Two People Die After Fiji $5Million Cost For Recent


Hit By Unexpected Flooding
Road Repairs

Two people are dead after significant


flooding in Fiji last weekend washed
away roads and damaged a major water
treatment plant that supplies potable
water to most of the capital, Suva.
The two men died in separate incidents
while reportedly trying to cross flooded
rivers on Fiji's biggest island, Viti
Levu.
Police reiterated warnings for people
not to cross rivers, and reminded
people to be vigilant and cautious
around flooded areas.
Fiji Broadcasting Corporation (FBC)
reporter Ellen Stolls covered the floods
over the weekend and told Radio
Australia's Pacific Beat program police
were disappointed that people were not
heeding warnings.
Ms Stolls reported the body of one
of the men, a Fiji National University
student, was retrieved on Sunday, but
the other man was still missing.
The heavy rain and flooding badly
damaged the Tamavua Water Treatment
Plant, affecting water supplies to
thousands of people in central Suva.
The Water Authority of Fiji also said
the main trunk line carrying untreated
waste from greater Suva collapsed and
sewage spilt into a creek which flows
through several villages.
Stolls said engineers were working to fix
the pipe, but it was expected to take some
time, leaving the villages to cope with a
"stench" and environmental impacts.
El Nino effect to blame: weather
service
Meteorologist Neville Koop, of Fiji's
Na Draki weather service, said the
impact of the rain was unexpected.
Speaking to Pacific Beat, Mr Koop

said December was the beginning of


monsoon season, but meteorologists
had not predicted such heavy falls out
of an event that had looked innocuous.
"It certainly did dump down, mostly in
isolated pockets," he said.
"Here in Suva we had about 177
millimetres fall in about seven hours,
between 2am and 9am on Saturday
morning."
International weather bureaux have
cautiously predicted an El Nino event
will develop this year, based on a
warming of waters in the eastern
Pacific Ocean, the main indicator of
the event.
Mr Koop said the weather phenomenon
did contribute to the heavy rain over
Fiji on the weekend.
"We've been watching El Nino wax
and wane through the latter half of
2014," he said.
"But we are starting to see El Nino
conditions become more established now.
"One of the factors we'll experience
with that is the main area of convection
which normally develops over
Indonesia and Papua New Guinea
and even the Solomon Islands during
summer will probably go further into
the Pacific.
"I think this rainfall and this activity
in the South Pacific convergent zone
is perhaps part of that relocation of the
main upward branch of what we call
the water circulation moving from the
Western Pacific into the central Pacific.
Mr Koop said the rain had passed to
the far north of Fiji, but there was still
a chance of more heavy rain around
the region this week, particularly over
Samoa and Tonga.

Two brothers who raped their 10-year-old


nephew in a village in the Central Division
have been sentenced to seven years

counts of rape pleaded guilty to their
charges last month.

moment. The main issue is just the
approach to the Nayavu Village on
Kings Road. We are currently doing
geo-typical investigations to see
what we need to do to that piece of
road, said FRA, Maintenance Works
Manager, Dale Nicholls.
When asked if slips were due to shoddy
engineering practices, Nicholls had

moment is at Nayavu Kings Road.
Early reports are it was an old field
site constructed many years ago. There
is a potential there that perhaps the
drainage put in that time was unable to
cope up with the event we had.
FRAs priority right now is to restore
access to all affected roads.
If thats just a single lane access or in
some cases where crossings washed
out, at the moment we just have splash
crossings for people to get access.
Long term some of the access that has
crossings or approaches washed away,
we want to ensure that we reinstate
them to the standard they were before
it got washed away.
With works to be done on time, it will
surely be a busy Christmas for some of
the FRA workers.

RFMF Pays Tribute To Its


Service Men And Women

The Fiji Military Forces held their final


parade for the year.
It was a chance for the Army
Commander to thank his soldiers
for their hard work this year while at
the same time preparing them for yet
another eventful year ahead.
Albert Park played host to a final end
of the year parade for the military.
This was about paying tribute to our
soldiers for their contribution to national
security and global peacekeeping over
the year.
In the last 12 months we had elections.
We held our duty to support the
Government of the day. Our duty lies
in nation building and peace keeping
duties, the RFMF Commander,
Brigadier General said.
The Army commander paid tribute to
his rank and files unwavering support
during the year.

Thank you for your services this year.


We look forward to next year and we
hope you carry on the good work that
all our Fijian soldiers are known for
whenever we are called to duty, the
Brigadier General added.
Todays end of the year parade also
paving the way for what lies ahead for
the RFMF in the New Year.
Next year, there are four areas of duty
Iraq, Lebanon, Egypt and Syria. We
need our soldiers to be well prepared
for these deployments, said the RFMF
Commander.
So for now, these soldiers will take a well
deserved break, while at the same time
acknowledging those still performing
peacekeeping duties overseas.
For us here in Fiji who have the
chance to spend this Christmas break
with our families, lets make the most of
it, Brigadier General Tikoitoga said.

from Parliament was a cheap political
stunt.

because a ruling by the Speaker went
against them prior to the consideration
of the Budget Estimates is deeply
disappointing, he said.
The Opposition has betrayed the
interests of ordinary Fijians with this
cheap political stunt and especially
those who voted for them. Their job
as the Opposition is to ensure that the
Budget is debated properly, effectively
and meets relevant appropriate
standards.
Indeed, Government was looking
forward to that debate so that the final
Budget outcome is the best that it can
be in the national interest. Instead, the
Opposition chose to place its narrow
political interests before those of the

complete disregard for democracy
because in order for democracy
to function properly, constructive
dialogue and debate is vital. This was

FNPF Helps The Needy


This Festive Season

THE Fiji National Provident Fund


(FNPF) is encouraging other corporate
bodies to come on board and help those
who are in need this festive season.
FNPF's Prime Division distributed
60 food packs to the homeless in the
Capital City last week.
The fund was working with The Iliesa
Delana Foundation Friends of
Fijians in Need to touch hearts this
Christmas season.
Foundation founder Julie Alexander
said FNPF's efforts were appreciated.
"We would be honoured that FNPF

would come on board with us, as all


Fijians contribute to the FNPF, this
would really be something that would
touch every single contributor and
my feelings are from a marketing
perspective, something the FNPF could
use to encourage other corporates
to come onboard and assist," Ms
Alexander said.
She said they were not registered yet as
a foundation and had not accepted any
cash and contributions, however, they
had plans to register the foundation in
2015.

$5.2M For Nabua Project


ABOUT 110 new jobs will be created
when the Nabua shopping complex is
completed next year.
And with an investment of about
$4.2million for the building and $1m
for the set-up of a supermarket, investor
Charan Jeath Singh said consumers
could look forward to a clean and fresh
environment at the junction of Ratu
Mara and Nabua Roads.
The supermarket will be run by
us under the name of Countdown
Supermarket and will be accessed from
the ground floor via escalators and lifts
for the pedestrian and foot traffic from
Ratu Mara Rd.
Customers with cars and transport will

be able enter the supermarket from the


rear of the complex into the car park.
There will be an undercover car park
of 50 odd cars to park at any one time.
The supermarket floor area is of about
1000 square metres.
All in all the retail shops on the ground
floor would create at least 60 new jobs
while the supermarket would have
another 50.
So we will be looking at 110 new
jobs created once this complex gets
completed.
Mr Singh said construction works on
the shopping complex were progressing
well with works expected to be
completed before Christmas next year.

15 Bills Passed

Discussion Way Forward On

The Pacific Islands Forum Secretary


General, Dame Meg Taylor, has taken
onboard Fijis concerns with the
organisation and says a discussion is
needed to resolve the issues.
Fiji has refused to engage with the
Forum since its suspension was lifted
nearly two months ago, saying it is not
interested in rejoining as long as New
Zealand and Australia are members.
Dame Taylor said Fijis concerns need
to be discussed in a collective manner
with other member countries.
She says no discussion has yet been had
about Fijis concerns, but says if it is to be

done, it will require the presence of leaders.


Dame Taylor says there are tremendous
challenges ahead for the institution and
the region, and Fiji has outlined some
of those challenges.
Last month, Australia agreed to host
a top-level meeting of Pacific leaders
in Sydney in February to review the
structure of the regions organisations.
In response to the announcement, the
New Zealand Foreign Minister, Murray
McCully, said since it is a meeting
of Pacific leaders he would need to
discuss the matter with Prime Minister
John Key before offering a view.

Fiji's Opposition Whip in Parliament


Ratu Isoa Tikoca says Prime Minister
Voreqe Bainimarama is deliberately
absenting himself from the parliament
sittings.
Tikoca raised the point in Parliament
claiming the head of government is
trying to avoid questions and scrutiny
from the Opposition.
Ratu Isoa said Bainimaramas overseas
visit should have been scheduled after
the Parliamentary sessions or before
the session on budget began.
He added though PMs touching base
with the Fijian community and Fiji
diplomats in Sydney is commendable,
it does not justify his being absent from
Parliament.
This is his partys first budget and he
does not consider it important enough
to be here with his team to defend it,
but instead takes the easier path of
being absent mainly as always and
leave it to the honourable and learned
Attorney general to do the fighting for
him, Tikoca said.

He said in the interest of


transparency and in fairness, he
requested that a letter be tabled in
parliament to justify the absence of
Bainimarama.
In an earlier interview, Tikoduadua
said government members who had
been in attendance were good enough

million loan agreement for a project
to improve the safety and durability of

repayment and a five year grace period.

their part and pay taxes on time.
He said Government had provided
incentives and concessions to the
private sector.
Last year, he said concessions given by
FRCA were about $300million.
He said the logic behind these
incentives and concessions was that it
would assist in economic growth.

Fiji Revenue $2B Tax


Collection

BETTER compliance and efficient


systems have allowed the Fiji Revenue
and Customs Authority to surpass
$2billion in tax collection so far.
And according to chief executive
officer Jitoko Tikolevu, FRCA is
looking forward to achieving its 2015
target of $2.363b.
"FRCA is looking forward to the
challenge.
"We are on track to achieve our target
of $2.1billion this year," he said.
Mr Tikolevu said the policies
announced by the Government during
the 2015 Budget would assist FRCA in
achieving this target.
"The policies announced by the
Government, would assist the private
sector, which in turn will assist revenue
collection," Mr Tikolevu said.
A major portion of FRCA's collection
was expected to come from value added
tax, with the forecast of $858.2million.
Revenue from income tax is expected

to be $505m in 2015.
Revenue from import excise and
Customs is expected to be $599m next
year.
Mr Tikolevu also thanked Government
for the additional $7m grant.
"Majority of this grant will go to the
upgrade of our information technology
systems and the continuous reforms of
our systems," he said.
"This upgrade is part of the ongoing
reforms with FRCA.
"We will be improving our systems and
processes, which will also assist in our
efforts towards improving compliance.
"Overall, we would like to continue
to improve our customer service. We
exist for all Fijians and we are existing
because of all Fijians.
"We must provide the best service.
However, we wish to remind all Fijians,
that paying taxes is our civic duty.
"Taxes are not fines but the cost of enjoying
public services," Mr Tikolevu said.

TOURISM Fiji's regional director


New Zealand Wayne Deed has been
appointed the new acting CEO of the
organisatoin.
Mr Deed takes over from former acting
CEO Ken Freer who resigned last
month.
Tourism Fiji chairman Stefan Pichler
said Mr Deed had the necessary
experience required to manage the
functions of Tourism Fiji until a
substantive CEO was appointed.
"He will be supported by a very

our head office in Nadi," he said.

The Ministry of Health and Medical


Services is urging those living along
Cunningham area to consider the
health implications of using rivers and
streams nearby.
This advisory follows the recent
collapse of a sewer line affecting parts
of Cunningham and nearby areas.
Health Minister Hon. Jone Usamate
said his staff are closely monitoring
the area and advising families to avoid
contact with the river water.
People should not go into the river for
any form of activity such as fishing,
swimming or collecting water as it is a

health risk. Our staff are on the ground


at the riverbank to monitor any form of
water-borne diseases and monitoring
families of any skin disease, Mr
Usamate said.
The Minister added that the riverbank
has been polluted for a long time
and the public should work towards
safeguarding their environment.
People are advised not to collect or
consume marine food from rivers or
streams nearby. We are working with
the Water Authority of Fiji and other
relevant departments to prevent any

said they did not require much from
the workers, however, they needed to
be healthy.
The requirements from the employees
is physical ability to do the work and
it does not always mean strength. It
is physical health so that they dont
get sick, that they are fit during the
duration of their work, Mr Beek said.
Another area that is very important is
the ability to actually be focused during
the duration that they are there and
dont get homesick. Back home they
need to have good support systems for
their families.
He said some employers prefer married
people because they seemed to be more
stable than unmarried people.
Another criteria is that we prefer

people who actually got a plan. People


who actually have an idea of what they
want to do with the money that they
earn.
So if theyve got a plan and a focus
then they are more committed to get
the outcomes while they are in New
Zealand. There also are commitments
that are long term commitments
whether it is children going to
university or building a new house or
setting up a business, he said.
Apart from that there is not much
that we require but that they behave
according to the employers code of
conduct that they will need to adhere
to. We prefer that there are no uses of
alcohol, definitely no drugs but there
can be a certain amount of recreational
kava but it can only be limited.
Mr Beek confirmed that the first 30
workers to pilot the programme were
from several clans in Wayalailai in the
Yasawa.
He said the selection of the Wayalailai
people was possible through a sister
programme between the Wayalailai
Primary School and a primary school
in the Hawkes Bay region back in
2003.
These 30 people are expected to get
through all the required procedures.
They will be leaving for New Zealand
on February 21.

more than $140,000 in damages.
The Labasa High Court heard that late
Sergeant Isireli Moce was a passenger
in the police vehicle which was driven

on January 26th, 2012.
The vehicle went off the road along

Fiji Airways Makes Drastic


Improvement
Fiji Airways has improved its share
value under the Voreqe Bainimaramaled Government.
Acting Prime Minister Aiyaz SayedKhaiyum, in response to a question,
said the airline had come a long way
since Qantas bought 46 per cent of the
airline in 1998 but controlled much of
its operations.
The question was posed by Opposition
parliamentarian Semesa Karavaki,
who asked for an update on the Qantas
shareholding in Fiji Airways, formerly
known as Air Pacific.
Mr
Sayed-Khaiyum
reminded
Parliament that when Qantas bought
minority shares, 46 per cent in 1998,
the Australian airline had veto powers
in 19 areas of the airline operations.
This amount of influence and control
was disproportionate to their stake in
the airline, where the Fiji Government
controlled 51 per cent. Some of the
areas that Qantas had veto powers
over included directors appointments,
budgets, air service agreements and
even the appointment of chairman and
deputy chairman.
Mr Sayed-Khaiyum said the Fijian
Government had addressed some
of these issues in the Civil Aviation
(Ownership and Control of National
Airlines) Decree 2012. The decree
ensured proportionate control of the
airline by Qantas and other stakeholders
including the Fiji Government.

existing labour laws to ensure capability
with the Constitution whilst at the same
time ensuring that the economic wellbeing of Fiji continues to be protected
and enhanced. We also stated that in
reviewing the existing labour laws, the
Fijian Government shall work closely
with international organisations such as
the International Labour Organisation
(ILO) and shall invite the ILO to be part
of the review process.
Mr Konrote did not give a timeframe
for the review, but said they intended
to start as soon as possible.

industry, says Fiji Sugar Corporation
executive chairman Abdul Khan.
Speaking to the media upon his return
from the 23rd International Sugar
Organisation seminar that was held in
London, Mr Khan said the challenges
faced were not unique to the country.
"The reduction in world market price
is affecting all sugar producers but the
effect is most being felt by African
Caribbean Pacific sugar-producing
countries," he said.
"A lot of the issues that we face by
the plummeting prices are the same

for all sugarcane growers and sugar


producers, it's not unique to Fiji."
Mr Khan said the European Union sugar
price had also deflated significantly
and this was having an effect on the
local industry.
"There is not much difference between
the world market price and the EU
price.
"The world market price is now around
16 cents per pound, a year ago it was
around 20 cents per pound," Mr Khan
said.
He said the plunge in world prices was
a result of the oversupply by major
producers such as Brazil and India.

Avian Flu Detected At 2 More Fraser Valley Farms


Birds at two more farms in
southwestern BC have tested positive
for avian influenza, the Canadian Food
Inspection Agency said Wednesday

The outbreak began last week, when
turkeys and chickens at two farms in
the Fraser Valley tested positive for the
H5N2 strain of the disease.
The virus has now been detected at
eight locations on seven farms, leaving
155,000 birds either dead or set to be
euthanized. The outbreak has prompted
surveillance and control measures
affecting half of the province, as well
as a growing list of trade restrictions on
B.C. or Canadian poultry.
Dr. Harpreet Kochhar, Canada's
chief veterinary officer, said the new
infections did not come as a surprise
and he suggested more could turn up
in the coming days. Indeed, another
farm was also being investigated as
suspicious, he said.
"The identification of additional
farms is not unexpected, given that
avian influenza is highly contagious,"
Kochhar said during a conference call
with reporters.
"Our efforts are directed to controlling
the avian influenza virus from
spreading. In spite of those measures,
there is a possibility that this could show
up at other farms. This is something
that is attributed to the highly virulent,

highly pathogenic nature of the avian


influenza virus."
The affected farms are clustered within
several kilometres of each other in
Abbotsford and Chilliwack.
In each case, the farms were
immediately placed under quarantine
and plans were made to destroy any
birds that had not already been killed
by the virus.
Earlier this week, the Canadian Food
Inspection Agency announced a
control zone covering the southern half
of B.C., where restrictions have been
placed on the movement of poultry.
Those restrictions are more strict in the
area immediately around the affected
farms.
It's not yet clear what caused the
outbreak, though two farms where
the virus was detected had received
chickens from a previously infected
facility.
Officials are looking into the
possibility that migrating wild birds
introduced the virus into the region,
though Kochhar said there's nothing
conclusive yet. He said there was no
evidence the virus had been circulating
among migrating birds and a wild bird
monitoring program hadn't found any
unusual increases in animal deaths.
Avian influenza poses little danger
to people as long as poultry meat is
handled and cooked properly.
It can, however, put the poultry industry
at risk.

Previous outbreaks in BC and


elsewhere in Canada similarly led to
the destruction of tens of thousands
of birds. The most serious, a 2004
outbreak in the Fraser Valley, prompted
federal officials to order the slaughter
of about 17 million birds.
Since last week, eight countries have
placed restrictions on poultry and
poultry products. Singapore was added
to that list on Wednesday, joining the
United States, Mexico, South Africa,
Japan, Taiwan, Hong Kong and South
Korea.
Some of those restrictions, such as
those put in place by Japan, apply to
poultry from all of Canada.
Kochhar said he hoped to convince
authorities in other countries to limit
any trade restrictions to the region
affected by the outbreak.

"We have sent our information to them


in terms of our primary control zone,
which is southern British Columbia,
and have requested them to revisit
their restrictions on poultry and poultry
products from the rest of Canada," he
said.
Consumers are unlikely to notice the
outbreak at the grocery store.
The marketing group the B.C. Turkey
Farmers has said about 25,000 turkeys
meant for the provincial Christmas
market have been lost -- a relatively
small proportion of the 3.3 million
kilograms of turkey typically produced
for the holiday season.
Likewise, the number of chickens
destroyed due to the outbreak pales
in comparison with the 160 million
kilograms of chicken produced in B.C.
each year.

facility intercepted 397 counterfeit

British Millionaire Shrien Dewani Acquitted Of


'Honeymoon Murder' In South Africa

A South African judge has acquitted


British millionaire businessman Shrien
Dewani of murdering his bride on their
honeymoon, saying the state had not
adequately made the case against him.
Judge Jeannette Traverso said the
prosecutors' arguments had "fallen
far below" the level needed to secure
a conviction, paving the way for Mr
Dewani to walk free without mounting
a defence.
"The application is granted, the accused
is found not guilty on this charge," Ms
Traverso told a packed courtroom.
The ruling is a blow to the reputation
of South Africa's state prosecutors,
coming after a lengthy and costly battle
to extradite Mr Dewani from Britain.
Mr Dewani's lawyers applied for his
discharge at the end of the state's case,
arguing that the evidence against him
was so weak he should be acquitted.
Ms Traverso agreed, giving a scathing
view of key state witnesses.
She said evidence given by taxi
driver Zola Tonga that implicated Mr
Dewani in a murder plot was "highly
improbable", while a prosecution

is insufficient evidence to show he or
she committed the crime.
Mr Dewani returned to Britain within
days of the murder in November 2010
and fought a three-year legal battle
to avoid being extradited to South
Africa, claiming he had mental health
problems, including depression and
post-traumatic stress.
But he was sent back to South Africa in
April, where he was found fit to stand
trial.

Giving Up Your U.S. Passport? It's Going To Cost You

Thinking about bidding Uncle Sam goodbye? Not so fast. Renouncing U.S. citizenship isn't cheap, and can result in enormous tax bills for decades to come.
A record 3,000 Americans chose to
give up their passports last year, driven
in part by new regulations that have
turned tax preparation into a massive
headache for the 7.6 million U.S.
expats required to file returns while
living abroad
But as more Americans are finding,
ditching the U.S. can be an expensive
affair. Earlier this year, the government
increased the renunciation fee to
$2,350, more than four times what it
used to cost.
On top of that, some U.S. citizens are
slapped with a giant "exit tax" bill -sometimes millions of dollars -- when
they renounce.
The increased renunciation fee alone
"is frustrating enough for the little old
lady school teacher down the street,"
said Chris McLemore, senior counsel at
Butler Snow. "But if there's somebody
in exit tax land, it's obviously a much
more expensive process."
The tax pain can last for years, with
some former Americans on the hook
for additional payments decades after
they renounce.
"This is what really boggles everybody
-- you're going to go into the U.S.
embassy, you're going to swear an oath
of renunciation, you're going to hand
over your passport, and yet in some
cases, you'll never be free from a tax

perspective," said McLemore. "At the


same time, you've given up all your
legal rights as a citizen."
Top income earners, or those with
$2 million or more in global assets
-- salary, homes, retirement savings,
artwork, jewelry and stocks all count -pay tax on the current market value of
their total holdings, as if they had just
been sold.
"[You're] going to pay immediate
tax, which effectively, is the price for
the way out," McLemore said. Few
wealthy individuals are exempt, and
paying a professional to figure out the
bill can cost thousands.

2012 IPO. Saverin was on the hook for

"I am obligated to, and will pay hundreds
of millions of dollars in taxes to the U.S.
government," Saverin said in a statement
at the time. "I have paid and will continue
to pay any taxes due on everything I
earned while a U.S. citizen."
No investment is safe: An American
can be taxed on the full value of

pension and retirement plans, even


if those funds won't be paid out for
years, said Dianne Mehany of Caplin
& Drysdale.
In certain cases, assets that were subject
to the exit tax could again be taxed
after the owner's death -- if they are
inherited by U.S. citizens, for example.
For many Americans, the decision to

renounce is a gamble that could end


up costing far more than staying, said
McLemore.
"You're triggering a tax now, without
actually taking the proceeds," he said.
"This is why people with actual exit tax
exposure are having to think long and
hard on whether they just keep the blue
passport."

Man Kills Himself At

evacuated on Wednesday after a
suicidal man barricaded himself in a
room at the massive resort hotel before
shooting himself to death, police said.
A SWAT team responded to the hotel
and sought to establish contact with
the man but was unable to, said Larry
Hadfield of the Las Vegas Metropolitan
Police Department.
When members of the SWAT team
entered the room, they found the

man dead of a self-inflicted gunshot


wound, he said. The incident was being
investigated as a suicide.
Representatives for the hotel, part of
MGM Resorts International, could not
immediately be reached for comment.
The MGM Grand, which opened on
the famed Las Vegas Strip in 1993, is
one of the largest hotels in the world,

Uber Taxi Service Banned In Indian Capital New Delhi


After Alleged Rape Of Female Passenger

The Delhi city government has banned


ride-share service Uber from operating
in the Indian capital after a passenger
accused one of its drivers of rape.
The ban will take immediate effect and
the company will also be blacklisted
from providing transport services in
future, the government said.
"Keeping in view the violation and the
horrific crime committed by the driver,
the transport department has banned
all activities relating to providing any
transport service by the www.Uber.
com," special commissioner Kuldeep
Singh Gangar said.
A spokeswoman for Uber said she
could not immediately comment.
The 32-year-old driver accused of
raping a female passenger appeared in
court after police arrested him in his
home state of Uttar Pradesh.

Police said the driver dropped the


woman home after attacking her
and warned her not to inform the
authorities.
She managed to note the driver's
number and take a photograph of his
car, they said.
Last Friday's alleged attack on the
woman is a major blow to the reputation
of the company, which claims to put
passengers' safety first.
Indian police said they were considering
legal action against the taxi service for
failing to run background checks on
the driver.
Special commissioner Deepak Mishra,
said early investigations showed GPS
had not been installed in the taxi and
police background checks were not
conducted on the driver, who faced a
separate rape allegation in 2011 and

was acquitted the following year.


But Uber said it had complied with city
regulations.
Background checks are "currently absent
in [Delhi's] commercial transportation
licensing programs," chief executive
Travis Kalanick said in a statement.
"What happened over the weekend in
New Delhi is horrific.
"Our entire team's hearts go out to the
victim of this despicable crime.
"We will do everything, I repeat,
everything to help bring this perpetrator
to justice."
Monica Kumar, a clinical psychologist
who heads the Delhi-based Manas
Foundation, said many taxi drivers
were migrants from less-developed
areas where patriarchal attitudes
remain prevalent.
She said often they were not accustomed

to seeing women out alone late at night


or dressed differently.
"The conversations about the changing
scenario in cities like Delhi where
women are becoming more empowered
are just not happening," Ms Kumar
said.
The pressure on Uber comes at a
time when the company has faced
criticism over its driver screening
in the United States, and has
apologised for comments by an
executive who suggested "digging
up dirt" on journalists investigating
the firm.
That has not stopped the San
Francisco-based firm from raising
investment that values it at $US40
billion, reflecting the perceived
potential of its expansion into highgrowth markets like India.

IATA Tips Ticket Prices To Fall In 2015 Amid Lower

cargo rates ultimately reflected the
cost of providing those services, Mr
Pearce said.

that her Samsung Galaxy Ace phone
exploded next to her while she was

Brain Scans 'Can Predict
Risk' Even After Mild Stroke Women Over 65 Outweigh Risks
A new research has revealed that daily
dose of aspirin protects women over 65
against the cancer despite the dangers
of internal bleeding.
The study at the University Medical
Centre in the Netherlands also suggests
that since younger women appear to
gain no benefit, the regular use aspirin
may be harmful for them, as reported.
Although the possibility of developing
serious illnesses, particularly cancer,
and the risk of stomach bleeding rises
with age, so too does the drug's impact
on lowering the risk of bowel cancer

CT scans can predict the risk of further strokes in mild stroke patients, the
research suggests
All patients should be given a brain
scan after a stroke, even if it is a
mini-stroke, say Canadian researchers
writing in the journal Stroke.
This is because images of the brain can
help doctors assess the damage done
and predict the risk of another stroke
occurring.
In the UK, guidelines recommend
urgent treatment of high-risk stroke
patients.
But the Stroke Association says
thousands of lives could be saved by
treating mini-strokes within 24 hours.
The research team, led by Dr Jeffrey
Perry, associate professor of emergency
medicine at the University of Ottawa
in Canada, tracked more than 2,000
patients who received CT scans within
24 hours of a transient ischaemic attack
(TIA) or non-disabling stroke.
A TIA is caused by restricted blood
supply to the brain, and symptoms can
last only a few minutes.
A CT scan combines a series of X-ray
views to give doctors cross-sectional
images of the brain.
The scans revealed that 40% had brain
damage due to impaired circulation.
Doctors were looking for signs of
newly damaged tissue due to poor
circulation, previously damaged tissue
and damage to any type of small blood
vessel in the brain, such as narrowing
of the small vessels.
A quarter of the patients showing all
these types of damage to their brain in
the scans had another stroke within 90
days.
This compared with 3.4% of people in
the study group as a whole, making the

scans a useful prediction tool.


Warning sign
Dr Perry said: "During the 90-day
period, and also within the first two
days after the initial attack, patients did
much worse in terms of experiencing
a subsequent stroke if they had
additional areas of damage along with
acute ischemia."
He added that doctors should be
willing to use CT scans on patients
within 24 hours of a mild stroke, even
if symptoms do not last long.
"These findings should prompt
physicians to be more aggressive in
managing patients with TIA or nondisabling stroke who are diagnosed
with acute ischaemia."
Other measures to prevent further
stroke can include cardiac monitoring
or medication to lower blood pressure,
treat high cholesterol or prevent blood
clots.
Chris Larkin, regional head of
operations at the Stroke Association,
said a mini-stroke can often be a
warning sign that a major stroke is on
its way.
"Each year, around 46,000 people in
the UK have a mini-stroke [transient
ischaemic attack or TIA].
"A quick response to stroke can
significantly reduce the risk of death
and disability.
"If patients with mini-stroke are
assessed and treated as an emergency
within 24 hours, the risk of a major
stroke is reduced by 80%.
"This could prevent around 10,000
strokes each year in the UK and save
over 3,000."

meals at home, they consume fewer
carbohydrates, less sugar and less
fat than those who cook less or not
at all - even if they are not trying to
lose weight," said study author Julia
Wolfson from the Johns Hopkins
University in the US.

The researchers found that eight


percent of adults cooked dinner once or
less a week and this group consumed,
on an average day, 2,301 total calories,
84 grams of fat and 135 grams of sugar.
Forty-eight percent of participants
cooked dinner six to seven times a week
and they consumed 2,164 calories, 81
grams of fat and 119 grams of sugar on
an average day.
The researchers also found that those
who cook at home rely less frequently
on frozen foods and are also less likely
to choose fast foods on the occasions
when they eat out.

A new study has claimed that hand


dryers in the toilet are much worse and
spread more germs than paper towels.
According to new University of Leeds
research, high-powered 'jet-air' and
warm air hand dryers could spread
bacteria in public toilets. Airborne germ
counts were 27 times higher around jet
air dryers in comparison with the air
around paper towel dispensers.
The research team, led by Professor
Mark Wilcox of the School of Medicine,
contaminated hands with a harmless
type of bacteria called Lactobacillus,
which is not normally found in public
bathrooms. This was done to mimic
hands that have been poorly washed.
Subsequent
detection
of
the
Lactobacillus in the air proved that
it must have come from the hands
during drying. The experts collected

air samples around the hand dryers


and also at distances of 1 and 2 metres
away.
Air bacterial counts close to jet air
dryers were found to be 4.5 times
higher than around warm air dryers
and 27 times higher compared with
the air when using paper towels.
Next to the dryers, bacteria persisted
in the air well beyond the 15 second
hand-drying time, with approximately
half (48 percent) of the Lactobacilli
collected more than five minutes after
drying ended. Lactobacilli were still
detected in the air 15 minutes after
hand drying.
Professor Wilcox said the findings
were important for understanding the
ways in which bacteria spread, with
the potential to transmit illness and
disease.

To Cook
Place the lamb in a large non-metallic
dish and sprinkle the lemon rind and
half the juice, the rosemary and the
garlic slivers on top. Drizzle over half
the olive oil and then turn the lamb over
a couple of times until the marinade

ingredients are evenly distributed.


Cover with clingfilm and set aside for 2
hours to allow the flavours to combine
or overnight in the fridge is even better.
Preheat the oven to Gas mark 7,
220C(450F). If the lamb has been
chilled overnight, bring it back to room
temperature. Then place it skin side
up, in a large roasting tin and season
with salt and black pepper. Roast the
lamb for 20 minutes, then turn it over
and roast for another 15 minutes for
medium rare.
To make the salad, place the tomatoes,
cucumber and red onion in a large
bowl. Then tear in the mint leaves.
Season to taste and then dress with the
remaining olive oil and lemon juice.
When the lamb is cooked, transfer to a
warm dish, then leave to rest in a warm
place for 10 minutes. Carve into slices
and arrange on plates with the tomato and
cucumber salad and steam new potatoes.

Cashew Chicken
Ingredients:
1/2 cup ketchup
4 teaspoons soy sauce
1/2 teaspoon salt
2 tablespoons Worcestershire sauce
3 tablespoons sugar
1 1/2 teaspoons sesame oil
1/4 teaspoon cayenne pepper
1/2 cup chicken broth
2 tablespoons cornstarch
1/2 teaspoon sugar
1/4 teaspoon salt
3 whole chicken breasts, cut into
bite size pieces
1/4 cup cooking oil
2 tablespoons fresh gingerroot,
minced
1 tablespoon minced garlic
1 onion, chopped
2 carrots, sliced thinly
1 green bell pepper, chopped
2 cups snow peas
1 1/2 cups cashews
2 cups cooked white rice

Directions:
1 Combine Catsup, soy sauce,
salt,Worcestershire Sauce, sugar,
sesame oil, cayenne pepper, and
chicken broth and set aside.
2 In a bowl, combine cornstarch, sugar,
and salt.
3 Toss the chicken with cornstarch
mixture.
4 Heat a wok or frying pan to a high
heat and add cooking oil.
5 When oil is hot add chicken.
6 Add gingeroot, garlic and onion.
7 Stir fry mixture until chicken is
cooked through and opaque.
8 Add bell pepper and carrots, stir fry
until tender crisp about 2-3 minutes,
then add snow peas.
9 Continue to stir fry until tender crisp.
10 Add catsup/soysauce mixture to
chicken and vegetables and cook until
it comes to a boil.
11 Add the cashews and serve
immediately over a bed of white rice.

Garlic Panko Chicken


Strips

Ingredients:
5 tablespoons butter
2 cloves garlic, minced
3/4 cup panko breadcrumbs
1/4 cup freshly shredded parmesan
cheese
1 tablespoon finely chopped fresh
parsley
salt and pepper
1 1/2 lbs boneless skinless chicken
breasts
Directions:
1 In a small saucepan, melt butter
over medium-low heat; as butter starts
to melt, add minced garlic into the
saucepan.
2 Once butter has melted, remove from
heat and pour garlic butter mixture into
a low flat dish, like a soup plate or pie

pan.
3 In another low, flat dish, combine
panko, parmesan, parsley, salt and
pepper to suit your taste.
4 Preheat oven to 400F; have ready a
baking pan that's been lightly sprayed
with nonstick cooking spray.
5 Cut chicken breasts crosswise into
strips.
6 Roll chicken pieces into garlic butter,
then completely dredge in panko
mixture; place on prepared baking pan.
7 Should you have any panko mixture
left over when you are done, sprinkle
over chicken strips; should you have any
melted butter left over, pour over chicken.
8 Bake in preheated oven for 15 to 20
minutes, or until chicken is just cooked
through.

Legendary playback singer Asha
Bhosle will be honoured with the
Lifetime Achievement Award for her
decades of dedication to Indian cinema
at the forthcoming Dubai International
Film Festival (DIFF).
The octogenarian singer is known for
her incredible range and versatility,
having recorded every style of music
from film to folk songs, Indian classical
music to pop songs, as well as ghazals
and bhajans.
The veteran singer is glad about the
honour.
"I am delighted to have been nominated
to receive this Lifetime Achievement
Award from DIFF in Dubai - a place
with long historic ties to my country.

Tusshar Kapoor filed a case against
Samir Karnik - who directed 'Chaar Din
Ki Chandni' in 2012 - as the filmmaker
failed to repay a part payment of his
remuneration. The cheque had bounced
with a letter stating "insufficient
funds". Since then the hearings of the
case have been going on.
The latest buzz to this bout is that

out-of-court settlement proposal with
Tusshar. However, the actor is refusing
to play party to the idea. So much so
Karnik has apparently approached
Tusshar's lawyers asking them to take
20% of the amount due and finish the

dominant Wellington Phoenix side a
1-1 A-League draw against the Central
