Miami Beach Police Officers Rafael Fujita and Carlos Rodriguez came across Glenn
Morris, a homeless individual and former Marine and Vietnam veteran, who was
living on the streets of Miami Beach. Morris asked the officers for assistance in
reuniting with his goddaughter in Ohio, and they agreed with the condition that
he stay out of trouble and stop drinking. Keeping his end of the deal, the officers
were successfully able to find Morris goddaughter and on their own dime, drove
Morris to a Greyhound station and sent him on a one way, direct trip to Ohio.
His goddaughter was thrilled to have him back for the holiday season after so

MEET YOUR TEAM

A New Deputy in Town

The Miami Beach Police Department
is undergoing a command staff
makeover. The department is led by
new Police Chief Daniel Oates who
has chosen Deputy Chief Lauretta Hill
as his number two in command.
That pick made history. Deputy Chief
Hill is the first African-American
female to hold this position. Sworn
in on September 10, 2014, Deputy Chief Hill comes
to South Florida as a 20-year veteran of the Arlington,
Texas Police Department where she served as assistant
chief. With extensive experience leading her law
enforcement team, as well as overseeing major national
sporting events such as The Super Bowl and World
Series, Deputy Chief Hill says she is excited for the new
opportunities and challenges of being part of the
world-class Miami Beach Police Department.
We had a chance to sit down and chat with the new
Deputy Police Chief, Lauretta Hill.
Who is Lauretta Hill?
I am a mother; I am a sister, a daughter and a wife who
happens to be a law enforcement executive. I have a
strong family foundation. My priorities in life are God,
family and work. I dont mix those up. Some get more
time than others depending on whats going on; like
right now, work is getting more time than family, but
again, I do not mix those up.

Watch a video interview with

Deputy Chief Lauretta Hill.
@CITYOFMIAMIBEACH

What is your vision for new leadership within

the Miami Beach Police Department?
The Miami Beach Police Department is fundamentally
sound. There are some instances of officers having
detracted from who the organization can be. So I have
to spend time and put my work in, just like I have to
get to know my officers. They have to understand that
what I do and the decisions I make good, bad or
indifferent are not personal. They are what is best for
the organization and the citizens we serve.
What do you enjoy most thus far about
Miami Beach?
The Cuban coffee! Oh my goodness, it is sooooo good.
I love it because its a little sweet I could catch myself
drinking coffee all day long. And, at a little Cuban
place, I had a Cuban sandwich that was phenomenal.
So far the best place, though, has been walking down
the boardwalk with my stroller and my boys and
husband next to me.

MB magazine | Winter 2015

Esa seleccin marc historia.

Me encanta

CULTURAL CORNER

BIG SCREEN IN THE SPOTLIGHT

By Melissa Berthier

n the winter of 1968, the Byron-Carlyle Theater

opened its doors with the world premiere of Skidoo,
starring Jackie Gleason. Forty-seven years later, this
historic Miami Beach gem is still an entertainment
powerhouse with new occupants running the projector,
the beloved O Cinema.
A non-profit, independent cinema company featuring
foreign, art and family films, O Cinema Miami Beach
marks the companys third location in South Florida.
As North Beachs renaissance begins to flourish, we
wholeheartedly believed, as did the mayor and city
officials, that arts and culture needed to be at the crux

10

of that rebirth and no art form is more accessible than

film, said Kareem Tabsch, co-founder and co-direcor of
O Cinema.
The intimate, 304-seat theater, aims to provide superior
quality films that audiences would otherwise not have
access to in South Florida.
Were very proud of the fact that weve been bringing
some of the most heralded independent films to O
Cinema Miami Beach, added Tabsch. We believe
that the films we show should be movies people want
to see, movies people need to see, and movies that will
draw new audiences.

I am obsessed with O Cinema, said moviegoer and Miami

Beach resident Tamara Saab. Ive been an avid follower of the
company since their inception, and I am so glad its finally close
to home.
Using state-of-the-art digital projection, surround sound and
archival 35mm protection, O Cinema Miami Beach strives to
ensure prices are accessible. General admission is $11, students
and seniors are $9.50 and O Cinema members pay $7.50, plus
are entitled to a discount at their other theaters.
Programming at the cinema is seven days a week, year-round
with two screenings nightly during weekdays and all-day
screenings on weekends.

have come alive on their screens with much fanfare.

special programming, including simulcasts of the Royal Opera

Miami Beach is a special and magical place that has always
been forward thinking in embracing and supporting the
arts the people who live on the beach want it, need it, and
believe in it, added Tabsch. Its terribly exciting to be able to
bring an audience what they want and introduce them to new
things theyre eager to discover.
nuevos pblicos.
Pelculas como Birdman, The Theory of Everything y Wild

WATER TAXI SERVICE

The city is in the process of negotiating a
contract for public waterborne transportation
service connecting Downtown Miami and
key locations in Miami Beach. This water
taxi service is intended to serve as an
alternate mode of transportation and an
option to traveling across the causeways
connecting the cities of Miami Beach and
Miami. Water taxi service is used as a
primary mode of transportation by many
who live, visit, or work in coastal cities,
particularly those cities with adjacent
barrierislands.
La ciudad est en proceso de negociar

ot for the faint-of-heart, Miami Beach SWAT team members are

prepared to respond to hostage and active shooter situations,
serve high-risk warrants, respond to barricaded subjects and offer
dignitary protection for the citys many high-profile visitors.
This elite group of 25 is not just composed of police members. Five Miami
Beach firefighter/paramedics are cross-trained and serve as SWAT medics.
While meeting and maintaining the same rigorous requirements as their
fellow law enforcement team members, SWAT medics are tasked with
providing lifesaving medical procedures in even the most difficult and
demanding of scenarios: care under fire.
We perform tactical combat casualty care including bleeding control,
intravenous fluid and medication administration, said John Hirnyk, Miami
Beach SWAT medic. Simply put, we do everything in our power to ensure
the health and safety of those who need us.
The infusion of firefighter/paramedics into SWAT operations offers the
SWAT team an element rarely seen in most tactical units.
These men put themselves in the line of fire in order to ensure that medical
assistance is readily available. SWAT medics are, and will continue
to be, an essential part of our teams approach to all critical incidents
involving our SWAT team, asserted Major Rick Clements, Miami Beach

that person.
Youngsters include 20-year-old Wilkins, who has
grown up with Bogorad as his mom. Escaping

ALL READY

RISKY BUSINESS
By Shari Holbert Lipner

ROOF:
Analyze Any loose tiles or
shingles? Any rot, leaks or
damage? Is your roof secured with
hurricane straps? (Note: Be safe.
Dont do this alone or if you are
not capable).

How prepared are you for various potential

hazards that can affect your quality of life?
Hurricanes, tidal flooding, fires and even mold can
cause damage to property and health issues, not to
mention big expenses.
Mitigation is the effort to reduce loss of life and
property by taking measures to lessen potential
impacts. The Miami Beach Department of
Emergency Management (MBDEM) is developing
various plans to augment public programs, because
more mitigation means a safer community that can
recover quickly and experience lower financial
impacts in a time of crisis.
Mitigation starts at home, notes Director Charles
Tear, Emergency Management. There is much you
can do to reduce or prevent damage caused by
natural and man-made disasters.
In 2015, MBDEM will continue to develop
training, planning and exercises that focus on
protection. This will be achieved through volunteer
involvement, new public-private partnership
initiatives, and more citywide disaster drills
and exercises.
Make sure you have proper insurance coverage
for your home or business, understanding that
Miami Beach is in a coastal area and is vulnerable
to a variety of hazards, including windstorms and
flooding, added Tear.

Mitigation involves three important

factors: analyzing risk, lessening risk
impacts and insuring against risk.
Take a look at your property, analyze
risk areas and take measures to protect
your home. Not only will you be better
prepared, but you could potentially
save money on your property insurance
because of some of these tips.

Reduce Risk Make sure your roof

meets building codes. Patch leaks
and make sure tiles and shingles
are secured.
CO2:
Analyze Carbon monoxide is a
colorless, odorless gas. The only
way to detect it is with
CO2 detectors.
Reduce Risk Place CO2 detectors
on the ceiling within ten feet of
bedrooms. Note: These detectors
must be replaced every three to
five years.

MOLD:
Analyze Mold can form after
flooding or whenever there is extra
moisture buildup.
Reduce Risk Keep indoor humidity
low, prevent moisture buildup. If you
discover mold, use a 1:9 bleach
and water solution and some
elbow grease.

GENERATORS:
Analyze If you have a portable
generator, did you leave fuel in it
from last hurricane season? Is there
enough power capacity to run all
the electricity in your home?
Reduce Risk Consider installing
a whole-house stand-by generator.
Also, generators should not be used
or stored indoors.

LEAD:
Analyze Was your home built
before 1980? If you are in doubt
about the presence of lead, you
may purchase a test kit or hire a
professional inspector. Long-term
exposure to lead paint can be most
dangerous for children.
Reduce Risk Hire a professional to
remove and dispose of paint.

Negocio riesgoso Qu tan preparado est

para varios peligros potenciales que pueden
afectar la calidad de su vida? Huracanes,
gastos considerables.

Reduce Risk Install approved

shutters, make sure window frames
are strong.

AWNINGS:
Analyze Is the awning frame bent
or compromised in any way?
Reduce Risk Aluminum awning
frames are recommended. Have a
structural engineer check that your
awning meets code. Remove the
fabric from the frame when making
storm preps.

ELECTRICAL SHOCK / FIRE:

Analyze Loose or frayed wires,
faulty outlets and old electrical
appliances are fire hazards.
Reduce Risk Replace faulty wiring.
Make sure your outlets are AFGI or
GFCI outlets. If all this sounds Greek
to you, hire a licensed and
insured electrician.

RADON:
Analyze Florida law requires
testing for radon in certain facilities
as prescribed in Florida Statute
404.056. If you are not sure if
your home has been tested, you
can purchase a test kit to detect this
natural, radioactive gas that can
seep up from limestone rock under
your foundation. Radon is the second
leading cause of lung cancer.
Reduce Risk Seal any cracks in your
foundation. If the solution is greater
than DIY efforts, hire a
professional contractor.

WINDOWS:
Analyze Are all doors secure?
Reduce Risk ENTRY DOOR:
Best to have at least three hinges.
Deadbolt should be at least one
inch long. PATIO DOORS: Sliding
glass doors must be protected if
there is a storm. GARAGE DOOR:
Very susceptible to wind damage.
Must be shuttered in a storm.

No
solo estar mejor preparado, sino que
quiz podra ahorrar dinero en el seguro
de su propiedad gracias a algunos de
estos consejos.

COOKING WITH FIRE

HOMES ARE

HEATING UP
By Melissa Berthier

As temperatures slightly drop this winter on Miami Beach,

many homes turn to space heaters for warmth. In some
cases, space heaters can be less costly to use if you only
want to heat one room and avoid overheating your
entire home.
Safety, however, is a top consideration when using space
heaters. According to estimates by the U.S. Consumer
Product Safety Commission, more than 25,000 residential
fires every year are associated with the use of space
heaters, resulting in more than 300 deaths. Additionally,
an estimated 6,000 people will receive hospital
emergency room care for burn injuries associated with
contacting the hot surfaces of space heaters, mostly in
non-fire situations.
When used properly, space heaters do what they are
designed to, but it is imperative to read and follow the
instructions that come with each heater, said Miami
24

MB magazine | Winter 2015

Beach Fire Chief Virgil Fernandez. They should be

treated like candles and never be left unattended.
Space heaters should be placed on a flat level surface
away from foot traffic, being especially mindful of keeping
them away from children and pets. It is also wise to give
the heater space at least a three foot distance away
from drapes, bedding and furniture.
It is also important to look for the Underwriters
Laboratory (UL) mark on your electric heater. This means
representative samples of the appliance have met ULs
stringent safety standards.
And as the name implies, space heaters should only serve
as a supplementary source of heat for a particular area.
These devices are not designed to replace your homes
heating system.

ajenas a incendios.

The Story
of the Century
By Seth H. Bramson, Miami Beach City Historian

There is no place on Earth

like Miami Beach, and
no city of its size has ever
had more words written
about it. The Miami Beach
story is so incredible and
so unbelievable that if it
were not absolutely true,
it would make marvelous
fodder for a great novel.
But it is true, and this is the
real story of how one of
the worlds most revered
cities came into existence.

In 1870, father and son Henry

and Charles Lum sailed up from
Key West and camped overnight
on a mangrove sandbar island
that they would soon purchase
from the state for an unbelievable
$.35 an acre.
The Lums did not return for 12
years, but when they did in
1882, they brought with them
fellow New Jersey-ites Elnathan
Field and Ezra Osborne, who
planned to put a coconut
plantation on the island. The two
men bought the island from the
Lums for $.75 an acre. However,
after approximately 10 years,
the coconut plantation failed and
Field and Osborne went back to
New Jersey seeking a buyer.

En 1870, Henry y Charles Lum,

padre e hijo, zarparon de Key
West y pernoctaron en una isla
con restinga de manglares que
poco tiempo despus acabaran
comprando al estado por el
inverosmil precio de $.35
poracre.

Los Lums no volvieron por 12

aos, pero cuando lo hicieron
en 1882, trajeron con ellos a
sus amigos oriundos de Nueva
Jersey Elnathan Field y Ezra
Osborne, quienes planearon
crear una plantacin de cocos
en la isla. Los dos hombres les
compraron la isla a los Lums por
$.75 por acre. Sin embargo,
despus de aproximadamente
10 aos, la plantacin de
cocos fracas, por lo que
Field y Osborne regresaron
a Nueva Jersey en busca de
uncomprador.

1900s
John S. Collins, a wealthy Quaker from New Jersey, and
his son-in-law Thomas Pancoast, journeyed south to take a
look-see and Collins fell in love with what he saw. They
purchased the island from Field and Osborne for $1.25 an
acre, and successfully planted avocado, papaya, mangoes
and potatoes. With the success of their crops, they hoped
to attract automobiles and sell some of their acreage. As
such, they embarked on the construction of a three-mile long
wooden bridge from the mainland to what, by then (1910
1911) was being called Ocean Beach. Unfortunately, they
ran out of money about half-way across the bay and began
looking for an angel who would help them finish the bridge.
As, emprendieron la construccin

29

In 1913, Carl G. Fisher, a wealthy

Midwestern industrialist (Prest-O-Lite)
loaned $50,000 to the Collins Company
for the completion of the bridge which,
when opened in late 1913, was the
worlds longest wooden bridge at two
and half miles long. In return, Collins and
Pancoast gave Fisher 222 acres of their
holdings on Ocean Beach.
Once Carl Fisher became involved, the
future of the island was assured. On
March 26, 1915, the island became
the Town of Miami Beach and in 1917,
cityhood was attained. The rest, as they
say, is history.
cambio, Collins y Pancoast le cedieron a
Fisher 222 acres de sus tierras en Ocean
Beach.
Con la participacin de Carl Fisher, el
futuro de la isla estaba garantizado.
El 26 de marzo de 1915, la isla se
convirti en el poblado de Miami Beach
(Town of Miami Beach) y en 1917
adquiri la categora de ciudad. El resto,
como se suele decir, es historia.

It was at approximately this same time that brothers

Lummus J. N. and J. E. arrived and began
buying acreage on Ocean Beach. J.N. would
become Miami Beachs first mayor. It was because
of the Lummus brothers willingness to sell oceanfront
property to the city, at an even then very modest
price, that Lummus Park exists today along the South
Beach oceanfront.

In the teens and early 1920s,

Several private companies landfilled what would become Star,

While the Great Depression of the 1930s was

at the height of the period. Miami Beach Kennel
Club was bustling day and night with record crowds
every weekend. New hotels were being built and
jobs were being created. Miami Beach was probably
the least affected place in the country during the

In addition to Art Deco, an architectural style for

straight lines rather than curves and modern window

The 63 Street overpass, now removed, and the

Lincoln Road
In 1960, Lincoln Road merchants enlisted nationally
renowned architect Morris Lapidus to plan and
design a pedestrian mall, closed to automobile traffic,
where Lincoln Road had been. Lapidus constructed
a series of concrete bollards and shade structures
and widened the sidewalks, stating A car never
bought anything. The mall fell on hard times for some
years, but today, it is one of Americas most desirable
shopping locations.
During the 1960s and 1970s Miami Beach was a
magnet for the countrys greatest entertainers. Besides
the Surfside Six television show being produced
here, Jackie Gleason moved his variety show to
Miami Beach Auditorium and the citys famous hotels
competed for the likes of Frank Sinatra, Sammy Davis,
Jr., Dean Martin and the Rat Pack, Eddie Fisher,
Liberace, Count Basie and his Orchestra, Elvis Presley
and many more. Along with that, Presley and the
Beatles visited in the early 1960s, and Miami Beach
became a favored venue for movie production during
that time.
En 1960, los comerciantes de Lincoln Road

The Miami Beach Architectural District,

more popularly known as the Art Deco
District, was put on the National Register
of Historic Places. However, inclusion
on the register did not directly preserve
the old buildings, an action which
needed to be done through local laws
andregulations.
The Miami Design Preservation League
was founded in 1976 by Barbara
Capitman, who moved to Miami Beach
from New York in 1973. She and
others were fascinated by the Art Deco
architecture and resolved to save it.
Capitman, a true hero of historic
preservation, along with her group,
was in favor of preserving the old
buildings in tandem with revitalizing the
neighborhood by bringing in tourists and
younger residents attracted by its historic
nature. Money that the newcomers spent
would be used to enhance both the
neighborhood and the historicbuildings.
Along with Capitman, designer Leonard
Horowitz worked diligently on the
restoration of the facades of the Art Deco
buildings, enhancing them with a pastel
color palette and restoring them to their
original appearances.
The work of Capitman, Horowitz and a
cadre of volunteers proved its value as
Miami Beach became known at the Art
Deco capitol of the country. Tourism,
television programs and movie making
in the South Beach area increased
dramatically because of these Art
Decopioneers.

GREEN MATTERS

Stuck in the

FOG
By Yanira Pineda

et us paint a familiar scene: you sit down for a meal, enjoy it

and go on with your life. But where do the by-products of that
dish the fats, oil, grease, and food scraps go? As a health
conscious community, we worry a lot about where our food comes
from, but we rarely consider where the leftovers go.
The majority of our food naturally contains fats, oils, or grease
(FOG) and, even when they do not, we use them for cooking and
to add flavor. For this reason, restaurants and other food service
establishments are required by law to have grease traps that
capture FOG and prevent them from entering the public sanitary/
wastewater sewer system.
Without the aid of these devices, these food residues harden
in the sewer pipes and clog the system, often causing back-ups
and wastewater discharges that can threaten public health and
are costly to clean-up, noted Margarita Wells, environment and
sustainability specialist, City of Miami Beach.
To prevent grease blockages and overflows, non-residential
facilities are required to obtain a Grease Discharge Operating
(GDO) Permit from Miami Dade County. As part of this program,
county and city staff inspect FOG-generating facilities and ensure
that their grease traps are properly installed and
maintained regularly.
In addition to grease traps, there are other steps that both food
establishments and residents can take at home to reduce FOGrelated incidents. These include proper food disposal procedures,
such as not cleaning greasy equipment outdoors and not pouring
FOG and solid food scraps down the drain.

In Your Home: Dos & Donts

DO install a strainer or catch basket in sink and
floor drains.
DO place cooled cooking oil, grease and fats in
containers and discard with your regular garbage.
DO use paper towels to wipe off residual grease or
oil off of pots and pans before washing them.
DO remember that pollution prevention starts in
the kitchen.

44

MB magazine | Winter 2015

DO NOT dispose food scraps or paper products

down the sink or toilet.
DO NOT use hot water and soap to wash grease
down the drain, it will harden within the
sewer pipes.
DO NOT pour cooking oil, pan drippings, bacon
grease, salad dressings, or sauces down the sink
or toilet.

ost people believe that they can help a homeless person

by handing some change or a dollar. In Miami Beach,
where help is available and offered to the homeless,
handouts do not help. For too many, handouts subsidize and

Team, which can provide shelter, medical and addiction
treatment services; replace lost identification documents, provide
employment training and referrals and; ultimately, help the person
leave the streets for good.

Many homeless people suffer from mental illness and addiction.

Their suffering is compounded by remaining on the streets. But
they can help themselves by leaving the streets and accepting
the services and shelters that the City of Miami Beach offers.
This ensures that medical professionals and additional support
services are aligned to heal the person and prepare them to
return to independence. Spare change -- offered with the best
intentions -- discourages the acceptance of help and
encourages homelessness.

Homelessness is the absence of a fixed, sheltered place to live. In

Miami Beach, the latest Homeless Point in Time Survey conducted
August 28 and 29, 2014 identified 157 homeless people

a walk-in center for the homeless, no one can force the homeless
to accept help. Every day that a homeless person lives on the
streets, he or she grows more convinced that the streets are his or
her home.

While Miami Beach has its Homeless Outreach Team and a

volunteer outreach team comprising members of the clergy,
the city cannot do the work alone. Residents, businesses
and visitors can be part of the solution as easily as they can
be part of the problem. By discouraging panhandling and
encouraging the homeless to accept services, the community
can bring an end to homelessness.
Are you ready to help end homelessness in Miami Beach?

indigencia (Homeless Point in Time Survey) realizado
Army, Miami Rescue Mission, Lotus House y Camillus House.
Miami Beach?

espite best efforts, a beloved dog or cat can slip through an open door,
gate or window and disappear. If your pet is wearing a collar with an
identification tag, chances are good that you will get them back. But what if
the collar comes off or the tag becomes hard to read?
Microchips provide an extra level of protection in case your pet goes astray.
Providing your cat or dog with both tags and a microchip can help ensure a joyful
reunion if your companion goes missing.
When I first come across a lost pet, I check for an identification tag on the collar.
If thats not available, I immediately scan the found/lost pet for a microchip, said
Officer Mariana J. Garcia, Miami Beach Polices first animal resource officer who
takes great lengths to ensure pets are returned safely.
Thanks to microchip technology, Officer Garcia has been able to reunify dozens of
Miami Beach pets with their families. Most recently, she reunited Armando, a lost
pooch, with his owners in a record 20 minutes. A Good Samaritan had brought
him into Fire Station No. 1 and he had a microchip.
Microchips are tiny transponders, about the size of a grain of rice, that use radio
frequency waves to transmit information about your pet. Theyre implanted just
under the skin, usually right between the shoulder blades.
However, implanting a microchip is merely the first step, noted Officer Garcia.
Pet owners must register their animals information correctly with the microchip
company. If you move, you must notify the microchip company to ensure they have
your updated information.
Its important not to rely on a microchip alone to protect your pet, warns Garcia.
In the event of accidental separation, identification tags are your pets first
ticket home.
Now thats technology getting under your skin.

BEACH IN BLOOM

MIAMI BEACH

BLOOMS
By Melissa Berthier

efore the railroad came to Florida in the late 1800s, South

Florida trees were draped with the exquisite crevices and
scents of native orchids. But as development expanded,
these coveted blossoms were severed and shipped north as
potted plants among the first natural resources exploited in this
tropicalparadise.

time. Phalaenopsis orchids typically bloom once a year, lasting for

several months.

Today, in an effort to bring back orchid prominence, one million

orchids are being planted throughout South Florida. Fairchild
Tropical Botanic Garden researchers planted the seed and Miami
Beach is bringing it to fruition.

Conversations with Fairchild and Vizcaya Museums & Gardens led

Miami Beach Parks Superintendent Millie McFadden to Pine Ridge
Orchids in Homestead.
We received the most generous donation from Pine Ridge Orchids,
Inc., explained McFadden. The retiring company donated 1,200
magnificent Phalaenopsis plants that will allow us to realize our
initiative. All of these brilliant orchids will adorn the trees and palms
within our many parks.

TIPS ON HOW TO CARE FOR ORCHIDS

Generally, water once a week.
Do not place in direct sunlight. If indoors,
orchids will need a bright location.
Use a potting media specifically intended for
orchids, they will not grow in potting soil.
A day time/night time fluctuation in
temperature of approximately 10 degrees is
what will often prompt orchids to flower.
Orchids like high humidity, perfect for South
Florida conditions.

Placement is already underway, and orchids can now be viewed at

Brittany Bay Park in North Beach, Collins Park in Mid Beach and
Marjory Stoneman Douglas Park in South Beach. It is anticipated
that additional installations will take place at Fisher Park, La Gorce
Park, Poinciana Park and Belle Island Park.
The orchids are being affixed to trees, and to ensure survival,
a micro irrigation system is being run up the trunks to provide
supplemental water during the dry season.
With such an ethereal look, orchids have a reputation that they
are hard to grow. Their care, however, is not difficult, it just takes

SEND YOUR
QUESTIONS

I see people throwing stuff away on the

beach all of the time. Isnt it against the law
to litter?
The City of Miami Beach has a zero-tolerance litter policy in place to improve
cleanliness in the public right-of-way. Penalties for violating anti-litter laws range
from $50 for a first offense to $500 for a third or subsequent offense (Sec. 46-92
of City Code).
The City provides garbage and recycling bins in most high-traffic areas.
Businesses and residents are required by Code to keep their areas litter free
from the building line to the halfway point of the right of way. Properly dispose
of recyclables such as plastic and aluminum containers in marked recycling bins
and deposit all other garbage into trash bins. Do not bring Styrofoam, glass
or metal products onto the beach and clean up before you leave. Remember:
cigarette butts and chewing gum are litter too.
There are approximately 150 team members performing litter control throughout
the city, seven days a week, 365 days a yearusing a combination of
mechanical and manual procedures to keep the streets litter free. Miami-Dade
County is responsible for beach cleanliness east of the back line of the dune to
the water line, and the City is responsible from the dune line west to the coral
rock wall and all of the rights of way citywide.
An aggressive cleanliness assessment program rates cleanliness of assigned
areas of the city. Since its launch in 2005, scores have improved by 25.2%. The
current citywide score is 1.5 (one being extremely clean).

Why does it take so long for a light to be

replaced at my neighborhood park?
In the past, lights and other maintenance issues on park properties occasionally
took a longer amount of time than expected to be replaced or corrected. This
was mainly due to the large number of facilities the Property Management
Division maintained. In order to address these issues more expeditiously, the
Parks and Recreation Department is undertaking all property maintenance
responsibilities of parks and oceanfront restrooms. Property Management
Division team can now concentrate on the maintenance of all other
cityfacilities.

SINCE YOU ASKED

mbmagazine@miamibeachfl.gov

Along with the fun of engaging in this activity, playing

tennis on a regular basis provides a plethora of physical
and psychological benefits, including a cardiovascular
workout, maintaining a sharp mind, and improving
flexibility and agility. Not to mention doing wonders to
fill up a social calendar.
Ive played tennis for the past 14 years, and as I

many more matches, noted Miami Beach resident
Dori Sterling in her bright pink tennis dress.
Miami Beach has two public tennis centers at Flamingo

Miami Beach Tennis Management, whom prides itself on
their innovative teaching instruction that includes private,
semi-private and group classes, along with hosting
camps, specialty events and tournaments at
both facilities.
Our instructional services touch the whole community

entera: jvenes, adultos, tercera edad, adaptativos y
Miami Beach Tennis Management.
infraestructura y controles financieros inquebrantables
agreg Orlin.

We have set the industry standard for superior clay

court maintenance, possess unbreakable infrastructure
and financial controls, and our social media applications
and management systems are second to none,
noted Orlin.

How to Prevent Tennis Elbow

The classic symptom of tennis elbow is pain and
tenderness on the outside of the arm, just below the bend
of the elbow. Forearm stretches will help prevent and
ease the discomfort of those currently suffering from the
condition.

In conjunction with the citys Parks and Recreation

Department, a notable program since the management
company took the helm seven months ago is their free,
bi-weekly tennis clinics to the nearly 600 afterschool
program participants per month.

To stretch, extend the affected arm with your palm down.

Bend your wrist so fingers point toward the ceiling.
With the other hand, pull your fingers back toward your
body. Relax the stretch, point your fingers down and pull
your fingers toward you until you feel the stretch in the
muscles and tendons on the top of your forearm. Repeat
in each direction 10 times and hold each stretch for 10
seconds.

The most rewarding feeling is to hear a kid say, this is

the best day of my life, when can I come back?,
added Orlin.
