ENABLING MASTERPLAN FOR THE DISABILITY SECTOR

A steering committee comprising representatives from voluntary welfare


organizations (VWOs), the private and public sector, has been formed to come
up with an Enabling Masterplan to chart the development of programmes and
services in the disability sector for the next 5 years (FY2007-2011).

2 Prof Lee Eng Hin, President of Rainbow Centre and Director of Division of
Graduate Medical Studies (Yong Loo Lin School of Medicine, NUS), will lead the
Steering Committee to review current service gaps in the disability sector before
making its recommendations in early 2007. This Committee is supported by the
Ministry of Community Development, Youth and Sports (MCYS) and the National
Council of Social Service (NCSS).

3 A life-stage approach will be adopted for the Enabling Masterplan. The


Steering Committee will have three sub-committees to look into the following
areas:

a) Early Intervention and Education for children with disabilities (chaired


by Ms Denise Phua, President, Autism Resource Centre, and MP for
Jalan Besar GRC);

b) Employment (chaired by Mr David Wong, Managing Director & Chief


Executive, S.E.A., ABN AMRO Bank N.V.) and;

c) Community, Residential and Caregiving Support (chaired by Prof Tan


Ser Kiat, Group CEO SingHealth & CEO SGH).
