I was one of two GOP canvass board members in the 2014 Pueblo County election as well as a poll watcher. In
prior elections I have been both a poll watcher and an election judge. I am including a short note here to confirm
that what Pueblo citizen Anita Stapleton and election expert Marilyn Marks have shared with you is completely
accurate in regards to the 2014 Pueblo County election. I would ask that you carefully read the two page
election certification Statement of Duress submitted to the SOS by myself and Paula McPheeters (the other GOP
canvass board member), attached here for your convenience. This will give you insight into what we personally
experienced and witnessed in Pueblo County during the several week process of election certification. There
were four canvassers who originally did not agree to certify; three of us reluctantly agreed to sign under duress
when the SOS staff came to Pueblo for the final canvass board meeting..
As Ms. Marks has pointed out, there is little, if any, interest in agreeing to do this again. When canvass board
members are intimidated, bullied, and threatened in addition to being told they will be sued (in this case by a well
known attorney affiliated with the Democratic party) for not certifying something is indisputably wrong. It is
inexcusable that any citizen serving in this volunteer capacity should ever have to face blatant thuggery like that..
The voters of Pueblo County are entitled to election integrity and transparency. Sadly we saw nothing of the kind
when the majority of canvass board members attempted to follow through on upholding this responsibility to the
voters. I sincerely look forward to you, as the newly elected Colorado Secretary of State, that you will thoroughly
investigate the Pueblo County election processes with attention to complete election materials, poll watcher
complaints, canvass board members concerns, and other crucial details so that voters can be assured that every
legitimate vote in our county does count. Thank you.

The frustration you see expressed below by Ms. Stapleton is but one voice among many who are disgusted by the
absolute failures of quality, compliance, transparency and fairness in the Pueblo election. You will not hear from many
disgusted voters because they know that with public complaints, they too may become targets of ridicule, bogus criminal
investigations and harassment, as Becky Mizel has.
As you know, I have spent my last five years working in scores of elections. I can state that the Pueblo November election
was the least transparent, least verifiable, most questionable and most banana-republic like election I have seen in the
state in that time. The oversight from the Secretarys office, focused on the urgent need to certify, at any cost contributed
to the undermining of election integrity and confidence of the voters and canvass board members.
Most canvass board members walked away saying never again will I serve, after spending scores of hours trying to

perform their duties to their fellow citizens. Many judges and watchers walked away saying the same.
Those who attempted to request and pay considerable money for a much needed recount are disgusted by the fact that
the very person whose election was to be contested, Clerk Ortiz, was permitted to price his opponent out of the recount by
setting the price so high, complete with improper charges, that election transparency was again defeated.
Precinct data could not be reconciled, known errors were permitted in the duplication of ballots, poor controls existed in the
central count scanner that experienced very high unresolved out-stack rates. Chain of custody was lost. Internal controls
were exceptionally weak, and adequate watcher access was obstructed at almost every turn. Ballots were marked in
pencil and judges operated in the duplication room with access to pencils and erasers. The county under-vote statistics
were startlingly out of line with Colorado averages. But no verification could be undertaken because of the constant
obstruction and exceedingly high prices for recounts or CORA.
The Pueblo election is one that the state should not be proud of, and should be used as the poster child for the pressing
need for serious election reform. The voters lost confidence in the election officials and the Secretarys office and the
entire election process. Look no further than the January 27 City of Pueblo recall where voters and organizers have
resigned themselves to an unfair election because Ortiz is under contract to conduct it using unlawful practices prohibited
by the City Charter. They know there is no use in complaining, and that they will merely subject themselves to abuse from
Progress Now, hyper-partisan Democrats on the Election Commission and the press.
We call on you to undertake an objective investigation of the Pueblo election including the oversight provided by your
office and their response to the persistent complaints from the voters. Only through an honest recognition of the actual
problems that took place can your office create the proper enforcement mechanisms and restore the confidence that
Colorado voters deserve.
Please seriously consider the comments you are receiving from Pueblo observers and voters. Please understand that
there are many who would like to publicly agree but see only risks and no hope for change.

Dear Mr Secretary of State:
I am writing in response to yesterday's continued evidence, in Pueblo County, of the Chicago style thuggery that lurks in
our community. This hovers down in our County Clerk and Recorder's office and spews out amongst the other government
agencies.
I am a taxpayer and voter who experienced and witnessed the most pathetic and blatant breeches of a voting process. I
submitted my complaints to the previous SOS, Mr. Gessler. My complaints were substantiated with evidence that was not
refutable, all be it, the SOS deemed no foul play. However, I know otherwise as I documented the evidence such as
breeches of chains of custody, false documentation to "fix"the mistakes done in haste which made obvious the corruption,
not allowed access to the actual footage that would show in real time delivery of in person ballots, unreconcilable ballot
boxes with no documentation as to why,etc etc. How about the undocumented evidence of watching the County Clerk, Mr.
Ortiz, standing at a car outside the election office counting large piles of documents with quick nervous like behavior. Or
his wife, on security tape, coming into the election department, ON ELECTION DAY, in her Blue democrat Tshirt covered
up with a sheet. She came to deliver the Clerk's laptop charger (personal computer I'm sure) so he could use his computer
on the floor, off camera to monitor the election AND have the democrat judges and canvas board members join in in the
monitoring process through the night, lounging on desks in the election warehouse and offices were ballots were
located.Unethical??? At best! Will anything be done about this behavior? No! Without support from the SOS office to get
under control the BIG problems in voter integrity and breeches in fair elections that ARE documented; these side breeches
of election integrity will not go away! I have to state that this incident with the "documents stolen" was a set up situation. If
these documents (which were public record and could be reproduced) were so important and confidential why did the
Clerk throw them down on the table like Kleenex toilet paper? Why were they NOT placed in a binder and treated with

importance? How was anyone in the room to know that this report was complete to start with as the Clerk abruptly
stopped the process of review when the canvas board started finding that the numbers just did NOT match! How about the
issue of illegal and false containment of all the people in the room by the Clerk and his staff? One might say for me to take
my complaints to the public. Remember, I live in Little Chicago and good luck finding fair and transparent reporting or fair
counsel. So with that being said, you get my analysis of my grievances and I will say that just as pathetic are the election
law breeches of 2014...so is the pathetic response I received from this office to my complaints.
Mr. Secretary, I encourage you to listen to the people of this state and take due diligence in enforcing fair election laws.
Both political parties spent an outrageous amount of money on the "Get Out The Vote" campaign. Why? The voter is going
to question "why should I vote if my vote only counts if the Clerk decides".As Dwight, Rep. From SOS office stated at the
canvas board, "it is an unfortunate fact but NOT every vote counts." I would strongly suggest that Mr. Ortiz take down the
picture in the election office that states "Your Vote Counts!" What a joke!
