Mayor-elect names LGBT advocates to transition


posts, invites best and brightest to apply for jobs

MARVIN BOWSER, the gay brother of Mayor-elect Muriel Bowser, was named co-chair
of the Transition Teams Arts and the Creative Economy Committee.

At least eight members of the citys LGBT community have been named as leaders
or members of Mayor-elect Muriel Bowsers mayoral Transition Team, sources familiar
with the transition process said this week.
And the names of more LGBT representatives, who have been invited to serve on the
team, will be announced soon, according to Transition Team spokesperson Joaquin McPeek.
We are not short of LGBT representation on her Transition Team, McPeek told the
Washington Blade on Wednesday.
He said Bowser has told transition organizers that as many as 300 people will be
invited to serve on the Transition Team.

Passage of long sought federal


legislation to bar discrimination against
LGBT workers in the lame duck session
is unlikely despite hopes the bill would
pass before the year is out, according to
Capitol Hill sources.
The Employment Non-Discrimination
Act passed last year in the Democraticcontrolled Senate on a bipartisan basis by
a 64-32 vote, but the Republican House
never brought up the bill. A successful
vote in that chamber would be all thats

necessary to deliver the bill to President


Obamas desk for his signature.
Hopes persisted the measure would
move forward when the dust settled
after Election Day, perhaps as a oor
amendment in the Senate to the scal
year 2015 defense authorization bill, but
now that Republican gains ipped control
of the chamber, even that method of
getting ENDAto President Obama seems
unlikely to succeed.

Searching for safety


Cold weather, holidays
nd more LGBT youth
seeking shelter

As the weather gets colder, people
start to spend more time indoors. But
theres one group that doesnt have the
luxury of walking o the streets. D.C.s
LGBT homeless youth are often left
scrambling to nd a warm, safe place to
sleep at night.
A report from the Williams Institute states
that 30 percent of homeless youth service
providers clients identify as gay or lesbian,
9 percent as bisexual and 1 percent as
transgender. And 68 percent of homeless
LGBT youth surveyed cited family rejection
as a reason for their homelessness; 54
percent cited family abuse.
Weather is a large factor when it comes
to young people searching for housing
options. The cold weather triggers an
inux of inquiries for homeless resources
at both the DC Center and the Wanda
Alston House, the Districts only LGBTspecic youth shelter.
David Mariner, director of the DC Center,
said weather directly aects the number
of those needing assistance with the

a month and up to 10 adult inquiries. Of
those, Mariner said about 20 percent are
transgender people seeking assistance.
Mariner said the DC Center directs homeless
youth inquiries to places like Wanda Alston
House and Latin American Youth Center. It
also directs some to online resources, such as
dchomelessresources.org.
Eddy Ameen, chair of the DC Centers
Youth Working Group, is dedicated to
serving local LGBT youth in dierent
areas including homelessness. Ameen
said that the Youth Working Group was
an advocate for the LGBTQ Homeless
Youth Reform Act of 2012. This made it
a requirement for at least 10 shelter beds
to be reserved specically for LGBT youth.
Wanda Alston House is the only homeless
resource designed specically for LGBT
youth in the area. Its been providing
transitional housing for six years.
Ken Pettigrew, the Alston Houses
executive director, said it can house up to
eight individuals at a time. On average, he
said there are two or three people waiting
to get on the list per week. However, Alston
House is a transitional living program
and not a shelter so it frequently directs
people on the list to other immediate
options such as Covenant House.

There is a lot of concern when all
these spaces are all full, Pettigrew said.

had young adults say they would rather
sleep on the streets than go to a regular

Stead Park reopens


Stead Park was reopened to the public witha ribbon-cutting ceremony on Saturday.D.C. Mayor Vincent Gray was joined
by D.C. Council member Jack Evans (D-Ward 2), members of Friends of Stead Park as well as other city ocials and members
of the community for the event. The small community park nestled between JR.s and Foundry United Methodist Church
has become a major venue for LGBT community events over the years, including Capital Prides movie nights and games of
Stonewall Kickball.
Martin Espinoza, co-founder and commissioner of Stonewall Sports and Stonewall Kickball told the Blade, the eld is
beautiful and inviting not just for our players but for the entire community.
Espinoza continued, We now have benches and seating walls for spectators to come out and be a part of the game. We look
forward to testing out the new eld soon.
The parknow has a stage and seating areas. The patchy grass of the eld has been replaced by Astroturf.

shelter. They just felt very unsafe.


For those reasons, Alston House wants
to have an immediate place for LGBT youth
to seek refuge. They are currently raising
money for an emergency shelter. Pettigrew
hopes they can nd a space that can house
both the transitional living program and the
emergency shelter in one building.
Plans for the shelter include a place to
house up to eight emergency shelter beds.
Pettigrew said putting the emergency
shelter in the same building would make
it easier for residents to move into the
transitional living program, which requires
residents to obtain full-time employment
or to enroll in school. Residents also do
a rotation of chores such as cleaning the
bathroom, kitchen and oors.
Like Mariner, Pettigrew sees an
increase in people needing help around
the holidays.
We
have
noticed
during
the
summertime people are usually a little
more OK with staying at a friends house
or couch surng, Pettigrew says. But
typically its dierent during the holidays
and as we go into the cold season. We do
nd that we are at capacity more often
than not.
During holidays such as Thanksgiving,
the Alston House provides a holiday meal
for residents. However, the sta also
encourages residents to reach out to
their family or friends to normalize their
lives. If they choose not to, residents are
welcome to stay at the house. Pettigrew
said during the holidays about half stay
and the other half leave to spend time
with their own social networks.
Although the goal of the Alston House
is not to reunite residents with their
family or friends, it is something that
ocials encourage. Pettigrew said it can
be a slow process so for that reason it is
not on their agenda but still supported.
Alston House receives funding from
the Department of Human Services,
donations from supporters and local
grants. Its become well known for its
niche services and more people have
been coming to Alston House for help.
We dont have to do outreach and that
really concerns me, Pettigrew said. Most
of our residents hear about us typically
through word of mouth. An interesting
referral that has increased in the last six
months is the school systems. Ive gotten
a lot of calls from schools having a youth
that is homeless.
Even with Alston House working to
provide a safe place for LGBT homeless
youth, it remains the only such facility.
There is still a shortage of shelter for
LGBT youth. Were still trying to gure it
out, Ameen said. There is a greater need
for transgender and other individuals
on the LGBT spectrum than there are
resources available.

The DC EAGLEs reopening at a converted warehouse on Benning Road was postponed. No new

DC Eagle postpones
re-opening
The DC Eagle announced on its website
that it has postponed its reopening at
its new home in a converted warehouse
building at 3701 Benning Road, N.E.,
which had been scheduled for Nov. 22.
It is with much regret that we
announce the DC Eagle will not be open
as planned for our anniversary weekend
November 22, the announcement says.
We are diligently working to nish the
new DC Eagle and hope to announce its
grand reopening soon.
The
announcement
came
after
Celia Properties Limited Partnership, a
company that owns a shopping center
located next to the Eagles property, led
a petition with the D.C. Court of Appeals
asking the court to allow it to protest the
Eagles application for a liquor license.
The companys petition calls on the
court to overturn a decision by the
citys Alcoholic Beverage Control Board
denying its request to protest the license
on grounds that it failed to le the protest
before the deadline for ling such an
action had lapsed.
The ABC Board has ruled in favor of
the Eagle and against Celia Properties
in at least three prior requests by Celia
to block the Eagle from opening. The
Advisory Neighborhood Commission
with jurisdiction over the Eagles property
has voted to support the Eagles license
application.
The companys attorney has told
the Washington Blade its opposition is
based on concerns that a tavern and
entertainment venue of the size planned
by the Eagle would create parking and
pedestrian safety problems, among
other concerns. The attorney, Roderic
Woodson, said the opposition has
nothing to do with the Eagles status as a
gay establishment.
Court records show that Celia
Properties led its petition with the Court
of Appeals on Oct. 10, four days after it

signed a settlement agreement with the


Eagle over the Eagles separate license
application for a cigar bar planned to
open in the same building called Terminal
Alley. The agreement calls for the Eagle
to prevent its patrons from parking their
cars in the shopping centers parking lot
and requires the Eagle to arrange for
valet parking for its customers.
A spokesperson for the D.C. Alcoholic
Beverage Regulation Administration, of
which the ABC Board is a part, has said nal
approval of the Eagles license application
is dependent upon completion of its
construction work and its receiving an
occupancy permit from the Department
of Consumer and Regulatory Aairs.
There are a number of outstanding
documents that must still be submitted
in order for the application to be
deemed complete and submitted to the
Alcoholic Beverage Control Board for nal
consideration, said spokesperson Jessie
Cornelius in a Nov. 12 email to the Blade.
The Eagles co-owners, Ted Clements
and Peter Lloyd, have declined to
comment on legal issues related to their
application process, saying they prefer
not to debate regulatory and licensing
related issues in the media.

Lesbians lose races for


Delaware Legislature

community activist Claire Snyder-Hall
and businesswoman and former U.S.
Department of Education ocial Marie
Mayor lost their races for seats in the
Delaware Legislature on Nov. 4 in districts
including or near Rehoboth Beach.
The two candidates, both Democrats
and out lesbians, fell short of overcoming
the odds against winning in conservative
leaning Sussex County in a year when
the electorate clearly tilted toward
Republican candidates.

County attorney and Clerk of the Peace

John Brady, who won election to his post


two years ago as an out gay Democrat.
To give you an idea of what happened,
no Democrat won in Sussex County in
a contested race, Brady said. The ve
statewide Democrats all lost in Sussex
County that day, he said, including
popular U.S. Sen. Chris Coons (D-Del.),
who won his re-election bid by doing well
in other parts of the state.
Snyder-Hall ran for a State Senate
seat in the 6th District, which includes
Rehoboth Beach, where she lives, and the
cities of Dewey Beach, Lewes, Milton and
Harbeson. She lost to Republican Ernesto
Lopez by a margin of 63 percent to 37
percent.
Snyder-Hall lost to Lopez by a wider
margin than gay Democrat and Realtor
Andy Staton, who lost to Lopez in 2012 by
a margin of 56 percent to 43 percent.
Mayor, a longtime civic activist and
co-owner of Lavender Fields, a farm and
retail business near Milton, ran for a seat
in the State House of Representatives in
the 20th District, which includes Milton
and parts of Lewes. She lost to Republican
Stephen Smyk by a margin of 58 percent
to 40 percent.
Brady said a key factor in the poor
showing of Democratic candidates in
Sussex County was a low turnout by
Democratic voters and a high turnout by
Republican voters.

Casa Ruby wins grant for


homeless facility

The D.C. Department of Human


Services has given preliminary approval
for Casa Ruby to receive a grant for
as much as $380,000 to operate a
transitional home for between 10 and 12
LGBT youth who are homeless, according
to Ruby Corado, Casa Rubys founder and
executive director.
We already provide services for
homeless youth but we dont have a place
for them to live while they transition to a
permanent home, Corado said. It has
been my dream that we can provide a
place for these kids to stay.
According to Corado, the grant would
require Casa Ruby to obtain a house or
other residential facility for the LGBT
youth to stay that isnt covered by the
grant.
We are going to launch a fundraising
eort to cover those costs, she said. We
will have to rent a house. We are looking
at properties.
Corado said ocials at the Department
of Human Services were expected to
contact Casa Ruby this week to provide
nal details on the grant, including
the amount of funding Casa Ruby is to
receive.
A spokesperson for the DHS couldnt
immediately be reached for comment on
the Casa Ruby grant.

rights
and
Democratic Party activist Earl
Fowlkes won election as president
of the Gertrude Stein Democratic
Club Monday night by unanimous
voice vote in an unopposed race.
Fowlkes was among ve ocers
elected unanimously without
opposition, bringing about a
change in all but one of the clubs
leaders Martin Garcia, who was
re-elected as vice president for
governmental and political aairs.
Angela Peoples, the clubs
current president, was traveling
and couldnt attend the meeting but
said in a statement she chose not
to run for re-election due to time
constraints related to her job and
other commitments. Earlier this
year Peoples was named co-director
of the national LGBT advocacy and
direct action group GetEqual.
The Stein Club is the citys largest
LGBT political organization.
Fowlkes, a longtime club member,
is president and CEO of the Center
for Black Equity, an international
LGBT advocacy group that, among
other things, organizes D.C.s
annual Black Pride celebration and
conference. Hes also a member of
the Democratic National Committee
and was elected in 2013 as chair of
the DNCs LGBT Caucus.
The other Stein Club ocers
chosen Monday night include lesbian
activists Amanda Fitzgibbon and
Jessica Pierce, who were elected
vice president of administration and
treasurer respectively; and gay activist
and local attorney Dwayne Besing,
who was elected secretary.
The three will replace Diana Bui,
Terrance Laney and Bobbie Strang,
who currently serve as vice president
for administration, treasurer and
secretary respectively. All three
chose not to run for re-election.
The vote for the new ocers
followed a contentious discussion
over whether the ocer election
should be postponed because the
current ocers did not disclose the
names of the slate of candidates put
together by a nominating committee
until the time of Monday nights
meeting, which was held in the citys
Reeves Center building at 14th and U
Streets, N.W.

OMalley unsure Browns loss will impact his 2016 plans

on News Talk with Bruce DePuyt that his
position on marriage rights for samesex couples had evolved, noting he
would not seek a repeal of the states
gay nuptials law that voters approved in
the 2012 referendum. The Republican
who was a member of former Gov.
Bob Ehrlichs administration told the
Baltimore Sun editorial board ahead
of the June primary that he does not
support the trans rights law.
Hogan has repeatedly declined the
Blades request for an interview.

NORTH BETHESDA, Md. Maryland
Gov. Martin OMalley on Sunday in his
rst direct comments about this months
gubernatorial election said hes not sure
whether the results would impact his
2016 presidential aspirations.
Dont know, dont care, OMalley told
the Washington Blade before Equality
Maryland honored him at its annual
brunch that took place at the Marriott
Bethesda North Hotel. Havent thought
about it.
OMalleys comments come less than
two weeks after Republican Larry Hogan
stunned political observers with his
defeat of Lieutenant Gov. Anthony Brown.
Hogan defeated Brown by a 51-47 percent
or slightly more than 65,000 votes.
Its very hard after last Tuesdays results
not to be disappointed, said OMalley
during his remarks at the brunch.
OMalley told the Blade that low voter
turnout contributed to Browns loss,
noting 200,000 fewer Democrats turned
out on Election Day than in 2010.
When politics becomes tabloid
entertainment, strangely that gives some
of us license to believe that we dont have
to do our individual duty, OMalley told
the Blade.
We, I think, sometimes confuse politics
for entertainment television, and its
not, he added when the Blade asked
him to elaborate on his comments. The
choices that we make together are more
important than entertainment. We have
to be on guard against putting Election
Day into a category of whether or not
we go to see a new movie premiere.
These are the choices we make together
and sometimes in particularly polarized
times theres nothing at all thats terribly
uplifting or entertaining about politics.
But that doesnt absolve us each from
doing our individual duty.
Maryland Democrats and progressives
have repeatedly applauded OMalley
for signing into law bills that extended
marriage rights to same-sex couples
and in-state tuition to undocumented
immigrants.

a copout for people to say they werent
entertained and they werent motivated
especially on LGBT issues youd be sure
pressed to nd another state that made
greater progress in a shorter period of
time than our state made with Lieutenant
Gov. Brown as a critically important part
of that uninching leadership. If people
didnt know enough about his story,
shame on them.

all Marylanders, said Equality Maryland
Executive Director Carrie Evans as she
introduced OMalley at the brunch. He
has always pushed us forward, always
believed we could do more and be more.
OMalley said the thread of human
dignity has run through the work that
weve been able to do together in these
last eight years.
Thats what has powered us through
the dicult days as I look out at my sta,
he said.
OMalley told the Blade that Brown
played a critically important role in
what he described as his administrations
uninching leadership in advancing
LGBT-specic issues in Maryland.
Brown throughout his campaign
against Hogan highlighted his support of
marriage rights for same-sex couples.
The lieutenant governor in March
testied in support of the trans rights
bill the Fairness for All Marylanders
Act of 2014 during a Maryland House
of Delegates committee hearing. Brown
told the Blade during an interview ahead
of the Democratic primary in June that
he spoke with a number of lawmakers
about the measure and coordinated his
eorts with Equality Maryland.

A member of Maryland Gov.-elect Larry Hogans transition described gay sex


as a mortal sin in a 2012 op-ed that urged residentsto vote against the states
same-sex marriage law.
The Gazette newspapers published Blair Lees op-ed on Oct. 26, 2012, less than
a week before voters upheld the states same-sex marriage law in a referendum.
Without apology, Im voting no, wrote Lee. My faith, Roman Catholic,
teaches that homosexual sex is a mortal sin and, in my view, gay sex (two men
engaged in anal intercourse) doesnt rise to the dignity of marriage. To maintain
a 2,000-year-old moral tradition, vote no.
Lee further described marriage rights for same-sex couples as ground zero
in the culture wars between organized religion (and whats left of our traditional
values) versus the secular left.
Proponents argue that its a civil rights issue, that they have homosexual
friends and family, that gay marriage doesnt personally aect them or that the
only way to appease the gay lobby is to redene marriage, he wrote.
Lee, a Montgomery County Democrat, is the son of former Acting Gov. Blair
Lee, III.
He defended his 2012 comments on Tuesday during a telephone interview
with the Washington Blade.
That was my position then, thats my position now, he said.
Lee told the Blade that he accepts the fact that Maryland voters approved the
marriage law during the 2012 referendum.
I voted against it, but now its the law and so the people have spoken, he
said. It went to referendum. I understand that. I accept that.
Hogan on Monday formally announced he had tapped Lee to join his transition
team. Lee told the Blade he will serve as a general adviser to the Republican
governor-elect with no specic area.
Hogan earlier this month stunned political observers when he defeated
Lieutenant Gov. Anthony Brown in the states hotly contested gubernatorial race.
Hogan said during an August interview that his position on marriage rights
for same-sex couples had evolved. He also said he would not seek to repeal
Marylands gay nuptials law.
Both Hogan and myself have said its settled law, its not at issue, Lee told
the Blade. Its not part of his thinking or my thinking on the transition team to
reopen that issue and not only have the people spoken, but the Assembly has
spoken so even if Gov. Hogan wanted to, he could not repeal that law because it
would not even get out of committee.
Youre kind of dredging up old news, he added. I dont think this is a live
issue that it is at all in controversy right now.
Hogan did not respond to the Blades request for comment.

Gay N.C. man dies after brutal attack


GREENSBORO, N.C. A gay North
Carolina man who was brutally
attacked earlier this month has died.
The Associated Press reported that
Stephen Patrick White succumbed to
his injuries at a Winston-Salem hospital
on Nov. 15.
The news wire said Garry Joseph
Gupton beat White, a U.S. Army
veteran, in a Greensboro hotel room
on Nov. 9 after the two men left
Chemistry Nightclub, a gay bar. Local
authorities told the Associated Press
that Gupton beat White before setting
the hotel room on re.
Whites partner, Alex Teal, told
the Associated Press that doctors
amputated most of Whites arms
because of injuries sustained during
the blaze.

this investigation closely to ensure that it is thorough and justice is served.

Gay website founder dies in car accident

MARATHON, Fla. The founder of a popular gay website died on Nov. 14


after three cars hit him in the Florida Keys.
The Miami Herald reported a truck struck Mark Haines, founder of Marks List,
as he was crossing U.S. 1 on Grassy Key. A Florida Highway Patrol ocer told the
newspaper that two other cars struck Haines as they tried to avoid the vehicle.
The accident took place just after Haines completed the rst leg of the SMART
Ride, a three-day bike ride from Miami to Key West that raises funds to combat
the HIV/AIDS epidemic.
The Sun-Sentinel reported that many of the ride participants did not know
about Haines death until they arrived in Key West on Nov. 15.
It was one of the most dicult things I ever had to do, Glen Weinzimer,
founder of the SMART Ride, told the Broward County newspaper.
Haines brother, Jim Haines, was also taking part in the ride.

A federal appeals court wont stop


same-sex marriages from taking place
in South Carolina on Thursday despite a
request from the state to put the breaks
on a district court ruling against aban on
gay nuptials.
On Tuesday, a three-judge panel on
the U.S. Fourth Circuit Court of Appeals
issued a two-page order that, without
explanation, refuses a stay request from
South Carolina Attorney General Alan
Wilson on the ruling. That means samesex marriages are slated to begin in South
Carolina on Thursday at noon as directed
byU.S. District Judge Richard Mark Gergel.
The three-judge panel that refused the
stay consists of U.S. Circuit Judge William
Traxler, an appointee of George H.W.
Bush; U.S. Circuit Judge Diana Motz, a
Clinton appointee; and U.S. Circuit Judge
Stephanie Thacker, an Obama appointee.
The Fourth Circuits refusal to stay samesex marriages in South Carolina isnt a
surprise given the precedent enacted by
the appeals court in favor of marriage
equality when it struck down Virginias ban
on same-sex marriage. Gergel drew onthat
precedent in his decision against South
Carolinas prohibition on gay nuptials.

Rikers Island to open trans housing unit


NEW YORK New York Citys largest jail this week will open a housing unit for
transgender inmates.
Gay City News on Nov. 18 reported trans women who have not undergone
sex-reassignment surgery would be able to choose to live in the housing unit
that is scheduled to open this week on Rikers Island.
The newspaper said the facility will have 30 beds in a dormitory-style room.
Gay City News reported the housing unit also contains a smaller room in which
inmates can watch television or eat their meals.

dont have to worry about being themselves, Erik Berlinder of the New York
City Department of Correction told Gay City News. This is a place that can be
sensitive to them. It is the right time for it. We are reassessing everything about
safety and security.

South Carolina and said she expects
same-sex marriages to take place in the
stateimminently.
The end game is clear marriage will
soon be available for same-sex couples
in South Carolina, Littrell said. This is a
great victory for same-sex couples and
their families because it removes one more
hurdle to nally walking down the aisle.
Now that the Fourth Circuit has
rejected the stay request, Wilson has the
option to appeal to the U.S. Supreme
Court. Its unlikely hed succeed before
the Supreme Court given justices refusal
to stay same-sex marriages in Kansas,
Idaho and Alaska.
Nonetheless, Wilson announced in a
statement on Tuesday hed pursue a stay
request with the Supreme Court. The
member of the court responsible for stay
requests in the Fourth Circuit is U.S. Chief
Justice John Roberts.
This issue has not yet been resolved
nationally, Wilson said. It is still likely
the U.S. Supreme Court will address
conicting rulings between federal circuit
courts of appeal. Therefore, todays ruling
by the Fourth Circuit does not end the
constitutional obligation of this Oce to
defend South Carolina law. We continue
to believe the doctrine of federalism
and the Tenth Amendment should allow
South Carolinas unique laws to be
considered at the highest appropriate
court of appeal. We will be seeking an
application to the U.S. Supreme Court for
a stay shortly.

Married gay Russian couple seeks asylum in U.S.

seeking asylum in the United States.

Oleg Tomilin and Maksim Kochura on


the afternoon of Oct. 24 were making
small talk in Russian in the living room of
the Tenleytown house in which they have
lived since the summer. Mazie, a small dog
that belongs to the owners of the home,
was excitedly running around them.
Tomilin at one point during their
conversation walked into the dining
room and picked up a copy of his and
Kochuras D.C. marriage license. Tomilin
simply laughed when asked why he and
his husband decided to tie the knot.
We have been together for seven years,
quite a long time, he told the Washington
Blade. We are not going to part.
Tomilin and Kochura married at the
Wilson Building on Oct. 11, slightly more
than two months after moving to the
nations capital to escape what they
described as anti-gay persecution in Russia.
Tomilin, 50, told the Blade the couples
neighbors in the apartment building in
which they lived in the city of Voronezh beat
Kochura, 38, several times four years ago.
Tomilin said a nurse who lived in the
same apartment building treated bloody
noses and other injuries that Kochura
suered so he did not have to go to the
hospital. Tomilin told the Blade the police
did not adequately investigate the attacks
after he and Kochura reported them.
It was not an important case, said
Tomilin. Everyone is alive, so they told us
they wont open any investigation. They
wont start an investigation because it
happens every day.
Tomilin told the Blade he was attacked
more than a decade ago after hosting a
program about gay Italian movie directors
Pier Paolo Pasolini and Luchino Visconti
on a local television station.
I was just walking along the street and
some people started beating me, telling
me that Im gay, he said. I was afraid and
I had to go to the clinic to get some help.
Kochuras then-wife kicked him out of
their home after she found out that he
was having an aair with another man.
She subsequently divorced him and
prevented him from seeing their two
children who are now 15 and 8.
Kochura, who studied veterinary
medicine in Russia, also lost his job
because the institute where he worked
also employed his then-wife.

When they divorced, she just told her


friends that hes gay and they happen to
work at the same institute as Max, said
Tomilin. They started some rumors,
so the situation was very stressful and
unpleasant. And he had to resign.
Tomilin and Kochura said the situation
for them grew even worse after President
Vladimir Putin in June 2013 signed a law
banning the promotion of so-called gay
propaganda to minors.
Tomilin told the Blade that someone
wrote get out fucking faggots on their
door a few weeks after the propaganda law
took eect. He said a friend who had spent
the night at their apartment heard noises,
but he didnt pay much attention to it.
In the morning when I saw that
inscripture on the door, it was very
unsettling and depressing, said Tomilin.
I was thinking of taking leave from work
for the day; anyway you have to live.
A lawyer that Tomilin and Kochura
found through the DC Center has helped
them begin the process to apply for
asylum in the U.S.
Tomilin and Kochura are the latest
LGBT Russians with whom the Blade has
spoken in recent months that either plan
to seek asylum in the U.S. or have already
done so.
Andrew Nasonov and his now husband
arrived in the nations capital in July
after they ed anti-gay persecution in
Voronezh.
Arkady Gyngazov, a former manager
of a gay nightclub in Moscow that was
attacked several times last year, told
the Blade in January during an exclusive
interview that he planned to seek asylum
in the U.S.
Gyngazov now lives in New York, and
a lawyer led his asylum petition earlier
this month.
George Budny, a gay doctor from St.
Petersburg who now lives in Washington,
in late July learned that U.S. Citizenship
and Immigration Services formally

approved his asylum request.


Tomilin told the Blade he hopes
to become a translator or work for a
Russian-language media outlet if he were
to receive asylum. Kochura would like to
work as a veterinarian in the U.S. once he
learns English.
Tomilin said the situation for LGBT Russians

has changed somewhat since the fall of the


Soviet Union in 1991. He nevertheless noted
homophobia remains pervasive.
The general atmosphere hasnt changed
much and the general attitudes of people
sexual minorities as well as national
minorities and all the problems are there,
said Tomilin. They are actually not changing.

Iraqi gays face death under ISIS: report


A new report concludes LGBT Iraqis who live under the control of the Islamic
State group are likely at imminent risk of death.
The 18-page document the International Gay and Lesbian Human Rights
Commission and MADRE, a global womens advocacy organization, released on
Wednesday notes the Sunni militant group has imposed a strict interpretation
of Shariah law in the wide swath of northwestern Iraq that it currently controls.
The report notes the Islamic State groups interpretation of Shariah law
includes sayings from the Prophet Muhammad and his associates that indicate
opposition to cross-dressing and similar behaviors. A member of the Sunni
militant organization who appeared in a propaganda video in September
compared gays to drug dealers and pedophiles, describing them as animals
and dirty people who God says are the worst of creatures.
The IGLHRC and MADRE report says the Islamic State group on its website says
those found guilty of sodomy shall be executed for an oense against God.
The report says the Sunni militant group in June indicated it condemned to
death a gay Syrian man. IGLHRC and MADRE said a picture the Islamic State
group released shows a man kneeling in front of his apparent executioner.
Given its own legal interpretations and its own claim to having carried
out such sentences, coupled with reports of widespread sexual violence and
instances of summary and arbitrary executions believed to have engaged in
homosexual acts, anyone believed to be LGBT under the Islamic State control is
likely at imminent risk of death, reads the IGLHRC and MADRE report.
The groups conducted their research along with the Organization of Womens
Freedom in Iraq, a local human rights organization, between July and September.
IGLHRC and MADRE interviewed eight LGBT Iraqis. Their report notes that 10
additional people who identied themselves as lesbian, gay, bisexual or transgender
declined to speak with researchers on the record because of safety concerns.
The Washington Blades eorts to reach LGBT Iraqis who were willing to
publicly talk about the situation inside the country were unsuccessful. IGLHRC
and MADRE said in their report they were unable to conduct further interviews
in Iraq after the middle of August because of the deteriorating security situation.

Bowser names LGBT advocates to transition team

Trans author Feinberg dies at 65


Nationally acclaimed transgender activist and
author Leslie Feinberg, whose 1993 novel Stone
Butch Blues is considered a groundbreaking
work on the issue of gender identity, died Nov. 15
at her home in Syracuse, N.Y. She was 65.
She had been suering from complications
associated with Lyme disease and other tickborne infections since the early 1970s before
being diagnosed with the infections in 2008,
according to her partner and spouse of 22 years,
Minnie Bruce Pratt.

She became active with the Workers World Party in the 1970s, when she began
writing for the partys newspaper, Pratt said, noting that over the years Feinberg
advocated in her columns for LGBT rights and wrote on what she believed to be
links between socialism and LGBT history.
She served as editor of the Workers World Party newspapers Political Prisoner
page for 15 years before becoming the papers managing editor in 1995, Pratt
said in her write-up.
In addition to Stone Butch Blues, which has been translated into at least seven
languages, including Chinese and Slovenian, Feinberg is author of several nonction works. Among them are Lavender & Red, Rainbow Solidarity in Defense
of Cuba, Transgender Warriors: Making History, and Trans Liberation: Beyond
Pink or Blue. Her second novel is titled, Drag King Dreams.
Feinberg was born in Kansas City, Mo., and raised in Bualo, N.Y., in a workingclass Jewish family, Pratt says in her write-up. At the age of 14 she began
patronizing Bualos gay bars and became part of the citys gay social scene.
She moved out of a biological family hostile to her sexuality and gender
expression, and to the end of her life carried legal documents that made clear
they were not her family, Pratt said in her write-up published in the Advocate.
She moved to New York City in the early 1980s, where, among other things,
she became an advocate for people with AIDS, Pratt said in her write-up.

center, was named a member of the
Health, Human Services & Homelessness
Committee.
Martin Garcia, vice president of the
Gertrude Stein Democratic Club, and
lesbian activist and diversity consultant
Khadijah Tribble, have also been named
as members of the Transition Team.
Garcia said he will serve on the Aordable
Housing Committee. The Blade couldnt
immediately identify the committee on
which Tribble will serve.
Activists familiar with the Bowser
campaign said other LGBT activists who
served as key supporters or fundraisers
for the Bowser election campaign were
expected to serve as informal advisers
to the new mayor, with a few possibly
being named to high-level jobs in her
administration.
But several of the LGBT advocates who
t that category have said they are happy
with their current jobs and have no plans
to seek or accept a position in the new
Bowser administration.
Among them are Snowden, Rosenstein,
and gay consulting rm owner Everett
Hamilton. Hamilton, a Ward 4 resident
and friend of Bowsers since Bowser rst
won election to the City Council, was
among her earliest supporters in the
mayors race.
Of course I would be honored to serve
our next mayor, said Snowden, an ocial
with the gay-owned local communications
and political consulting rm The Raben
Group. But I have no plans to leave my
position at the Raben Group.
Added Snowden, What Im particularly
excited about is the mayor-elects
commitment to make sure we transform
our schools and most importantly that
we start to transform them much more
quickly than we have.
McPeek noted that the Bowser

transition teams website has added a


feature that few if any of her mayoral
predecessors have undertaken. One of
its pages invites interested city residents
and others to ll out a job application
and submit their resumes for positions
in the new administration they would be
interested in lling.
He said Bowser wants representatives
of all of the citys constituencies, including
member of the LGBT community, to apply
for jobs in her administration. He said one
of the key tasks of the transition team is
to identify qualied people to serve in the
administration.
This transition is about people and
ideas and to be sure that we have the
best people in place to identify the best
and the brightest employees and the
best ideas to move the city forward and
to implement the mayor-elects vision for
the District, he said.
Donaldson, who was named co-chair of
the Transition Teams Aordable Housing
Committee, isnt well known in the LGBT
community but is highly regarded as an
expert in the area of housing for lowincome people in need and in programs
aimed at transitioning them to selfsustaining jobs and permanent homes.

20 years and lives with her partner and
daughter.
She has also served as a Ward 1 ANC
Commissioner in the past and is an active

its weekly Sunday Mass.
During the mayoral campaign, Bowser
has said among her top priorities would

ENDA wont happen in lame duck: sources

The idea of passing ENDA as an
amendment to the defense authorization
bill, a tactic that was employed in 2009
to pass the Matthew Shepard & James
Byrd, Jr. Hate Crimes Prevention Act, was
endorsed by Rep. Ileana Ros-Lehtinen
(R-Fla.), an original co-sponsor of ENDA
in the House, and pushed by the LGBT
group Freedom to Work.
The oce of outgoing Senate Majority
Leader Harry Reid (D-Nev.) didnt respond
to multiple requests to comment on
whether an ENDA amendment would be
an option for the defense bill.
Rep. Mark Pocan (D-Wis.), whos gay
and one of the co-chairs of the LGBT
Equality Caucus, said in an interview with
the Washington Blade on Friday passage
of ENDA as an amendment in the Senate
to the defense authorization bill would be
denitely a path that Id be supportive
of, but at the same time referred to the
eorts as nothing but a rumor.
I think its going to be hard, Pocan
said. For most of the legislation, theyre
going to wait until January when they have
a Republican House and a Republican
Senate. So, I think the lame duck session
could be more lame than usual perhaps
because of that, and I would be really
surprised if much of substance especially
around LGBT issues moves.
The House already passed a $594 billion
version of the defense authorization bill in
May, so including ENDA as part of the larger
legislation would require the Democraticcontrolled Senate to attach the bill as an
amendment on the oor. Focus would
then move to the conference committee to
see if the provision remains in place after it
hashes out compromise legislation.
Ian
Thompson,
legislative
representative for the American Civil
Liberties Union, had a similarly dim
view of prospects for ENDA passage in
the lame duck session of Congress.
I think there is no appetite among
House Republicans to do so, particularly
after their electoral gains earlier this
month, Thompson said. In addition,
I do not think well see very many if
any unrelated riders on the defense
authorization bill this year. If anything,
debate on that bill could become bogged
down over demands for a vote on
authorizing the use of force against ISIL.
Any attempt to move the Senatepassed version of ENDA would likely be
complicated by opposition from groups
that have dropped support from the bill
because of its religious exemption, such
as the National LGBTQ Task Force and the
ACLU. The language in the Senate-passed
version of ENDA would allow religious-

aliated organizations to discriminate


against LGBT workers in non-ministerial
positions, unlike protections for other
groups under Title VII of the Civil Rights
Act of 1964.
Jerame Davis, executive director of
the LGBT labor group Pride at Work,
said the Senate would need to pass a
version of ENDA with a narrower religious
exemption as part of the defense
authorization bill for his organization to
support the measure.
Its not clear what language would be
used in such a scenario, Davis said. Pride
at Work would support language that is
fully inclusive of both sexual orientation
and gender identity and expression and
that also contains no religious exemptions
beyond what is already included in Title
VII of the Civil Rights Act.
Thats a tall order to ll given that
lawmakers deemed the more expansive
religious
exemption
necessary
to
obtain support from Republicans and
conservative Democrats to meet the 60vote threshold to overcome a libuster in
the Senate.
Drew Hammill, a spokesperson for
House Minority Leader Nancy Pelosi
(D-Calif.), said his boss supports
adding the revised Polis bill to the
defense authorization bill in the Senate.
Pelosi has armed the Senate-passed
version of ENDA is better than nothing;
Hammillsaid her position on thatversion
of the legislation is unchanged.
This legislation would pass in a
heartbeat on its own in the House if
Speaker Boehner would only allow a
vote, Hammill added.
With the defense authorization bill likely
o the table as a means to pass ENDA,
LGBT advocates who continue to support

the Senate-passed bill nonetheless


continue to push forward and lobby in
hopes of a vote on standalone legislation
in the House.
House Speaker John Boehner (R-Ohio)
has said when asked if hed bring up the
legislation for avote that he sees no basis
or no need for the legislation because he
believes workers are already protected
and ENDA would lead to extraneous
lawsuits much to the consternation of
LGBT advocates who say that information
is inaccurate. At a meeting early this year
with the LGBT Equality Caucus, Boehner
said theres no way the bill would come up
for a vote during this session of Congress,
according to Rep. Mark Takano (D-Calif.).
Michael
Steele,
a
Boehner
spokesperson, deferred on the possibility
of an ENDA vote during lame duck to the
oce of House Majority Leader Kevin
McCarthy (R-Calif.), which didnt respond
to a request for comment.
Nonetheless, a meeting between Log
Cabin Republicans and Freedom to Work
took place last week with Boehners sta
in which ENDA was a topic, according to
participants in the meeting.
Christian Berle, legislative director for
Freedom to Work, said the meeting was
part of the groups eorts to meet with sta
from each Republican oce on ENDA.
We have held numerous meetings
with Speaker Boehners oce and other
members of Republican leadership, making
the case that Congress should advance
LGBT workplace protections, Berle said.
We look forward to working closely with
our allies, including Representatives Charlie
Dent, Chris Gibson and Ileana Ros-Lehtinen
to utilize every opportunity to bring ENDA
up for a vote.
Gregory Angelo, Log Cabins executive
director, conrmed a meeting took
place, but declined to comment further.
Boehners oce didnt respond to a
request for comment on the meeting.
Fred
Sainz,
vice
president
of
communications for the Human Rights
Campaign, also wasnt willing to throw in
the towel on ENDA.
ENDA can still pass this year, Sainz said.
All it takes is the House Republican leadership
giving the green light. Its not too late.
Steve Elmendorf, a gay Democratic
lobbyist, was succinct in his assessment
of whether ENDA would pass this
Congress. Asked if he sees a path toward
passage, Elemendorf replied, No.
Theres no chance for much of
anything in the lame duck, Elemendorf
added. Because its a shift in control and
the presidents in all likelihood going to
do this immigration executive order, the
Republicans are not interested in doing
much of anything in the lame duck. They
dont want to do an omnibus spending
bill, they probably wont do DOD. Theyre

going to pass a three-month [continuing


resolution] in all likelihood and go home.
Another option for passing ENDA is
the discharge petition that has been led
for the legislation by Rep. Jared Polis
(D-Colo.), which would requiresignatures
from 218 House members to force a vote
on the House oor.
Pride at Works Davis said the discharge
petition is the best option to pass ENDA in
the remaining days of the 113th Congress.
The best solution would be for the
House to adopt Congressman Jared Polis
discharge petition, which not only forces the
Senate-passed version of ENDA to the oor
of the House for a vote, but also amends
the Senate bill to remove the overly broad
religious exemptions that have caused so
much controversy, Davis said.
The version of ENDA associated with
the discharge petition has a religious
exemption along the lines of Title VII
of the Civil Rights Act of 1964. But the
maneuver apparently stalled out after it
was signed by only 190 House members
all Democrats. Republican supporters
of ENDA have vowed not to sign the
petition, including Ros-Lehtinen, who said
through a spokesperson its a partisan
political tool.
Among the ENDA supporters who
havent signed the petition is Rep.
Linda Sanchez (D-Calif.), even though
a spokesperson said shed sign it after
lawmakers return from August recess.
With ENDA passage doubtful in lame
duck and even more dicult in the next
two years with Republican control of both
chambers of Congress, LGBT advocates
may have to look elsewhere for added LGBT
non-discrimation workplace protections.
Those arenas include state legislatures
and the courts, which have yet to
determine that existing civil rights law
under Title VII applies to workplace
discrimination on the basis of sexual
orientation as they and the U.S. Equal
Employment Opportunity Commission
have explicitly done for gender-identity
discrimination. In July, President Obama
signed an executive order barring LGBT
workplace discrimination among federal
contractors that is expected to take eect
early next year.
Despite Republicans winning control of
both chambers of Congress, Pocan was
nonetheless unwilling to rule out passage
next year, saying theres some promise
for ENDA.
I certainly dont want to see us ip
back at all, but I think having...two major
candidates who were out Republican
hopefully means theyre willing to be a
bit more inclusive and not just when they
think they can pick up seats, but because
they actually believe it, Pocan said.

Resource Center. The center, set to open in
Chase Brextons Mount Vernon location in
spring 2015, will help LGBT individuals nd
and connect with the expert medical and
behavioral health services they need with
culturally competent providers, support
and programming for seniors, transgender
counseling and more. It will also support
other organizations in the region to help
them more eectively serve the LBGT
community.

GLSEN issued a school climate state snapshot for Maryland on Nov. 13 as


part of a nationwide survey that found that many LGBT students in secondary
schools experience harassment and bullying. As a result of these activities,
LGBT students often miss school out of their fear for safety, which hurts them
academically.
Findings from the GLSEN 2013 National School Climate Survey demonstrate
that Maryland schools were not safe for most LGBT secondary school students,
said the report. In addition, many LGBT students in Maryland did not have access
to important school resources, such as having a curriculum that is inclusive of
LGBT people, history, and events, and were not protected by comprehensive
anti-bullying/harassment school policies.
The ndings indicate that the vast majority of LGBT students in Maryland
regularly heard anti-LGBT remarks. Most LGBT students in Maryland had been
victimized at school with the majority having experienced verbal harassment
with nearly 7 in 10 based on their sexual orientation and nearly half based on the
way they expressed their gender. Thirty-ve percent experienced cyberbullying.
The majority of these incidents were not reported to adult authorities.
Many LGBT students in Maryland did not have access to in-school resources and
support. For example, only 14 percent attended a school with a comprehensive
anti-bullying/harassment policy that included specic protections based on
sexual orientation and gender identity/expression.
Recommendations stemming from the report include: implementing
comprehensive school anti-bullying/harassment policies; supporting GayStraight Alliances; providing professional development for school sta on LGBT
student issues; and increasing student access to LGBT-inclusive curricular
resources.
These actions can move us toward a future in which all students in Maryland
will have the opportunity to learn and succeed in school, regardless of sexual
orientation, gender identity, or gender expression, the report said.

New report seeks to improve LGBT health care

WASHINGTON The Association of American Medical Colleges published a


large report this week intended to increase competency for future doctors on
LGBT issues, NPR reports.
To reduce LGBT health disparities, all health care providers must learn
to address the specic health care needs of these populations, and health
care institutions must promote a climate that supports, values and includes
individuals in these populations, the report states.
There has been no standardized set of competencies for medical education
to address the health of individuals who are or may be LGBT. Therefore, even
the most progressive institutions have lacked a guide to direct curricular and
institutional climate changes specic to these populations, researchers said.
Authors told NPR instead of adding LGBT seminars here and there, they hope
to weave core competency lessons into existing curricula on both the medical
school and clinical levels.

CHICAGO A large study of gay brothers adds to evidence that genes


inuence mens chances of being gay, but the results arent strong enough to
prove it, the Associated Press and other outlets reported this week.
Some scientists believe several genes might aect sexual orientation. Researchers
who led the new study of nearly 800 gay brothers say their results bolster previous
evidence pointing to genes on the X chromosome, the AP article notes.
They also found evidence of inuence from a gene or genes on a dierent
chromosome. But the study doesnt identify which of hundreds of genes located
in either place might be involved.
Smaller studies seeking genetic links to homosexuality have had mixed results,
the AP article said.
The new evidence is not proof but its a pretty good indication that genes on
the two chromosomes have some inuence over sexual orientation, said Dr. Alan
Sanders, the lead author, in a quote to the AP. He studies behavioral genetics at
NorthShore University HealthSystem Research Institute in Evanston, Ill.
Experts not involved in the study were more skeptical, the article said.
Neil Risch, a genetics expert at the University of California, San Francisco,
told the Associated Press the data are statistically too weak to demonstrate any
genetic link. Risch was involved in a smaller study that found no link between
male homosexuality and chromosome X.
Dr. Robert Green, a medical geneticist at Harvard Medical School, told the AP
the new study intriguing but not in any way conclusive.
The work was published Monday by the journal Psychological Medicine.
The National Institutes of Health paid for the research. Specic causes of
homosexuality are unknown.

HIV rates among black gays likely to remain high


NEW YORK HIV and its disproportionate aect on black gay men will likely
persist for decades due to an alarmingly high concentration of HIV in black gay
men, a new report nds. It was reported on by the Windy City Times.
Reporting in the Nov. 18 online edition of the Lancet HIV, researchers from
Emory University Rollins School of Public Health in Atlanta and amfAR, the
Foundation for AIDS Research, assessed how existing disparities in HIV prevalence
and in the HIV continuum of care explain dierences in HIV incidence in MSM
(men who have sex with men). The HIV care continuum has emerged as an
important way to measure HIV/AIDS care and identify gaps along the continuum
of HIV services, including testing, diagnosis, treatment, and ultimately, viral
suppression, the group said in a press release.
Using data from the Centers for Disease Control and Prevention (CDC) on people
with HIV from 2009 to 2010, the researchers analyzed separate HIV care continuums
for black and white MSM, and estimated how many were infected but undiagnosed;
diagnosed but not receiving antiretroviral therapy; and virally suppressed.
Additionally, multiple intervention scenarios were created to hypothesize the eect
of care for black MSM if they achieved the same degree of HIV care as white MSM;
had levels of 95 percent diagnosis; 95 percent retention in care; or both, Lancet
researchers said in a press release announcing their ndings.

The best hope for Democrats is Republican overreach. By that I do not mean
your right-wing uncle getting gravy on his
sweater as he reaches across the table at
Thanksgiving. I mean unhinged recklessness driven by hubris and Obama hatred.
Prots are up, unemployment and decits
are down get that Muslim socialist out
of the White House before he ruins us!
Republicans are furious at the presidents unrepentant attitude, despite their
own intransigence after past losses. Elections must have consequences when
Republicans win. Talk of government
shutdowns and impeachment is rising.
But President Obama has little to lose
by picking ghts (by which I mean being
president, black, and doing anything). If
you abuse someone no matter what he

does, he might as well stand his ground.


That is what our 44th president, at long
last, appears to be doing.
Since the election, Obama has made
a deft choice for attorney general; defended net neutrality; and announced a
breakthrough climate accord with China.
He also threatened to veto Keystone XL
and prepared an executive action on immigration. In a sign that there is a God
and She has a sense of humor, the selection of Loretta Lynch for AG prompted an
attack by Breitbart.com based on their
confusing her with a dierent Loretta
Lynch who represented the Clintons during Whitewater.
Speaking of false reports, conservative columnist George F. Will wrote that
Obama has been emphatically judged a
failure. Well see. But if hooting and heckling and appeals to the mob were bills,
the present Congress would be the most
productive ever.
Republicans blocked jobs bills because
they gured voters would punish the incumbent presidents party for inaction,
which just happened. You dont stop bad
behavior by rewarding it. But as a blogger at Addicting Info noted, Shooting
spitballs from the back of the class at the
smart kids doesnt require much eort.
The slackers are now at the chalkboard.
The Republican strategy still resembles
the cartoon elephant pointing a gun to
his own head and saying, Surrender or
the idiot gets it! Its not that the Democratic cloakrooms are packed with Sam
Rayburns and Lyndon Johnsons, but Sen.
Elizabeth Warren just won a Democratic
leadership post. Who in the GOP looks
out for ordinary citizens the way she
does? In fact, the Republicans want to kill
Warrens brainchild, the Consumer Finan-

cial Protection Bureau.


A big furor broke out last week in response to a video in which MIT economist
Jonathan Gruber, an adviser on Romneycare and Obamacare, said the Aordable
Care Act was passed by exploiting the stupidity of the American voter. The Gruber
videos, which expose nothing more than
the usual legislative sausage making, are
to ACA as the Racing Presidents are to a
Washington Nationals ballgame: a sideshow. But speaking of deceptions, how
did Democrats get fooled into passing a
Heritage Foundation healthcare proposal?
House Speaker John Boehner warned
Obama that executive action on immigration would poison the well. How could
anyone poison the well worse than the
House Republicans have already done?
Across the Hill, Sen. Ted Cruz called net
neutrality Obamacare for the Internet,
unaware that, as Sen. Al Franken noted,
Weve had net neutrality the entire history of the Internet.
What consequences did the Republicans respect after Barack Obama was
twice elected president? Their victorys
consequences are already evident. As
the European Space Agency landed a
spacecraft on a comet last week, American science denier Ted Cruz was poised
to become chair of the Subcommittee
on Science and Space. We have to ght
the Know-Nothings who are hell-bent
on wrecking our country. Their scorn for
expertise and their blind entitlement will
turn us into impoverished bystanders.
The sta at the Space Centre in Darmstadt should see America as a source of
healthy competition, not of mirth.

Whats next for the LGBT community?


HRC should get creative in how
it raises money in the future

Many are now wondering which issues


LGBT organizations will use to continue to
raise the funds they need to survive.
Now that we have won the right to ght
and die for our country and soon will
have the same right to marry and potentially be miserable and divorce as all other
Americans we will need something else
to rally around. What issue will tug at our
heartstrings and get us to open our wallets
and keep giving?
At the Human Rights Campaign National
Dinner we heard one way is by championing a new comprehensive LGBT civil rights
bill. According to the HRC blog regardless of

whether or not ENDA passes in this session


of Congress, it is time for the LGBT movement to throw its weight behind a fully comprehensive LGBT civil rights bill. A bill that, at
long last, would bar discrimination on the
basis of sexual orientation and gender identity in all core civil rights categories including housing, public accommodations, credit,
education and, if ENDA fails to pass, employment. This is a visionary idea that Rep. Bella
Abzug (D-N.Y.) brought to Congress in 1974.
Its time has come.
As a staer for Bella in the early 70s I
know she submitted the bill out of a personal commitment to equality for all. She
fought for civil rights; was a major leader in
the ght for womens rights; and believed in
her heart that all people should be treated
equally and fairly. She also had huge support from the LGBT community in her District and lived in Greenwich Village.
We have come a long way since 1974 but
reality is that such a bill will have as much
chance of getting passed in Congress today
as it did when Bella rst introduced it. But it
will give the community a new target to aim
for and our national organizations a hook to
continue to raise funds. We can also use it
to judge candidates support for the LGBT
community. That may sound cynical and in
some ways it is but I support introduction of

the bill since it makes sense to ght for the


whole ball of wax at this time in our history.
But we need to look at our national organizations and see where they are leading us.
Chad Grin, president of HRC, is an inspirational speaker and has talked about HRCs
Southern strategy and an international one
as well. How does HRC raise the funds for all
these eorts at a time when many are sitting
home and thinking life is good? The ones
with the most money tend to live in communities where they can assimilate. They
join other families in wedded bliss; ght to
get their kids into the best pre-schools; take
them to tennis lessons and piano lessons;
and know their jobs with major corporations are safe because their employers have
a high equality index rating from HRC.
But many in the LGBT community still
face discrimination. That was shown in a
2013 study conducted by the Gay Lesbian
and Straight Education Network (GLSEN)
of LGBT secondary students in the state of
Maryland and reported in the Baltimore
Sun. It showed High school students in
Maryland who identify as lesbian, gay, bisexual or transgender constantly hear derogatory remarks and are often verbally, physically and sexually harassed and assaulted by
their classmates. Fewer than half report the
abuse. This in a blue state with laws protect-

ing the LGBT community.


We know much work needs to be done
and well need our national organizations
for years to come even when there are
laws protecting us. Changing the culture of
society will take years. The issue is how to
fund all the work yet to be done. Many years
ago I suggested that we look at a dierent
mechanism for funding HRC. Instead of being only donor funded. the idea was to turn
it into a real membership organization using
the AARP as an example. Members would
be provided tangible benets on an annual
basis. If you charged anywhere from $15 to
$25 annually the basic cost of running the
organization would be covered with a million members.
HRC now claims to have even more
members, but then anyone donating to the
organization is called a member. Benets
could include a real magazine (raising additional ad revenue), travel packages, movie
discounts, various insurance packages and
other benets including discounts in various
stores, even large companies like Amazon.
The cost of membership being small compared to the savings you would get on products you purchase anyway.
However its done the need to raise large
sums of money will continue as will the need
to ght for and then protect the rights we win.

If youre burned out by political catghts and upcoming holiday stress, fear
not. The Little Tin Man, a new movie
featuring two half-brothers (one gay, one
a dwarf), campy wit and costumes, along
with the The Wizard of Oz, will chase
your blues away faster than you can click
your ruby red slippers.
The indie comedy, without being sappy
or preachy, is a mordantly funny, touching story of a band of outsiders searching
for love, bridging dierences and using
their moxie to cut through stereotypes.

Seventy-ve years since its Hollywood


premiere, The Wizard of Oz remains iconic. This is especially true in LGBT culture.
Its hard to think of a movie with more of a
queer sensibility from its vivid Technicolor
hues to Dorothy (Judy Garland) becoming friends with the Cowardly Lion, the Tin
Man, the Scarecrow and others far dierent from anyone shed ever met in Kansas.
Ill always remember, while holding hands
with a woman for the rst time, hearing
Come out, come out, wherever you are!
and seeing the purple horses when I saw
Oz at an old movie theater in the Castro
area of San Francisco.
Yet, for little people (people with dwarfism) not everything in Oz is wonderful.
To many of them the Munchkins in Oz
reinforce stereotypes of little people
being childlike or exotic rather than ordinary human beings of short stature.
In The Little Tin Man, directed by Matthew Perkins, written by Perkins and
Dugan Bridges, and available on iTunes,
Amazon and Video on Demand, Herman
(Aaron Beelner), a dwarf actor, gets tired
of playing Santas elves and leprechauns.
Desiring to be taken seriously, hes sick of

candy cane spandex.


His agent, hearing that Martin Scorsese is remaking The Wizard of Oz,
urges Herman to audition for the Mayor
of Munchkinland. His gay half-brother
Gregg (Je Hiller of Morning Glory and
Ghost Town) and best friend Miller (Kay
Cannon, writer of Pitch Perfect and 30
Rock) encourage him to audition instead
for the part of the Tin Man. After all, they
point out to him, theres nothing in Oz
about how tall the Tin Man is: the movie
only says hes looking for a heart.
The most poignant part of the movie
for me was the way in which Herman and
Gregg support each other. In a funny scene,
Gregg, saying that of the Golden Girls hes
Blanche, comes out as gay to Herman. As
is the case so often in such moments, this
wasnt a surprise. You cant hide your difference [dwarsm], Gregg tells Herman. I
can hide [being gay].
Just walking down the street is dicult
for a little person, Hiller said in an email
to me. This was something that I noticed
all the time while shooting with Aaron.
At the beginning of The Little Tin Man,
you see people staring at Herman. That

must be so frustrating/annoying/disgusting/angermaking/sometimes sweet


1000 dierent emotions every. Single
day! Hiller wrote.
Herman, the older of the two halfbrothers, understands about Gregg being
queer, Hiller said, Aaron [Herman] has
been sticking up for his little brother all of
these years as all older brothers do.
Herman is a straight guy whos masculine, but Gregg is not, Hiller said, I am on
that spectrum and have spent my whole
life coming out to people and having
them not be surprised at all.
Little people and transgender people
are the last two groups that its socially
acceptable to mock, Hiller said. The Mword [the anti-little people slur midget
- a term derived from the word midge
a bug] is trotted out anytime someone
wants to shorthand weirdness or get the
cheapest laugh possible, he added.
Just as LGBT people are no longer a
joke, neither are people who are dierently abled ... or little, Hiller said.

How long have you been out and
who was the hardest person to tell?
I came out my senior year of high school.
The hardest person to tell was my mother
followed by my father. My mother is my best
friend and Im the oldest of her three boys so
I felt a tremendous amount of responsibility
in not wanting to let her down. My mother
told my father for me. He was a little more
tough to get through, but now its not a thing.

Rico Macaraeg has had a busy career with eight years active duty in the
U.S. Navy, another two in the Department of the Navy and most of this year
working for Audi of America and, as of last month, as a marketing manager
with Automobili Lamborghini America.
Hes also been passionate about volunteer work and, for the last couple of
years, has volunteered for Miriams Kitchen, a local agency devoted to ending
homelessness, where hell be on Thanksgiving Day serving meals.
I am very passionate about the cause, the 30-year-old Silverdale, Wash.,
native says. I love working in the dining room because that allows me to talk
and get to know the guests. Theyre normal people just like us. Ive never had
so many friends who are homeless in my life.
Macaraeg says its important to extend dignity to the homeless whenever
possible.
I think when we see homeless people and snarl or look at them horribly, that
we seem to forget that theyre human just like us, he says. This is someones
father, brother, son, grandmother or even mother. I know I wouldnt want my
relatives treated like that just because theyre less fortunate.
Macaraeg is single and lives in the NoMa area with three roommates he
says are some of his best friends. He enjoys volunteering, running, soccer,
snowboarding, spending time with family and traveling in his free time.

Whos your LGBT hero?


I have two. There is a guy when I was
growing up who was very relevant in my life,
his name is Mario Calderon, a manager at
an after-school program that I was enrolled
in while I was younger. Mario never let his
orientation dene who he was as a man,
citizen, husband, son, etc. The second is
Donald Wild who recruited me into my
last job and really believed in me and my
potential as a marketing/PR professional.
He has mentored me along the way
professionally and helped me advance my
career to where it is today.
Whats Washingtons best
nightspot, past or present?
Number 9 low key, very laid back, good
drinks.
Describe your dream wedding.
Somewhere where there is water involved,
I grew up on the Puget Sound so Im all about
the water, ocean, etc. I would like a big family
wedding, my family, his family, our friends,
etc. Im huge on family relationships so wed
have to have it at a stadium or something to
hold all the people.
What non-LGBT issue are
you most passionate about?
Ending homelessness. I have travelled
all over the world and have seen homeless
people everywhere. After serving in the
military it was apparent to me that everyone
has the inherent right to live life happy and
the same as everyone.
What historical outcome
would you change?
I dont think I would change anything.
Thats the thing about history is it plays its
course when the time is right for it. Its a
domino eect, you do one thing dierent
and it changes so many other things.

culture moment of your lifetime?
I was a huge New Kids on the Block fan. I
remember them being my rst concert as a
kid at the Tacoma Dome in Tacoma, Wash.

beyond the physical world?
I believe in morals and ethics. I like to
think Im kind of old fashioned. I like to be
connected to people and their souls what
kind of person they are and what they
stand for.
Whats your advice for LGBT movement
leaders?
Listen to what the future is telling you. I
often tell people, the future is now. The
future of tomorrow is here today in our
school, colleges, work places, etc., and theyre
the ones that will be steering the course of
the next 20 years.
What would you walk a
cross hot coals for?
My familys well being.
What LGBT stereotype annoys you most?
That gays are naturally good with fashion,
arts and a little softer. Lord knows Im not.
Whats your favorite LGBT movie?
I dont have one. Im an action, war kinda
guy so dont think there are any LGBT movies
out there like that.
Whats the most overrated social custom?
Elbows on the table.
What trophy or prize do you most covet?
My military medals. They mean a lot to me.
What do you wish youd known at 18?
What life is really like.
Why Washington?
My career has ourished here so it has
kept me here.I actually dont mind the city. Its
very transient but that makes it interesting. I
usually move every three years for the past
11 years so, who knows. I work for an Italian
company and Italy is a possibility.

Guitarist explores Passions at Strathmore


Grammy-winning guitarist Sharon Isbin performs as part of Guitar Passions

Cousins battle it out over


ancestry in Bad Jews

You dont choose your family. In playwright
Joshua Harmons dark comedy Bad Jews
now at Studio Theatre, the old saying is
demonstrated with eviscerating clarity.
Its the evening after their grandfathers
funeral and college-age Jonah (Joe Paulik)
is decompressing with his cousin Daphna
(Irene Soa Lucio) in the Riverside Drive
studio apartment he shares with his
conspicuously absent older brother Liam.
While Jonah would prefer to quietly
keep to himself, Daphna cant stop talking.
First, she jibes him about his familys
cushy Manhattan lifestyle so unlike her
own upbringing as the ospring of public
school teachers in Pennsylvania. Then she
criticizes him for continuously kowtowing
to his brother. And she cant get over how
Liam has missed his own grandfathers
funeral because he dropped his iPhone
from a ski lift in Aspen.
But nally, Daphna addresses whats
really on her mind: She wants their
grandfather Poppys gold chai (the Hebrew
word and symbol for life), the one he
always wore around his neck except for
the two years he spent in a concentration
camp when he hid it under his tongue. For
Daphna, who sees herself as the most
Jewish of the grandchildren, giving her the
mans necklace seems a no-brainer. She is
her generations keeper of tradition. Not a
bad Jew like her cousin Liam who sneers
at religious customs. And she wants
seemingly pliant Jonah to support her
desire. Knowing that his brother already
has designs on the amulet, Jonah is put in
an impossibly awkward position. He opts
to stay out of it.
Soon, Liam (Alex Mandell) arrives with
sugary girlfriend Melody (Maggie Erwin)

in tow. Hes appalled to see Daphna there


camping out in the small at (realistically
rendered by set designer Luciana
Steconni), and decides that he and Melody
should sleep at his parents far grander
digs down the hall, but soon learns their
inn is full. Close quarters arent ideal for
two people who dont like each other
in the best of circumstances. But in this
case, the place proves horrendously
claustrophobic.
Ultimately this intratribal battle royal is
about more than Poppys chai. Its about
whether to remain distinctly Jewish or
assimilate into homogenized Americans.
She believes its worth preserving. He
thinks something based on the Biblical
accounts isnt worth keeping. Daphna and
Liams dierences are vast, but what these
smart millennials share besides blood, is
the ability to viciously push each others
buttons in the way that only family can.
Harmon, a young playwright based
in New York, has a wonderful ear
his dialogue is real to life. Never once
do Daphna and Liams ghting words
ring false, even when they are ever-soarticulately going for the jugular. The
production is masterfully led by Studios
Producing Director Serge Seiden, who is
gay. Lucio is a terric comic actor. Her
Daphna is a scary force of nature, tinged
with sadness. As Liam, Mandells palpable
rage and frustration ll the theater. And
as witnesses Jonah and Melody, Paulik
is wonderfully uncomfortable and Erwin
sweetly baed.
And though the ending feels a little
contrived, what precedes it is funny and
powerful.

HI MICHAEL,
Ive been with Kurt since college and
weve been married for 10 years.
In a moment of sexual boredom and
frustration, I went on Manhunt to look
around and saw a very familiar torso.
Other identifying details in the prole
matched up and when Kurt was asleep
one night I looked on his phone and saw
that he has indeed been hooking up.
I want this to stop. Yes, I went online
myself but I didnt actually have sex with
anyone and weve always said we would
have a monogamous relationship. I am
surprised by how violated I feel knowing that
he has been having sex with other guys.
However I cant gure out how to bring
this up without me looking bad too. I think
he will nd a way to turn it against me that
I also went on Manhunt and I also think it
looks bad that I went through his email. But
he was the one screwing around!
Are my actions are defensible? If not,
how can I talk to him about my hurt and
wanting the betrayal to stop?
MICHAEL REPLIES:
Your relationship is a mess because
marriages dont work well when spouses
lie to each other, sneak around behind
each others backs, spy on each other and
jockey to claim the moral high ground.
Almost all coupled people struggle
at times to resist temptation, to be
consistently honest and to behave
respectfully toward their partner. And
gay men have some unique reasons for
trashing our hard-won marriages:
Internalized homonegativity may lead
us to think that our relationships and our
partners are not worth treasuring
We may have trouble collaborating with
our signicant others because men often
have bias to compete with other men
Our early experiences of furtive
sexual connections with other guys can
condition us to be most aroused by risk,

secrecy and semi-anonymous partners


The heavy emphasis on sex among
gay men encourages us to use sex
compulsively to release stress, improve
mood and feel desirable, no matter what
the consequences to our lives
All of the above reasons lead many gay
men to view cheating and lying as the
norm for behavior in our relationships.
Recognizing what were up against is
the rst step in choosing to honor our
relationships, even if the decks are
stacked against our doing so.
I doubt that you chose to marry Kurt
in order to posture and play games. So
how about setting a more worthy goal:
Constructing a healthy marriage.
If that sounds good, your next step is to
start behaving in a truly loving way toward
Kurt. While this may sound simple and oldfashioned, it is the only way to get out of
your x and to have a decent relationship.
Choosing this path will mean that
you are consistently honest and
straightforward with Kurt. It will mean
that you talk with him about tough issues,
rather than avoid them. And it will mean
that you stop focusing on how Kurt is
letting you down and focus instead on
your own actions as a partner. In my
experience as a couples therapist, when
one person cleans up his act, the tenor of
the whole relationship is likely to improve.
Regarding your wish to stop Kurt from
cheating: If you pursue a strategy of
trying to shame him and make him look
like the bad guy, youll continue to have
a rotten marriage with more hijinks and
drama to come. If you decide that you
want something better, I encourage you
to talk about your discovery honestly
and without blame. Acknowledge your
own struggle to maintain a loving and
committed relationship. Speak with him
about the kind of marriage that you
would like to have and give him some
time to gure out what he would like.
You may nd it scary to have a
relationship with Kurt that is far more real
and close than the one you are having.
Thats understandable; closeness is scary.
But it can also be exhilarating. You might
discover that you like the adventure and
excitement of being yourself with Kurt, of
letting him really know you, rather than
trying to play him.
I also predict that you will like yourself
better for behaving in a way that you
respect. So if becoming a man who acts
decently is important to you, heres
your chance. Consider your currently
woeful relationship as an opportunity
to become a better version of yourself.
Beyond companionship, support and
sex, this is the greatest gift a relationship
can oer.

When people take on the sport of
triathlon, they are generally looking for
the satisfaction of completing a race.
Many nd themselves hooked and facing
an additional challenge in the area of
time management.
Training for three sports, working a fulltime job, juggling family commitments and
trying to have a social life are things that all
triathletes have to learn to manage.
Sprint triathlete Benjamin Green starts
his Monday mornings training at the pool
at 5:30 a.m. That is followed by teaching
a spinning class at 7 which then segues
into his work day in advertising. After
work he trains with his students as a USA
Triathlon level one coach and full-throttle
endurance-racing coach.
And thats just Monday, Wednesday
and Friday.
On the o days, he can be found
cycling through Central Park, running and
competing in races at least once a month.
Green, who is gay, was born in
Washington along with his twin brother,
Patrick, who has cerebral palsy. Their
father was never in the picture, so after
their mother died when they were 3, both
of the boys were taken in and raised by
their grandparents in New Carrollton, Md.
Eventually
they
moved
to
Fredericksburg,
Va.,
where
Green
attended Massaponax High School. He
dabbled in swimming, baseball and
soccer but found he was more interested
in discovering what life had to oer.
After a few years at community college,
he went on to nish his degree at George
Mason University. It was there that he
rediscovered sports and joined the
university swim club and tri club.
It was also at George Mason that he
discovered one more obstacle to be faced
in his life. He was HIV-positive.
I wasnt going to let the loss of my mother
or my HIV status, stop me from guring
life out, Green says. I believe in turning
negative energy into positive energy.

college partying and threw himself into
training for his rst triathlon at Lake Anna
State Park.
I bought a tri bike, worked with a
coach and found myself hooked on the
sport, he says.

The Imitation Game stars Benedict
Cumberbatch as Alan Turing, the gay
mathematician who cracked the Nazi
Enigma Code during World War II. Despite
his wartime service, he was arrested for
gross indecency in 1952 and forced to
undergo chemical castration. The movie
also stars Keira Knightley, Allen Leech
(Downton Abbey), Matthew Goode and
Charles Dance (Game of Thrones).
A Broadway classic gets a contemporary
makeover in the holiday release of Annie
on Dec. 19. This time the optimistic orphan
is played by Quvenzhan Wallis (Beasts
of the Southern Wild). Shes living the
hard-knock life with her mean foster
mom Miss Hannigan (Cameron Diaz).
Everything changes when she catches
the eye of business tycoon and New York
mayoral candidate Will Stark (Jamie Foxx
playing the character formerly known as
Daddy Warbucks).

Fans will still get to hear the highlights


of the Broadway score, including Little
Girls, Easy Street, Maybe, The HardKnock Life and, of course, Tomorrow.
Theyll also get to hear several new songs
by the reigning stars of R&B, rap and pop.
The most highly anticipated opening of
the 2014 holiday season is undoubtedly
the big-screen adaptation of the Tony
Award-winning musical Into The
Woods with music and lyrics by the
legendary Stephen Sondheim and book
by James Lapine. Fans have been worried
about the direction of Rob Marshall, who
scored a hit with his rst screen musical
(Chicago) but bombed with subsequent
outings (Memoirs of a Geisha, Pirates
of the Caribbean: On Stranger Tides and
Nine). There have also been worries
about the Disneycation of Sondheims
dark plot and complex lyrics and rumors
(fueled by Sondheim himself) about the
deletion of key scenes, especially the
death of Rapunzel.
The movie adaptation features some
high-wattage Hollywood star power, most
notably Meryl Streep as a witch who has
cursed a baker (James Condon) and his
wife (Emily Blunt) with barrenness until
they fetch four objects from famous
fairy tales: the red cape from Little Red
Ridinghood (Lilla Crawford), silken hair
from Rapunzel (Mackenzie Mauzy), a milkywhite cow from Jack (Daniel Huttlestone),
and a golden slipper from Cinderella
(Anna Kendrick). As the baker and his wife
venture into the woods to fetch the magic
objects, they also encounter a variety
of other fairy-tale characters, including
Cinderellas Prince (Chris Pine), Rapunzels
Prince (Billy Magnussen), Little Reds
wolf (Johnny Depp), Cinderellas nasty
step-family (Christine Baranski, Tammy
Blanchard and Lucy Punch) and Jacks
Mother (Tracy Ullman).
Into The Woods goes into wide
release on Dec. 25.

Calculating the value


of a high-end reno
Money well spent or a risk
of over-improvement?

In renovating a home, you must ask


yourself several questions: What do I
want to do? Is this money well spent for
resale, or am I spending it for myself?
How long is this going to take? No, how
long is this REALLY going to take, and
what is the likelihood that I will go crazy
in the meantime?
I bought my rst home, a pretty onebedroom co-op about a year and a half
ago. I spent about 25 percent more than
my original budget because the apartment was so beautiful and had been
mostly renovated. I told myself I wouldnt
have to do anything, except maybe remodel that pesky 80s bisque and linoleum bathroom. Since then, I have
installed new lighting just about everywhere, recongured the entry to the bedroom, gutted the bathroom, replaced the
air compressor, the door knob, the door
lock, installed an alarm system and done
some insulation and electrical work.
I am not much of a cook. My kitchen is
basically a galley behind an arch, where
the space between the galley kitchen and
the arch is an oddly shaped dead space,
separated from the kitchen by a half wall

that has a counter neither large enough


to cook on or dine at. My friend Gordon
Harrison, also a real estate agent, said,
Why dont you remove that half-wall and
make it an eat-in kitchen. Then maybe
youll actually cook something.
When I remove the half wall, I need to
do the oor under it. And I never liked that
oor anyway. Or those counters. If Im going to do that, I want new knobs on the
cabinets to match. And a washer and dryer I dont have those. There now its
an expense justiable for resale. But then
I need to do the counters on the built-ins
in the dining room to match. And the backsplash doesnt go far enough for where Im
going to move the refrigerator. Plus, the
wine fridge should really be built in. I just
sold a house with a white porcelain sink
ooh, its pretty. I want one. Mid-project, I
started to wonder why the ceiling in the
foyer was so much lower than the rest of
the apartment. I came to discover it was
just a bad design decision so I decided to
raise the ceiling. And put a new oor in the
foyer. And a new chandelier.
I renovated a place that I could have
lived with. I now have an apartment
that could possibly be considered overimproved the nishes are high-end
and there is only so much a buyer will
pay for a one-bedroom place, even if its
the penthouse level of a classic building
with a great view that sells for more per

say. I did this for me and I plan to be here
for a while. To be fair, the apartment is a
lot prettier and substantially more functional than it was.
Part of the calculation in your renovation plans has to be resale, of which the
estimated longevity of your tenure in
your home is an important factor, as well
as what other people in the market place
will want. The other part, though, is how
much youre going to enjoy it. I tell all of

my clients, over and over, Your primary


home is not an investment. It is an investment in you. I looked at the comparisons
in my building. Chances are, Ill still probably come out with a small prot if the
market doesnt change much.
