On the Proposed 60-Store Retail Outlet Mall at Turning Stone
DEMANDS REMOVAL OF ONEIDA COUNTY EXECUTIVE PICENTE AS NYSAC PRESIDENT

Waterloo, NY, November 21, 2014: Chairman of the Seneca County Board of Supervisors,
Robert W. Hayssen, released a statement reacting to the announcement that a 60-store retail
outlet complex will be built as part of the Oneida Indian Nation's Turning Stone Casino. The
project is supported by Oneida County Executive Anthony J. Picente.
In his statement, Chairman Hayssen says that Native American expansion into the retail
market will threaten the economic survival of many New York State counties. He vehemently
criticizes Picente for his support, and calls for Picentes removal as President of NYSAC
(New York State Association of Counties).
While the New York State Casino Facility Location Board makes its decision, Chairman
Hayssen proposed to Mr. Picente the idea of an Interstate 90 Casino Corridor Association to
benefit all of the businesses from Albany to Rochester. Mr. Picente ignored the suggestion.
Hayssen says he continues to wait for Picentes response but it appears that Mr. Picente is
only interested in an Exit 33 Corridor that will benefit the Oneida Nation and Turning Stone
Casino.
This project has been one of my biggest fears for over ten years, regarding Native American
Indian expansion in NYS. It means the loss of not only property tax revenue but sales tax
revenue for our Counties, said Chairman Hayssen.
NYSACs mission is to represent, educate and advocate for New York's counties and the
thousands of elected and appointed county officials who serve the public.
Hayssen believes that Mr. Picente is focusing on Native American expansion and not on New
York State taxpayers. This creates a conflict of interest and he is asking New York State
counties to oppose Mr. Picentes position as the president of NYSAC and urge his immediate
removal as the President of the Association.

Oneida County Executive Anthony Picente is back to drinking the Turning Stone Kool Aid,
believingthataproposedluxuryoutletmallatTurningStone,RayHalbrittersoffshoretax
free haven is good for Central New York. This project has been one of my biggest fears, for
morethantenyears.Itmeansthelossofnotonlypropertytaxrevenuebutsalestaxrevenue
forourCounties.Thelossofsalestaxesongasolineandcigarettesisonethingbutmovinginto
fullblownretailwillthreatentheeconomicsurvivalofmanyCentralNewYorkcounties.

Mr. Picente, most likely hasnt told the good people of Oneida County that the sales taxes
collectedatMr.HalbrittersluxuryoutletmallwillgototheOneidaIndianNationcoffersand
not to the overburdened taxpayers of Oneida County. That is if they really collect the taxes.
WhatsnextanewWalmart,aBestBuy,anewcardealershipontheOneidaIndianReservation
thatwasrubberstampedbyMr.Picente?Thelistisendless.

For us in Seneca County, there is the potential for our property taxes to spiral into an
unmanageable and uncontrollable crisis. I say this as wehave the Cayuga Indians, waiting in
thewingstotakecontrolofallsalestaxgeneratingbusinesses.ThisnewTurningStoneproject
emboldensthemtoexpandtotheretailsector.SenecaCountyhastheoutletmallandwithout
thesalestaxwemightaswellleaveandgiveSenecaCountytotheIndians.Atthepresenttime
we have three factions of the Cayuga Indians at war so to speak, which will most likely turn
nastybeforeitisresolved,butwhentheydogetorganizedweareintrouble.

It is laughable that Mr. Picente, Ray Halbritter, Jeff Gural and the rest of his goons think the
Lago Destination Resort Casino is too close to Turning Stone, but the Outlet Mall in Seneca
CountyandevenDestinyinOnondagaCountywillnotbeaffectedbytheirproposedoffshore
taxfreehaven.

Does Mr. Picente care about the other businesses in Oneida County or is he just trying to
ingratiatehimselftoMr.Halbritter.

WiththisannouncementSenecaCountyseconomicfuturehasbecomeevenmorecloudedand
acasinolicensehasbecomeanecessityforoursurvival.

I asked Mr. Picente for a summit to discuss the idea of an Interstate 90 Casino Corridor
Association to benefit all of the businesses from Albany to Rochester and not just the
monopolisticdrivenTurningStone.Stillwaitingforaresponse.Thetruthistheonlycorridor
associationhecaresaboutisTheExit33Corridor,thesoontobethelittleHongKongofNYS.
Also funny, last month he only was attacking Seneca County and indirectly our surrounding
CountiesbutthismonthhehasextendedhisgrasponallofCentralNewYork.Imsure,behind

the scenes he is attempting to eliminate any casino proposal in the Capital Region that is
remotelyanywhereneartheTurningStonemonopoly.

IamcallingonalltheCountiesofCentralNewYorktowakeupbeforeitistoolate.Iimplore
countyofficialsandresidentsfromacrosstheregion;toletMr.Picente,thePresidentofNYSAC,
knowthatyoudontsupporthisoffshoretaxfreehaven.Iamalsocallingontheremovalof
Mr.PicenteasthePresidentofNYSAC,anassociationthatssupposedtorepresentall62New
Yorkcounties.
