Tripura, invites Expression of Interest (EOI) against Press NIEOI
No.01/AGM/EC-II/2014-15/06 Dated 17-10-2014 for Pre-Qualification of
consultants for Project Consultancy Services for Conversion of 33,11 &
0.415 KV OG (Over Ground) lines and installations into UG (Under Ground)
by XLPE cables including installation of service mains to consumers and
Distribution Transformer (existing & new, if any) in plinth by dismantling of
Distribution Transformer, Pole/Structure and accessories within Agartala
City.
Scope of Services :-

(1) Verification of GPRS based Detailed survey report prepared

for the purpose and authentication, modification if required.
(2) Verification of estimated B.O.Q. for correctness.
(3) Design, Engineering and preparation of detailed specification for
cable, equipment, switchgear and all items of B.O.Q./additional
items, with due regard to protection & safety.
(4) Assessment of critical path & other foreseeable impacts.
(5) Total Engineering services comprising (a) Detailed Estimation.
(b) Priced Bill of Quantity with reference to source of rates. (c)
Preparation of complete bidding document with due regard
to( Code of best practice for UG Cable laying as per National /
International Standard.)
(6) Any other requirement to complete the project which is not
mentioned herein above.
(7) Listing of Nationally accredited vendors/Manufacturers/turnkey
Agencies {(having experience of executing such
Metropolitan City(s)} for material and execution of work.

Expression of Interest
For
Pre-Qualification of consultants for Project Consultancy Services.
TSECL intends to outsource project consultancy services in respect of Conversion
of OG (Over ground) lines and installations (33, 11 & 0.415 KV Grade) into UG
(Underground) lines by XLPE insulated armoured power cables to Nationally /
Internationally reputed Consultants / Organization / Agencies / Firms.

1. The proposed conversion to underground lines under consideration shall be

well planned, designed, specified with best code of practice for erection/laying
and as per standard (BIS/ISS/IEC) specification of TSECL.
2. TSECL, therefore, invites the eligible and competent Consultants /
Organization/Utilities / Agencies / Firms to indicate their interest in providing
Project Consultancy Services.
3. The scope of the Services within the category Project Consultancy
Services inter-alia include:(1)

4. Interested Nationally / Internationally reputed Consultants / Organization /

Agencies / Firms having experience in the relevant field of project
Consultancy Services shall have to provide information indicating that they
are competent to perform the work.
5. The Consultants / Organizations are expected to provide self-contained
information indicating inter-alia:1) Organization Background and company Profile.
2) Details of Management team indicating academic / professional
qualification with relevant experience of key- personnel.
3) Profile of consultancy services already rendered by the consulting
Organizations / firms on similar subject.
4) List of Major such/Major works. / Projects already designed in the last 5
(five) years including cost of those projects which would best illustrate
their eligibility for pre-qualification.
6. The eligibility of the consultants / organizations shall also include the
following credentials.
1) Experience of formulation / preparation of documents, estimates, DPRs,
detailed working drawings/Design and Detailed Code of practice for
erection/laying code of projects of value not less than Rs.25.00 Crores
each within last 2 (two) financial years.
7. Further, preference shall be given to organizations having in house /
associates equipped with fully automated design office and latest design
software(s) and those having experience in carrying out multi-disciplinary
works such as mechanical, Electrical, civil works etc on a single point
responsibility.
8. A discussion with successful consultant (before submission of Detailed
Bidding document) in conference Hall of Corporate office, TSECL under
chairmanship of CMD will be held.
9. Organizations having ISO 9000-2000 accreditation including experience of
working on similar nature of job for the City(s) like Delhi, Kolkata,
Chandigarh, Bangalore, Hyderabad, Chennai etc. shall be accorded
preference in selection.
10. Details of proposed cable routes within Agartala city, GPRS Survey report done,
B.O.Q. estimated, projected cost etc. can be seen in the office of the undersigned
during working hours on all weekdays up to 3

11. Expression of Interest for Pre-Qualification must be delivered to the address

12. Please note that this is not a request for offering proposal. After review of
Expression for pre qualification, a shortlist will be prepared and the
shortlisted Consultants / Organization / Agencies / Firms will be invited for
providing project consultancy services for the work and for the items
indicated above for the required work through letter of invitation
accompanied by specific Terms of Reference. The panel of shortlisted
Consultants / Organization / Agencies / Firms shall remain valid for
providing project consultancy services for a likely period of 5 years w.e.f. date
of final short listing.

13. The CMD, TSECL reserves the right to accept / reject any or all the
applications without assigning any reason. The decision of the CMD, TSECL
shall be final and binding.
