MUNICIPAL RESOLUTION NO. 051-2014

REQUESTING THE PROVINCIAL GOVERNMENT OF ALBAY THROUGH THE HONORABLE
GOVERNOR JOEY SARTE SALCEDA TO DONATE A PARCEL OF LOT AT THE BUCAF
CAMPUS TO BE UTILIZED AS SITE FOR THE CONSTRUCTION OF GUINOBATAN
WELLNESS CENTER.

WHEREAS,
pursuant to the Local Government Code of 1991, every local government
unit shall discharge such functions and responsibilities as are necessary, appropriate, or incidental
to the efficient and effective provisions of the basic services and facilities, which include, among
others, for a municipality, health centers and other health facilities necessary to carry out health
services;
WHEREAS,
the proposed Guinobatan Wellness Center is a health care institution
aimed to provide patient treatment and is intended to carry out health care services and shall cater
patients/residents not just from this municipality but also patients/residents from neighboring
municipalities;
WHEREAS,
this august body and this local government has the intention of fully
realizing this proposed Guinobatan Wellness Center and shall also conduct acts incidental to its
realization such as, but not limited to, the acquisition of a lot where the same shall be constructed;
WHEREAS,
the Provincial Government owns a parcel of lot within the vicinity of the
Bicol University College of Agriculture and Forestry (BUCAF) and adjacent to the Rural Health Unit
(RHU) of this Municipality, and thus gleaned to be as site/location most suitable for the intended
purpose;

WHEREAS,
it is believed and has been continuously observed that the Honorable
Governor is a dignitary and promoter of health and well-being with the utmost concern for our
constituents and the constituents of the neighboring municipalities, and possesses indubitable
generosity, authority and capacity to conduct an act of gratuity in favor of this local government;
WHEREFORE, in view of the foregoing premises, be it now:
RESOLVED, as it is hereby resolved by the Sangguniang Bayan of Guinobatan, Albay in
session assembled, to request as it hereby requests the Provincial Government of Albay through
the Honorable Joey Sarte Salceda to donate a parcel of lot at the BUCAF Campus to be utilized as
site for the construction of Guinobatan Wellness Center.
RESOLVED FURTHER, that a copy of this resolution be furnished the Provincial
Government of Albay thru the Honorable Governor Joey Sarte Salceda, and such other concerned
offices/agencies, for their information and appropriate action.
APPROVED UNANIMOUSLY on motion of the Majority Floor Leader, Honorable Councilor
Frances John M. Oxales, and duly seconded by the members present this 7 th day of April, 2014
during their 12th Regular Session.
