Role of the partner: Participation in the research (questionnaire survey, field works); Promotion and

3. Short project description


Establishment of a European Grouping of Territorial Cooperation (EGTC) could bring new impetus to
the development of cross-border institutional cooperation. The project is devoted to analyze the
evolution of the EGTCs at the Hungarian-Slovakian border, with a special focus on the civil society
relations. A new research methodology will be elaborated that could be suitable to compare the
historical antecedents and the results already achieved by these new cross-border cooperation forms.

The development of the European regional policy during the last some 20 years has resulted in
significant institutional innovations of cross-border cooperation. Besides the dedicated financial
instruments, the gradual abolishment of legal barriers had brought new opportunities for cross-border
actors, especially in Central and Eastern Europe.
A new legal framework created by EC Regulation 1082/2006 on the European Grouping for Territorial
Cooperation (EGTC) could play an important role in economic-social catching-up of the peripheral
border regions.
At the Hungarian-Slovakian border 10 EGTCs have already been established: Arrabona EGTC,
Rba-Duna-Vg EGTC, Pons Danubii EGTC, Ister-Granum EGTC, Novohrad-Ngrd EGTC,
Saj-Rima EGTC, Karszt-Bdva EGTC, Bodrogkzi EGTC, Ung-Tisza-Tr-Saj EGTC, Abaj-Abajban
EGTC.
Our project is devoted to analyze the evolution of these EGTCs, with a special focus on the role of the
civil society relations in the revitalization of border regions. A new research methodology based on
questionnaires and personal interviews will be elaborated that could be suitable to compare the
historical antecedents and the results already achieved by these new cross-border cooperation forms.

5. Visegrad feature of your project


Cross-border institutional relations of local and regional authorities is an important element of Visegrad
cooperation. Understanding new, innovative institutional solutions is especially important in the
Visegrad countries where the current global crisis has resulted in much more economic and social
sacrifices. Moreover, the results of the project could be utilized not only in the Hungarian-Slovakian but
also in other bilateral Visegrad cross-border relations, and could contribute to a Visegrad knowledge
base on EGTC issues.

6. Target groups and groups benefiting from the project


The main beneficiaries of the results and conclusions of the project will be the policy-makers as well as
scientists and researchers of the Visegrad countries.
The 'indirect' target groups include:
Researchers;
University students and teachers;
Decision-makers and policy-makers.
Opinion leaders: people working for written and electronic media, experts etc.

11. Previous experience in the field


The Civitas Europica Centralis (CEC) Foundationis a public benefit non-governmental organization. It
examines the situation of the minorities living in the Central and Eastern European region, having
regard to the possibilities offered by the EU integration.
The CEC defines itself as the intellectual successor of the Public Foundation for European Comparative
Minority Research, which played an important role in the creation of EGTCs along the Hungarian
borders. The activities, the research methodology and results of the Public Foundation is continuously
applied by the CEC.

12. Continuation of the project


The unique and innovative approach (in the Visegrad area) of the researchers participating in the
project ensure the continuation of the project, i.e. new common research. We suppose that the project
will open new research questions and issues. We expect that the research could contribute to a better
understanding of the EGTCs, and improve new possibilities of scientific
exchange in the Visegrad countries.

14. Expected results and potential risks


The concrete project outcomes are considered as follows:
printed and electronic publication on the history, results and prospects of the Hungarian-Slovakian
EGCTs;
stregthened scientific cooperation between participated institutions and individual scholars;
defined new research topics.
We have defined the following project indicators:
quantity and quality of researchers participated in the project;
quantity and quality of researchers and institutions participated in the final conference;
the impact of the publication and the final conference in the media.
Project risks:
financial failure of the Applicant and/or its Partner;
resistance of the direct EGTC actors from giving an objective picture of their organization's operation
