CBFPACallsOnGov.ElectWolfToAppointCleanWaterCommissionInFirst100Days
AsGov.electTomWolfcontinuestoannouncehistransitionteam,theChesapeakeBay
FoundationPAcallsonhimtoensurethathisnewadministrationmakescleanwaterapriority
andcommitstheneededresourcestoworktoimplementPennsylvaniasCleanWaterBlueprint.
Nearlyonequarter,almost20,000miles,oftheriversandstreamsthatPennsylvanians
relyonforfishing,recreation,farming,andfordrinkingandhouseholdusesarepolluted.
TheBaywatershedincludesoverhalfoftheCommonwealth,andimplementingthe
Blueprint,willensurethatPennsylvaniaslocalriversandstreamsarerestoredtohealth,andwill
contributetotherestorationoftheChesapeakeBay,saidCBFsPennsylvaniaExecutive
DirectorHarryCampbell.BycleaninguplocalwaterwaysGov.electWolfcanimproveboth
ourqualityoflifeandtheeconomicvitalityoftheCommonwealth.
Unfortunately,arecentanalysisbyCBFofprogressmadebyPennsylvaniashowsthat
theCommonwealthspollutionreductionactivitiesneedtobedramaticallyacceleratedifweare
toachieve60percentofwaterqualityimprovementsby2017,asscheduled,andtoavoid
regulatorybackstopsthatcoulddramaticallyaffectlocalcommunitiesandbusinesses.
AgrowingnumberofPennsylvaniacountieshavesignedCBFsCleanWaterCounts
resolution,recognizingthatreducingwaterpollutionbenefitsallcitizensoftheCommonwealth
byprotectingdrinkingwaterquality,supportinglocalandregionaleconomies,improvingaquatic
habitat,andensuringwehavenumerousplacestofishandswim.
CBFseconomicanalysisindicatedthatcleaninguptheriversandstreamsin
PennsylvaniathatflowtotheChesapeakewillresultinmorethan$6billioninadditionalnatural
benefitseachyeartotheCommonwealth.
Gov.electWolfcanshowhiscommitmenttocleanwaterandeconomicgrowthby
ensuringthathisadministrationispositionedtohelpimplementpracticesthatreducewater
pollution,particularlyfromagriculturalsourcesandurbanandsuburbanpollutedrunoff.
Tojumpstartrestorationoflocalwaterways,CBFcallsonGov.electWolftoestablish
aCleanWaterCommissionwithinthefirst100daysofhisadministration,Campbellsaid.The
commissionshouldbetaskedwithoutliningaspecificcourseofactiontorestoreandprotectall
thelakes,rivers,andstreamsofPennsylvania.
CBFalsocallsforthereconstitutionofstakeholderworkgroupstoadvisethe
DepartmentofEnvironmentalProtectiononstrategiestoreducepollutionfromagriculture,
urban/suburbanrunoff,andsewagetreatmentplants.
Thoseworkgroupsshouldincludemembersfromtheprivateandpublicsector.Inthepast
theseworkgroupsservedasvitalcommunicationhubsamongstateandfederalagenciesand
thoserepresentingcleanwateradvocates,farmers,businesses,communities,researchers,and
others.
WelookforwardtoworkingwiththeWolfAdministrationtowardagoalofensuring
thatallPennsylvaniansenjoycleanriversandstreams,Campbellsaid.TheCommonwealths

relatedtonaturalgasoperationspromptedbyarecentU.S.SupremeCourtdecision,considering
recommendedchangesfromthePASupremeCourtdecisionlastDecemberoverturningpartof
theAct13drillingactandfinalizingthelongtermSouthwestPAMarcellusShaleairmonitoring
study.
AunkstsaidDEPsowntransitionreporttotheincomingAdministrationisnearly
completedandwillbesenttotheGovernorsOffice.AsoftheCouncilmeeting,Aunkstsaidhe
hadnotbecontactedbyanyoneontheWolfTransitionTeam.

Part1oftheCouncilsTransitionReportdealswithissuesrelatedtoDEPleadership
challenges,publiccredibilityandpublicinvolvementandmultistateregionalcooperation.
Amongtherecommendationswere
SelectionofSeniorStaff:TheReportnotedtheselectionoftheSecretaryandseniorstaffis
amongthemostsignificantenvironmentaldecisionsfacingtheGovernorelect.Amongother
qualities,theCouncilsaidtheSecretaryshouldhaveexperienceinmanagingcomplex
organizations,havetheabilitytobothlistenandleadandbecapableofestablishingand
implementinglongtermagencygoals.
AgingWorkforce:Councilsaidoneofthemostsignificantstaffissuesthenew
AdministrationwillfaceistheageoftheDEPworkforce.Fully30percentofDEPstaffwillbe
eligibleforretirementinthenextfouryearschallengingDEPtoretaininstitutionalknowledge,
trainnewstaffandretrainexistingstaff.
InformationTechnology:TheReportcreditedDEPwithmakingsignificantstridesinusing
informationtechnologytoadministeritsprograms,inparticulargeographicinformationsystems.
However,theagencyremainsfarbehindprivateenterprisesinusingITsystemstodomuchofits
permitandreportingwork.Increasingtheuseofinformationtechnologywillnotonlymakethe
agencymoreefficient,itwillimprovetransparencybygivingthepubliceasieraccessto
importantagencyinformation.
FrankDiscussionOfBudget/StaffCuts:Overthepast12years,stateandfederalfundingto
supportDEPprogramshavebeencutsignificantly,thereportpointedout.Over$2.3billionin
environmentalfundinghasbeencutordivertedtootheruses.Atthesametimethenumberof
DEPstaffpositionshavebeenreducedbynearly20percentduringthatsametimehittingsome
programs,particularlythoserelatedtowaterquality,veryhard.
Councilsaidnowisthetimeforafull,frankandsystematicdiscussionoftheagencys
budgetaryandprogrammaticfuture.TheDepartmentcannotcontinuetoshoulderamyriadof
mandatesandcommitmentswithouttheresourcesnecessarytoframeappropriatestandards,
thoughtfullyreviewrequiredpermits,andputbootsonthegroundtoassureongoing
compliance.
Tothisend,theCouncilrecommendsthattheDepartmentsseniorleadership,in
consultationwithCAC,undertakeasystematicprogramperformanceandefficiencyreviewof
allmajorDEPprograms.
Thisevaluationshouldincludeconsiderationof(1)whattheagencyismandatedtodo
undercurrentlyapplicablestatutesandregulations,(2)whattheagencyiscurrentlydoing(and
thedegreetowhichthatmeetscurrentmandates),(3)howtheprogrammeasuresits
performance,andwhetherthosemeasurementsincludeappropriateenvironmentalquality
indicators(e.g.,notjustcountingnumberofinspectionsconducted,butratherwhattrendsare
evidencedinwaterandairquality),and(4)identificationofgapsandareasforimprovement,
withrecommendationsforprogramadjustmentsthatcanbemadetoimprovedeliveryof
environmentalquality.
RenewPublicTrustInDEP:Thereislittledoubtthatpublicconfidenceinthe
Departmentscommitmentandcompetencewithrespecttoenvironmentalprotectionand
implementationofenvironmentalprogramsiscriticaltoitsabilitytoperformitsmissionand
addressnewchallenges.Butpublictrustmustbeearned,Councilsaid.
Oneaspectofpublicconfidencebuildinginvolvesanopendoortoallstakeholders,and
indeedaconcertedfosteringofdialoguebetweenandamongsuchstakeholders.Thepublic
distrustspolicieswhichareperceivedtobedevelopedbehindcloseddoors,orthroughadialogue
withonlylimitedperspectivesatthetable.
MakeMoreEffectiveUseOfAdvisoryCommittees:Separately,theCouncilTuesday
adoptedaseriesofrecommendationsonimprovingtheuseofagencyAdvisoryCommittees
whichwereincorporatedintotheTransitionReport.
TheAdvisoryCommitteeReportincludedrecommendationsintheseareas:reviewing
AdvisoryCommitteeresponsibilitiestoidentifygapsandoverlapsestablishaschedulefor
periodicallyreviewingexistingregulation,technicalguidanceandprogramstomakethemmore
effectiveestablishandsharebestpracticesbetweentheCommitteestoensuretheyarealltreated
thesamewayandapplytheexistingAdvisoryCommitteetechnicalguidancetoalladvisory
groupsformallycreatedbytheDepartment.
RebuildingBipartisanSupportForEnvironmentalPrograms:AsformerSecretary
MauriceGoddardexpressedthepoint,thereisnosuchthingasaRepublicanforestfireora
Democraticflood.Almostallofthemajorenvironmentallegislationnowonthebookswasthe
resultofbroadsupportacrosstheaislesinbothhousesoftheGeneralAssembly.
Improvingenvironmentalqualityshouldnotbeadivisive,partisanissue.Tackling
environmentalissuesbetheylegacyminedrainageorairqualitychallenges,watersupply
infrastructureorstormwaterrequireslongtermcommitments,andsuchcommitmentstobe
successfulmustbebuiltandsustainedirrespectiveofwhichpartymightbeinthemajority.
PartofthechallengefortheDepartmentsnewleadershipwillbeendeavoringtorebuild
thatbipartisanapproach.
MultiStateRegionalCooperation:Notingenvironmentalmedialikeairandwaterdonot
honorhumanmadeboundaries,theCouncilsaidDEPsleadershipshoulddomoretofoster
regionalcooperationindealingwithissueslikedrillcuttingsandwastewaterfromoilandgas
operations,regionalozonepollutionissuesandthestatesmajorriverbasins.

Part2oftheTransitionReportwillidentifyissuestheCouncilbelievesthenew
Administrationshouldfocusonoverthenextfouryears.Amongtheinitialissuesidentified
were:allocationofaproposednaturalgasseverancetaxtoenvironmentalprograms,climate
change,waterandwastewaterinfrastructure,onlotsewagesystemsprogramimprovements,
implementationoftheChesapeakeBayWatershedcleanupcommitmentsandaddressingthe
statesabandonedminelands.
TheTransitionReportisbeingdevelopedbythePolicyandRegulatoryOversight
CommitteeofCouncilheadedbyTimWeston.
AdvisoryCommitteeRecommendations
ThereportCounciladoptedTuesdayonimprovingtheeffectivenessofagencyAdvisory
CommitteeswasbasedonsignificantinputfromtheCommitteesthemselves.
ThePublicParticipationCommitteeofCouncilreceivedresponsestoasurveyit
conductedfrom18ofDEPs22AdvisoryCommitteeaskingthemtoevaluatetheirinteraction
withDEP,whethertheiradvicewastakenseriouslybytheagencyandthelevelofadministrative
supporttheCommitteesreceived.
Overall,theresponseswereverypositivewiththeCommitteeChairssayingtheyfelt
theiradvicewascarefullyconsideredbytheagencyandtheCommitteeswereadequately
supported.
CouncilalsoinvitedAdvisoryCommitteeChairstoaroundtablediscussionafterthe
CouncilsOctobermeetingtohavealivediscussionofissuesofconcerntotheCommittees.
Recommendationsinthereportinclude
IdentifyingGapsAndRedundancy:TheresponsibilitiesofexistingAdvisoryCommittees
shouldbereviewedtoidentifygapsandredundancybothinthescopeoftheirresponsibilities
andinthetypesofissuesgiventoCommitteesforreview.Forexample,thechangesproposedto
DEPsOilandGasProgramenforcementpolicywasnotreviewedbyanyAdvisoryCommittee.
FormalReviewOfRegulatoryPrograms:DEPshouldestablishaformalprogramto
regularlyreviewexistingregulations,technicalguidanceandagencyprogramsforeffectiveness
andefficiencyandwhetherDEPhasadequateresourcestocarryoutitsresponsibilitiesand
statutorymandates.
EstablishAndShareBestPractices:Therearestillsomesignificantgapstocloseinbasic
AdvisoryCommitteeadministrativeprocedures,suchasgettingCommitteemembersmeeting
materialsinenoughtimeforameaningfulreviewandpostingthemontheCommitteewebpage,
collaborativelysettingAdvisoryCommitteeagendasandhavinghigherlevelDEPstaffattend
meetingssomemberscanhavedirectdiscussionswithdecisionmakers.
ApplyAdvisoryGuidelinesToAllFormalAdvisoryGroups:DEPhasestablishedformal

DEPAwardsNearly$3MForReclamationProjectsInArmstrong,ClearfieldCounties
TheDepartmentofEnvironmentalProtectionTuesdayannouncedithasawardedcontracts
totaling$2,952,000fortheMudlickAbandonedMineReclamationProjectinRedbank
Township,ArmstrongCountyandtheBethlehemSchoolAbandonedMineReclamationProject
inBoggsTownship,ClearfieldCounty.
TheseprojectswilleliminatemanyenvironmentalhazardsDEPDeputySecretaryfor
theOfficeofActiveandAbandonedMineOperationsJohnStefankosaid.Cleaningupthese
siteswillnotonlymakeapositiveimpactontheenvironment,butresidentsinthesurrounding
communities,aswell.
TheMudlickprojectwillreclaim86acresofabandonedmineland.Thereclamation
workwillincluderelocatingagasline,gradingover1millioncubicyardsofsurfacematerial,
770cubicyardsofditchexcavation,plantingmorethan31,000trees,andreseedingthearea.
TheBethlehemSchoolprojectwillextendapublicwatersupplyto55homesthathave
waterquantityandqualityproblemsduetoanearbyabandonedsurfacemine.Formanyyears,
impactedresidentshavepurchasedwater,collectedrainwaterorinstalledwellswithtreatment
systemsinlieuofareliable,safesourceofdrinkingwater.
TheMudlickreclamationworkwillbedonebyEarthmoversUnlimited,Inc.of
Kylertown,ClearfieldCountyandwillbecompletedinthewinterof2016.TheBethlehem
SchoolreclamationworkwillbedonebyD.J.WisorandSonsofWestDecatur,Clearfield
County,andwillbecompletedbytheendof2015.
Bothcontractswereawardedonacompetitivebasisandarebeingfundedby
PennsylvaniasAbandonedMineLandgrantfromthefederalOfficeofSurfaceMining.The
federalfundissupportedbyafeeonthecoalindustryandisdistributedtostatesasannualgrants
toreclaimminesitesthatwereabandonedpriortopassageofthefederalSurfaceMiningControl
andReclamationActof1977.
PennFutureAppealSettlementImprovesDEPStormwaterManagementProgram
PennFutureandtheDepartmentofEnvironmentalProtectiononWednesdayfiledaStipulation
ofSettlementoutliningimprovementstoPennsylvania'smunicipalstormwaterpermitting
system.
Stormwaterfromrainandsnoweventsisasignificantcauseofwaterpollutioninour
streamsandrivers.Astheprecipitationrunsdownrooftopsandoverdirtystreetsandsidewalks,
itcollectspollutantssuchasoil,fertilizers,litter,andpetwaste,withpotentiallyharmfulimpacts
todrinkingwatersources.
Inareasthatdraintothemunicipalseparatestormsewersystems(MS4s)foundinmany
Pennsylvaniamunicipalities,thatpollutedrunoffdrainsdirectlyintoourstreamsandrivers
withoutbeingtreated.
Asaresultofthesettlement,DEPwillproposearevisedversionofPennsylvania's
generalpermitforsmallMS4s,knownasPAG13,whichwillbeavailableforpubliccomment
nextyear.
TherevisedPAG13wouldimprovetheenvironmentalprotectionaffordedbyDEP's
permittingprogram.Itwouldallowforenhancedpublicreviewofmunicipalities'plansfor
reducingstormwaterpollution,anditwouldstrengthenDEP'sprocessesforreviewingand
evaluatingpermitapplications.
DEPwillholdworkshopsformunicipalofficialsnextyeartohelpthemcreateeffective
stormwatermanagementplansandmeettheirobligationstoreducestormwaterpollution.
"ThisisagreatwinforallPennsylvanianswhodrinkfrom,swimin,liveorplaynearour
rivers,streams,andlakes,"saidMikeHelbing,staffattorneyforPennFutureandoneofthelead
negotiatorsofthesettlement."WethankDEPforitseffortstoimprovethestormwaterpermitting
processinawaythatwillbenefitmunicipalitiesandleadtocleanerwatersforallPennsylvania
citizens."
ThesettlementwasfiledwiththeEnvironmentalHearingBoardaspartofaresolutionto
anappealfiledbyPennFutureinJuly2013.
Initsappeal,PennFuturechallengedDEP'sapprovalofpermitcoverageforUpper
GwyneddTownship'sSmallMS4underPAG13,Pennsylvania'sgeneralpermitforSmallMS4s.
PennFuturesoughtimprovementsinboththetownship'spermitapplicationandDEP'sMS4
permittingprogram.
Theenvironmentalorganizationarguedthattheexistingpermittingprogramdidnot
adequatelyensurethequalityofplansforreducingstormwaterpollution,anditdidnotallow
enoughopportunityforthepublictorevieworcommentonstormwatermanagementplansin
theircommunities.
"PennFutureremainscommittedtoensuringthatPennsylvaniansbenefitfromeffective
stormwatermanagementpracticesthatnotonlyreducepollutionbutalsosavemoneyand
beautifyourcommunities,"saidCindyDunn,presidentandCEOofPennFuture."Wewill
continuetopursuestrongstormwatermanagementplanningthroughthepublicparticipation
process."

However,suchissadlynotthecasewhentheprojectrevolvesaroundrestoringstreams
thataredegradedfromabandonedcoalminedrainage,apollutionlegacythatcontinuestolinger
fromoldcoalmineswheresomedatebacktomorethan100yearsago.
Abandonedcoalminedrainagestillrendersover13,000streammilesnearlylifeless
throughouttheAppalachiancoalregion,withthehighestconcentrationofmorethan5,500
streammilesfoundinPennsylvania.
Thegoodnewsisthatweareindeedmakingprogress.
ArecentfishsurveybyTroutUnlimitedbiologistsconfirmedthatbrooktrouthave
returnedtothepreviouslydead,AMDpollutedTwomileRuninthelowerwatershedofKettle
CreekinClintonCounty.
Approximately40brooktroutwerecapturedwithmanyyoungoftheyearandseveral
sizeclassesrepresentedallthewayuptoabout8inches.Nowthatsexciting!
TroutUnlimitedhasbeenactiveinthecleanupofPennsylvaniasabandonedcoalmines,
giventhatover4,000ofthe5,500pollutedstreammileshavethepotentialtoberestoredas
coldwatertroutstreams.
TroutUnlimitedgotitsstartinPennsylvaniaonabandonedminecleanupin1998whenit
launcheditsthirdHomeRiversInitiativeintheKettleCreekwatershedinnorthcentral
Pennsylvania.
Becausehabitatdegradationfromtheolddaysofloggingandstreamstraighteningfrom
railroadsstillimpactsbrooktroutpopulations,oneoftheobjectivesoftheKettleCreekHome
RiversInitiativewastoimprovefishhabitatonstreamswherewaterqualityissomeofthebest
foundanywhereinPennsylvania.
Anotherprimaryobjectivewastorestorethelowerreachesofthewatershedseverely
impactedbyabandonedcoalminedrainage.
Alotofprogresshasbeenmadeovertheyearswithdozensoffishhabitatandstreamside
plantingprojectsthathaveaquickturnaroundtimeinprovidingnearlyimmediatebenefitsto
boththenativebrooktroutandwildbrowntroutintheupperandmiddleKettleCreekwatershed,
alltothetuneofapproximately$2millionfederal,state,andphilanthropicgrants.
However,abandonedminecleanuprequiresanentirelydifferentmindsetandonehasto
recognizeattheveryoutsetofembarkinguponthistypeofrestorationworkthatitoftentakes
yearsmaybeevendecadestoreturnastreambacktolife.
Thistypeofworkisalsoextremelyexpensivebecausetheassessmentstolocatethe
sourcesofminedrainage(itisnotuncommontonothaveanyrecordormappingofolddeep
mines),characterizethewaterchemistrythatvarieswithflowandovertime,plananddesign
appropriatetreatmentand/orreclamationstrategies,securelandowneragreementsandpermits,
andeventuallyconstructtheprojects.
Thereisnosinglecookbookmethodtoaddressingminedrainageandoftenthereare
hundredsofindividualdischargesthatmustbeaddressedtopositivelyimpactjustonemileof
stream.Iliketoremindfolksthatintheabandonedminecleanupworld,wecelebraterestoration
successesinfeet.
Littlebylittle,oneatatime,wecelebrateeachaquaticinsectthatreturns,andeachbrook
troutthatmakesitswaydownstreamtothenewlyrestoredsectionofstreamtoclaimitsnew
home.
So16yearslater,astheresultofmorethan$4millioningrants,nineminedrainage
treatmentsystems,andalandreclamationproject,whenwereachamilestoneofrestoringwater
qualityto3milesofoncelifelessstreamsinthelowerKettleCreekwatershedwherenative
brooktroutcannowbefoundthrivingandreproducing,itsareallybigdeal!
Thesewaterqualityimprovementshavealsoreconnectedthese3mileswith3additional
milesofheadwaterstreams,whereisolatedpopulationsofbrooktroutexistedupstreamofthe
minedrainage,foratotalof6streammilesthatharborintact,healthybrooktroutpopulations.
Foranglerswholikeachallengeandareinclinedtoweaveinandoutoftheheavy
mountainlaurelandrhododendronandtheoccasionaloldgrowthhemlocksthatlinethe
streambanks,therewardofhookingabeautifullittlebrookieinastreamthathasbeenbrought
backfromthedeadisawesometoreflectupon.
TheworkinthelowerKettleCreekwatershedisnotyetfinished.Therearestillanother5
milesofstreamsthatremainpolluted.Weareoptimisticthata$12.2millionlandreclamation
projectundertakenbytheDepartmentofEnvironmentalProtectionwillhelptoaddressthese
remainingsourcesofminedrainage.
AlthoughthisprojectisscheduledtobecompletedinSeptember2015,weknowthatit
willlikelytakeafewyearsfollowingrevegetationandstabilizationofthe100acresitetoresult
inmeasurablewaterqualitybenefitstothestreamsandpossiblyevenlongerforthebrooktrout
toreturn.
But,whatareafewmoreyears?Wevebuiltupourpatienceandwereinitforthelong
haulbecauseweknowthistypeofrestorationisindeedpossible!
Sowhatmayhaveseemedimpossibletosomepeople16yearsago,weknowthatwithout
thetechnicalexpertise,fundingsupport,andvolunteerassistancefromourmanypartnerswith
specialrecognitiongiventotheDEP,DepartmentofConservationandNaturalResources,Office
ofSurfaceMiningReclamationandEnforcement,FoundationforPAWatersheds,NationalFish
andWildlifeFoundation,RichardKingMellonFoundation,HedinEnvironmental,andtheKettle
CreekWatershedAssociationthebrooktroutwouldnotbewheretheyaretoday.Literally.

otheropenings.RadonisthesecondleadingcauseoflungcancerinPennsylvaniaandcauses
about20,000lungcancerdeathsintheU.S.everyyear.
SeveralhomesintheCenterValleyareawerefoundtohaveradonlevelsofover1,000
picocuriesperliter(pCi/L).Onespecifichometestedat2,750pCi/Landisoneofthehighest
radonvalueseverrecordedinthestate.
TheselevelsarehundredsoftimesmorethantheU.S.EnvironmentalProtection
Agencysactionlevelof4pCi/Lalevelwhereahomeshouldberemediatedtolowertheradon
concentration.
ThiscommunityservesasanimportantremindertoallPennsylvaniaresidentstotest
theirhomesforradon,ActingDEPSecretaryDanaAunkstsaid.Protectyourselfandyour
familyfromthisinvisible,cancercausing,radioactivegas.

reachedouttothelocalschooldistricttoensurethatradontestinghasoccurredintheschools.
Testingforradonistheonlywaytoknowifahome,school,workplaceorotherstructure
haselevatedlevelsofradon.Thebesttimetotestisduringthecoldweathermonthswhen
windowsanddoorsareclosedandtheradonlevelsareoftenattheirpeak.
Mosttestkitscanbepurchasedathardwareorhomeimprovementstoresatanaverage
costof$15to$25pertest.
Whileradonproblemsmaybemorecommonincertainregionsofthestate,thepotential
existsforanyhomeinPennsylvaniatohavehighradonlevels.Radonhasbeendetectedinall67
counties,makingPennsylvaniaparticularlypronetoelevatedradonlevels.About40percentof
homesinthestatehavingradonlevelsaboveEPAsactionlevel.

Addtothat,saidHandley,thecostsofimportingandfuel,chemicalsusedinthe

fractionofwhatspossible,butitwillmakeabigdifferenceinthequalityofourlivesandthe
futureofourplanet.
Thegroupsresearchersfoundthatsolarhasgrown49%annuallyinrecentyears.Ifsolar
photovoltaic(PV)installationscontinuetoincreaseatthesamerateannuallybetween2014and
2025,Pennsylvaniawouldhaveenoughsolarenergytogenerate15percentofitselectricitya
goaloncethoughtimprobablebymany.
Achievingthistarget,thereportsaid,wouldcutasmuchcarbonpollutionas3.7million
carsemitinayearandputPennsylvaniamorethanhalfwaytothebenchmarksetbytheU.S.
EnvironmentalProtectionAgencysCleanPowerPlan,whichrequirescutsinpowerplant
carbonpollutionof30percent.
Underthisscenario,solarcouldnearlymeetalloftherenewablerequirementsunderthe
EPAssampleCleanPowerPlanforPennsylvania,whichdependson16percentofthestates
electricitycomingfromRenewablesby2030.
Sometimes,aswesearchfortheanswerstocomplexquestions,werealizetheanswer
wasinfrontofustheentiretime,saidPhiladelphiaCouncilwomanBlondellReynoldsBrown,
ChairoftheCityCouncilCommitteeontheEnvironment.Suchisthecasewithharnessingthe
powerandenergyofthelargestfreeenergyresourceavailabletousthesun.Solarpowerwill
playanincreasinglysignificantroleindevelopingtheenergystrategiesofthefuture.
Solariscurrentlythefastestgrowingindustryinthecountry,adding143,000jobs
nationwidein2013.AccordingtothelatestsolarjobscensusfromtheSolarFoundation,the
solarindustryemployedmorethan2,900peopleinPennsylvaniain2013.
WhilesolarhasgrowninPennsylvaniait'sstillonlyafractionofapercentofour
electricityusestatedAkilMarsh,headofBusinessDevelopmentatSolarStates.Furthermore,
itsgrowthhaslaggedbehindotherstates.Simplymimickingpoliciesexecutedinotherstates
couldreinvigoratePennsylvaniaasastateforgreenjobs.

Hemlock,PennsylvaniasStateTree,IsInDanger,YouCanHelp
Thestatetreeisfightingforitslife,andPennsylvaniansareaskedtohelpidentifyinitialfocus
areasinthestateinmostneedofattention,reportsIConservePA.org.
Thenonnative,invasivehemlockwoollyadelgidisliterallysuckingthelifeoutofthe
easternhemlock,which,inadditiontobeingthestatetree,isinvaluabletotheriparianhealthand
qualityofwaterways.
PennsylvaniasstatetreeisunderdeadlyattackbytheHemlockwoollyadelgid,said
DCNRSecretaryEllenFerretti,andourBureauofForestryhasmountedacomprehensiveand
sciencebasedbattleplanthataddressesboththenonnative,invasiveinsectandtheinvaluable
forestspeciesitiskilling.
SeveralpotentialfocusareaswithsignificanteasternhemlockstandsinPennsylvania
areidentifiedforfurtherstudy,notedFerretti.Thebureaustillisevaluatingthestatusofthese
focusareaswhileitsolicitsandcollectsnominationsfromthepublicforadditionalsites
throughoutthestate.
Landownerscanfollowthehemlockconservationstrategybyassessingtheextentand
healthofhemlockonsite,andprioritizingtreesfortreatment,Ferrettisaid.Theyareadvisedto
surveyandmonitorhemlockhealthandpestsconductinsecticidetreatmentswhenappropriate
anddocumentandreportanyhemlockthatappearsresistanttohemlockwoollyadelgid.
TheDepartmentofConservationandNaturalResourcesdevelopedaConservationPlan
fortheeasternhemlockthatoutlinesconservationstrategies,implementationprocedures,and
criticalresearchneedstoaidinthepreservationofthetree.
Thewoollyadelgidisafluidfeedinginsect,easilydetectedbytelltaleeggsacs
resemblingcottonswabsthatclingtoundersidesofhemlockbranches.Theinsectisattacking
hemlocksinnearlyeveryPennsylvaniacountyandhaskilledthousandsoftrees.
Severalfocusareasfortreatmenthavebeenidentified,butDCNRisaskingforthe
publicshelpinidentifyinganyothercriticalareas.Additionalfocusareasuggestionsmustbe
submittedbyDecember15totheBureauofForestrybysendingemailto:
ranreasternhemlock@pa.gov.

andpestsconductinginsecticidetreatmentswhenappropriateanddocumentingandreporting

theSpottedLanternfly,aninvasiveinsectnewtotheUnitedStatesthatwasfoundinthearea
earlierthisfall.
TheadditionalquarantinecoversHereford,RocklandandWashingtontownshipsandthe
boroughsofBallyandBechtelsville.DistrictandPiketownshipsarealreadyquarantined.
SincePennsylvaniaisthefirstknownhometoSpottedLanternflyinNorthAmerica,
weretakingeverypossibleprecautiontostopitsspreadandeliminatethisthreattoagriculture,
saidAgricultureSecretaryGeorgeGreig.Helpusbylookingforadultinsectsandtheiregg
clustersonyourtrees,cars,outsidefurnitureanyflatsurfacethattheeggsmaybeattachedto.
Weknowwereaskingalot,butweknowPennsylvanianswillassistusandhelpsaveourfruit
trees,grapesandforests.
TheSpottedLanternfly,aninchlongblack,redandwhitespottedpest,isnativetoChina,
India,JapanandVietnam.ItsaninvasivespeciesinKorea,whereithasattacked25plant
specieswhichalsogrowinPennsylvania.
Thegeneralquarantinerestrictsmovementofanymaterialorobjectthatcanspreadthe
pest.Thisincludesfirewoodorwoodproducts,brushoryardwaste,remodelingorconstruction
materialsandwaste,packingmateriallikeboxes,grapevinesfordecorativepurposesoras
nurserystock,andanyoutdoorhouseholdarticleslikelawnmowers,grills,tarpsandanyother
equipment,trucksorvehiclesnotstoredindoors.
BusinessesinthegeneralquarantineareaneedtoobtainaCertificateofLimitedPermit
fromthedepartmentinordertomovearticles.Criminalandcivilpenaltiesofupto$20,000and
prisontimecanbeimposedforviolationsbybusinessesorindividuals.
SpottedLanternfly,Lycormadelicatula,attacksgrapes,apples,pinesandstonefruits.It
oftenattachestothebarkofTreeofHeavensometimesreferredtoasParadiseTreean
invasivespeciessimilartoSumacthatcanbefoundaroundparkinglotsoralongtreelines.
Adultsoftenclusteringroupsandlayeggmassescontaining3050eggsthatadheretoflat
surfacesincludingtreebark.
Freshlylaideggmasseshaveagreywaxymudlikecoating,whilehatchedeggsappearas
brownishseedlikedepositsinfourtosevencolumnsaboutaninchlong.Treesattackedbythe
SpottedLanternflywillshowagreyorblacktrailofsapdownthetrunk.
Thedepartmentisinvestigatingthequarantinedandsurroundingareastoassessthe
spreadandimpactofthepest.Additionaltownshipsmaybeaddedtothequarantine.
GriegencouragesallPennsylvanianstowatchfortheSpottedLanternflyandofferedthe
followingsuggestions:
