ORDER:

The Government have issued order lifting the ban on direct recruitment in
Government order third read above. The above orders will apply to appointments on
compassionate grounds also. In continuance of the above order, the instructions issued in
Lr.(Ms.)No.20, Personnel and Administrative Reforms (G) Department, dated 1.3.2002 are
hereby cancelled with immediate effect. Detailed guidelines on such compassionate
appointments will be issued separately.

an Integrated Format for issue of certificate by the Tahsildars to the applicants seeking
appointment on compassionate grounds.

2. Accordingly, a revised proforma is annexed to this letter in supersession of the


orders issued in the Government letters first and second cited.

3. All Heads of Department and Collectors are requested to furnish the details in the
revised proforma while sending proposals to the Government for regularisation of services
of incumbents appointed temporarily an compassionate grounds.

ORDER:

The Government have issued orders in the G.O. read above, lifting the ban on
filling up of posts by temporary appointments on compassionate grounds imposed
in Letter (M.) No.20, Personnel and Administrative Reforms (G) Department dated
1.3.2002. It has also been ordered therein that detailed guidelines on such
compassionate appointments will be issued separately.

2. The Government, after careful consideration, examined the matter and


order as follows:-

i. Compassionate ground appointments shall be made to the posts in ‘C’ and


‘D’ Groups.
ii. The existing guidelines for fixing of the time limit for filling application and
relating to indigent circumstances be continued;
iii. A staff committee may be constituted under the Chairmanship of Chief
Secretary and that Committee shall examine in detail and place the
recommendations for the consideration of the Cabinet.

In the G.O. cited, the following guidelines on compassionate appointments
have been issued:-
i) Compassionate ground appointments shall be made to the posts in ‘C’
and ‘D Groups:
ii) The existing guidelines for fixing of the time limit for filling application
and related to indigent circumstances be continued;

iii) A staff committee may be constituted under the Chairmanship of Chief


Secretary and that Committee shall examine in detail and place the
recommendations for consideration of the Cabinet,

2. Certain Government departments have enquired about adherence of


the guidelines for implementation of the said G.O. The Government, therefore,
clarify that the guidelines under item nos. (i) and (ii) of the G.O.Ms.No.61 L & E
dated 19.07.2006 are clearly spelt out the level of appointment to the posts in ‘C’
and ‘D’ Groups on compassionate grounds and other issues viz. continuance of
the existing guidelines for fixing of the time limit for filling applications and
related to indigent circumstances of the family of the deceased Government
servant. Accordingly, the Government direct that all Departments of Secretariat,
HODs and District Collectors shall implement the above Government order by
strictly adhering to the guidelines issued based on the directions of the Supreme
Court of India in respect of indulgency, immediacy in the following manner:-

(i) In respect of Office Assistants,


Typists and Steno-Typists as well as
any other non-common category
posts in ‘C’ & ‘D’ Groups, the
available approved vacancies can be
filled up by the eligible candidates
under compassionate ground and

(ii) In respect of Junior Assistants 25%


of available approved vacancies can
be filled up by the eligible
compassionate ground candidates.

Suitable instructions may also be issued to all the appointing


authorities in this regard.

ORDER:

For the appointment under compassionate grounds the question of fixing of


seniority for adopting either the date of death of the Government servant (or) the
date of application produced by the legal heire of the deceased Government Servant
has to be decided.

2. The Government after careful examination of the matter have decided that
the date of death of the deceased Government servant be taken for fixing seniority
for appointment under compassionate grounds and accordingly direct that the date
of death of Government servant should be taken for fixing seniority for making
appointments under compassionate grounds.

3. This order will take effect from the date of issue of the order.
