Le, Thank you for the updated proposal, I had a preliminary discussion with my senior editorial colleagues and the first impression is very positive, mainly for these reasons: 1. Most importantly, we recognize Prof. Nguyen Dang Hung as a renowned scientist with a good reputation in the field of mechanics and computational mechanics. This will definitely help in promoting the journal and with Prof. Hung's network and influence, we foresee rapid development for the new journa. 2. We recognize many board members who have a good reputation in the field. Some of them are closely connected to other Springer journals, e.g. Wing Kam Liu, an Associate Editor of our successful journal "Computational Mechanics" (which is actually very close content-wise). We know several on the proposed board who are actively supporting Vietnamese activities. Therefore, the new journal may really develop and might start very well. 3. The scope of the journal lies in one of Springer's strongest areas (applied mathematics and computational mechanics), with a lot of promotional opportunities (conferences, newsletter, etc.) 4. Springer's activities in the field of mechanics have mainly been focused in Europe, working with this journal will under line our efforts to develop Asia Pacific, and this aspect is definitely a USP. At this moment, probably the most important decision we have to make is which model should we adapt for the journal, Open Access or Subscription? Let me briefly describe the two models to you. As you probably know, for subscription model journals, authors publish their articles at no charge (although some charges may apply for color figures), articles are peer-reviewed prior to publication, gaining access to journal requires payment of subscription fees. However, this models has its drawbacks, the budget for most libraries worldwide are shrinking, convincing them to pay subscription for new journals (with no impact factor) can sometimes be a difficult task. In addition, subscription fees limits the
access of such journals for readers in developing countries where budget of
libraries are not extensive enough. Open access journals is the preferred model for new start-up journal in Springer. For Open Access, authors pay an Article Processing Charge (APC) for publication, however payment by the authors is only made after their articles undergo peer-review and accepted into the journal for publication. This allows unrestricted use, distribution, and reproduction in any medium is permitted, provided the article is properly cited. Therefore, no subscription fees is needed to gain full access to the journal, the content is available to everyone. The advantages for a new start-up journal includes higher readership, wider circulation, rapid development, higher citation (as a result of higher readership) and eventually helping it attain world-wide recognition, articles being indexed by reputable scientific databases. In addition and most importantly, Springer Open Access journals provides an automatic waiver for APCs to authors based in developing countries, including Vietnam, the list of countries can be viewed at this website http://www.springeropen.com/authors/oawaiverfund/.
