RFP Purpose
PAAET existing IT infrastructure in Hawalli is totally dependent on the head office infrastructure
to support its faculty, staff and students. PAAET is looking to design, implement, manage, secure
and operate an independent IT infrastructure in this college that would act as a failover site for
Head office data center.
PAAET invites companies specialized in designing and implementing IT infrastructure and Data
centers to present their credentials and proposed solution for PAAET Infrastructure design and
implementation project at Hawalli.
The selected company will be responsible to provide the following services:

This request for proposal (RFP) states the instructions for submitting proposals, the procedure
and criteria by which a vendor will be selected and the scope of work required.\
A site-survey will be conducted about 3 weeks before tender closure.
A pre-tender meeting will be conducted about 2 weeks before tender closing.

Bidder Qualifications
The following section highlights the required qualifications for the Bidder. Mandatory
qualifications are underlined. Bidders who do not meet the mandatory requirements shall be
disqualified. Supportive Documents shall be submitted for each of the requirements below
otherwise the bid will be disqualified.

Bidder shall have at least 3 reference projects in Microsoft design and implementation of
similar nature and size to PAAET project. Bidder shall submit with his proposal the
following information about each project:
o Customer Name
o Contract Name

o Description of the work

Bidder shall have at least 3 reference projects in Network design and implementation of
similar nature and size to PAAET project. Bidder shall submit with his proposal the
following information about each project:
o Customer Name

Bidder shall submit a design that is approved by PAAET that takes into consideration the
implementation of this project with regards to the integration with the overall PAAET
network and Microsoft environment.

Staff qualifications is a major factor in the tender evaluation. Bidder has to prove that he has
a pool of resources with all the required competencies especially in areas that are related to
the project scope. Bidder should have the following staff under his direct employment at the
time of tender submission and should submit their resumes, certificates and civil IDs:
o 2 x Project Manager (PMP Certificate, 15 years of experience)
o 2 x Security Specialists ( CISSP, 15 years of experience)
o 2 x Network Architect (CCNP/CCSP, 10 years of experience)
o 10 x Microsoft Senior Engineers ( MCSE, 7 years of experience)
It should be noted that the required qualifications and competencies for Microsoft and Cisco
(relationship with vendor, certification, previous contracts, permanent staff,) should be for the
company that is submitting the bid. PAAET shall not accept the qualifications of subcontractors
and will only consider qualifications of the bidding company.

Scope of Work
This section details the scope of work required to be executed in this project:

The objective of the network solution is to ensure all the switches, routers are secured,
manageable and available 99.99% and to standardize the network all over the college and shall
provide new network equipment for the entire network and shall not build his design based on
the existing devices.
Contractor has to do the followings:
Examine the college current and future processing needs. The requirements form the
backbone of what the network must support today and in the future.
Examine how much of what kind of capability will be needed to support the college
processing requirements.
Produce a design for a network enough to handle the college needs for both today and
tomorrow to achieve redundancy, security and management. It should also include
provisions for disaster recovery as well.
Standardize the network into Cisco network products
Implement the network design
Establish processes & procedures that assure the delivery of network services including:
Change control
Release management
Incident response
Problem Management
Configuration Management
Capacity planning
Availability planning
Performance measurement tools
Documentation management
Bidder is required to include in his proposal the design, architecture, hardware and software
needed for implementing the network solution in addition to the services, maintenance and
support for 3 years. PAAET will only accept network and security devices that are from Cisco.
Cost of this solution will be included in item 1 of Attachment 1 of this document. Bidder has to

PAAET would like to design and implement a failover site in Hawalli that would serve PAAET
users and takes over from Adayliya Data center for the following services:
It is the responsibility of the contractor in case something happens in Adayliya data center to
switch over to Hawalli data center in a period that would not exceed 6 hours.
HW specifications:
Bidder has to provide the following minimum specifications:
Servers shall be Blade Chassis
Minimum of 13 servers, each with minimum 2 x Quad Core processor 2.6 GHZ or above,
32GB RAM, 3 x 300 GB HDD, 2 HBA, etc
Centralized Storage ( Minimum of 2TB with FC drives and FC connectivity)
Bidder has to submit datasheets for the proposed hardware
Bidder is required to include in his proposal the design, architecture, hardware and software
needed for implementing Microsoft solution in addition to the services in addition to the
maintenance and support for 3 years. PAAET will only accept hardware from IBM, Sun, HP or
Dell. Cost of this solution will be included in item 2 of Attachment 1 of this document.

It is the responsibility of the contractor to prepare the datacenter in Hawalli with all the tools and
equipment needed that include and not limited to the followings:
Raised Flooring
False Ceiling
Glass Partitions
Network Cabling/Intelligent Patching/Cabinets
Industry Power outlets
UPS to server for at least 1 hour
Additional Cooling (if required)
Security is a major concern for PAAET. PAAET requires from the contractor to organize the data
center room and ensure it is equipped with all the necessary tools like cooling, ventilation,
power, network cabling, etc Also the contractor is required to secure the data center and ensure
that only authorized people will access them. The security components for the communication
room and each lab shall include but not limited to:

Lock for the door
Smart Card/Finger print Reader system
DV Recorded with at least 1 TB
Bidder is required to include in his proposal the cost for all hardware and software needed to
implement this solution in addition to the services, maintenance and support for 3 years. Cost
will be included in item 3 of Attachment 1 of this document.

24 x 7 Monitoring
Contractor shall provide 24x7 monitoring services for the implemented solution. All tools
required to provide this services shall be included as well including but not limited to:

Contractor is required to provide onsite support and administration for the implemented services
for the period of 36 months.The minimum staff required throughout the project are:
MS system administrator (2)
o University Degree in Computer, MCSE 2003 and 2008 certified with minimum 5
years of experience in MS Active Directory, MS Exchange and Patch
Management
Mail administrator (1)
o University Degree in Computer, MCSE 2003 and 2008 certified, certified in
Exchange 2003 and 2007, with minimum 5 years of experience in MS Active
Directory and MS Exchange.
SAN Storage administrator (1)
o University Degree in Computer, MCSE 2003 and 2008 certified, certified in the
proposed SAN storage, with minimum 5 years of experience in storage
management.
LAN/WAN Administrator (2)
o University Degree in Computer, CCNP certified with minimum 5 years of
experience in LAN/WAN
Bidder has to submit in his proposal CVs, Certificates and civil IDs for the proposed staff for the
positions as specified above fully meeting the required qualifications. Any deviations from these
qualifications will lead to bidder disqualifications. All proposed staff shall be under Bidder
sponsorship at the time of submission.
Cost of this section will be included in item 5 of Attachment 1 of this document.
