Rezultate i concluzii privind indicatorii pentru sanatate in relatie cu mediul -studiul pilot

1. Indicatorii:
Rata imbolnavirilor profesionale (Munca-E2)
Acest indicatori este util la nivel naional i teritorial;
Indicatorul este fezabil:

2. Datele obinute:
Datele sunt n general disponibile i accesibile.
Metodologiile de strngere a datelor sunt unice la nivel naional, sistemul avnd suport legislativ
prin legislaia muncii (circuit, formulare);
Datele sunt centralizate lunar la Ministerul Sntii i Familiei i Ministerul Muncii i Solidaritii
Sociale prin fie completate de la nivel teritorial (41 de judee); doar la nivel naional sunt stocate
pe computer programele Epi info 6 (Institutul de Sntate Public ) i (Centrul statistic sanitar i
de documentare medical al Ministerului Sntii)
Dup ce au fost introduse n banca de date, aceste date sunt utilizatea pentru calculul indicatorilor
(trimestrial, semestrial i anual), se transmit interministerial i la toi utilizatorii interesai prin
rapoarte scrise, brouri, massmedia (reviste de specialitate: Viaa medical, Obiectiv; de asemenea
sunt utilizate n diverse studii epidemiologice pentru scopuri de profilaxi a mbolnvirilor prin
mbuntirea condiiilor de munc cercetare tiinific, comunicarea riscului profesional.
n general, datele raportate sunt exacte, fiabile, corecte. Exist ns n domeniul bolilor profesionale
o subraportare a numrului real de cazuri de boli profesionale cauzat de specificul economiei
tranziie, cu schimbri rapide n dinamica, a structurii economiei naionale. Nu sunt raportate o serie
de mbolnviri profesionale din ntreprinderi mici i mijlocii datorit lipsei asistenei medicale
calificate de medicina muncii.
Aspecte generale
Aspectele referitoare la indicatorii privind impactul direct al factorilor nocivi ai locului de munc
asupra strii de sntate a angajailor vor fi mbuntite prin:
implementarea metodologiei din punct de vedere legislativ n cadrul Legii privind asigurarea la
risc profesional pentru accidente de munc i boli profesionale. (proiectul de lege se afl n
prezent n discuie la Parlamentul Romniei; proiectul acestei legi prevede garantarea unui
ansamblu de servicii i prestaii n beneficiul persoanelor asigurate n vederea:
a. promovrii sntii i securitii n munc i prevenirii accidentelor de munc i a bolilor
profesionale;
b. diminurii i compensrii consecinelor accidentelor de munc i ale bolilor profesionale.
instituirea unui circuit unic informatizat, la nivel naional n reea care s permit att colectarea
de calitate a datelor ct i o diseminarea rapid a acestora la toi utilizatorii.
Propunem ca Romnia s se alinieze la circuitul european i internaional i n domeniul raportarii
imbolnavirilor profesionale (Munca-E5) disponibile n prezent la Institutul de Sntate Public
(SECIA MEDICINA MUNCII Colectivul epidemiologia bolilor profesionale, a bolilor legate de
profesiune i comunicarea riscului profesional).
n acest sens am dori s cunoatem care este adresa exact periodicitatea i modul de raportare a
acestor date la nivel european i internaional.

1. Indicators:
Occupational diseases rate (Work-E2)
This indicatora is useful on national and local level;
Indicator is feasible:
a) nowadays:
Occupational diseases rate (Work-E2): at local, national (Institute of Public Health Bucharest and
Center of calculus, Sanitary statistics and medical documentation) level.
2. Data obtained:
Data are generally available and accessible.
Collecting data methods are unique on national level, the system having a legal support provided by
labor legislation (route, forms);
Data are monthly gathered at the Ministry of Health and Family and the Ministry of Labor and
Social Solidarity by forms filled in at local level (42 counties); only at national level the data are
gathered in a computer at the Institute of Public Health and at the Center of calculus, Sanitary
statistics and medical documentation of the Ministry of Health and Family.
After being introduced into the data base, the data are used in the computation of the indicators
(quarterly, half-yearly and yearly) and sent to the ministries and to all interested parts by written
reports, booklets, media (specialized magazines: Viaa medical, Obiectiv); the data are also
used in different epidemiological studies aiming to prevent occupational morbidity by improving
working conditions, scientific research, occupational risk communication.
Data reported are generally accurate, reliable, correct. However, in the occupational diseases
domain there is an underreporting of the real number of occupational diseases caused by the
characteristics of an economy in transition, with fast changes in the dinamic and structure. Some
occupational diseases in small and middle companies are not reported due to lack of qualified
occupational health assistance.
General aspects
Aspects referring to the indicators regarding the direct impact of noxious working conditions upon
employees health will be amended through:
The implementation of methodology from legal point of view in the Law of insurance for
occupational risk from work injuries and occupational diseases (currently the project of this law
is under discussions at the Romanian Parliament). The project of this law states the guaranty of
services for the benefit of insured persons for:
a.
occupational health and safety promotion and prevention of occupational injuries and
occupational diseases;
b.
decreasing and compensation of work related injuries and occupational diseases.
Establishment of a single electronic network system, at national level which allows the quality
data gathering as well as their fast availability to all the users.
We suggest that Romania should align to the European and international circuit regarding indicators
reporting in the field of occupational health and safety.
Occupational fatality rate (Work-E1), Occupational diseases rate (Work-E2), Standardized mortality
ratio by occupation (Work-E3), currently available at the Institute of Public Health (Occupational
Health Department, Epidemiology of Occupational Diseases, Work Related Diseases And Risk
Communication Compartment).
In this matter we would like to know the exact periodicity and the reporting way of these data at
European and international level.
