o 1st dipute: In 1956-57 Chinese built a road across the Aksai Chin area. The road
was meant to open Western Tibet to Chinese immigrants and to diver its trade from
its traditional direction into Western China and former Soviet Union
o During Chinese Premier Chou-en-Lais visit to India, he assured that McMahon line
was acceptable to him
o However in 1959 Chou-en-Lai wrote a letter to India claiming thousands of square
miles of Indian territory. He refused to accept the McMahon line saying that it was
the product of British Policy of aggression against the Tibet region of China. China
considered this line as illegal
! War Between 2 Countries: In year 1962
o Reason Of War: Nehru decided to pursue the forward policy which meant that
India was to exercise its effective control up to the borders. By the end of 1961 India
had established about 50 posts all along the border. These tough decisions resulted
into war.
! Latest Development to solve the border dispute:
o During the last visit of Jaswant Singh to China maps related to the Middle Sector
were exchanged. And maps related to the Western and the Eastern sectors would be
exchanged in June and early next year
! Details of the disputable area on the border
o Western Sector: the dispute centers around an area of 33,000 sq km on the Aksai
Chin plateau in Ladakh. The matter is further complicated as Pakistan ceded 5,000
sq km of the disputed area to china in 1963
o Eastern Sector: China continues to dispute Indias claims over 90,000 sq km of
territory south of the McMahon line
o Middle Sector: This is the least disputed sector along Uttaranchal and Himachal
Pradesh. Both the parties have agreed to exchange their respective maps for further
negotiations

Indus Water Treaty: Between India & Pakistan

! Under the treaty independent commissioners of the 2 countries met in delhi in may to review
the status of the treaty
o During their deliberation, they discussed the progress of the ongoing projects on the
Indus Basin both in India & Pakistan
o A date has been decided for the joint inspection of the projects by both the
commissioners
! Historical Backgroud:
o The treaty was signed between Pakistan and India on 19th September 1960 during a
4 day summit between Field Marshal Ayub Khan and Jawahar Lal Nehru in Karachi.
o There were three signatories, the third being the President of the world bank W A B
Iliff.
o The world bank had managed to raise US $1.2 billion for the construction of projects
falling within the purview of the IWT.
o Six donor countries (USA, Canada, Australia, New Zeeland, UK & Germany)
provided the funding
! Provisions Of The IWT
o The waters of the three rivers i.e. Indus, Jhelum & Chenab (called the Western
Rivers) was assigned exclusively for use by Pakistan.
o Non Consumptive use was limited certain volume of water into two canals
emanating from Chenab River in J&K. These 2 canals were the Pratap Canal and
Ranbir Canal which had already existed prior ot 1960 at the time of signing the IWT
o Generation of hydro electric power was limited to the existing power plants and the
plants under construction were allowed to be completed
o Design of any new hydroelectric power plants was to be based on run of river basis
source that all the water of the rivers could flow downstream into Pakistan without
being diverted
o India was given the right to utilize the Western Rivers water for various purpose in
J&K
o No storage of water could be done by constructing reservoirs on Indus or Jhelum
rivers. On Chenab river, only limited storage of water could be done source as not to
reduce the discharge downstream into Pakistan
o Water of Ravi, Beas and Sutlej (called Eastern Rivers) was allocated exclusively to
India, because they formed the lifeline of Punjab in India. It was decided that during
monsoons when these rivers had excess capacity, their water would be allowed to
flow into Pakistan where they would be utilized only for non consumptive use
o

Rise Of China
! Political History Of China
o In 1949, Mao Zedong came into power. He wanted to develop china into a modern
industrial state. But things went wrong during the Great Leap Forward (195861). In an effort to expedite industrialization, rural communes were encouraged to
produce industrial products like steel. This cost the agricultural production dear
leading to widespread famines and starvation deaths.
o In 1978, Deng Xiaping came to power: He emphasized on opening up of the
country to foreign trade and investment. He eliminated the three socialist mainstay
irons of Chinese economy that had inhibited growth in China. Those were: iron
rice bowl (it had guaranteed jobs); iron chains (it had guaranteed management
tenure) and the iron wages (it had guaranteed pay)
! Most of Chinas FDI came from Hong Kong, Japan, Taiwan and Korea. In fact, in the last
seven years, the US share in the foreign direct investment in China has crossed double figures
only once ( 11 per cent in 1999)
! China boasts of worlds largest mobile phone market
! Chinas Growth Statistics:
o In 1978, Chinas total volume of foreign trade ranked No. 27 in the world
o The % of Chinas volume of export in the world trade rose from 0.8 in 1978 to 3.3
% in 1997.
! Main Reason Of Chinas Success: The success of Special Economic Zones (SEZs). The
Chinese SEZs are world in itself as they have a single authority, own laws and administration
! Why China joined WTO:
o The Chinese have creatively used the WTO compulsion to carry out a lot changes
domestically, in the political, legal as well as in the economic sphere
o By joining the WTO, Chinese are hoping to have more trade with Taiwan. They see
Taiwan as a very important element aiding in their efforts toward global domination
in the knowledge based IT industry
! Problems faced by China:
o Unemployment: People from villages are shifting to cities
o Costly Education:
o Glaring gap between rich and poor: Still 60 million people live below the poverty
line
o Per Capita income of china is very low due to large population (GDP per capita=
500$ )
o

Power Sector in India

! Power Scenario of the country
1. In first five year plan, 19.02% of the total plan outlay was marked for power
development
2. The outlay reached maximum in the 6th plan (20.13%)
3. In 9th plan the outlay for power is 25.1% of the total outlay for energy
4. The total installed capacity on March 31, 2001 is 101630 Mega Watt
5. Thermal Plants contribute 79.9% of the total power generation
Hydro Electricity Plants contribute 17.7% of the total power generation
Nuclear Plants contribute 2.4% of the total power generation
6. In 2000-01, the supply of electricity fell short of the demand by 8%(by 13% during peak
demand)
7. The per capita consumption of electricity in India is 350KWH (one of the lowest in the
world)
! Problems in the power sector
1. Technical Inefficiency: In 1997-98, only 54% of the existing installed capacity in India
was utilized. Reasons for such low efficiency
a. Forced Outages: They occur when a unit is thrown out of service due to
unexpected causes such as breakdown etc
b. Plant Load Factor(PLF): Plant load factor refers to the ratio of the actual
generation of a plant to its maximum possible generation during a given
period
c. Auxiliary Consumption: They are also a burden as it reduces the energy
available for transmission
2. Transmission and Distribution Losses(T&D): In the year 1997-98, T&D losses where
21.8% whereas in developed countries the losses are less than 10%
3. Uneconomic Power Tariff: Subsidy on electricity amounted to Rs 37,037 crores in
2000-01. The power is supplied at a mere 18 paise per unit where as it costs government Rs
1.53 per unit
! Power Sectors Reforms
1. Power Sector reforms started in India with introduction of the new power policy of
1992. The new policy invited private investment both Indian & foreign, into the power
generation business through the concept of Independent Power Producers
2. Generation segment has been opened to public sector whereas transmission and
distribution segments are still under consideration. In 1993, a committee of National
Development Council(NDC) comprising 6 chief ministers was set up. Following were the
recommendations of this committee
a. Rationalisation of tariffs through independent regulatory commissions
b. Adoption of transparent policies on subsidies

c. Acceptance of a minimum all India agricultural tariff

d. Benchmarking of tariff at the minimum of 50% of cost of supply and
agricultural tariff not to be less than 50 paise per unit
e. Reduction of T&D losses
f. Privatization of distribution in major/medium sized urban and semi-urban
areas
But nothing have been done to implement these recommendations.
Only implementation has been setting up of electricity regulatory
commissions (ERCs) in 15 states.
3. Electricity Bill Under the consideration of Parliament: The bill seeks to enable state
government to allow multiple agencies to supply power to consumers using a common
distribution network, paying appropriate wheeling charges
! Privatization Efforts in the country
1. Orissa
2. Enron in Mahrashtra

! START-2
o Treaty signed by former president Bill Clinton and Boris Yeltsin in 1993
o This treaty forced Moscow to dismantle all its SS-18 Satan missiles by 2008
! Anti Ballistic Missile :
o Signed in 1972
o This system banned missile defense system

Nuclear Disarmament Treaty between USA and Russia

# It was signed by George Bush & Vladimir Putin on 24th may 2002 in Moscow
# According to the treaty, the US and Russia should slash their nuclear arsenals by twothirds to between 1,700 and 2,200 warheads over the next decade
# Before this START 1 treaty was there, which allowed 6000 warheads
# According to START 2(it was signed by Bill Clinton and Boris Yeltsin), 3000 to 3500
warheads were allowed
# START 3 limited these warheads between 2000 and 2500

What is Bioprospecting?
# It is a term used to describe the centuries old practice of collecting and screening plant
and other biological material for commercial purpose, such as the development of new
drugs, seeds and cosmetics
# Companies that sponsor bioprospecting expeditions hope to find information from the
biological resources they collect that will lead to new products
# What is Biopiracy: the word was coined by the North American Advocacy group, Rural
Advancement Foundation International (RAFI), to refer to the uncompensated commercial
use of biological resources or associated traditional knowledge from developing countries,
as well as the patenting by corporations of claimed inventions based on such resources or
knowledge

Inspiring Article 1
At 27, Nayan Mohapatra doesnt have to explain why he doesnt hold a job and has never earned a single
rupee. Im studying for the IAS, is his stock reply to anyone who wonders what hes been doing in Delhi for
the past three years. Not that the what-are-you-doing question comes Nayans way very often, given that
he allows nothing no morsels of leisure, walks to the market, hair cuts to distract him from realising his
goal.
Nayan, whos surviving in this mad city of 12 million on the strength of his ambition, and a lot of generosity
and goodwill from his Rourkela-based parents, has cleared the Preliminary civil services exam twice, but
hasnt made it past the Mains yet. Im not leaving any room for doubt this time, says Nayan, who lives on a
paltry Rs 1,500 a month, which comes to him through a money order (postmarked Rourkela) every 30 days.
He doesnt cook because its a waste of time, hasnt been home in three years because theres no one to
pay his train fare. Sixteen-hour days, beginning at an unearthly 4.30 am, have run into monochrome months,
even years. His residence? One corner of a room that measures no more than six feet by eight feet, which
he shares with fellow IAS aspirant Sreenivas: 24, Bihar-born, first-timer. A wood plank framed in metal
serves as a bed (blanket, sheet and no pillow). Stacked in two neat columns beneath the bed is evidence (a)
of his progress, which is the number of study books he has mastered, and (b) of the task ahead, which is the
number of books he still has to go through.
No, Nayans not a freak case whose HI (human interest, human interest) story you can despatch to your
newspaper for a congratulatory note from the editor. If anything, hes the prototype of a sub-species the
IAS aspirant (person with a mission), usually from small-town India, who has shifted base to Delhi, chasing
the power dream, sitting in on coaching classes who has an existence on the borderlines of city life.

Basket Case Studies

What would you do if you didnt
make it to the civil services?
Take inspiration from these
real-life instances:
A certain journalist, formerly with The Asian Age spent the better part of his 20s studying for
the IAS. Upon failing to make it past the interview stage for the third time, he gave up hopes of
joining the bureaucracy and settled for a career in journalism instead.
Himanshu Kotwals coaching classes to crack the IAS exams get aspirants signing
up by the droves, but he himself is an IAS flunkie. Four attempts, but he has never
cleared the exams. I know what its all about, though, he reasons.
A science student at JNU, who sat in on classes for the Indian Political System only to
improve his IAS info fund, lay down on one of the campus roads, liqour bottle in hand, crying
brokenly for nearly six hours, when his name wasnt on the IAS list.
The IAS aspirant lives like an ascetic, but aspires for a life flush with comfort. So if Nayan hasnt been to a
movie theatre since Hum Aapke Hain Kaun, its because movies remind him of how far I have to go. And
while James Lotha, an Economics graduate from Nagaland, cherishes the ideal of a Hum Do, Hamare Do
family, I cant think of marrying or even having a girlfriend until I clear the exams. The only distraction
Lotha allows in his study area is a scribbled-on poster of Hollywood hottie Alicia Silverstone.
Youll never bump into the IAS aspirant on a regular day. If you want to seek him out, remember the
following must-check-out places. In Delhi Universitys North Campus, they peer at you from youth hostels
and anonymous one-room shacks, mostly dazed, at times revelling in their cubbyhole existence. In N-41,
Mukherji Nagar a three-storeyed building in the University area for example, each austere floor is
home to four IAS aspirants (that makes a total of 12 men), all in their 20s, all in different stages of
preparation.

Srinivas Kolli, a 27-year-old MBA graduate from Vishakhapatnam, gave up his marketing job with Videocon
International, and landed in Delhi to prepare for the IAS. I lived in a hostel in Vizag where everyone was
preparing for the civil service exams, and before I knew it, I was hooked, he grins. An addiction? So it would
seem. Srinivas college mate Vijay Babu is a veteran at the IAS exam. Next year, the qualified mechanical
engineer will sit for the Mains (chosen subjects: History and Geography) for the third time. What if he doesnt
clear the exam? Ill try again and again till I do, answers Babu, chagrined at the very thought. While rules
are relaxed for SC/ST and OBC candidates, who command 50 per cent of all bureaucratic posts every year,
regular candidates can take the civil services exam up to four times. The upper age limit for regular
candidates has also been extended from 28 to 30 years. But while the number of exam takers hovers
between one and one-and-a-half lakh every year, barely 400 make it into the services.
In the opposite direction from Delhi University is another nerve centre for the IAS aspirant, the Jawaharlal
Nehru University (JNU), where a section of the library has been named Dholpur House, after the UPSC
headquarters. Dholpur House is almost always deathly still, but thats not because theres no human
presence. Every table is host to a row of bent heads, busy cramming the brain with book-loads of
information, or taking practice tests.
They take the IAS exam as a mission and fight till the end, says A. K. Mishra, Director, Chanakya IAS
Academy, of these young men (and some women). Coaching classes at the Chanakya Academy, conducted
by 96 faculty members, run into six hours every day, six days a week. Of the present batch of 300 students,
says Mishra, a majority are from Bihar, followed by Uttar Pradesh, Orissa, Rajasthan and Andhra Pradesh.
The craze to enter the civil services is strongest among the youth from these states, he observes. In the
10 years of the Academys existence, 40 per cent of all candidates have been from Bihar.

-----------------------------------------------This is a copy of a timetable pinned above the study table of an IAS aspirant
There are two reasons for this: a low rate of private sector investment in these states means that the
government is still the largest employer. In a scenario where private sector jobs, if available, leave much
room for insecurity, getting a government job means youre made for life, says JNU professor Anuradha
Chenoy. The clout that a Deputy Commissioner or Superintendent of Police wields is very visible in small
towns and villages. Truly, they are the maibaap, the personification of the power and perquisites that come
with a bureaucratic post. No wonder then, the civil services aspirant will not hesitate to tell you that he only
wants to become an IAS because of the ensuing power and prestige. Your idealism does get
compromised, but if youre an idealist, youll be frustrated in the bureaucracy, admits Kolli, adding that its
hard to think of the intangible good when everyone else around you (dotcommer, financial consultant, IIT
engineer...) is making money.
Chenoy recalls an incident: a student of hers eloped with another (Scheduled Tribe, Northeast) a few years
ago. The upper caste, north Indian parents of the girl came knocking furiously on Chenoys door, demanding
an explanation, vociferous in their condemnation of the good-for-nothing-boy-from-a-lower-caste. Two

months later, Chenoy received a wedding invitation from the parents. The boy had ingratiated himself with
them, because he cleared the civil service exams. Thats how powerful the myth of the IAS is, says
Chenoy.
Mishra makes a second observation about the social background of the IAS aspirant, which is directly
related to how deeply entrenched the caste system is in a particular state. From the days of the preindependence Indian Civil Services till the mandatory reservation for the underprivileged happened, those
recruited to the Indian bureaucracy belonged to the Western-educated, upper sections of society. While the
social base of the administration has now broadened its a behemoth, size eight million its elitist sheen,
instead of dimming, continues to be reinforced by the power myth. Its the shortest route to the highest level
of power, says Mishra of the bureaucracy.
Academics offer an interesting take on the socio-economic profile of the Indian bureaucracy. In a process
called Sanskritisation, it is argued that there is a tendency among the lower castes to adopt the traits and
mannerisms of the upper castes upon gaining access to the bureaucracy, to alter their historical social
position. Its a theory that the IAS aspirant often proves correct. See, a civil servant will get respect and
enjoy privileges whether he is from an SC/ST or otherwise. I want that respect from my people, reasons 24year-old Imkong Ao. This Nagaland youth hopes his ST status, which he wears like a badge, will make his
maiden entry attempt into the IAS club less competitive. But a scribble on his wall, which says Do or Die
Work Hard for the IAS gives a clue to Imkongs determination.
AND what happens when the aspirant becomes the bureaucrat? My fathers wishes will be fulfilled, and
everyone in my town will have regard for me, is what Shivendru Kumar believes. The 27-year-old from
Bihar lived through a traumatic phase when he failed his first attempt, after which he shelled out Rs 12,500
to join an IAS study circle in Delhi. The fact that he has never earned a single rupee so far doesnt bother
him: Ill get into the IAS, and then well see.
Obviously, clearing the civil services exam is an end in itself. Stories of drunk, I-made-it men, sprawled on
the ground, chanting meri life ban gayee have been elevated to the status of IAS lore. The IAS aspirant is
not an idealist, and either does not want to, or think it possible to introduce changes in the swollen and
festering system. A few years of absolute penury and relentless studying, obviously, are not a big deal,
when the power-perquisite package deal swirls so seductively in your dreams.
But beneath the determination, contingencies abound (what if you dont make it, ever?). The state civil
services are the second option for most, while others, like Mizorams Khawlsiamthanga Khawlaring, 24, have
reserved a teaching post in their hometown universities. Santosh, a qualified mechanical engineer from
Madhya Pradesh, says hes taken up studying for the IAS exams as a challenge a job with Bharat
Petroleum is still waiting. At least Ill be personally enriched, if nothing else, reasons Santosh, who hasnt
had a haircut in nine months too much trouble.
Of course, the IAS aspirant now has another forum to exhibit the information overkill in his brain: Kaun
Banega Crorepati, where the now-famous Harshvardhan Nawathe recently made his first crore.
-----------------------------------------------------------------------------------------------------HARSH MANDER, a former teacher at the Mussoorie Academy, questions the basis for
selection of bureaucrats
I have just returned from a visit to a remote tribal district that straddles the hills in the fertile Imphal valley of
Manipur. Amidst rich green paddy fields and forests, the people find themselves trapped helplessly in the
unending cross-fire of the underground and the security forces. The district is located within the life-line of
the thriving trade in trafficking of drug and arms. As despairing youths destroy their lives by getting hooked
to drugs, clans kill each other in pursuit of mindless, ancient vendetta. Forests are depleted, and a bloated
and corrupt state apparatus criminalises shifting cultivation. In such a bleak terrain, people have pinned their
hopes on an unlikely figure, the Deputy Commissioner, Sajjad Hassan, a young man, who in a few months
has won the hearts of the ravaged people who live within the district of his jurisdiction.
Powerful youth groups swear by him, village people have been touched by his humanism and courage. He
refuses to move around with security, despite threats from persons in high places with close links to the
underground.

Such men and women are rare in the Indian civil and police services. But they exist. And it is the unsung,
unacknowledged heroism of officers such as this DC in distant Manipur, that sometimes provides temporary
succour to people who have learned to live mostly without hope. The legal and regulatory regime that has
invaded the lives of ordinary people in the furthest corners of the country, has ensured the utter and
continuing dependence of people on state officials for daily survival. And yet, people mostly encounter only
corrupt, arrogant and arbitrary exercise of state power as they valiantly struggle to survive.
Despite this, the elaborate system of recruitment that we have inherited from our colonial predecessors,
finds no place to assess qualities of character in selecting people into the civil services. What is measured,
and that too imperfectly, is the sharpness of mental abilities and the stamina to work through a long, arduous
and in most ways pointless examination. What is relevant to the real job in the civil services, is only aboveaverage intellectual abilities, not academic brilliance. What is most required instead is steadfast courage of
convictions, compassion, empathy, respect for people and democratic traditions, and unshakeable integrity.
The fact that these qualities are unusual in the civil services, is partly because these are never actually
sought in those who are chosen to join the ranks of the still elite government service. And if they are found in
new recruits, by some happy accident, there is nothing that is done by the government to nurture these
qualities of heart and character. Instead, battered by frequent transfers, marginal postings, peer pressure,
and regular manifestations of ministerial displeasure, the system does all it can to wear down these qualities,
and to fit the officer into the mediocrity of character and convictions, that are so characteristic of the
mainstream. All but the most resilient and maverick survive over the years.
What is the solution to all of this?
People have debated over new systems of recruitment to select people of character rather than intellectual
skills for the civil services, but nothing has actually changed. There are many who believe that tests of
character are impossible, and instead it is training and nurturing of people of moral fibre once they are
recruited, which is the answer. Yet others believe that training of men and women who are already past their
mid-twenties is futile, even more so in todays cynical age. In my own years of service on the faculty of
Indias training institute for fresh senior civil servants, in Mussoorie, my experience was that young people
entering the civil service are very often searching for meaning and value in their work. I found a great many
that I could believe in, and love, and trust. And as I now travel across the length and breadth of the country, I
find deep satisfaction in the fact that there are many like the DC in Manipur who continue to cling steadfastly
to justice and probity in very hard circumstances. However, such people remain exceptions, and their
tenuous place within the vastly overgrown and wasteful system of governance, renders them in the last
analysis, utterly ineffective and marginal to larger social processes of oppression and marginalisation.
In the end, the hope for people living in poverty lies not so much in finding better civil servants, although this
search should never end, but instead in dismantling the huge and parasitical superstructure of negative
powers of the state over their lives. It is the hands of ordinary people themselves that need to be
strengthened, to make government more accountable, transparent and responsive to them. The age of the
overarching state must come to an end, and there will be few tears shed at its demise.

examination. The idea is to see the social traits of a person and his personality as suited to a career
in the Civil Services. If a person gives the impression of being a bookworm, the chances of his
selection are reduced. The candidate must exhibit an intelligent interest in events happening
around him so that he appears to be a complete personality.

The path to the coveted Civil Services is full of ups and downs and is a highly uneven track to
traverse. Before taking a decision about Civil Services as your career, it is expedient to check up
oneself and remain determined after wards. The first and foremost thing to decide while aspiring
for Civil Services is the judicious choice subjects for the Prelims and the Mains. This is the most
important and first step of your journey and should be accomplished most carefully as coming
things hinge on it and a wrong decision may prove to be disastrous. Careful analysis of syllabus,
previous years papers, your calibre, requirement of subject (Visionary, Numerical, Theoretical),
comfort level with the subject and past trends should be done. Advice from seniors and fellow
candidates should also be sought. To avoid dithering in choice at later stage, initial deep thinking
and consultations are a must. Having decided the subject, it is advisable to stick to your choice even
if the perception of others about it is not favourable. Preparation for General Studies can be done
hand in hand while preparing for Optional papers. Good mix of study hours for General Studies and
Optionals makes study enjoyable and it becomes easy to sustain for long hours without losing
interest and enthusiasm. Before Prelims result, one Optional can be exhaustively prepared so as to
have an edge during study for the Mains and also to ease out burden during these busy days.
General Studies, though does not have any limits, yet syllabus as outlined by UPSC gives quite
good understanding of the question paper. General tendency about General Studies paper is to
devote much more time on unproductive readings which, in reality yields little returns. Concentrate
on what is more probable, followed by probable, then less probable if time permits. Even if you do
not cover less probable ones, you are not at much o floss. So, be secure and study systematically.
Being a regular reader of newspapers n magazines gives good command and writing skill, hence,
his should be made a habit. Trend now-a-days has shifted more towards current issues, hence a
thorough awareness of recent happenings is mandatory. one you achieve the threshold
in General Studies, more efforts should be put on Optionals (Especially in Prelims) as it is more
scoring and is the hub of success. For Mains, syllabus is quite beautifully elaborated and we know
beforehand the study topics. Ready reference material as published in some magazines is of great
help. I believe that the preamble of UPSC Question Paper are the instructions on the front page of
the paper. Give some time in reading the instructions and follow them. By doing this, you are
averting a possible source of error which could creep in if you do not read them. Follow the worldlimit as prescribed at the end of the question to the extent possible. Try to confine your answer
within that limit, never exceed it. The art to express many contrasting views in a confined word
space comes through practice, so practise some previous years question papers. Be your own while
writing, never try to imitate anybody. Your expression needs try to be limited yet comprehensive
while writing General Studies paper. In Essay paper, your imagination can reach zenith but with a
purpose, never divert from the main topic. To ensure, work out the sub-titles, rearrange them if
necessary and once you are satisfied with the rough work, elaborate are satisfied with the rough
work, elaborate on this outline after wards. There is no standard word-limit yet. What one can
effectively write in 3-hour duration is good enough length. My essay consisted of approx 2500
words. Conclusion should be drawn only at the end, take a balanced approach and write whatever
good comes to your mind at the end, take a balanced approach and write what ever good comes to
your mind at the moment. Devote initial 40-46 minutes on preparing rough outline. Next 2 hours
for writing inflow and last 15-20 minuets for review and corrections. In addition to Competition
Success Review and standard books, I studied History Polity of Spectrum Series books,
Economics, Science & Technology and Geography through MnM Series books which I found
quite useful. Approach to Optional paper is not universal and is individual specific, adopt such
strategy which you are comfortable with and which fits into your constraints. Since, I am working
with maruti Udyog, I did not have plenty of time as against my fellow candidates. I has to evolve
and finetune my strategy to cover up such a huge Mechanical Engineering and Mathematics
syllabi apart from General Studies & essay. How to write an answer is equally vital for
Mechanical Engineering/Mathematics paper as it is for General Studies & Essay. Students

sometimes ignore basics and it costs much. Before proceeding, state all the assumptions involve
and try to give minutes plausible details, adopt step0by-step approach, see that no vital step is left
in between, as these steps are the links and missing or weak links can never ensure good strength of
the answer, so be careful about it. All this sequential and systematic answering comes through a lot
of practice and analysis of standard answers. Simulate the actual examination hours at home to
judge your performance and to plug any loopholes. For the Personality Test one should better form
a group of 3-4 people as the preparation for Interview cannot be done in isolation. All would
agree that personality is a life-time asset and expecting miraculous alterations in personality in a
span of a few days or weeks is not possible. Yet, efforts can be made to overcome major deficiency
and polish p views and opinions. Remember, no one is omniscient and non-awareness of something
should be admitted with politeness. Only those people learn who have urge to change an willing to
accept new ideologies. If at any point of time, you could show that your approach is flexible an
amenable the world is yours. It is better to say No than to bluff around. Those interviewing are
highly experienced persons and know much better than us, therefore one should be expressed only
if asked so, never start giving history of an issue, unless asked to do so. Of the question put is not
clear t you, politely ask for more information. It is not the factual knowledge but your views which
are on test. Always observe interview etiquette and be honest, polite, convincing an modest.
Arrogance, rigidity, flicking round the issue should be avoided. A lot depends upon the Almighty,
so pray often. Be self confident but not complacent, honest, motivated, have patience and be
optimistic. Work hard as there is no short-cut to success and hard work never goes unrewarded. I
would like to quote Swami Vivekanand (often my eldest brother reminds me of it): Arise awake
and rest not till the goal is achieved. There are many ups and downs during the course. It is the
downs which need to be tackled more vigorously and skillfully, it is when a persons qualities are
on test and they emerge as winners who have these qualities. To cite my example, I was often told
that it is just impossible to think for IAS while working. I was advised sometimes even to quit the
job. Yet, I managed to come out with flying colours despite all these hiccups kudos to good
planning, my faith in Almighty, parents blessing, hard work and Gods grace. I have read
somewhere that winners are those who manage their hardships effectively and do learn from our
mistakes makes us successful. Never feel depressed, self confidence and inner strength are the
two basic requirements for anybody to appear in this examination. Believe in yourself. You are
your own best judge and you know which areas are weak and nee reinforcement. General
perception around the Civil Services aspirants regarding Mechanical Engineering is highly
discourage yet I took it and got success. So never get carried away by others. Profound Faith In
God, Strong Will Power and Dogged Pursuit Do Bear Fruit -Ms. Manju Rajpal, IAS Topper
Among Women 2000 Winners dont do different things, but they do the things differently - these
lines appearing in the Preface of Shiv Kheras Book You Can With touch the very fathom of
success or failure in life. There are no roses always strewn on the path of those moving towards
their goal in life; instead the thorns in the way is the biggest truth of life. I never agree with
those who think failure s synonymous with lick. Every sweat of your brow through hard work bears
the splendour of your bright career and this ensures your Golden Tomorrow. Those who keep faith
in their capabilities, shape their future with their own deeds. We have t take exam/test at every step
f life. Therefore, whether it is a competitive exam or a sundry struggle in day-to-day life, till you
have the high aim of standing first or coming out victorious therein, the pinnacle of success remains
a distance dream. The first step towards success is to choose your goal honestly and thereafter to
make dedicated efforts backed by strong determination t achieve it. By honesty, I mean that incases
you are selecting Civil Services s your career, the first quest ion that you should put to yourself is:
Whether you want to become the same of which you are making efforts. It is very easy to inherit a
dream, an aspiration or a goal but to muster courage to convert it into reality is surely a difficult
task. Therefore, if father desires, mother has a dream or it is a pressure from your social circle or
family that you have to be a shining star in the firmament of civil Services but you are planning, for

your job satisfaction, quite a different a career for you, my advice to you would be to reconsider
your decision for making Civil Services as your goal. If the decision to join Civil Services is
your own, then assess your suitability in the context of your capabilities to see whether you passes
the requisite self-confidence, dedicated efforts, strong determination and commitment; the reason
being that the lack of constant and hardwork leading to initial setback or failure to achieve the
desired success engulfs the whole personality into darkness. If your decision is backed by an honest
assessment of positive aspect of your capacity or capability, then proceed towards your goal in right
direction and, believe me no obstacle on the way can ever waver you from your path. By right
direction; I mean that if you want to ensure your success in Civil Services, then it is
desirable to make a right selection of study material. I have seen many candidates studying a lot
which is hardly necessary. Therefore, dont waste your energy. Take a decision on the basis of the
nature of your Optionals whether extensive or intensive study is required. Always use authentic and
dependable study material brought out by standard publishers. You must be quite serious in the
selection of your subjects. Some subjects are considered scoring and that the chances of success
therein are rated quite high. This is a wrong method of subject-selection. Subject-selection should
be always based on your interest in the subject, availability of study material and your ability to
understand the nature of the subject as a first reaction, better evaluate your deficiencies in the
subject and try to remove them. In my opinion, keeping in view the moral disequilibrium
and fall in performance level as a result of such frequent change of subjects, it is better to stick to
your original after rectifying your drawbacks. Preparation for civil Services demands right
time-management. If there is something more valuables than time, it is Time only. Therefore,
instead of wasting the interlude between completion of prelims exam and its results, prepare at least
one Optional, assuming that you would be successful in the exam. Then at the time for General
Studies and the other Optional. At the same time, one of the criteria for selection for Civil Service
is that how for a candidate succeeds in expressing himself through originality of thoughts;
excellence and analytical presentation via effective writing. An indepth study of the subject is
desirable but there is a world of difference between knowing all and effective presentation of
requisite knowledge. Therefore, make constant efforts to develop your expressive power. Keep
your self-confidence intact while appearing for the Prelims and the Mains, then only you can
attempt the Question Paper in a reasonably logical way. Select Questions after utmost thought and
instead of making hurry in answering the questions, it is better to understand their true content. In
prelims, while it may be alright to answer objective questions on the basis of intelligent guesswork
but in the Mains, logical and fact-based and to the point answer are desirable. In General Studies, if
you do not know the answer to a particular question, it is risky to attempt it with guess work or on
the basis of wrong information. While selection topics in the Essay Paper, always be careful that it
should contain not only factual or informative data but there should also be analytical presentation.
During interview, keep in view that no Training institute can improve your personality completely
although some of these Institutes provide an avenue to be helpful through well-planned preparation
and Group Discussions. During Interview, keep in mind that the members of the Board are more
experienced than you; therefore, an attempt of focus your personality is to invite risk. Whatever you
are, keeping faith in yourself, have a balanced view of the questions put to you. Have faith in life
and have positive outlook towards various developments; thereby you acquire the moral prop to
face difficulties To sum up:- (No mater whether you take only a few steps, Go on your chosen
pathwith positive state of mind, Your destination will reach you automatically: O grumbler with
your forethought and planning, You can even change your destiny) you will find that a stone
thrown up with right intent could make a hole in the sky. Hard Work, Focussed Approach And
Faith In God Are Instrumental In Achieving Your Goal - Santosh Kumar Misra, IAS Topper
2000 (2nd Rank)

1. Focus on Mains : Always target the Mains Exam and make passing the Prelims a critical
but incidental objective. If you always focus on Prelims result and dont think of Mains till
the Prelims result are out, you will end up as a loser because there is hardly any time left for
a thorough preparation. So always aim at the Mains.
2. Revision is a must : Always remember anything you could not revise prior to the
examination is as good as not having prepared at all So always make sure that youre able
to revise whatever youve prepared just prior to the examination.
3. Practice, Practice and Practice (Especially for maths) : Go through the unsolved papers
of the previous years and solve them. Try to monitor you speed. Speed is of utmost
importance in this examination
4. Have a Small Group : Preparing alone is extremely boring and at times frustrating. So
form a small group with your friends, and have regular discussions, e.g. in History, Polity,
etc. it helps to keep your tempo up.
5. Dare-to-Bare Attitude for your Personality Test : Given the extremely short time (25-30
minutes) in which your personality is assessed, it is your responsibility to bring out your
very best in front of the board. This should be done in a very modest way and it should not
appear as if you are boasting. The risk in baring yourself in front of the board is that you
will also be exhibiting your weakness. So do it in a pre-planned and well-planned way.
6. General Dos & Donts for the Interview: (i) Be utmost respectful to the board. They are
usually very senior and learned people. (ii) Have no biases for any Board . Dont go by any
stories doing rounds in your campus corridors. (iii) Never make any sweeping statement (iv)
Accept your mistakes boldly.
7. Overall : Be patient and maintain your pace. This examination is all about tenacity and
perseverance. Dont lose heart and work hard. Your efforts are bound to succeed.
8. Suggested study Time-Table: Say you are appearing in Civil Services Examination, 2001.
Here is how I recommend going about it: (i) Start in December 2000 (ii) December 200February 2001: Finish your Optional (i.e., the Optional other than the one youre taking in
the Prelims. (iii) March & April 2001) : Devote fully to the Preparation of Optional 1 (i.e.,
the subject youll opt in the prelims) thoroughly. (iv) May 2001 should be spent exclusively
for Prelims. A selective and precise coverage of syllabus is required. (v) For General
Studies in Prelims, all you need is a collection of Competition Success Review issues from
December to May. Just go through them and try to pick as many facts as you can. Also
solve the previous years General Studies Prelims and Model Papers published in
competition Success Review. (vi) Take a break after the Prelims for 10-15 days. Relax and
re-energise yourself for the last four months of the year-long battle. (vii) Complete the
Optional-1 where you left it at the time of Prelims. This should be done by the middle of
July. (viii)Give second half of July and August to your Optional -2, once again. (ix) Prepare
all your General Studies including current events in September and leave October for
Revision. Time Table For The Preparation Of Civil Services Examination : 2001-2002
December- 2000 January - 2001 Optional February- 2001 March - 2001 Optional 0 1 from
April - 2001 Mains point of view May 2001 Optional - 1 and General Studies from June20001 Prelims point of view July- 2001 Optional - 2 August- 2001 & September - 2001
General Studies October- 2001 Revisions During revision or otherwise in nay spare time
you should go through al the issue of magazines like Competition Success Review (of that
particular year) and it will be extremely rewarding, I can guarantee that. (x) After your
Mains are over, take a break for say a month or so. Just keep reading Newspaper/Magazines
(Hindu & Frontlines international events are a good combination). You should be in
touch with magazine like Competition Success Review. (xi) From January 2002 you should
start preparing for your round two. Prepare the topics you could not do in your lst attempt
and try to cover any, new areas where you feel you were weak. By March 2002, you should

be fully prepare to tackle the Mains once again (hopefully you wont need it, still it pays to
be prepared). (xii) In March the results come out and immediately afterwards you should
start your interview preparation. Interview : Interview preparation does not require one to
stuff oneself with facts, ability to analyse and to critically examine an issue is what actually
counts. Facts you may not know and there is no harm in saying so to the Board but you
must be able to think laterally and analyse all dimensions of the topic under consideration.
Speak honestly, truthfully and with modesty. Understand the questions before answering
them and clarify the points if you did not understand them. Many a time what happens is
that your answer is misinterpreted, so do not hesitate in clarifying it. Framing your own
questions and answering them (especially recording them on to a tape and listening them) is
a very useful technique, if you dont feel confident. Otherwise also it is extremely helpful in
making a correct choice of words while answering a question. Hard Work, Good Planning,
positive Approach and Faith In God Ensure Success - Vinod K.Jacob, IAS Topper 200
