said the
management of the hotel has been
granted a grace period till November
21 to clear the balance amount.
But if for some unforeseen
circumstances the management fails
to clear the amount, Mr Shandil said
the bank will take the receivership and
look for interested buyers.

We are hopeful that the management


will pay off the balance which is
relatively a small amount, he said.
Reopening specials
Fun World Plaza Hotel general
manager, Imraz Ali, said the owners
liaised with the Bank of Baroda to
make arrangements to clear the arrears
so the hotel could bounce back into

operation.
We received the entire operation of
the hotel last Saturday and we will
reopen after the management struck a
deal with the bank, Mr Ali confirmed.
The hotel will advertise reopening
specials to build on their customers
who were turned away over the past
few weeks.

The management has decided on


reopening specials for our customers
which will be advertised later in the
week, Mr Ali said.
The reopening specials are aiming
to attract their existing and potential
customers.
He said the hotel had committed to a
number of conferences and wedding
receptions for which the hotel had
refunded the deposits.
All the deposits made for functions
including conferences and weddings
were refunded but we would like to
assure our customers that we are now
back in operation, he said.
Missing items claims
Mr Ali has claimed there are some
items which are now missing after the
hotel was taken over by the Bank of
Baroda.
Mr Shandil said the bank has no
knowledge of missing items from the
hotel.
Mr Ali said the hotel was vacated
on October 17 by the bank and was
guarded by security officers.
He said apart from losing business, the
hotel has lost various items from the 27
rooms at the premises.
Mr Ali further said a report will be sent
to the company headquarters in New
Zealand after which legal action might
be taken.

No More Delays To Process Social Welfare

There should be no more delays in the
processing of social welfare, says the
Hon. Minister for Women, Children
and Poverty Alleviation, Rosy Sofia
Akbar.
The Minister made these comments
while chairing a public consultation on
social welfare programs at Nakavika
village in Namosi this week.
The consultations provided the
opportunity for the villagers to seek
clarification on social welfare programs
like Social Pension Scheme, Poverty
Benefit Scheme, Care and Protection
Program.
Through the consultations we have
done in Labasa, Navua and Naitasiri,
we have seen that there were some
applications that had been pending for
a year. We dont want that, you have
my word that when your applications
come to our office, have allocated a
time framework of maximum of six
weeks of processing time, within which
you will be informed of the outcome.
And in cases where people dont meet
the eligibility criteria, we gave other
programs like the Welfare Graduation
Program and the livelihood projects
through which we will try to assist the
individuals, Mrs Akbar explained.
The Ministry is also looking into the
concerns of the recipients in rural and

maritime locations who are burdened


with transport costs whilst accessing
their monthly allowances.
The Ministry has plans to deliver
the benefits right to our clients other
then they having to spend money on
transport to travel down to towns to
access their allowances. This will apply
to those who live in the most remote
and rural locations, like Namosi. We
are working with the turaga-ni-koros
and the provincial councils to identify
the areas that will need this service.
The welfare allowances which the
Ministry provides on a monthly basis,
we want those to be spent on the
welfare of your families and not in
paying for the transport costs, which
some of our clients are facing at the
moment.
Similarly, for the Food Vouchers, we
are looking at the option where the food
packs that you need can be delivered
to you on a monthly basis. This is so
that you dont have to spend money to
travel to towns, unless you choose do
to so, you will be given choices. This is
why we are having these consultations,
so we can work on the best ways to
assist you, Mrs Akbar said.
She also informed that the monthly
Social Pension Scheme would increase
to $50 from January next year.

The Ministry encourages those who


are 70 years and over, with no form
of superannuation funds like FNPF or
after care fund to apply for the Social
Pension Scheme. The Pension will
increase from $30 to $50 from next
year and comes July, those who are 68
years old will also qualify for this $50
pension, Mrs Akbar said.
Currently, the Ministry is reaching out

to 17,000 people through its Poverty


Benefiting Scheme, with a total of 2211
recipients for the Care and Protection
Program. The Social Pension Scheme
has a total of 11,194 recipients and with
more than 40,000 beneficiaries for the
governments Bus Fare Concession.
Likewise, 1003 pregnant mothers in
rural areas are also benefiting from the
governments Expanded Food Voucher
Program.

This month, the Pacific Islands Private


Sector Organisation (PIPSO), will be
bringing regional women together for
the second Pacific Women in Business
conference.
The event will be held from November
26 to 28 at the Sheraton Fiji Resort on
Denarau Island in Nadi.
The theme for the event is Building
Women Entrepreneurs Building
Nations.
PIPSO chief executive, Mereia
Volavola, said through the conference,
PIPSO hopes businesswomen can learn
more from each other.
She said they also hope more
established businesswomen will be
able to share key learning and advice
to up-and-coming women in business.
Women are a significant entrepreneurial
force whose contributions to local,
national and global economies are far
reaching, she said.

St Joseph's Secondary
School Joins Community
Policing Program

THE second phase of the community


policing program involving schools
in the Central Division started which
involved placing of billboards in nine
schools that are part of the program.
St Joseph's Secondary School received
its billboard which indicated that
the school now had set up a policing
community within the school which
would act as eyes and ears on the
ground reporting any suspicious
activity to police.

the program now gave students a sense
of ownership and pride in making the
community crime free.
"What we are doing now is training the

children to be disciplined and also on


leadership skills which means that they
can identify what is wrong and what needs

SP Waqabaca said with the alarming
trend of glue sniffing and students
spending school hours in internet
shops, there was a need to instill
discipline in the lives of students.
"We are focused on changing the mindsets of students from an early age and
to teach these children that they should
start building their future from a young
age," SP Waqabaca said.
The program was launched last week
with Dudley High School being the
first school to receive its Community
Policing billboard followed by St
Joseph's Secondary School.

Failed Bridgecorp Fiji


Resort Officially Restarts

A failed Fiji resort development that


jailed fraudster Rod Petricevic and
other Bridgecorp directors poured $106
million has been officially restarted by
the island's nation's prime minister.
Fiji leader Frank Bainimarama
official launched the Momi Bay
redevelopment project, saying the
venture was "effectively killed off by
mismanagement".
The half-finished Momi Bay resort was
the largest property project Bridgecorp
had put money towards and in 2006
was to have been the biggest resort
development in Fiji and the South
Pacific.
The project was running behind
schedule and had run into trouble well
before Bridgecorp collapsed in July
2007, owing $459 million to 14,500
investors.
Five Bridgecorp directors were later
found guilty of misleading investors,
with Petricevic and CFO Rob Roest
also being convicted for fraud.
In 2009 the Fijian military regime
seized Momi Bay against the wishes
of Bridgecorp receivers in an effort
to stem the losses of the Fiji National

Provident Fund (FNPF), which had a


$60 million exposure to Momi.
Bainimarama announced in 2012 that
the FNPF will invest around $150
million (NZ$103 million) to complete
the first stage of the development.
Fletcher Building is a construction
partner for the project, the Fiji PM said.
The resort, which the politician said will
generate 400 jobs during construction
and another 500 when open, will be
operated by global hospitality chain,
Marriott.
"In 2016, the new five star Resort
- 250 guest rooms including some
spectacular over-water bungalows will open for business, here in Momi,"
he said.
"We have closed a chapter in which
the Momi Bay project...had come to
symbolise Fiji's arrested development,"
he said.
"Today, we draw a line under that failure
and celebrate a remarkable turnaround
in the fortunes of this project, just as
we celebrate the revival of the fortunes
of our nation - a booming economy
and our new and vibrant democracy,"
Bainimarama said.

One Doctor For 90 Patients


MINISTER for Health Jone Usamate
has raised his concerns on the number
of patients being seen by one doctor at
various hospitals in the country.
During his hospital visitations late last
month, Mr Usamate realised the need
to increase doctors in the country and
to improve medical services.
"I have visited hospitals where doctors
see 90 patients per day and for us at
the ministry, 90 patients per day for a
doctor is too much," Mr Usamate said.
"I have even seen pharmacists operating
in very cramped conditions and they do
not get their medicine supply on time.
"I have noticed many health workers
working in very poor conditions and

one of the things that we really need


in this country is doctors and health
workers who can provide the best
service to people."
Mr Usamate said the ministry needed
good facilities for doctors and health
workers and the Government had made
a commitment to look after health
facilities in the country.
"There is a need for workers in this
ministry to really care for improving their
service delivery and we hope to strengthen
health management systems too.
"Our staff members need to know
how to treat our customers and they
will be rewarded on their service
performance."

Pay Discrepancies For
Latecomers, Audit Reveals Sacrifice On Remembrance Day

THE Auditor-General's review of


payroll records of the Foreign Ministry
in 2013 revealed salaries of staff
members who continued to arrive late
to work by more than one hour in a
month were not deducted.
The audit noted the ministry failed to
provide late arrival return for the third
and fourth quarter of the financial year
December 31, 2013.
The Auditor-General's report said
excessive late arrivals to work may had
an effect on the work performance of
the officers and the productivity of the
ministry.
The report further explained if the
accumulated absence in a month
exceeds one hour, the monetary
equivalent should be deducted from
the officer's salary. It said the waiver
for exemption depending on the
circumstances of late arrival or early
departure rested only on the permanent
secretaries and heads of ministries.
The Auditor-General recommended

late arrivals should be recorded


from the relevant officers and the
ministry should ensure the late
arrival returns for all the payments
were prepared.
It further recommended supervision of
staff members should be strengthened
to avoid continuous late arrivals.
In response, management said
the ministry was in the process of
implementing the deduction of salaries
and wages from staff members.
The management also stated some of
the officers were required to work late
because of pressing work commitments
but this was not recognised for those
who were not entitled to be paid
overtime.
The management further commented
in terms of professionalism, fairness
and natural justice, the ministry was
looking at ways and means to ensure
the system does not unnecessarily
punish the committed and hardworking
officers in the process.

Seasonal Workers In January 2015


The Seasonal Workers Programme
(SWP) will start in January next year.
Minister for Foreign Affairs Ratu
Inoke Kubuoabola is expected to
sign the relevant memorandum of
understanding (MOU) with New
Zealands Foreign Affairs Minister
Murray McCully on November 22.
Ratu Inoke said: I hope to sign the
MOU with the NZ Foreign Minister
McCully on Saturday, 22nd November
and the first lot will go to New Zealand
in January 2015.
Because of the change in government
in December 2006, New Zealand

excluded Fiji from its Recognised


Seasonal Employee policy and NZ
employers were unable to source
seasonal labourers from here. Fiji
workers were also excluded from this
same programme in Australia.
However, Ratu Inoke said both
countries had lifted this sanction after

Once these steps are completed, the
Fijian Government will provide advice
about how Fijian citizens can apply to
participate in the Seasonal Workers
Programme.

91,023 registered voters did not vote.


The report highlighted that 84.6 per
cent of the 591,101 registered voters
voted, this was 500,078.
Of this 500,078 that cast their ballots,
3,714 votes were invalid.
Despite this significant number of
registered voters that did not vote,
Saneem praised the system that was
used because of the low number of
invalid votes he said.
The low number of invalid votes
amongst those voting demonstrates the
strength of the new electoral system,
which gives every registered voter a
single vote in a multimember national
constituency, Saneem stated in his

report.
Of this registered voters the Central
division had 247,393, Western division
had 223,867, the Northern division
had 89,212, the Eastern division had
25,121and registered voters from
overseas were 5,508.
The FEO sent out 12,190 postal ballots,
only 7,948 were received and on the
26th of September, DHL returned
2,219 satchels of which 480 were
categorized as received too late and
1,739 as undelivered
Other issues arose with the interface
between DHL and the FEO database
which caused confusion in the exact
delivery address for the Postal Vote
Pack. When this was realized, counter
measures were immediately put in
place.

Seventy-two-year-old Savitiri Devi


said her last goodbye to her husband,
Anand Naicker as he left home for
Nadi Hospital. He failed to return.
I went with my husband and dropped
him off at the Nadi Hospital.
I was heading to Lautoka to visit one
of my relatives when I returned to Nadi
Hospital to find him but he was gone.
We thought he had taken the lead
home, but when reached home he was
not there, she said.
Ms Devi lives with her son, Salendra
Naicker, 44, at Savusavu, Momi. He
said his father was feeling sick and had
gone to hospital.
He said to go to Nadi because all his
medical records were there. At around

11:30pm one of the preachers living


nearby came to me and told me that
my father might be involved in a car
accident, he said.
I called the Police to ask them about
the accident and they asked me to give
some description and unfortunately the
man they saw lying there was my father.
We will miss him for his hard work,
Mr Naicker tearfully said.
His father was believed to have been
heading towards his relatives place
at Navo in Nadi when he alledgedly
tried to cross the road and was hit by a
passing vehicle.
Police said he died on the spot after
he was thrown about 20 metres from
where the vehicle hit him.

Fiji and China relations have never


been better.
With the Peoples Republic of Chinas
President due to visit Fiji at the end

the Embassy at Beijing; Consulates
deal mostly with people to people

Leweni says bilateral and political ties
with China have never been stronger.

The World Bank together with the


Asian Development bank is set to give
Fiji 50million USD loan.
World Bank Country Director, FranzDrees Gross told Radio New Zealand
that this loan should allow Government
to work on the backlogs that they have
accumulated over the years in regards
to development.
Another area of priority, very
clearly, was infrastructure. So we'll be
providing a loan of 50 million dollars,
we'll be financing together with the
Asian Development Bank and try to
basically help the government address
the backlog in road maintenance that's
basically been accumulated over the

last five or six years when Fiji had less


resources, Gross said.
Gross highlighted that Fiji has a broad
area of priority with poverty alleviation
being the first.
I think we look forward to a very
productive partnership with Fiji, I
think there's a lot of eagerness from
the government to re-engage with us,
we're certainly eager to provide them
with good service and I think they're a
sophisticated country and I think we can
do a lot of very good things, he said.
Fiji has not accessed funding from the
World Bank Group since the 1990's,
Gross said this was for a variety of
reasons but would not elaborate.

Information Sharing To
Strengthen Border Control
Measures

The signing of a Memorandum of


Understanding this week between
the Department of Immigration and
the Biosecurity Authority of Fiji will
strengthen control measures at all of
Fijis ports of entry.
This week the two agencies signed
a Memorandum of Understanding
(MOU) to allow sharing of information
and cooperation to bring about closer
cooperation and consistency in
enhancing border security and safety
in Fiji.
The signing took place at the AFL
Academy Training Room in Nadi
between the BAF executive chairman
Mr Xavier Riyaz Khan and the
Department of Immigration director
Mr Nemani Vuniwaqa.
BAF Executive Chairman Mr Khan
said monitoring border control was
very critical, adding that even without
an MOU in place both organisations
have been working closely together in
sharing information and collaborating
in various integrated activities.
The signing of the MOU is a huge
milestone for BAF as it will further
strengthen Biosecurity Authority
of Fijis efforts in improving the

The family of a convicted murderer


lived with a man's corpse in their
basement freezer for nearly a year and
a half, authorities say.
Jean Guerin, 48, pleaded guilty Monday
to conspiracy to commit murder.
Court heard Eric Viel, 42, came to
Guerin's home on Dec. 22, 2009, to
buy a kilogram of cocaine and was
never seen again. His family reported
him missing in January 2010.
Police found Viel's body in May 2011
in a freezer in the basement of Guerin's
home in Sainte-Julienne, Que., where
he lived with his wife and children.
Guerin had asked a friend to remove
the freezer, but the friend instead went
to police.
Viel had been killed with a single bullet
to the head.

At the time his body was discovered,


Guerin was already serving a life sentence
for a January 2010 murder at his home.
Police investigating the scene for that
crime had no idea Viel's body was also
there.
Police charged Guerin with accessory
after the fact and indignity to a human
body.
A judge sentenced Guerin Monday to
10 years in prison, which he will serve
concurrently with his life sentence.
Guerin's wife, Patricia Noel, was also
charged in the case. On Monday the
Crown dropped charges including
accessory after the fact and indignity
to a human body.
Police believe there were other
accomplices but haven't identified
them.

Parts of Canada and the US Midwest have


been getting their first blast of winter,
sending temperatures plummeting by as
much as 22C (40F) in days.

Laundry Pods Pose Serious Risk

Stephen Harper would be lucky to last
a year as prime minister.
They figured the Liberals would
quickly regroup, force an election, and
put Harper and the Tories right back on
the opposition benches.
In fact, Harper's swearing-in on Feb.
6, 2006, began a decade of electoral
darkness for the Liberals and started a
remarkable run for Harper.
On Thursday, Harper marked his
3,203rd day in office, eclipsing the
length of time Brian Mulroney spent
as prime minister. That puts Harper
sixth in length of service among our 22
prime ministers.
Last week he surpassed Robert Borden,
the Conservative who led Canada
through the First World War, which

means only one other Conservative is


ahead of Harper on the list. His name
was Macdonald.
Harper will have to be prime minister
through the winter of 2025 if he wants
to pass Sir John A's 6,943 days in
office.
To get to No. 1 and beat William Lyon
Mackenzie King's record of 7,837
days in office, Harper would have to
be prime minister in the summer of
2027. He'd be 68-years-old and would
need to win at least three more general
elections.
But to move from No. 6 on the list to
No. 5, Harper has only to win one more
general election, scheduled for next
October.
If he does that, he'll surpass Jean
Chretien's 3,689 days in office on
March 15, 2016.

A new study says laundry pods


those colourful, convenient single-use
packages of detergent pose a serious
poisoning risk to young children.
The risk is so serious that the study's
authors recommend that families with
children under the age of four avoid
buying laundry pods altogether and
stick with the old-fashioned liquid or
powder.
The study, published in the journal
Pediatrics, looked at data from the
National Poison Data System in the
U.S.
It found 17,230 children under the
age of six had some kind of unhealthy
exposure to laundry detergent pods in
2012-2013.
"That's about one an hour," says Dr.
Marcel Casavant, one of the study's
authors, who says about half of those
children got sick.
"Many with vomiting, a number with
trouble breathing, a number with
trouble staying awake. We found some
skin injuries, some eye injuries, some
burns to these children," says Casavant.
"A number of these children were having
so much trouble breathing, they had to
have a tube put into their windpipe and
then be connected to a ventilator."
There were two deaths.
Kids think they're candy
Two-thirds of those exposed were
one- and two-year-olds. Most exposure
involved ingestion, which accounted
for 79.7 per cent of the cases.
"These have bright colours, they have
pretty patterns. When you feel them,
they're soft and squishy. If I were a
child, it would look like the perfect item
to put into my mouth," says Casavant.
But they aren't just putting the pods
in their mouths. They're getting the
detergent in their eyes.
The study cited Canadian reports that

described corneal abrasions and burns


when ocular exposure occurs.
From March 2012 to April 2013,
the monthly number of exposures
increased by 645.3 per cent.
Casavant says the beginning of that period
roughly coincides with when laundry
pods were first introduced in the U.S.
Stored within reach
Another reason for the high number of
exposures, the study found, relates to
the incorrect storage of the pods.
They're often kept in a low, unlocked
kitchen or bathroom cabinet. A
caregiver also may have left the open
pod container within reach of a child
while momentarily distracted.
Packaging is a major concern of the
study authors.
"A number of these [pods] are sold
in packages that are see-through, so a
child can see how pretty the product is
inside," says Casavant.
"Some were sold in clear plastic
baggies, some were sold in clear plastic
tubs or bins, and many of these did not
have child-resistant closures."
One company makes changes
Further proof of the power of
packaging, the study found, came in
the spring of 2013.
Proctor & Gamble, whose Tide Pods
have helped the company garner the
largest market share, responded to
reports of child injuries by introducing
opaque packaging. P&G also added a
warning label and latches to its laundry
pod container.
The timing of those changes roughly
correspond with a 25 per cent drop in
child exposures.
Increased public awareness and media
coverage following the August 2013
death of a toddler may have also
contributed to the decline in exposures,
the study notes.

in rural India in order to punish and
humiliate them.
In October, a woman in the eastern
state of Jharkhand was stripped and
paraded naked before several family
members by her in-laws who wanted a
big dowry from her.
In July, a 60-year-old woman was
beaten, stripped and tied to an electricity
pole in a village in the eastern state of
Orissa after local people accused her of
being a witch.
In January 2012, some upper-caste
men in Maharashtra state beat, stripped
and paraded naked a low-caste Dalit
woman because her son had eloped
with an upper-caste girl.
Most of these incidents of public
shaming take place in remote villages
and the victims, almost always
from economically and socially
disadvantaged sections, have no
alternative but to continue to live in
the communities where they were

Thirteen Indian Women Die After Sterilisation Surgery

Thirteen women have died in central
India and dozens more are in hospital
in a critical condition following a
government-run mass sterilisation.
Local media in India reported 83
women volunteered to have sterilisation
surgery at a family planning camp
organised in the central Indian state of
Chhattisgarh last weekend.
Authorities in Chhattisgarh said that
many of the more than 80 women who
had the sterilisation surgery fell ill
shortly afterwards.
He said the government doctors who
had performed the surgeries were
experienced in the procedure.
Police have detained a doctor who

performed mass sterilisation surgeries.

late Wednesday in Chhattisgarh state
amid mounting anger over the surgeries
conducted at a health camp.
In just five hours, the doctor operated
on 83 women who were paid 1,400
rupees ($26) under a governmentrun sterilisation scheme to reduce

"He has been taken into custody. He
will be produced in the court. He is
likely to be arrested soon after," Mr
Deo said.
He added that police were planning
to seize equipment used during the
surgeries amid fears that they were
infected before the operations were
carried out.

undergoing laparoscopic sterilisation,

Her husband went to sleep after quarrel.

When he woke up Yadav found the
girls missing and began searching for

she had done. He called Semmenchery
police who searched for the couple's
daughters and then began questioning
Poonam. She confessed to the crime
only after police fished out the bodies
of the children from the sump on
Sunday afternoon.
"Amit did not sleep all night. In the
morning, he found his daughters missing
as it was too early for them to go out and
play," said an investigating officer.
Police are interrogating the woman to
find out why she killed the children and
attempted suicide.

worshipping Hindu gods. Arrested
subsequently on the charge of abetting
suicide, a city court on Thursday has
quashed his bail plea.
Antony Joseph, 32, a lift operator in a
jewelry shop was in a relationship with
Preethi (name changed) for several
years. They got married in July 2007
with the consent of their parents. The
wedding was conducted with Hindu
rituals at Tirupati temple and then with
Christian faith at San Thome Church.
On Diwali (October 22) Preethi was
found hanging at the couple's house in
Saligramam. Her father, Thiyagrajan,
then lodged a complaint stating Joseph
often tortured her as he was against
Hindu rituals of worship. The police
arrested Joseph after registering a
case under section 306 (abetting the
commission of suicide).

Seeking bail, Joseph filed a petition


before the principal sessions court. He
said Preethi, an emotional and sensitive
woman, often fought over petty issues.
Few days before Diwali, they had a
quarrel over purchases for the festival.
Following this Preethi had gone to
stay with her parents. She returned on
Diwali looking tensed and flustered.
Before he left for work, she again had
a heated argument with him. Around
6.30pm, Preethi called him and told
she was going to commit suicide, said
Joseph.
When Joseph reached the house, he
found her hanging from a saree. Preethi
was taken to a hospital where she was
declared dead, he said.
When the matter came up for hearing
last Thursday, city public prosecutor,
M L Jegan opposed the bail plea stating
the matter was in the preliminary stage
of investigation. Principal sessions
Judge N Audinathan rejected the bail
application.

Fatty Liver Disease: Common Symptoms


According to doctors, a fatty liver
isnt damaging to the body on its own
accord. However, the accumulation of
excessive fatty tissue can lead to severe
liver damageincluding inflammation
and scarring.
A fatty liver occurs when you take in
more fat and calories than your liver can
process. As a result, simple fats build
up in the liver cells, making the liver
prone to damage. The most common
reason for the development of fatty
liver disease is obesitywith obese

of developing the condition by about
75-percent. Although a fatty diet and
weight gain is the main culprit, diabetes
(or insulin resistance), hyperlipidemia
(or elevated lipids in the blood), and
alcohol abuse (with 90 to 100-percent

In a new study, scientists have


discovered how dietary cocoa flavanols,
the naturally occurring bioactives found
in cocoa, reverse age-related memory
decline in healthy older people.
The study led by Columbia University
Medical Center (CUMC) scientists,
provided the first direct evidence that
one component of age-related memory
decline in humans was caused by changes
in a specific region of the brain and that
such a form of memory decline could be
improved by a dietary intervention.
Previous work had shown that changes in a
specific part of the brain-the dentate gyruswere associated with age-related memory
decline. To see if the dentate gyrus was
the source of age-related memory decline
in humans, senior author Dr. Scott A.
Small and his colleagues tested whether
compounds called cocoa flavanols could
improve the function of this brain region
and improve memory. Flavanols extracted
from cocoa beans had previously been
found to improve neuronal connections in
the dentate gyrus of mice.
In the CUMC study, 37 healthy volunteers,
ages 50 to 69, were randomized to receive
either a high-flavanol diet (900 mg of
flavanols a day) or a low-flavanol diet (10
mg of flavanols a day) for three months.
Brain imaging and memory tests were
administered to each participant before
and after the study. The brain imaging
measured blood volume in the dentate

gyrus, a measure of metabolism, and


the memory test involved a 20-minute
pattern-recognition exercise designed to
evaluate a type of memory controlled by
the dentate gyrus.
The high-flavanol group also performed
significantly better on the memory test.
Dr. Small said that if a participant had
the memory of a typical 60-year-old at
the beginning of the study, after three
months that person on average had the
memory of a typical 30- or 40-year-old.
He cautioned, however, that the findings
needed to be replicated in a larger study.
Flavanols are also found naturally in tea
leaves and in certain fruits and vegetables,
but the overall amounts, as well as the
specific forms and mixtures, vary widely.
The precise formulation used in the
CUMC study had also been shown
to improve cardiovascular health.
Brigham and Women's Hospital in
Boston recently launched an NIHfunded study of 18,000 men and
women to see whether flavanols can
help prevent heart attacks and strokes.
The researchers pointed out that the
product used in the study is not the same
as chocolate, and they caution against
an increase in chocolate consumption
in an attempt to gain this effect.
In the study, the researchers were
unable to assess whether exercise had
an effect on memory or on dentate
gyrus activity.

An allowance can be a great way to
teach kids money management skills.
With an allowance, your child can
learn how to make decisions, deal
with limited resources, and understand
the benefits of saving and charitable
giving.
There's no single correct way to handle
allowance. As you decide when to start,
how much to give, and whether you
want to link the allowance to chores,
it's important to make choices that fit
your family.
Starting an Allowance
No particular age is best for every kid,
but consider starting an allowance by
the time a child is 10 years old. By

How much allowance should you give?
It's depends on your financial situation

We should be eating two serves of
fruit and five serves of vegetables a
day. How many of us can honestly say
were meeting these targets? To ensure
you're eating enough fruit and veg start
early in the day by incorporating fruits
into your breakfast by having some
fruit with yoghurt or mixing some in
with your cereal. When it comes to
vegetables try to incorporate some
salad with your lunch and have some
vegetables with your dinner.
9. Having too much processed food
It goes without saying that when it
comes to what we eat, we should aim
as much as possible to eat foods in their
natural state. Sometimes convenience
wins out and we turn to quick options
but the general rule should be is that if
your grandparents would have trouble
recognising what youre eating, then
its probably best left on the shelves at
the supermarket.
10. Not planning meals
The key to eating well is to plan. If you
dont, youll be more inclined to turn
to quick, high fat food options because
youre starving and you have no idea
what to cook. Take some time over the
weekend to plan your weekly menu,
grab all the ingredients you need and
if youre feeling really organised, start
some prep work such as pre-chopping
vegetables or marinating meat. When it
comes to cooking time youll be ready
to go with minimum fuss.

To Admit But Shouldnt Be

No matter how far weve come, women


will always feel a little (if not a lot!)
pressured by society to want certain
things, like certain things, condone
certain things, disapprove of certain
thingsyou name it. And as the social
climate has it today, a lot of women are
ashamed to admit the following things,
but they shouldnt be!
You would put your family first
Today, unfortunately, women can be
viewed as weak or outdated in their
ideas if they would be willing to put
their career aside to have a family.
Were expected to somehow still go
on about our careers at full force,
attending every networking event and
chasing every promotion, all while
making time for our families. But some
women dont want work to interfere
with their family life, and would put it
on the back burner.
Why thats okay
The mentality that work should take
zero hits for the sake of the family
is so backwards. People forget that
the reason we work is to establish a
stable life from which we can enjoy
relationships. So why wouldnt you
put your job on the backburner if
you already have that thing we work
for so hardlove, family, and solid
relationships? Nobody should fault you
for wanting to prioritize your family.
You dont want a family
Maybe you dont want kids at all!
Today, people might tell you that
youre selfish for that. They might
tell you that you should want to work
late hours and then go home to spend
five more hours cleaning up after
children and disciplining them. But
maybe you dont want that.
Why its okay
Only you can say how valuable
anything is to you. If having children
isnt valuable enough to you to be tired
all of the time, that doesnt make you
a monster! Oh and there is that whole
over population issue so, there is really
nothing selfish about you not wanting
to put one more person out there who
will be using resources.
You dont want to lose weight
When your friends start swapping
dieting tips at lunch and counting
the calories in what theyre ordering,
youre supposed to be interested
right? Youre supposed to contribute
to the conversationright? Youre
supposed to be grateful for the tips
right? WRONG! Maybe you just dont
care.
Why its okay
Not only would it be okay, it would be
great if you spoke up and said to your
friends, Hey, can we keep the body
image and dieting talk off the table
today? You can all read about that on
your own time but some of us dont
need insecurities and worries put in
our heads that werent there in the first
place.

You dont care about beauty trends


New contouring tips, lace-front
eyebrows (sigh), the most slimming
cut of pantsyoure supposed to jump
all over these topics right? Nope.
Why its okay
You dont get to see your friends that
often if youre a busy woman. When
you get together, if youd rather spend
your precious time talking about real
issues like how your relationships
are going, or what your dreams and
goals are, or even just planning a girls
getaway together, thats fine. In fact,
thats great. Either way, its always
okay to be the one who puts the breaks

we think its the norm to have two extra
bedrooms in your home. We think
shopping is a hobby. And if someone
isnt interested in having that, theyre
immediately seen as unambitious. Or
weird.
Why its okay
If you are someone who can truly be
happy with a simple life, youre light
years ahead of everyone else in finding
happiness. Your friends wont be
laughing at you when you have a ton
of money saved up because you didnt
splurge for the two extra bedrooms,
and you can afford to travel.
We like nice things
Society just doesnt know what it wants
from us! Women are supposed to aspire
to make lots of money but were not
supposed to cherish nice things. Were
seen as superficial if we spend our
savings on a designer bag, and were
seen as silly if well wait for hours
outside a store before they release a
limited edition dress.
Why its okay
Youre allowed to want to treat
yourself! You can have a special love
for a Louis Vuitton bag and still be a
practical, down to earth person. For all
people know, you spend $500 on a bag
but you also donated $500 to a charity

Re-Releases This Friday

It was an era most of us wouldn't


know about. It was of an era most of
us wouldn't know about either, but it is
about an era that still finds resonance
in our political and social fabric. Garm
Hava by MS Sathyu is not only a film,
it is a social commentary on postPartition India.
The 1974 classic starring Balraj Sahni
and Farooq Sheikh is all set to be rereleased in theatres this Friday gains a
significant importance in the history of
Indian cinema for not only for the craft it
displays but also for the questions it raised
and the controversies that followed.
Given the volatile nature of the story,

megastar Amitabh Bachchan narrated the
story of a contestant who won Rs.50 lakh
at his game show KBC despite her father
refusing to spend money on her education.

Crorepati", said the young woman
came from a very poor background in
rural India.
"She was very young, she came from
a rural area of India - very poor, very
disconnected from rest of the world,"
he said in his inaugural address at
the opening of the 20th Kolkata
International Film Festival.

Ambassador for the Girl Child, spoke
on the condition of women in the
society and their changing roles which
have been depicted on the silver screen.
He said the girl was allowed to study
only up to the seventh standard. But
when she wanted to study further, her
father refused.
"Why should I waste more money on
you by educating you further. Because

you are going to get married, and you


will be of no use to me," he quoted the
father as telling the girl.
The girl objected, fought against the
family and left the house to stay with
her grandmother.
But the grandmother treated the girl
even worse and made her do all kinds of
menial work. However, she continued
to educate herself, and landed up in the
hotseat at KBC.
"Ladies and gentlemen, this lady won
Rs.50 lakh in the contest," Bachchan
proudly announced, as the entire Netaji
Indoor stadium reverberated with
applause after listening to the real life
story of the gritty girl in pin drop silence.
"When I asked her what she wanted
to do with the money, she said: 'I am
going to take this cheque to my father
and tell him that a daughter is also an
asset to the family'."
Turning emotional, Amitabh said the
issue of the girl child was very close
to his heart.
"As United Nations Ambassador for
the Girl Child, personally, for me this
subject then is very close to my heart."

Lamb Shanks With


Cilantro Sauce

Ingredients
1 tablespoon olive oil
1/2 red onion, coarsely chopped
1 aji amarillo pepper, seeded and
coarsely chopped
4 cloves garlic
1/2 teaspoon ground cumin
salt and ground black pepper to taste
1 bunch cilantro, coarsely chopped
1 (10.5 ounce) can broth
1 cup Riesling wine
1 tablespoon olive oil
2 lamb shanks
1 extra-large baking potato, cut into
large chunks
1 (1.5 fluid ounce) jigger Peruvian
pisco liquor
1/2 cup frozen peas
Directions
Preheat oven to 300 degrees F (150
degrees C).
Heat 1 tablespoon olive oil in a large
oven-safe pot or Dutch oven over

medium heat. Cook and stir red onion,


aji pepper, garlic, cumin, salt, and black
pepper in hot oil until onion begins
to brown, about 10 minutes; transfer
cooked onion mixture to a blender and
add cilantro, broth, and Riesling wine.
Blend the mixture into a smooth sauce,
1 to 2 minutes.
Heat 1 more tablespoon olive oil in
same pot over medium heat; brown
lamb shanks on all sides in hot oil, about
2 minutes per side. Pour cilantro sauce
over lamb shanks and cover with lid.
Bake in the preheated oven for 2
hours. Add potato chunks to the pot.
Pour pisco over lamb and vegetables.
Continue baking until lamb is very
tender and sauce is slightly thickened,
about 1 more hour. Remove from oven
and sprinkle peas over the lamb; cover
pot to let peas heat through, about
10 minutes. Let lamb shanks cool 15
minutes before serving.

2 tsp. garlic powder
3/4 cup KRAFT Hot 'n Spicy Wing
Barbecue Sauce
1 green onion, sliced

Make It
HEAT grill to medium-high heat.
SEASON chicken with garlic powder.
GRILL 15 min., turning occasionally.
Brush lightly with some of the barbecue
sauce. Continue grilling 4 to 5 min.
or until chicken is done, turning and
brushing frequently with remaining
barbecue sauce.
PLACE chicken on platter; top with
onions.

What you need


1 baguette (350 g), split
1/3
cup
non-hydrogenated
margarine
2 cups Kraft Creamy Herb &
Garlic Shredded Cheese with a
Touch of Philadelphia
2 Tbsp. chopped fresh parsley

Make It
Heat oven to 425F.
Spread cut sides of baguette with
margarine; place, cut sides up, on
baking sheet. Top with cheese.
Bake 8 to 10 min. or until cheese is
melted.
Sprinkle with parsley.

about his time allotment on the air,
and two days after he discussed the
issue with a high-ranking executive
on the phone, the long-time co-host of
Coachs Corner still seems to be a little
hot under his high collar.
Cherry was promoting his latest book
Straight Up & Personal: The World
According to Grapes on Global
Television Wednesday morning, and
the hosts of The Morning Show asked
him about the weekend incident. He
did not mince words.
We think weve got it straightened
out, but thats the way it is, Cherry
told the hosts. The way its been on
Coachs Corner if they dont want
me, fine.
Cherry and co-host Ron MacLean
made more than a half-dozen references
to their time limit on Saturday

Annual Congress was held at the
Nasinu Sangam School last Sunday.
This was the deferred Annual Congress
which was initially supposed to take
place on the 11th of October, 2014 in
Suva but was deferred as the FFRA
accounts were not audited and the
Secretary was not available.
The elections for Presidency was
between Mohammed Kazim Yasin of
Ba and Balram Nair of Tailevu Naitasiri.
After voting Mohammed Kazim Yasin
was elected as the President.
Comments from new Fiji Football
Referees Association President
I believe my members need to unite
and work together as a team in order
to progress further. I have mapped
out my plans with my Executives on
our immediate priorities pertaining
to the members. My first task is to
hold a face to face meeting with all
referees affiliated districts and to get
their feedback on the development of
referees in their districts. Recruiting
of more new referees is one of my top
priority.
Currently we have about 94 paid
members but out of this 94 there are
only about 30 active referees who are
able to officiate. This is the area I will
have to seriously look at. The blooding
of new referees is vital in the progress
of our Association. Some of our top
referees are now nearing retirement
and replacements will have to be
brought in. The main areas I plan to
target to recruit referees is Secondary
School students, University Students,
Teachers and some retired soccer

introduce more women into refereeing.
Currently there are 5 women referees
in Fiji out of which 2 are already on
FIFA listing.
My instructors will also be conducting
more and more courses for referees

in Ba and with the modern teaching
materials available our instructors
will be able to introduce the modern

teaching methodology provided by


FIFA. I also wish to invite all the team
officials including coaches to come
and take advantage of our instructors in
familiarizing themselves with the Laws
of the Game. This will surely broaden
their knowledge and by doing this we
should see a reduction in the number
of cautions and red cards players get
during matches.
I am also calling on all my members
to back me up in my campaign to take

this Association to greater heights.


This association belongs to all the
members and I plead with them to rally
behind me and ensure that we make
this Association a force to reckon. I am
asking all members to forget the past,
leave all differences and work together
to progress future in refereeing.
Religion and race should not be used
to tear our Association apart. Lets get
together as a family and strive towards
our goal. Our vision is to make sure
that our Associations achieve what we
are after. I am sure there are people
who will always try to tarnish our
images but our unity and solidarity will
never allow them to do so. I am proud
to see that our members are all united.
This was evident during the presence
of members at our Annual Congress
where a record of 54 members attended.
I have a vision and I will ensure that
my vision is accomplished. I will now
work in hand to hand with the Director
of Referees, Mr. Sharma to see that the
Referees wants and needs are properly
addressed. I will also be working very
closely with the President and other
BOC of Fiji FA especially the Fiji FA
Referees Committee to ensure that our
members are looked after well.
At last I would like to thank all
the members present at the Annual
Congress and for having the confidence
in me to lead the Association. I would
also like to thank the CEO of FFA,
Mr. Bob Kumar, Vice President FFA
Mr. Yogeshwar Singh, the Director of
Referees Mr. Sharma and all others
who were present during the Annual
Congress in making it a success.
