Title: Case Study: Passage and Implementation of the Lagos State Smoke-Free Bill (Nigeria)

Context
On January 20, 2014, The Lagos State House of Assembly passed into law a ban on smoking in
public places, which the Lagos State Governor, Mr. Babatunde Fashola, signed into law on
February 17, 2014. The law went into effect in August 17, 2014.

It should be noted, in September, a few months before the Lagos State Smoke-Free Bill was
passed, it had been reported that Governor Fashola was canoodling with British American
Tobacco Nigeria. It was called a bromance and blood diamonds.

Action
The TobaccoCTRL Twitter and Facebook social media platforms ran several campaigns bringing
focus to the new law:

Conducted a media campaign calling on the Governor to cut ties with the tobacco
industry.

Commended the governor for his quick action in assenting the law.

Increased public education and awareness of the new law, including providing contents
and penalties of the law and how to report to the Lagos State Environmental Protection
Agency (LASEPA), which has responsibility of enforcing the law.

Provided messaging to the National Assembly members to take a cue from Lagos State
and pass the NTCB.

Result
-
The TobaccoCTRL social media platforms elevated the bromance/blood diamonds media
campaign with posts and infographics which further mobilized followers to add their voices
to the dialogue.

The media campaign lasted through November-December.

In January, the House of Assembly passed the bill and the Governor immediately assented.

The Governors office never responded to the bromance/blood diamonds campaign, but
comments from the Governor when assenting the bill indicated a strong commitment to
protecting lives of citizens, saying I have read a lot of comments about the possibility of
enforcing the laws. But our commitment to public health and public safety is stronger.
