Dossier n1. A.Marshall (1 sance)
thoriciens classiques.
theory at the center of a concrete story of civilization, as the first sentence of the prefacte of
the first edition of Political economic principals attests (principal work of Marshall which was
published in 1890):

goste.

Without going to the point of adopting the theoretical position sof the German historical
school in its scepticism towards concepts like that of the homo oeconomicus or of the
natural economic law situated outside of History, Marshall distinguished himself clearly
nevertheless from an extreme vision of the liberal theory, which peddled by Warlras and a
certain interpretation of Smith reduced to the reduced to the single theory of the invisible
hand. The temperate liberalism of Marshal translated in this way the influence left by the
famous quarel of the methods which pitted in the middle of the 19th sentury the theoriciens
of the German historic school (to whom he rends honnor to at the end of chapter 4 of book 1
of Principls) against the representatives of the english classic school of Smith and Ricardo.
...and they often express the conditions of the economic life more exactly, as well as more
easily, than mathematical sciences do: thus they have been employed as a suppplementary method of
illustration in the notes of this work (page 11)
As far as the more general mathematic theorems which can interveene in cetrain economic
illustrations is concerned, Marshall regroups them all simply in a appendice separte from the
main work:
appendice (page XII).
Some of the applications of the mathematical langue, applications which have seemed to me
to be the most usefuly for my personal usage, have been nevertheless added as examples in an
appendice (page 12)
But althought the formal importatance of mathematics is less chez Marshall that it is at the
heart if the neo-classical thoery of general equilibrium, it would be however erroneous to
simply be satsified there. Everything leads one to be blieve that the oppositon between
Marshal and Walras mut be relativized on this point if we consider that the utilization of
mathematics in Economics chez the founder of partial equilibrium originats in an ontological
postulate on the economic phenomenons--a postulate which is simultaneously of a
mathematical order: the postualte of continuity. Thus for Marshal,
there exists a continueous gradation originating in the acts of a business man, based
on long-term, calculate calculations--acts which are executed with vigour and easy
down to those of ordinary menm who have near the power nor the will to direct their
interests in the maner of business men. (Preface, p7)
hommes daffaires (Prface, pVII).
After having cited other applications of the principle of continuity in the deomain of
economy, Marshal goes on next to declare:
It is not easy to arrive at a clear and complete idea of la continutinie in this point of view in
the aid of mathematics (Ibid, page 11)
Without wanting to force the interpretation of the above citation, it would seem nevertheless
that it is in direct relation with a paricular characteristic of the economic phenomenons (just
as much shared by the physical world), which would have tthen the possibilit of applying to
it a mathematical treatment. If Marshall refrains from, (and thus differeing from Walras),
considering the economic laws as exact as those of the world of nature, the fact remains that
the attributes of the economic world render it mathematizable as well as rendering the
physical world mathematizable as well. On its basis and thus the form, there does not truly
exist any true rupture between Marshall and Walras, as the developments of the
contemporary mircoeconomy will reveal--develoments which make a mathematicall
formalism intervene that is as heavy and intense as that at work at the heart of the the theory
of partial equilibrium.
How does Marshall difine the chort and long periods?
The determination of price by the equilbirum of supply and demand that was exposed in
2
question 3 corresponds implicitly chez Marshall to the short period. Subsequently, across the
distinction between 3 periods which are 1) the market period (in which supply is absolutely
fixed), 2) the short period (in which the supply can change within certain limits on the basis of
a fixed capacity of production) and 3) the long period (in which production and the capacities
of proction are both varaibles), out author introduces time, which is going to thus iinluence the
dynamic of the market as well as the fixation of the rice or the value.
This influence of time, by retaining only the distinction between the short and long period,
must not howelver lead to confusion as being interpreted as absolute differences. According to
the individual industries, the notion of short and lng term can indeed vary largely of such a
sorte that the long period of one industry can correspond to the short period of another. Since it
is not the absolute durations which matter, the distinction between short and long term has for
its sole and unique critera the producers partial capacity (short period) or total capacity (long
period) to adapt themselves to tthe dynamic of demand.
loffre.
This being specified and coming from the principle that the short period is defined by a relative
rigidity of offered quantities which does not have the time to adopt itself entirely to demand,
itfollows in this cases that it is that is the demand and thus the utility felt by the consummers
which plays the determining role. This demand/utility is indeed entitled to fix at a certain level
the quantities and at teh same time the price (or the value). If the demand is week, the rigidity
of the supply can give place to a weak price, and the inverse is true if the demand largely
exceeds the supply.
The situtaion of the long period, because of its definition as a period that is sufficient long for
producers to addept themselves to the demande, gives place here to what are the quantities, and
no longer the prices, that play a determining role. Since the quantities are indeed all supposed
to be infinitely variable, their very quick adjustment to thte demand cancels ipso facto all
infuence of the quantities on the prices that one could consider fixed. By supposing constant or
close to constant returns, the price will then become fixed as a fucntion of the cost of revient
(some of charges linked to the sale, production, and distribution) and the cost of production.
For Marshall, it is thus understood that the shorter the period that we examine, the more we
try to take into account the influence that demand excercises on value. Conversely, the longer
this period is, the more important the cost of production on value.
