New from NWS:


Where Weather
meets the Road
The
National
Weather Service (NWS)
is expanding its Travel
Hazard Decision Support
web page that brings
weather impacts and
highways into focus for
those trying to determine
a safe time to travel.
Vernon Preston, the
Warning Coordination
Meteorologist for the
National Weather Service
in Pocatello, said a team
of weather forecasters
and web designers helped
develop this collaborative
effort
between
the
Idaho
Transportation
Department (ITD) and
NWS Pocatello over the
past four years.
Recently, the Travel
Decision Support page
was given the green light
to expand across the
western United States and
eventually nation-wide in
2015. Preston said, The

A month or so ago Montana Fish, Wildlife and
Parks (FWP) gathered up over 100 Yellowstone Park
bison that had spent the last 5 years in quarantine
on Ted Turners Green Ranch (for a percent of the
calf crop) and hauled them to the sovereign nation
of Fort Peck Indian Reservation.
Apparently with only one mortality this time!
While no one has a problem with the Reservation
receiving Yellowstone Park bison, some may
question why FWP was involved.
Some answers to this question were provided
by Ken McDonald, Chief of the Game Division
for FWP, in his response to questions asked by
State Representative Kerry White. According to
McDonald, FWP and the Fort Peck Tribes signed
an agreement before the bison were transferred.
Apparently, FWP did not consider the giving away
of state (supposed) wildlife to a sovereign nation to
be a concern of Montana citizens. I do not believe
the agreement was ever made public. Again the
question could be asked, why is FWP going to all
this trouble to get bison to the Fort Peck Indian
Reservation? Unfortunately, it was a blatant,
shameful action by a state agency to circumvent
a state law (Senate Bill 212) that prevented them
from moving bison to Federal or private land. That
a state agency would stoop to such transparent
chicanery is despicable.
Hopefully, the next
legislative session will not forget this in-your-face
action.
So who owns the bison? Well, according to
McDonald, as long as they stay on the reservation
they mostly belong to the Tribes. However, the
agreement provides, ....that a number of bison
would be made available to MFWP for future
conservation purposes.

In response to the question, Who assumes


liability for property damage when they escape
from the reservation? McDonald responded,
....the Tribes will be solely responsible for any
damages to persons or property caused by the QFS
bison should they escape. The Tribes currently
has and will maintain liability insurance.... to
pay damages during the term of this Agreement.
However, these damage payments may only
apply to reservation property owners since
McDonald continues, ....the Tribes will have
72 hours to return any bison that escape the
exterior reservation boundary back to within the
reservation. If they remain outside the exterior
Reservation boundaries for more than 72 hours,
MFWP will respond as necessary, managing QFS
bison as wildlife under their jurisdiction......
Maybe Im pessimistic but I dont see how the
Tribes insurance policy is going to do the residents
outside the reservation boundary much good!
Now we begin to see how much damage the
decision Judge McKeon handed down concerning
the term wild as it applied to these bison. In my
opinion, the Judge wrongly ruled these animals
born, raised, handled, and kept in captivity their
whole lives, met the definition of wild. I wonder
how he would define a domestic bison?

In the recent 2014 elections the Valley County
Conservation District put an initiative on the ballot
that effectively outlawed wild, free-ranging bison
in the county. The initiative passed with over 70
percent of Valley County voters being in favor.
It is sad that FWP is forging ahead with plans to
ram these bison down our throats when it is very
apparent the overwhelming majority of residents
in NE Montana are against it.

One solution would be for the Tribes to brand
the bison (Montana is a brand law state). Then they
would legally own all of them!

and the worst conditions a driver might encounter
along the route. It adjusts to each 6-hour travel time
segment during the journey.
The web page is updated throughout the day
as new forecast information becomes available and
allows the user to follow the travel weather out to three
days. The page shows more roads on the display each
time you zoom in. Links are available to each States
Transportation 911 travel page nationwide. Preston
noted that this page will eventually be available
nationwide over the coming year.
Its where the weather meets the road, Preston
emphasized.
The data is available from the NWS Glasgow
website via two methods:

travel forecast tab above the Northeastern

This is going to be expanded into some more
southern and central states in early 2015, including
North Dakota.

Scotty boys are now 2-0,


first home game is Friday

The Glasgow b-ball teams were in Saco last night


where the Scotty boys rolled to a 75-40 nonconference
victory over Saco-Whitewater. Its way early in the
season, but looking at the schedule, the Scotties could
run the table headed into the District 2B Tournament
February 19-21 in Wolf Point.

As far as the girls game went, its looking like SacoWhitewater-Hinsdale could be the team to beat in the
District 3-C. The Panthers had a 34-22 lead at half time
and would go on to blow the Scotties out in the second
half, final score 62-38.
Glasgow will host Roundup this Friday. The boys
C game is at 1:00 in the Evangelical Church gym. All
other games are at the GHS gym with girls JV at 1:00,
boys JV at 2:30, girls varsity at 4:00 and boys varsity at
5:30.
Saturday will have the Scotties traveling to
Baker.
