Annual Report

We are still strive,


2013 could be one of the dicult years passed to Palestinians; a year which was full of challenges and
burdens because of the imposed siege against Gaza strip and the internal divide between GS and WB.
During that year, Israeli occupation proceeded in its escalation policies against Palestinians denying
their simple rights. They also continued in killing civilians, destroying houses and conscating lands in
addition to continuing in apartheid entrenchment, apartheid wall and settlements building, borders
closure and movement prevention.
Those events occurred in parallel with the critical and regrettable Arab and regional circumstances which
indeed aected the future of Palestinian cause and its people.
In spite of all the above obstacles, Palestinian center for Democracy and Conict Resolution kept
working to achieve its mission with the possible means to contribute in making a positive change inside
the Palestinian community in the social and political levels. This was achieved by the cooperation of
technical assistant partners, NGOs and governmental organizations.
In this report, the reader will notice a fruitful participation of PCDCR sta in many elds as good
governance, enhancing human rights, educating democracy, facilitating the Palestinians' access to
justice, presenting psychosocial support to children and women, legal presentation for vulnerable
people, working with youth to enhance concepts of tolerance and social peace, and building capacities of
CBOs and key gures.
Therefore, I would like to thank the technical assistant partners and CBOs for their cooperation and trust
in the center as well as PCDCR sta and volunteers in both West Bank and Gaza Strip for their eorts
exerted to help the center proceed in that challengeable year.

Introduction :
The Palestinian Center for Democracy and Conict Resolution (PCDCR)carried out number of projects,
activities and events over the past year in 2013 according to its various programs which are awareness,
raising, capacity building, advocacy and mobilization, and service delivery.
This brieng the main projects and activities:

1. Project "Child Protection Teams"


In order to provide psycho-social support for children aected by conict and caregivers in the Gaza Strip
to improve mental state and access to social welfare, PCDCR carried out this Child Protection Teams
project in partnership with the United Nations Children's Fund (UNICEF)Several activities have been
implemented during the implementation this project:

Psycho-social Support Activities for Children:


A psycho-social support have been provided
psychological support services to ( 6750) children in
all Gaza Strip governorates with total(450) group out
of (500)targeted groups. It has been implemented a
collective guide groups for (6600)children who suer
from psychological problems and pressures
distributed all over the Gaza Strip.
In addition, services were provided as individual
counseling for children through the branches of the
center and counseling points along with the Family
Centers which scattered all the Gaza Strip, the
number of beneciaries almost (4128 case), as well as
(386) Emergency Visit has been implemented
targeting (1124) of children aected by war or conict
and intervention during time of crisis. Moreover, it has
been carried (95) open days with the participation of
(11675) recipients of child guidance sessions
individually or collectively in order to give them the
opportunity to exchange experiences with each other
and give them the right to play and participate.

Awareness-raising Activities for Parents:


PCDCR carried out (534) awareness groups in cooperation with local institutions.(5)sessions per group
was delivered targeting(8012) of parents and care givers. In addition, it has been implemented(55 family
groups) of kindergarten aged between 0-6 years by 6 sessions for each group, targeting (825) parents
and teachers.
Also implementation of 210 awareness groups to educate men in the mosques, with two sessions for
each group, targeted of 30-50 people per group, as well as held workshops for parents provided by the
specialists' sta at family centers each month for people in the region.

Training and Capacity Building:


PCDCR gives attention to improving the capacity building of about 500 people from the sta and
activists related to child protection issues from the partners' institutions to provide better support for
children and parents, as well as to increase their ability to adapt coping mechanisms, and ensure
increased ability to respond to emergencies.

Approach of Young to Child:


"Activity of Older Brother":
A psycho-social sessions and educational depth
has been implemented of 100 children suering
from behavioral problems and psychological
diculties, each group consisting of 4 children,
have met them at 21 of the Family Centers, and 4
partner's institutions.

2. Project "Towards A Society Free of Violence Against Women"


As continuity eorts to reduce the phenomenon of violence against women, PCDCR provided services
since several years ago through implementation of project "Towards a society free of violence against
women," in partnership with the Norwegian People's Aid (NPA), Gaza Oce. The project aims at reduce
the manifestations of violence against women in the Gaza Strip and the West Bank through the
provision of psycho-social and legal support for women, and to inuence and making lobbying on the
decision-makers to embrace laws and executive actions that maintain the rights of women and protect
them from violence.
During the implementation, the PCDCR has been provided psycho-social support sessions to (1981)
woman ("494" via the toll-free phone, "885" through the center, "602" through guidance points and
workshops), as well as provided legal support to of 542 woman through their representing them in the
courts, mediation or providing legal advice.
PCDCR also accomplished therapy groups, which targeted (137) woman, also provided services to (506)
of separated couples at the Family Forum, (103)workshops was held in Gaza Strip.
One of the main activities of the project is capacity building, (125)people from the graduates of the
Faculty of Law, project sta, and specialists working in UNRWA have been trained. In addition,(8)
monthly meetings conducted through the integration of young people and partner's associations in
advocacy activities.

PCDCR carried out (3) round table meetings.Also, social networks sites have been established with title
Young people stop violence against women ".
On the subject of honor killings, the PCDCR has signed a memorandum of understanding (MOU) under
title of "Honor Killings". On the other hand, the project team carried out (10) workshops discussing this
issue from dierent perspectives.
In continuation of its eorts on the media level, PCDCR has been activated the media campaign to follow
up on the issue of violence against women, and has produced ve radio series as well as distribution of a
number of posters and brochures.

3. Project "I am a Human Being"


Within the awareness project (Campaign I am a human being) which aims at raise awareness of the
community regarding the psychiatric morbidity, and the integration of psychiatric patients in the
community and facing the shaming phenomenon of psychiatric illness, PCDCR in partnership with the
"International Medical Corps IMC", carried out (3)0 Workshops with psychiatric patients and their
families aimed of entertainment for the patients and educate parents on how to deal with them.
PCDCR also carried out in the framework of the project initiatives an athlete marathon and two radio
spots, including distribution of brochures, training for partners' institutions and prepare a manual for
parents.

4. Project "Emergency Aid to People Aected by the Alexa Storm


As their social responsibility and community participation during emergency events, PCDCR in
cooperation with the German Development Cooperation (GIZ) has been distributed emergency aid to
(280) families aected by the barometric depression Alexa" which struck the Gaza Strip mid-December
of 2013.
PCDCR distributed bag kitchen utensils and cleaning tools on these families, also distributed 600 toy for
children in the aected areas, and at the municipal level, the PCDCR distributed ten thousand liters of
diesel and 395 uniforms rescue workers in municipalities, (Rafah, Khan Younis, BaniSuhaila, Al-Qararah
,Deir al-Balah, Bureij, Maghazi, Zahra, Gaza), were also distributed clothing for children in collaboration
with UNICEF, and relief materials in collaboration with Save the Children.

5. Project Powerful oversight leads to better Justice


As a part of their eort to enhance the legal culture of workers at reform and rehabilitation centers and
providing legal support to vulnerable groups of inmates and inmates and juvenile institution of spring,
the PCDCR in partnership with the United Nations Development Programme UNDP within The
Supremacy of Law and Access to Justice in the Palestinian Territories Project
The project aimed at strengthen the mechanisms for control over the justice agencies, which targeted
(20 lawyers and journalists), and training who responsible of law enforcement at reform and
rehabilitation centers.
Also PCDCR and in the framework of the (censored stronger ... better justice) project held(30) awareness
workshop for guests within the reform and rehabilitation centers, in addition to the (10) town hall
meetings on topics of legal and relationship problems.
On the other hand, the Centre implemented ve radio spots, also provided legal service representation
and legal advice for prison inmates inside the rehabilitation centers. (155) people beneted from these
services, where it was the representation of some of the them in front of the courts and get provisions for
their benet, Also, the project team carried out a study on the reality of the legal system in the Gaza Strip.

6. Project Social Accountability in Local Governance


In order to achieve social accountability and educate citizens about their rights and responsibilities in
the decision-making process, PCDCR carried out in partnership with the German Development
Cooperation GIZ project "Community Accountability in Local Governance", and through the
establishment of a monitoring system based on transparency, participation and responsiveness,
monitoring and follow-up.
Within framework of the project several activities have implemented including:

Development and Capacity Building:


It aims to build and strengthen and capacity building of the members' of municipal council, municipal
sta and committees follow-up in the application of community accountability, through the training of
the members of the municipal council and heads of departments in the municipalities targeted followup committees and neighborhood committees.

Raising Awareness:
It aims to raise awareness of the concept of community accountability and its mechanisms through the
implementation of four sessions to educate the community at a rate of two sessions for each
municipality, and the development of the website of the municipalities of Rafah and Maghazi, and the
allocation of a special portal services and complaints and suggestions of citizens, and communicating
with the Municipal Council and the Commission on the follow-up through.
As well as the design guide for the citizen in dealings with the municipality and the website and using
SMS messages to promote the concept of community accountability, as well as radio advertisements to
promote the concept of community accountability, also design and printed(5000)folded to promote the
concept of community accountability.
Moreover, designing and printing a poster (1000) to enhance the concept of community accountability,
and the suspension of ve large bill board for each municipality, as well as the production of (100) copies
of the booklet, summarizing the work of the committees and the follow-up would be a base for the
organization's work in the community accountability.

Mobilization and Lobbying


It aims to enhance and activate the role of the community to claim their rights and the practice of
community accountability at the local government level through the formation of a monitoring committee
in Municipality of Rafah(18) members, and the formation of another monitoring committee in the
Municipality of Maghazi of (11) members.

7. Project "Social peace a er seven years of divide is still possible:


A er seven years of the Palestinian divide, PCDCR still seeks to achieve immunization of civil peace, where
the project was carried out "civil peace a er seven years of division is still possible," in partnership with the
National Endowment for Democracy NED, which aims to promote awareness of the concepts of community
peace, tolerance and acceptance of others among the people and among the student frameworks, and
promote Palestinian unity.
The project team implemented(25) visit to the victims' families of the division, and increase the awareness
of high school students using alternatives to violence if exposed to any position through a range of
activities, which were merged (60)Imam of Mosque in the Gaza Strip and the West Bank in the team alliance
civil forces. The project team conducted two meetings to raise the community awareness about the
importance of tolerance and civil peace through Friday Sermon.
Also (120) meetings held in (60) schools educating distributors in every sector of Nablus and Hebron on
alternatives to violence and crisis management, a group of 20 students (males & females) of each school
receive 3 sessions. As well as PCDCR carried out 9 round table meetings on freedom of opinion and
expression in universities and nally the PCDCR has reached an agreement to regulate the mechanism of
this freedom and the reduction of problems within the university,
(12)students participated in every meeting from the rst senior
students' leader in each political parties.
PCDCR also organized three celebrations gathered all the
students' leaders to give the student a good model for national
reconciliation in front of the community, where all students'
groups participated in all around the Gaza Strip to promote
Palestinian reconciliation in the Palestinian community, in the
sports clubs and universities.

In addition, the PCDCR implemented (13) round table meeting to discuss the negative eects resulting from
the Palestinian division, (20) persons participated in every meeting, where they discussed the impacts of
political, economic, social, Palestinian youth and the Arab Spring, Finally,
recommendations' paper issued a er every meeting.

8. Project "Active Citizenship for Activating Procedures of


Consumer Protection":
In order to strengthen the role of the citizen in the development and activation procedures for the control of
consumer goods and consumer protection, the PCDCR implemented the project "active citizenship in the
activation procedures for the protection of the consumer", in partnership with Catholic Relief Services (CRS),
where the PCDCR's work on the formation of an advisory committee supportive of the project consisting of
(30) people , and print (1,000) copies of the posters and the (3000) of the Consumer Guide and distributed
to citizens, in addition, to the suspension of 15 banner in the streets and important places in the targeted
provinces in order to raise awareness.
It was also broadcasted a TV advertisement to increase citizen awareness and knowledge of their
consuming rights, (20) awareness workshop for women was held with the participation of (500)women,
and train them to participate in a (2) Day sessions to disseminate what they have learned to raise women
awareness about their consuming rights,(200) women have been participated in these sessions in the ve
Gaza Strip governorates.
PCDCR also held (5) workshops to increase the awareness of traders and importers of attention to
consumer protection, and the importance of gaining customer satisfaction and protection in order to
increase the volume of sales and marketing, as well as the setting up of the national plan for the protection
of the consumer and the distribution of (1,000) copies of the national plan.
Within the project also, the PCDCR held central workshops in collaboration with Consumer Protection
Associations (CPA) to discuss the problems and obstacles faced the association to do its oversight and
awareness of the consumer, also carried out a round-table with the Ministry of Economy to discuss the
outputs of public meetings, and outputs of the CPA workshops in order to develop solutions to the
problems of consumer protection.
In addition, the project team have been printed procedures manual of consumer protection oversight and
inspection for the infringing goods, counterfeit, fraudulent, corrupt, and commercial advertising, also
provided training for the sta of control and inspection in the concerned authorities (Ministry of National
Economy / Ministry of Agriculture / Ministry of Health / customs police) on Procedures Manual inspectors,
inspection and control and the mechanism of implementation.

PCDCR also carried out awareness workshops for consumers to raise the awareness of women and men on
the most important principles of consumption as they are the most parties responsible to the consumer in
their homes in terms of quality of the product and the expiry date of the product, as well as interviews
awareness in schools to raise students' awareness of the importance of strengthening the principles of
consumption.
At the end of these awareness sessions, the project team has been collecting signatures of participants on a
claim to the government in Gaza based on the total signatures in order to take all needed actions that will
protect the consumers.
A protest in front of the Council of Ministers to demand of the protection of the consumer, and activate the
control procedures to protect the consumer particularly teams of control and inspection for the concerned
authorities, and through pressure on decision-makers and during this petition demands of consumer
protection submitted to the Council of Ministers.
It also was printed (500) copy of poster of commitment. A number of sessions to raise attention of traders to
the principles of consumer protection to reduce corrupt and counterfeit and expired goods, and be aware of
the terms of commitment and transparency towards the consumer.

9. Project "Domestic Violence Awareness Raising in Community


PCDCR carried out a project entitled "Increasing community awareness about family violence in the Gaza
Strip", in partnership with UNRWA, in order to contribute to improving the situation of the Palestinian
family in the Gaza Strip through the awareness of the following categories (men - women - students),
about topics related to family violence.
Furthermore,(360) awareness sessions targeting (720) people from all categories, spread over (45
group) in the (15) civil society organizations about topics related to the family violence and how to
overcome it and treated such as "the concept of violence, its forms and types, the role of institutions in
service members of the community, self-armation of battered women, how to overcome family
violence and violence against women".

10. Project Young Women Leaders Programme


As part of PCDCR's role to enable females' students and university graduates, through the promotion of
skills, abilities and professional process to get jobs' opportunities contribute to support the private
sector and to improve their economic level, this project carried out in partnership with the UNRWA
project "Young Leaders YWLP".
Moreover, (300)of females graduated and expected to graduate has in the eld of life skills and capacity
building (computer skills and English), followed by the stage of the application of these skills through
the implementation of (40) youth initiative for small projects in coordination with the (10) partner
associations, carried out by (200)participants through the formation of youth groups , where graduates
had the opportunity to practice communication skills, networking with institutions, coordination and
team work which enable them signicantly to the labor market.

11. Project Information Counseling and Legal Assistance In


Gaza Strip :
It is still in the Gaza Strip women suer of diculty in getting their rights in the property, so the Centre
implemented the project "Information Counseling and Legal Assistance", in partnership with Norwegian
Refugee Council (NRC), with the aim of contributing to the promotion of women's right in housing, land
and property in the Gaza Strip.
During the project PCDCR provided to legal representation service, in front of the courts or mediation
and arbitration for (186)women, and provided(370)legal advice related to issues of property, housing and
land. The project team has been implemented(52) meeting targeted raising awareness of (1190)woman.
Additionally, PCDCR held(6) round tables, and design and printed(16,300)copy of (5) manuals, in
addition to design and print (360)copy of the legal directory with heading "Legal Guide Court's
Procedures in Women's Rights, Property and Housing".

12. Project Juveniles Justice in the Gaza Strip


In pursuit of PCDCR to enable juveniles to access of justice, PCDCR carried out project "Juvenile Justice in
the Gaza Strip," in partnership with the Swiss "Terre des Homes International Federation(TDHIF), the
project aims at improve the reality of juvenile justice in the Gaza Strip through the activation of the role of
the probation, training and increase communication and coordination between the ocial and unocial
bodies.
During the project implementation, the project team had formed a committee with the participation, the
General Attorney, the Supreme Judicial Council, the Public Prosecutor, the Police, Al-Rabee' Institution
for Juveniles Caring, the Ministry of Social Aairs, Community Leaders, Probation Ocers, Lawyers, as
well as the formation of a voluntarily team of social work within project activities.
Also, it has been the implemented an open day for Juveniles. In addition, a training program was
conducted for probation ocers and investigation inspectors for (40) hours, as well provided(12) hours
of training for the team of social (Mayors and Community Leaders). PCDCR held (5) working meetings to
the Committee of Juvenile Justice to activate the role of probation and address the problems faced their
work juveniles, as well as carried out a workshop entitled Guarantees Fair Trial for the juveniles. In
addition to the preparation of a desk study entitled "Legal Procedures against Juveniles while they
Arrest, Detention, investigation and trial and imprisonment in the Reform Center."

13. Project Positive Discipline


The physical punishment one of the most harmful ways for child. Even though, it is spread dramatically in
the Gaza Strip. PCDCR has been sought to reduce this phenomenon through project Positive Discipline".
This project carried out in partnership with Save the Children Foundation. The main goal of this project to
contribute to reduce of physical punishment and all kinds of cruel or degrading treatment of children,
and develop a relationship between parents and their children and to identify behavioral problems of
children through implementation of project's activities in all around the Gaza Strip which consists of
awareness and educate sessions with the participation of (135) women, these sessions addressed
violence against children and how to protect them. Also, the most important methods of child protection
from the risks surrounding, behavioral problems in children, how parents deal with children who suer
from behavioral problems, children's rights, the characteristics of adolescence and the most important
problems of the teenager.

14. Project Building Resilience and Empowerment Among


Children and youth in oPt
The Palestinian Center for Democracy and Conict Resolution (PCDCR) seeks to establish a generation
of children who can cope with the dicult conditions experienced by the Palestinian community.
Therefore, PCDCR carried out the project "Psychological Resilience of Children in partnership with Save
the Children Foundation in order to enhance the psychological well-being and social development of
children (aged 10-14 years) in the Gaza Strip , and strengthen their ability to adapt and cope with the
social conditions surrounding and supporting children and caregivers to be able to preserve and protect
themselves from any kind of violence , as well as improving the capacity of children to express
themselves and defend their rights, and to promote a safe environment of project' stargeted
communities., strengthening of social and psychological networking among children and the local
community. As part of the project, the PCDCR implemented training program for (22) mentors to equip
them with the skills of managing meetings eectively, and the exchange experiences and dierent
viewpoints between trainees and trainers.

Also, the project team carried out (105) workshop with participation of (1260) children on topics that will
help children to cope with the pressures and diculties of life without resorting to violence, as well as
how to protect themselves from any kind of violence that may be exposed of them through providing
them with social skills, decision-making skills, life problem-solving and to help them cope with the
problem and overcome it.
Moreover, carried out (55) awareness workshops with participation of (825) parents to enable them to be
aware of how to deal with children at dierent stages of their age and the right methods to develop the
child's personality from all aspects social, psychological, behavioral and cognitive. On the other hand,
the project team provided training for (30) children on animated lm industry. These lms has addressed
artistically expressive child's rights and how to obtain them, claim them and defend on them such as
equality, the right to a decent living, the right to protection time of danger ..... .. etc.
It was also implemented a number of social activities in order to strengthen community bonds between
children and the local community, including days for entertainment for children from the aected areas
due to the barometric depression Alexa" all aected locations and implementation of leisure trip for
children in amusement park.

15. Project Child Protection Unit :


Due to the growing of the psychological stress experienced by children in the Gaza Strip , the PCDCR sought
within the project "Child Protection Unit in partnership with Save the Children Foundation to promote the
psychological well-being and provide support for children aged (10-14 years) in the Gaza Strip and living in
dicult conditions.
PCDCR carried out during the project (30) psychological support session for children with participation of
(185)child males and (175) child females, and (12) awareness and educate session for parents with
participation of (144)women. In addition,(60)individual counseling sessions for children have been
conducted as well as (53)follow-up cases carried out for the juveniles inside the reform centers and provide
legal support through the presence of the investigation and interrogation in front of the prosecution and
the courts, as well as provide psychological support for the detained of juveniles inside the detention center
by the psychologist, and provide psychological support a er his release and to communicate with the their
parents.
Additionally, the project team has been the implemented entertainment days for children and parents with
the participation of (425) child and (108) males and females parents, as well as distribution of aid (clothes
for 180 Child)to those aected by the barometric depression Alexa", also provide training for(72) of the
parliament of child about the concept of advocacy, its levels and activities. Also, trained(72) person from the
local committee on the concept of advocacy its levels and activities.

16. Project Protecting Children who are in Conict with Law :


As part of its eorts to improving the situation of children in various circumstances of their lives, the
PCDCR implemented the project "Protecting Children who are in Conict with Law," in partnership with
Save the Children Foundation. The aim of this project is to contributing of protection of children in the
care centers, and to promote knowledge of international standards for children deprived of proper care,
help children who are in conict with the law to address the legal issues, and the emphasis on proper
follow-up and reintegration of children who are facing legal issues and released from the Al-Rabee'
Reform Center.
During the project implementation provide training about children without appropriate care. it was
targeted(14) employees were selected from SOS Foundation, Hope Foundation for orphans and the
Association of Compassion for Children. The participants weretechnical and administrative (10 males &4
females) in order to enable them and create a strong foundation of knowledge and understanding of the
policies and practices of workers at care shelters on the basis of laws, international legislation, and local
expertise with focus on the guidelines of the United Nations with regards to alternative care. A survey
has been carried out to understanding of the care system in the Gaza Strip at the institutional ocial and
at the level of civil society institutions.
Moreover,(25) follow-up visits had been implemented for (63) children in detention centers in the Khan
Younis and Rafah, in order to monitor their conditions by attending interrogation , and providing the
required advisory and legal services for the parents who their children in detention., and trying to isolate
them from the arrested teenagers.
It was also provided psychological support for (40) children inside the prison through the carrying out
collective counseling sessions by the counselor from the PCDCR. Within referral program it was released
about(48) children from detention centers and Al-Rabee' Reform Center and was transferred directly to
PCDCR, in order to provide them with appropriate, psychosocial support services and try to reintegrate
them into society.

17. Project The Right of Children of Protection and Health


Services
Due to the harsh conditions in Gaza Strip which aect on children's right of protection and health
services, PCDCR carried out in partnership with Save the Children Foundation a project "Improving
access to protection and health services for children in the Palestinian most vulnerable areas". The
project aimed to improve of psychological and social situation of children and enhance their ability to
adapt in a positive environment surrounding them, and provide them with an environment that allows
them to participate in several activities such as play, learn, build social relationships, express themselves
and improve their ability to rebuild their lives.
During the project, the project team have been formed six committees in the six targeted areas, each
committee included (20) children. The committee has been implemented psycho-social and social
support sessions for children. Each group received 15 sessions, in which the facilitator discussed several
topics and took over the task of psychological support for the child rst and foremost to build its
capacity. PCDCR also carried out sessions for parents in order to raise their awareness and improve their
ability to deal with their children. A number of (6) social workers provided 5 days training about the
psychological resilience manual of for children and parents.
