Agenda for Discussion


ITEM NO 3.1 : CONSIDERATION OF EFFECT OF AFFILIATION GRANTED TO THE
CASES
FORWARDED BY STATE DIRECTORS DEALING WITH CRAFTSMEN
TRAINING SCHEME DEPENDING UPON THE DATE OF INSPECTION BY THE
STANDING COMMITTEE .
Admission in ITIs/ITCs are made twice a year and therefore, guide lines have
been prescribed to decide the effect of affiliation granted to the ITIs/ITCs depending
upon the date of inspection by the Standing Committee . It is felt that affiliation to
ITIs/ITCs should be granted before the admission of trainees to avoid difficulties faced
by them in case institutes fails to get affiliation form NCVT during that year as a result
admitted trainees are eligible only for SCVT certificates and not to NCVT certificates.
Accordingly the cut-off dates for affiliation were discussed by NCVT during its previous
meeting.
The Council recommended that a new strategy/norm need to be worked out for
affiliation of ITIs/ITCs so that affiliation is granted to the institutes before admitting the
trainees and that trainees do not suffer in case an institute fails to get affiliation in time .
Council further recommended that the issue be studied in depth and be placed
before the Council. Accordingly, the issue was discussed in depth in the meeting of Subcommittee of NCVT held on 8/2/2008. The Sub committee recommended that
institute/centres should admit trainees only after affiliation is granted by NCVT in
respective trade/unit .The matter was deliberated again in meeting of sub-committee for
affiliation on 26/9/2008.
The system followed by All India Council for Technical Education (AICTE) and
Central Board of Secondary Education (CBSE) were also studied which ,in short ,are as
follows:
A.I.C.T.E: The approval process for establishment of new Institution is open ended,
allowing the applicant societies /trust to submit proposal any time round the year.
Student are admitted only after getting approval.
C.B.S.E: the school seeking affiliation with the board must have formal prior recognition
of the State / U.T Govt and applications are submitted to CBSE by 30 th June of the year
preceding the session from which approval is sought. The order of granting and
refusing of affiliation are communicated to the applicant on or before 31 st December of
that year.
After detailed deliberations, Committee recommended the following:
i)

The institute granted affiliation by Sub- Committee between 1 st January to 30th


June, of the calendar year, will be affiliated from August Session of that year.

ii)

The institutes granted affiliation by Sub- Committee of affiliation between 1 st


July to 31st December of calendar year from February Session of the next
calendar year.

iii)

The institute may opt for postponing the session if it wants to do so.

iv)

As one time exemption, affiliation granted upto 31/01/2009 may allowed


admission from August,2008 .

v)

The above cut-off dates would come into force from February session of year
2009 .

Members may like to approve the above recommendation of sub-committee of


affiliation. After approval a wide publicity will be given for information of all concerned.
ITEM NO. 3.2 : AMENDMENT IN THE DE-AFFILIATION NORMS OF ITIS/ITCS .
There is a set procedure for de-affiliation of ITIs/ITCs affiliated to NCVT. The deaffiliation procedure is given in Appendix-20 of Training Manual for Industrial Training
Institutes/Centres. As per para 3 of de-affiliation procedure, whenever its comes to the
notice of the concerned State Director that a particular ITI/ITC in specific trades/units, is
either not conducting training as per curriculum or is lacking in maintenance of the
norms/standards prescribed by NCVT, he may initiate action and constitute Standing
Committee for evaluation of the institute . Composition of committee is as under;
1. State Director/ UT Administration in-charge of CTS or his representative
-Chairman
2. Representative of Secretary, NCVT
3. Two representatives one each of Dept. of Industries and Labour /
representative of industries
4. Trade Expert nominated by State Director
The above committee for evaluation of institute (at least three members will form
quorum) shall inspect the institute and verify the existing infrastructural facilities viz.
staff, accommodation, work shop building , tools, shop outfits equipment etc as per
prescribed norms/standards and whether the institute is conducting training as per
prescribed norms, after due notice to the management of ITIs/ITCs.
Instances have been brought to the notice of DGE&T that either state Govts. are
not constituting Standing committees for evaluation or when above committee visits the
institute to carry out inspection for evaluation, the institute was found closed for some
reason or the other . This resulted in wastage of resources i.e. time and energy of the
deputed
officials of committee. This may also indicate doubtful intentions of
management of institute. Therefore, following is proposed

If such cases come to the notice of DGE&T/NCVT, secretary NCVT shall


request the concerned State Director to constitute a committee for evaluation
with in period of three months . In case, State Director fails to constitute
Standing committee for evaluation and facilitate inspection of institute within
stipulated time period , such committee would be constituted by DGE&T for
carrying out necessary evaluation . The recommendation of the committee
would be placed before sub-committee of NCVT for their consideration and
decision .
Cases where the institute being inspected for evaluation purpose, found
closed by the Evaluation Committee, be considered for de9

affiliation/suspention of affiliation from NCVT by the sub-committee of NCVT


on the basis of the report of committee.
Council may kindly approve.
ITEM NO. 3.3 : AFFILIATION NORMS FOR OPENING INSTRUCTOR TRAINING
INSTITUTE BY STATE GOVT .
Qualified trainers are necessary to provide quality skill development for helping
trainees to reach high standards in vocational competencies. Their training and
retraining is critical element of any successful training system..
At present Crafts Instructor training for the potential and existing Instructors of
Industrial Training Institutes is being implemented through 6 central institutes i.e. five
Advanced Training Institutes (ATIs) at Ludhiana, Kanpur, Howrah, Mumbai and
Hyderabad and Central Training Institute for Instructors (CTI) at Chennai. Training is
provided for instructors in 24 trades with intake of about 1100 a year. The testing and
certification of instructors are carried out by NCVT. Courses are of one year duration
and comprise three modules with batch sizes of 16 trainee instructors. The State
Governments do not have instructor training institutes in any State.
During last few yeas, large number of ITIs/ ITCs have been opened. Also
DGE&T is formulating a scheme for opening 1500 more ITIs . Keeping in view the
huge demand of trained instructor ,there is a need to expand instructor training facility in
country. Present institutes under central sector would not be able to cater to the demand
of trained instructor To cope up with the above training load, It has been proposed
under Vocational Training Improvement Project (VTIP) that viable Instructor Training
Institute Wings in existing big ITIs
may be setup
by the respective State
Governments . These Wings may be set up on the pattern of ATIs/CTI under DGE&T.
Such Instructor Training Wings attached to ITIs may be got affiliated to NCVT so that
the trainees may be trade tested under the aegis on NCVT and passed out trainees are
awarded Craft Instructor Certificate .
Following Guide lines for such Instructor Training Wings are proposed .

State Director In-charge of the Craftsmen Training Scheme will identify ITIs /
trades to start training on the pattern of the Craftsmen Training Scheme from the
August session of the following year. That trade unit would be de-affiliated from
CTS and would be affiliated for CIT . RDATs shall be coordinating agencies for
this purpose as in case of affiliation of ITIs .
Training would be imparted as per syllabi approved by NCVT . So far instructor
training syllabi for Welder , Electronic Mechanic , Electrical, Fitter , ,IT&ESM,
Draftsmen Mechanical
trades have been approved by NCVT for
implementation. Apart from above, syllabus for Principle of Teaching (POT) is
also approved by NCVT.Affiliation would be granted by NCVT in line with the
present affiliation system of ITIs/ITCs after creating all necessary infrastructure
facility , The infrastructure facilities for each trade as prescribed by NCVT is to be
created and facilities are to be inspected as per existing norms by standing

committee constituted by State Director for grant of affiliation . The SCIR duly
recommended be submitted to DGE&T for consideration of Sub Committee of
NCVT dealing with affiliation .
Trade Testing would be done under the aegis of NCVT as per norms of Craft
Instructor Training Scheme . One Set of Question Papers in English and regional
language would be supplied by DGE&T .
Training cost including training fee , expenses for boarding & lodging would be
decided by NCVT in consultation with State Govts.
Instructor from ITIs/ITCs of other states may also be trained in these ITWs.

Affiliation norms for Infrastructure Class Room :


As prescribed for trades under NCVT. The Theory classrooms
should have latest infrastructure including AV aids as per details given in respective
curricula .:
Work Shop : Work Shop areas should be as per norms prescribed by NCVT for
respective trades . Tools & Equipment should be latest and state of the art as per
Curricula for the respective trades .
Power : As prescribed for trades under NCVT .
Instructor Qualification : Degree in relevant area from recognized university with two
years experience / Diploma in relevant area from recognized board / institution with five
years experience .
Council may kindly approve.
ITEM NO. 3.4 : INSTRUCTOR QUALIFICATION FOR TRADES UNDER CRAFTSMEN
TRAINING SCHEME .
Minimum Qualification ( academic as well as technical ) for Vocational Instructor
has been given in Training Manual which is being followed by all State Governments
while appointing instructors in ITIs/ITCs . Academic qualification is class X pass and
technical is National Apprenticeship Certificate (NAC) or National Trade
Certificate(NTC) in relevant trade or Diploma in appropriate area . Recently 48 new
trades have been introduced under CTS . The course curricula for these trades were
prepared . However, at that time recruitment qualifications required for instructors for
these trades were not prescribed. Following instructor qualifications are proposed for
trades under CTS:

ITEM NO. 3.5 : APPOINTMENT OF 20% MORE REGULAR INSTRUCTORS IN
ITIS/ITCS FOR THEIR REGULAR DEPUTATION OF TRAINING AND RETRAINING.
It has been observed that the quality of training in ITIs/ITCs is being affected
because of lack of well trained & motivated instructors , who are primarily responsible
for imparting training under CTS and other programmes. Presently a majority of ITI
instructors are either untrained or were trained years ago and need up gradation of their
skills. NCVT in its 32nd meeting recommended that institute which failed to get their
instructor trained within three years of affiliation may face de-affiliation at later stage .
The council also resolved that each State Directorate may work out a concrete training
plan for each ITI instructor based upon the self appraisal of individual instructors and
assesment by his superiors. Principals of ITIs may be delegated financial powers to
depute instructors for training.
Even though NCVT has time and again stressed for need of training of
instructors, State Governments are unable to depute them for training because only one
instructor is appointed per trade/unit to impart training and he is deputed for training,
regular training in that trade is adversely affected .
It is,therefore, proposed that ITIs/ITCs may appoint 20% more instructors apart
from existing norms of one instructor per trade/unit so that they may be deputed for
training on regular basis.
Council may like to approve.
ITEM NO. 3. 6 : CHANGE IN EXISTING NORMS FOR PASSING THE BROAD
BASED BASIC TRAINING COURSES BY FAILED CANDIDATES
Under multi skill concept of CTS, during first year, training is imparted in different
skill areas under Broad Based Basic Training (BBBT) . BBBT consists of six modules
covering skill areas related to a particular industrial sector. Following guide lines have
been prescribed by NCVT , for trainees to pass the Trade Test .

In all two theory papers would be conducted . Three modules as indicated in


marking scheme would be covered in each paper . Question paper would
have three parts covering questions on individual modules separately.
For theory papers, Institutes are advised to supply one separate answersheet for each part duly ear marked i.e. three separate answer sheets would
be required for each paper . It would facilitate the evaluation of these answer
sheets, by the concerned trade experts .
Trainees should be intimated well in advance that they have to write answers
for each module in the prescribed answer sheets. No marks would be given
in case the answer are given in wrong sheets.
Trainees are required to secure minimum 40% marks exclusively in each
theory paper and a minimum of 20% marks in each module to pass the
theory paper .

As per existing guide lines if a trainee fails in one module and passes other two, he
is declared failed in that theory paper . The trainee has to reappear for that theory
paper and pass all the three modules again including those which he has passed
earlier. It has been brought to the notice of DGE&T that trainees are facing difficulties in
appearing at all the three module again. To over come this difficulty , the following
amendment in the marking scheme is proposed
Failed trainees of theory paper of BBBT are required to appear and pass
acquiring minimum 40% marks only in that module in which he has secured less
that 20% . For remaining modules marks secured earlier would be reflected in the
mark sheet.
Council may like to approve .
ITEM NO. 3.7 : APPROVAL OF CERTIFICATION OF SKILLS ACQUIRED
INFORMALLY UNDER THE SCHEME SKILL DEVELOPMENT INITIATIVE.
DGE&T has taken up a new scheme Skill Development Initiative Scheme .
Scheme is a five year project during which one million persons would be trained or their
existing skills would be tested and certified under Modular Employable Skills (MES)
framework. DGE&T has developed MES framework for skill development for early
school leavers and existing workers, especially in the un-organised sector in close
consultation with industry, micro enterprises, State Governments, experts and
academia. Curricula for 340 courses have already been developed and approved by
NCVT .
One component of the scheme is Testing & Certification of skills acquired
informally by the person . Testing of skills is done by independent assessing bodies ,
which are not involved in training delivery, to ensure that it is done impartially.

As per scheme, successful persons are awarded certificates issued by National


Council for Vocational Training (NCVT) . Since target group is very large and therefore
the scheme is being implemented in coordination with Regional Directors of
Apprenticeship Training . The list of successful candidates are being maintained by
respective RDAT. It is proposed that Signature on certificate should also be made by
Director, RDAT on behalf of NCVT . The certificate may issued through VTP or
assessing bodies with their stamp and certification on the back side .The draft certificate
is placed at annex-A .

ITEM NO. 3.8 . DECENTRALIZATION OF TRADE TESTING ACTIVITIES.
TT Cell is entrusted with the responsibility of conducting 30 All India Trade Tests
under the aegis of NCVT and for the award of certificates at different levels for various
schemes. The job involves appointing of Paper Setters for approximately 1600 Question
Papers in a year, their moderation, typing of manuscripts, preparation of drawings,
checking of the manuscripts , translation of Question papers into Hindi to meet the
statutory obligation under the official language Act etc. Apart from this, preparation of
schedule of Trade Tests, calling for indents of Question Papers from all the State
Governments and field institutes of DGE&T is also being dealt in the section. It is also
worth mentioning here that the same staff is also used for dispatch of Question Papers
which are printed in several lakhs & distributed to more than 3250 trade testing centres
spread through out the country. The results of the All India Trade Tests being conducted
at the field institutes of DGE&T are also submitted here for its scrutiny & approval of the
Secretary of NCVT. In addition to all above, the blank National Trade Certificates are
also supplied by TT Cell. All these works are time bound & secret in nature and is being
done by a hand full of staff.
Due to expansion of the training activities in the country, the number of trade
tests as well as trades has gone up manifold due to which it is becoming very difficult to
keep pace with the schedule of various trade tests, delay in submitting the manuscripts
and to distribute the huge quantity of Question Papers relating to All India Trade Test for
Craftsmen being held in July & February every year. The existing facilities available in
the form of staff, equipment & space are inadequate to cope up with the work.
Therefore, following are proposed :
TT Cell may be permitted to supply one copy of Question Papers each subject
through E-mail to the states well in advance for further multiplication, packing &
distribution in their concerned State by the State Director himself. This may be
brought into effect from CTS exam of July/August 2010 on wards, so that state
may get adequate time to gear themselves.

According to NCVT norms, State Government may be allowed to set their own
question papers and conduct examination. Certificate may be issued by NCVT .

Out source the activities of translation, multiplication and distribution of question


paper to a credible agency in line with CBSE .
Members may like to discuss various alternatives and decide to appoint an
expert committee which may look into the issue holistically and come up with
recommendations. .
ITEM NO.3.9 : SETTING UP OF TRIPARTITE BOARD FOR CONDUCTING EXAM
UNDER AEGIS OF NCVT .
At present the question papers for NCVT exam are supplied by the DGE&T and
examination are conduced by the State Government . Examination system is totally
manned by State Govt. officials there is no participation of other stake holders . It is
proposed that State Govt. should constitute a tripartite Examination Board at State level
and at every examination centre level . The examination board may have representative
from industry and trade unions .
Council may kindly approve .
ITEM NO 3.10 : CONSTITUTION OF SUB-COMMITTEE OF NCVT FOR TRAINING
NORMS AND STANDARDS.
One of the functions of NCVT is to prescribe norms and standards in respect of
various vocational training programmes offered through ITIs/ITCs and institutes under
DGE&T . Recently , in order to meet the huge demand of skilled manpower , DGE&T
has formulated number of new schemes . Various norms in respect of affiliation,
training and certification are developed and are got approved by members of NCVT by
circulation . It has been observed in the past that views of members on suggested
norms are rarely received , hence norms are approved by default.
The Council has the power to appoint committees for assisting it in the
discharge of its functions. Accordingly, Council has set up two subcommittee one for
grant of affiliation and other for courses . On the same lines, it is proposed to set up a
committee for Training Norms and Standards having following composition .Any
issues relating to norms or standards or policy matter would be first discussed
threadbare in the committee before circulation to all members for approval.

OF EXAMINATION EVALUATION OF ANSWER SHEETS , ETC. for institutes under
DGE&T .
Long term/Short term training programmes are being conducted by various
institutes of DGE&T . Various rates for remuneration to be paid to chairman (board of
exams ), controller & assistant controller of examination evaluation of answer sheets ,
etc. were last revised in year 1995. They are long overdue for revision. Existing rates
and proposed enhanced rates are as under .

ITEM NO. 3.12 : INTRODUCTION OF
MODULAR PATTERN OF CRAFT
INSTRUCTOR TRAINING IN PLACE OF CONVENTIONAL ONE YEAR TRAINING IN
INSTITUTES UNDER DGE&T .
At present two types of instructor training programmes are being conducted at field
institutes of DGE&T i.e. one year conventional instructor training programme and the
other is modular instructor training programme at CTI, Chennai and ATI Hyderabad.

Though modular programme requires more technical and administrative activities, it has
become popular amongst Instructor trainees / sponsoring departments mainly because
of its flexibility and effectiveness. Since more trainees can be trained in parallel
classes, which results in better utilization of manpower and infrastructure. More new
topics can be covered in a particular field suiting to the current training requirements.
The response for the modular programmes encouraging and it is more popular
compared to non - modular pattern trades. A comparative statement of Modular &

ITEM NO. 3.13 : PROVISION FOR THE PAYMENT OF HONORARIUM EXPERTS
INVOLVED IN DEVELOPMENT OF CURRICULUM .
Central Staff Training and Research Institute (CSTARI) ,Kolkata under DGE&T
has been entrusted with responsibility of development of curricula for trades/courses
under various scheme of DGE&T . Apart from CSTARI, other institutes are also involved
in development of curricula. The course curricula are developed by Trade Expert
Committees constituted for each trade, which comprise of experts from the relevant
Industry, Government, Trainers and experts. Development of curricula is a brain

storming exercise in which experts have to devote a lot of time and efforts . At present
there is no provision for payment of TA/DA to the experts involved in the development
of curricula . As a result only local experts attend the trade committee meetings and
outside experts are reluctant to attend these meetings . Also no honorarium is being
paid to these expert ,therefore, very few experts willingly participate in the meetings .
It is felt that if honorarium and TA/DA is paid to these experts quality of work can
be improved by their willing participation . Sub-committee of NCVT on courses has also
approved the proposal for payment of honorarium and TA/DA to the members of expert
committee . It is also proposed that Rs1000/- per syllabi may be paid as remuneration to
each experts involved in development of curricula apart from TA/DA which could be
equivalents to the TA/DA payable to class-I Government servant in the Central Govt.
Council may like to approve.
ITEM No. 3.14 : NORMS FOR FIXING SALARY FOR APPOINTING CONTRACT
FACULTY IN ITIs/ITCs.
As per norms, trade, wise Vocational Instructors are appointed to impart training
in ITIs/ITCs under CTS . For Multi Skill training, six Vocational Instructors are appointed
to impart training in six modules . Apart from above , instructors are also appointed to
teach Workshop Calculation & Science , Engineering Drawing, Social Study and
Generic Skills . There is a provision to appoint instructors on contract basis till regular
instructors are appointed in ITIs . In many cases ,these instructors are recruited by
State Public Service Commissions where it takes one to two years to recommend
suitable candidates for appointment. It has been brought to the notice of DGET that
some of the ITIs are paying very meager salary to instructors appointed on contract
basis. As a result of such meager salaries , imparting of training in an effective manner
is not possible and also good quality instructors are not attracted to these jobs .
Quality of training depends manly on quality of trainers.
It is therefore, proposed that remuneration to contract faculty be kept minimum
equal to consolidate monthly salary of a regular newly appointed instructor of the
institute and that should be reflected in affiliation proforma . Standing Committee
inspecting the institute should also ensure that the salaries of instructors appointed on
contract basis are at par with regular faculty. It should uniformly be followed by all State
Governments in all ITIs and ITCs.

ITEM No. 3.15 : INTRODUCTION OF ELIGIBILITY TEST AT NATIONAL LEVEL FOR
CANDIDATES DESIROUS OF SEEKING JOB AS INSTRUCTOR OF IT Is/ITCs.
The National Educational Testing Bureau of University Grants Commission
(UGC) conducts National Eligibility Test (NET) to determine eligibility for lectureship and
for award of Junior Research Fellowship (JRF) for Indian nationals in order to ensure
minimum standards for the entrants in the teaching profession and research. The Test is

conducted in Humanities (including languages), Social Sciences, Forensic Science,


Environmental Sciences, Computer Science and Applications and Electronic Science.
The Council of Scientific and Industrial Research (CSIR) conducts the UGCCSIR NET for other Science subjects, namely, Life Sciences, Physical Sciences,
Chemical Sciences, Mathematical Sciences and Earth Atmospheric Ocean & Planetary
Sciences jointly with the UGC. The tests are conducted twice in a year generally in the
months of June and December.
On similar lines, it is proposed to conduct Trainer Eligibility Test (TET) under the
aegis of NCVT at National level and score obtained in the competition be made as
essential eligibility condition for post of instructors in ITIs/ITCs . The score of the TET
would be valid for five years and within this period they have to under go CTI training in
the trade where it exist and Principle of Teaching (POT) training in remaining trades.
ITIs/ITCs shall use the pool of the qualified instructors at the time of recruitment . This
would help in ensuring Quality of Instructors in ITIs/ITCs. Details will be worked out
after approval of the concept .

ITEM NO. 3.16 : INCLUSION OF MECHANIC REFRIGERATION AND AIRCONDITIONER TRADE UNDER THE SCHEME OF ALL INDIA SKILL COMPETITION.
All India skill competition is being arranged since 1964 and is one of the best
features of Craftsmen Training Scheme. Initially started with three trades, the scheme
now covers 14 trades namely Cutting & Sewing, Instrument Mechanic, Fitter,
Draughtsman (Mech), Draughtsman(Civil), COPA, Electronic Mechanic, Mech.
Motor Vehicle, Mechanic Diesel, Turner, Electrician, Welder, Foundry Man and
Machinist
The inclusion of the trade depends upon its importance in job market, Scope for
expansion its technology and such other factors. The trade Refrigeration and Air
Conditioning Mechanic scores good mark on all these counts for All India Skill
Competition.. All India Trade Test encourages youth for making systematic training in
this skill area
With increasing urbanization, enhancing spending capacity, development of Agro
Industries and Fruits and Food processing industries, increasing milk production and
such other factors, the importance of this skill area is all the way increasing . It is
proposed that All India Skill Competition may also be included in trade Mechanic
Refrigeration and Air Conditioner.

ITEM NO. 3.17: CAUTION MONEY MAY NOT BE CHARGED FROM TRAINEES OF
SHORT TERM COURSES
NVTI/RVTIs under DGE&T provide training exclusively for women in various long
term & short term courses. Short term training courses are generally of 1- 4 weeks
duration. Caution money amounting Rs 200 is being collected form the trainees of
short term courses having duration of more than two weeks. The cost of items is
deducted from the caution money if any loss or damage of equipment, tools and other
articles takes place from the trainees. The caution money is refunded to the trainees
on the last day of their training.
Principals of NVTI/RVTIs have intimated that loss of items in a short duration
courses are found to be negligible and the withdrawal of caution money is very difficult
within a short time as the cash is remitted in Government account. Moreover mostly
trainees belonging to lower income group opt for such short term courses so that they
can acquire some skills and use it for their better living. They also find it very difficult
to pay the caution money.
Keeping in view the delay in withdrawal and disbursement of caution money and
difficulty faced by trainees, it is proposed to dispense with the provision of taking
caution money from trainees of short term courses.

ITEM NO 3.18. FORMATION OF AN INTEGRATED COURSE HAVING ONE YEAR
DURATION FOR CRAFT INSTRUCTOR TRAINING IN NVTI/RVTIS (INSTEAD OF 8
MONTHS ADVANCED & 4 MONTHS POST ADVANCED COURSES) SO AS TO BE
TREATED AT PAR WITH CTI/ATIS.
Under Womens Training Programme in NVTI/RVTIs/ 3 tier training courses are
being conducted viz basic level courses, advanced level courses and post advanced
level courses. Advanced courses are of 8 months duration and post advanced course
(Principles of Teaching) is of 4 months duration. After passing POT course, trainees of
NVTI/RVTIs are awarded National Craft Instructor Certificate.
However in CTI /ATIs, the Craft Instructor Training Course is a one year. Passed
out trainees are awarded Craft Instructor Certificate. Accordingly some of the State
Govts have prescribed Craft Instructor Certificate as the essential qualification, in their
RRs for the posts of Vocational Instructors (VIs).
Women Training cell had been receiving some complaints from the women
candidates that some State Governments do not consider their National Craft Instructor
Certificate for the post of Vocational Instructor as their Recruitment Rules (RR) contain
Craft Instructor Certificate awarded by CTI/ATIs instead of National Craft Instructor
Certificate awarded by NVTI/RVTIs. Accordingly DGE&T vide their order No. DGET19(16) 99- CD Vol.II dated 3 rd December 1999, have conveyed the decision of
Government of India to all State Govts that for the purpose of making recruitment of VIs,
Craft Instructor Certificate awarded by CTI/ATIs and National Craft Instructor Certificate

awarded by NVTI and RVTIs are at par with each other. All the States were also
requested to revise their RRs by including National Craft Instructor Certificate awarded by
NVTI/ RVTIs in the prescribed requisite qualification for the post of VIs.
However, it has been frequently brought to the notice of this Directorate General
that even after 8 years of issuance of the above mentioned letter, the RRs have not
been revised by the State Governments. In the RRs for the posts of VIs, only Crafts
Instructor Certificate is being prescribed as the requisite qualification and the National
Crafts Instructor certificate is not being acknowledged at par with Craft Instructor
Certificate. Resultantly, the women candidates, who have been awarded the National
Craft Instructor Certificate by NVTI/ RVTIs, are not being considered eligible for the
posts of VIs even after having the requisite qualifications.
In view of above mentioned facts and to overcome this perennial problem, it is
proposed that 8 months Advanced course and 4 months POT Course( post advanced)
be merged so as to have an amalgamated course of one year duration and the same be
named as Craft Instructor Course as run by CTI/ATIs. This would have uniformity and
standardization of certificates awarded by all DGET institutes and they would be
recognized by all the State Govts so as to acknowledge the qualification of trainees
passed out from NVTI/RVTIs at par with the trainees of CTI/ ATIs.
In this regard it is also proposed that admission in NVTI/ RVTIs for Craft
Instructor Certificate courses would continue to be done during September/ October so
that the trainees after passing out the Basic Courses, they would be able to get
admission in Craft Instructor training in their respective trades, within the same year i.e.
immediately after the results of basic courses are declared. This is proposed keeping in
view the marriageable age of trainees undergoing vocational training as they would not
afford to wait for a year to get admission in Craft Instructor courses i.e. till August of next
year when the admissions in other institutes like CTI etc. are done.

ITEM No.3.19 : INCLUSION OF FIRST TWO YEARS OF INTEGRATED ADVANCED
COURSE ON ARCHITECTURAL ASSISTANTSHIP CONDUCTED IN NVTI/RVTIS
UNDER CRAFTSMEN TRAINING SCHEME .
NVTI/RVTIs conduct NCVT approved integrated advanced course of 2 years, 10
months duration (including 2 months on the job training) in the trade of Architectural
Assistantship. Initial two years component of training is called Architectural
Draughtsmanship (Basic) and after its completion, examination is conducted by
respective NVTI/RVTIs internally. As the exam is conducted internally after two years,
trainees do not get any NCVT certificate for these two year courses and are eligible to
get NCVT certificate only after completion of complete integrated advanced course of
2 years, 10 months duration (including 2 months on the job training).
It is proposed to revamp integrated advanced course in Architecture
Assistantship, being conducted in NVTI/RVTIs on modular basis , so that the first two
years of the above said course is covered under Craftsmen Training Scheme (CTS)

and 10 months course ( inclusive of 2 months on the job training) be considered an


advanced course. This would enable the trainees of this first two years of this course to
get (I) poverty cum Merit Stipend/Scholarship, which they are not getting till now and (ii)
NCVT Certificate after successful completion of first two years of training.
It is also proposed that successful women/girls trainees of Architectural
Assistantship of other ITIs/ITCs may be allowed to seek admission in the 10 months
advanced course in Architectural assistantship in NVTI/RVTIs.

ITEM NO.20 : INTRODUCTION OF SECOND SHIFT FOR BROAD BASED BASIC
TRAINING COURSES .
Multi skill courses under craftsmen training scheme are offered in ITIs upgraded
as Centres of Excellence . Under the scheme, there is change in the structure of
training in ITIs by introducing Broad Based Basic Training (multi-skill ) courses during
the first year followed by Advanced & Specialised modular courses of 6 months
duration each in second year of training . These courses have provisions of multi entry
and multi exit. The training programme is designed on sector basis catering to
particular group of industries . The structure of training course is Broad Based Basic
Training (BBBT) in number of skill areas related to a particular industrial sector during
first year , advanced modular courses of 6 months duration in second year and
specialized modules during last phase of training.
As the duration of advance module is six months the facility created remains
unutilized for remaining six months . It is ,therefore, proposed to introduce second shift
in BBBT by arranging one additional instructor tool and kit in line with courses offered
in second unit under CTS in conventional trades .
