Empanelment of Architects/Consultants for preparation of drawings/layouts of

the proposed locations and other features of Fuel Stations and access to
Private Properties, Rest Area Complexes and such other facilities along
National Highways

Ministry of Road Transport & Highways, New Delhi intends to empanel
Architects/Consultants for preparation of drawings/layouts of the proposed locations
and other features of Fuel Stations and access to Private Properties, Rest Area
Complexes and such other facilities along National Highways. Applications are
hereby invited from the eligible candidates who fulfil the eligibility criteria and agree
to the Terms of Reference.
2.
Non refundable fee of Rs. 2500/= (Rupees Two Thousand Five Hundred only)
in the form of Demand Draft favouring Pay & Accounts Officer, MoRT&H and
payable at New Delhi must be furnished in a separate envelope while submitting the
application.
3.
Last date of submission of application: 23.10.2013 (1500 Hrs). Applications
received after due date will not be considered for empanelment.

The applicant should submit the empanelment request in the prescribed

Terms of Reference for Empanelment of Architects/Consultants for


preparation of drawings/layouts of the proposed locations and other features
of Fuel Stations and access to Private Properties, Rest Area Complexes and
such other facilities along National Highways
1.1 INTRODUCTION:
TheMinistry of Road Transport and Highways (MORT&H), Government of
India, is mainly responsible for development and maintenance of the National
Highways. The control of National Highways and traffic movement on National
Highways and also removal of unauthorized occupation, thereon, is governed by
Control of National Highways (Land & Traffic) Act, 2002. The access permission to
and from National Highways is given by Highway Administration. The applications
with drawings/documents prepared by empanelled Architect / Consultant shall be
submitted to the Highway Administration for approval.
1.2 THE ARCHITECT / CONSULTANT:
1.2.1 The candidate shall be a qualified Architect / Civil Engineer / Individual or Firm
with adequate experience and expertise in the relevant field. The individuals shall
possess thorough knowledge of Ministrys norms and guidelines and other relevant
IRC codes and standards for National Highways pertaining to access permission.
1.2.2 The Architect/Consultant shall be empanelled by the Ministry initially for
3 years, subject to a maximum age limit of 70 years, from the date of empanelment.
1.2.3 Eligibility criteria:
(i)

Individuals of a Firm must have a degree in Civil Engineering/B.Arch


with three years experience. Candidates applying in individual capacity
should preferably have a Masters degree in Civil Engineering/
Architecture. The candidate shall furnish the Curriculum Vitae as per
format given at Annexure - I. The relevant experience shall be
furnished strictly as per format given at Annexure - II. The applicants
must supplement the experience claimed by furnishing the copies of
certificates from clients, clearly indicating the actual services provided
by them for that work. In case, spaces available in the
Annexures - I & II are limited to accommodate all the information,
separate sheets may be used for the purpose, so that relevant
information submitted is sufficient, neat and legible.

(ii)

The maximum age is 70 years.

(iii)

If the candidate has worked as Consultant under MORT&H but was


discontinued on account of poor performance or conduct, he/she will
not be eligible.

(iv)

If the candidate has been blacklisted by MORT&H, NHAI, BRO or State


PWDs, he/she will not be considered for empanelment. The applicant
shall submit the Registration Certificate with local authorities, if any and

litigation history/undertaking on non-judicial stamp paper duly notarized


to the effect that the applicant has not been debarred or blacklisted by
any government agency at Annexure-III.
(v)

A firm having personnel, who fulfil the above criteria, may also apply for
empanelment. Such firm shall submit the bio-data of the eligible
personnel fulfilling the requirements. However, such personnel cannot
apply in individual capacity for empanelment.

1.2.4 Procedure for Empanelment:

Request for Proposal for empanelment of Consultants/Architects will be


invited by MORT&H.

The empanelment will be done by a Committee of the Ministry.

The candidate shall submit the application fees of Rs.2500/= in the


name of PAO, MORTH, New Delhi.

4.

Notwithstanding the formation of this panel, the Ministry may go in for


separate empanelment for specific assignments, if it so decides.

5.

The Ministry reserves the right to reject any or all applications without
assigning any reason.

IMPLEMENTATION ARRANGEMENTS:

1.3.1 The Architect / Consultant shall:


(i)

Prepare the drawings/documents required as per the norms.

(ii)

Coordinate with clients / Oil Companies and Highway Administration in


the process of approval for access to the retail outlets.

(iii)

Visit the site during construction stage, to see that the execution is
being done as per the drawings and will also ensure video recordings
before and after completion of construction work.

(iv)

After completion of the construction work, the completion drawings


shall be submitted certifying that the construction has been done as per
the approved drawings.

1.3.2 Facilities: The Architect/Consultant shall make his own arrangement for
travel, accommodation, transport, etc.

Payment: Ministry of Road Transport & Highways is only responsible for


empanelment of Architect/Consultant to facilitate the process of approval of
access permissions to retail outlets. The payment will be made by the
concerned clients/Oil Companies who engage the services of empanelled
Architect/Consultant for this purpose.

1.5

Default by the Architect/Consultant: The Architect/Consultant will be


blacklisted and will not be considered for further empanelment in case of
default on his part. In any case, the Oil Company/applicant will be responsible
for any default by the Architect/Consultant.
