INSPECTION SURVEILLANCE/ EXPEDITING

8.2

CONTRACTORs Inspection Surveillance Services shall mean verification of

records of an on-line Inspection/Quality Control Activity of the VENDOR. Such
services shall be intended to establish that the work carried out by the
VENDOR/s is in accordance with the specified requirements.

Wherever appropriate CONTRACTORs representatives shall witness tests

carried out by the VENDOR and verify the records thereof.

In the event of non-conformity, the CONTRACTORs representative shall take

appropriate action to resolve the non-conformity in accordance with set
procedures.

Vendor shall generate & submit the inspection and test plan (ITP).ITP shall be
approved by End user.
INSPECTION / SURVEILLANCE
Scope of Inspection Surveillance including but not limited to the following:

8.2.1 For storage tanks &un coded vessels.

Conduct stage wise inspection surveillance limited to the following:
i) Welding procedures and welders performance qualifications
ii) Verify material identification/ Review of material test certificates.
iii) Welding examination / radiography where applicable
iv) Final dimensional check up and witness hydrostatic test.
8.2.2 Site fabricated tanks and uncoded vessels (Construction Site)
a) Welding procedures and welders performance qualifications
b) Verification of Vendors inspection records at site
c) Welding examination / radiography where applicable
d) Final dimensional check up& witness hydrostatic test

8.2.3 For Pressure Vessels and Columns

Conduct stage wise Inspection Surveillance limited to:
a) Verify identification of materials
b) Welding procedures and welders performance qualifications
c) Percentage of fit ups and alignments
d) Crack detection Welding examination / radiography where applicable
e) Full dimensional and visual check, including arrangement of internals, packings
and trays where applicable
f) Witness hydrostatic testing
g) Review of Vendors internal inspection records where necessary

8.2.4 For Heat Exchangers

Conduct stage wise Inspection Surveillance limited to:
A

Shells
Conduct stage wise Inspection Surveillance limited to:
a. Verify identification of materials
b. Welding procedures and welders performance qualifications
c. Percentage of fit ups and alignments
d. Crack detection Welding examination / radiography where applicable
e. Full dimensional and visual check, including arrangement of internals, packings
and trays where applicable
f. Witness hydrostatic testing
g. Review of Vendors internal inspection records where necessary

Tube Bundles

a.

Verify identification of materials

b.

Welding procedure and welders performance qualification in case of welded

tube exchangers.

c.

Crack detection of tube ends, tube welds and tube sheets where applicable

d.

Tube to tube sheet expansion joint inspection where applicable

e. Dimensional check up and witness hydrostatic testing.

8.2.5 For Rotating EQUIPMENT.

Conduct stage wise and final inspection surveillance (Verification of Vendors
internal inspection records where necessary) and witness performance tests
wherever applicable.

8.2.6 For Piping Materials

Witness inspection of piping material such as valves, fittings and pipes as per
sampling plan Inspection and Test plan
8.2.7 For Instruments
a) Witness final inspection of instruments as per sampling plan
b) Review Vendors internal inspection reports as necessary
8.2.8 Electrical
a) Witness internal tests and physical inspection of electrical items as per sampling
plan.
b) Review Vendors internal inspection reports as necessary.
8.2.9 Package Units
a. Witness final hydrostatic tests; verify the records as necessary and final
dimensional check up for package units. Stage wise inspection is excluded.
b. Issue despatch instructions to vendors for dispatching equipment/ materials.
c. Where applicable, calibration records of measuring and test equipment shall be
verified.

8.2.10 Home Office Expediting

Carry out expediting from CONTRACTORS Head Office limited expediting of
main vendors.
Frequency of expediting shall be at least once a fortnight in normal
circumstances.
Prepare and update periodically equipment and material progress schedule
(indicating orders placed, progress of manufacture and deliveries).

8..2.11Field Expediting
Carry out expediting by visiting vendors premises and workshops
