On behalf of H.E. Gen. Ke Kim Yan, Deputy Prime Minister and Chairman of the
National Authority for Combating Drugs, NACD, I would like to express my sincere thank and
appreciation to the Dangerous Drugs Board, Republic of the Philippine embassy of Japan for
organizinged and invitinged Cambodia delegationme to attend at at the Thirty-Fifth of the
Asean Senior Officials on Drug Matters (35th ASOD) Mini-Dublin Groupmeeting organized at
the Embassy of Japan here today in a Beautiful city of Makati. at the Embassy of Japan today.
Please allow me to report to the meeting briefly on the illicit drug situattion and its NACD
successfully achievement operated in 2013 as the following;
I. General Drug Situation:
1. Drug situation in the world and in the Region:
1.1. Cultivations and the production:

Cultivation of plants as source of drugsand world drug production has remained


stable, especially, Opiate cultivation and the production of Heroin in the Golden Crescent.

ATS clandestine laboratories in East and West Asia are still increasing.

The ATS at the present are produced with precursors chemical, which were stated in
the law on the control of drugs.

1.2. Drug trafficking:

Volume of Methamphetamine seizures has increased in East and Southeast Asia.

West African criminals are actively involvedin trafficking of drug into Asia and the
Pacific.

Illegal trafficking on sea routes and international air routes have been remarkably
noticeable.

New trend in drug trafficking, trafficking of control substances, including of
pharmaceuticals, illegal transactions via Internet and other means of technologies.

Illegal drug syndicates from Iran and China are identified as main drug traffickers and
transporters of drugs.

Drug trafficking routes commonly uses by drug syndicates in Asia and Southeast is the
trafficking from the Golden Triangle into the Northernpart of Thailand and Lao PDR before
coming into countries in the Greater Mekong and brought to the illegal markets in the world.
II. Drug Situation in Cambodia:
a). Drug Trafficking:
Illegal
Illegal drug trafficking such as; ATS,
Methamphetamine, Ice and Heroin are originated
from the Golden Triangle are transiting through
Cambodia via entry routes in Northeastern
provinces along the border between Cambodia
and Lao PDR. such as; ATS, Methamphetamine, Ice
and Heroin.

Cocaine and some Methamphetamine Ice


originated from the Golden Crescent into
Cambodia via Phnom Penh and Siem Reap
International Airports.

b). Re-creation of ATS Production, Illegal Cultivation of Cannabis and the


eExtraction Safrol-Rich Oil.:

producing in Cambodia. For instant , the law
enforcement have been suppressed an illegal
reproduction of ATS located in SangkatTek
Laak3, ToulKork district, Phnom Penh city.
Illegal Cannabis plantation has been significantly
decreased, but law enforcement keep s
controlling the illegal growing of Cannabis by
family members.s.

Illegal extraction of MrespProv Phnom oil


(Safrol-Rich Oil) has been gradually decreased in
Cambodia now a day.
c). Drug Abuse:

13,000 affected drug users, and the


number can be changed between the lowest of
12,000 to the highest of 28,000. Most of the

abusers are between the ages of 18 to 35 years


old.

Some of the drug abusers are currently in


treatment rehabilitation at the governments
temporary centers and private centers with the
total of 2,713 persons.

Unemployment drug users stand on top


among other drug users.

Injection drug users are still continueing.


II. Result of Drug Control:
1. Demand Reduction:
Conducting of educational awareness, understanding of law and harm
prevention courses by drug usage, including of HIV/AIDS issues, continue
throughout the government and private mass medias, integrated of
activities into the national and international holidays, direct education in
the communities and messages of education related to drugs at the cover
of other products.
6,454,446 people have received direct information on drugs related issues
compare to the year 2012, has a 100% increased.
Difficulty and Challenges:
- Lacking of technical equipmentsequipment, budget and human
resources in dealing with education program.
- Event drug prevention program has been conducted in some hot
spot areas, but drug problem are still remainsing the same.
- Good role model activities such as; personal, family who have been
away from the drug culture and the competition on the fight against
drug, including praises and encourages to person who has good
experiences are not well organized.
2. Supply Reduction:
Drug offences haves been suppressed in 889 cases in 2013 while 818 cases
compare to in the year 2012.
1,830 suspects have been arrested, while 1,788 suspected were arrested
compare to the yearin 2012.
16 nationalities such as, Cambodian, Vietnamese, Lao, Thai, Philippines,
Chinese, Nigerian, Korean, Iranian, Peruvian, Indian, Indonesian,
Romanian, Spanish, French and Australian.
Seizures of imported drugs total lyto almost 120Kg including,
Methamphetamine WY, Methamphetamine powder, Heroine, Cocaine,
Methamine, Cannabis, properties belong to drug traffickers.
CLacking and challenges:
- General understanding of law on the control of drugs among law
enforcement is limited.
- Not enoughInadequate information sources for serving operations.
- The Border Liaison Office (BLO) which were already established for
the control of drugs along the border line is still not largely on duty
iesand constantly staffed.
- Provinces located in Northeastern part of the country is still
considered as entry points for illegal drug trafficking.

3. Harm Reduction, Treatment Rehabilitation Vocational Training and Reintegration:


Educated officials who are involved within the areas of harm reduction in
country and oversea are in total of 1,817 persons.
Strengthening of our 189 Referral Hospitals Health Care Centers.
Educatedof provincial health care officials, treatment officers, nurses and
health care officers who works in prisons. 430 officers have been trained
locally and another 43 officers were trained abroad as the service providers
to the hot spot areas.
848 of ATS abusers were have been treated (489 middle age persons), 177
opiate addicts (131 middle age persons).
2,713 drug abusers were have received treatment. Among those patients,
1,446 were re-integrated into the communities. 2 drug abusers abandoned
their treatment and 1,265 drug abusers are still continuing the treatment.
Lacking and Challenges:
- Most of the parents, dependeants who have their children, grandchildren who involved with drug problems, do not dare toof report
to authorities for the necessary assistance and they are not aware
that the Referral Hospitals or Health Care Centers in their
communities are able enablingto provide drug treatment services.
- Training and educational program for Community Based Treatment
has move slowly, due to the lacking of human resources,
equipments, experiences and budgets.
- Services of community-based treatment are currently operating at
the health care centers in some targeted communities and quarters
are not properly operated.
- Monitoring and evaluation system tools of drug abusers who have
left the drug treatment program and their possible return are not
yet efficient.
- Training program for health care officers who work for health care
positions in prisons and its treatment to the inmates are still limited.
4. Strengthening of Law Enforcement:
3,411 law enforcement officers have been trained about law on the control
of drugs, basic knowledge on drugs and drugs investigation techniques.
Approval on decision of re-arranges compositions, functions and duties of
the Border Liaison Office BLOs.
Lacking and Challenges:
- Law enforcement officials for procedural investigation and
collecting of evidences for the Court Institutions are still limited.
- The complying with the existing law on the control of drugs has not
completely applied. since a number of some officers are taking
chances and the advantages of his/her position for personal
interest.
2.1. International Cooperation:
Participated and hosted of meetings, seminars and training in 45 different
occasionstimes.

Most of the projects supported by various donors on the area of


drug control, both in term of bilateral, regional and internationally
are getting slower and difficulties remain in securing ongoing
funding remain.

III. The 2014 Year Plan on Drug Ccontrol:


1. Continuallyto promotinge of the multi contents of the drug education
and awareness to the target areas, vulnerable populations with the
participation of all national and international stakeholders, civil
society, private sectors aim at reducing demand reduction throughout
the training of trainers, the promotion of competition and integration
of drug education at the localities.
2. Strengthening the Community Based Treatment in line with the
existing of health care and social affair and the veteran systems.
3. Strengthening the capacity of temporary centers with the promotion of
establishment of a National Drug Treatment and Rehabilitation center
with the collaboration of development partner, national and
international organizations and private sectors in order to promote
treatment, detoxification, rehabilitation and vocational training and reintegration of drug addicts into their families, communities with the
continuation of health care and wellbeing of drug users, especially
women and children.
2.4.
Participating ein maintaining of the National Security and Public
Order to build up Villages-Communes Safety Policy with the
cooperation of the National Authority for Combating Drugs and the
National Authority of Aids and other partners in order to solve drug
and HIV/AIDS problems.
5. Anti illegal cultivations of plants as source of drugs, productions,
extraction, smuggling, storages and the abuses of drugs in accordance
with our existing laws and regulations from minorsmall to major
largeactivitiemanners.
6. Promoting efficiency of law enforcement operation in order to destroy
transnational organized crime syndicates with the cooperation from
the neighboring countries and international organizations aiming at
destroying new type method of crimes conducting by all drug
syndicates.
3.7.
Strengthening the capacity, ability, aspiration, moral, profession
and the responsibility of law enforcement agencies aiming at
increasing quality and reducing all in-activity which is unethical to
their profession which is the main cause of untruthfulness and their
responsibility.
4.8.
Increasing of good cooperation with Ministries, Institutions for
the control of both legal and illegalof import and export of precursor
Chemicals as well as other materials for illegal activities of diversion of
those Chemicals to producet drug.
5.9.
Promotion and enhancement of international cooperation,
especially with the neighboring countries for the establishment of drug

free Villages-communes in the cities, quarters and districts along the


border. Cooperate with agencies in the neighboring countries and
continuing to strengthen Border Liaison Office (BLO) and take note on
results, in order to learn the new experiences and challenges.
6.10.
To promoter and to enhance of international cooperation with
countries in the region and in the world as well as national and
international development partners to solve drug problem.
7.11.
Strengthening institutions in both at national and sub-national
level concerning all related authorities for effective implementation of
NACDs strategies. The implementation on encouragement to agencies,
people who have successfully fight against drug as well as the
promotion of competition of activities on implementation of multi
strategies on drug control.
